JAPANESE MINISTER ARRIVES IN ISTANBUL IN 13 HOURS TOURISM MINISTRY TO FORM A WORLD PEACE VILLAGE -TANAKA INVITES ECEVIT AND CEM TO INTERNATIONAL MEETING IN TOKYO ON Daisuke Matsunaga from the Japanese Foreign Affairs Ministry Press Department held a press conference at Istanbul's Swiss Hotel on Saturday, and gave information about Tanaka's contacts in Ankara. Noting that Tanaka was pleased with the hospitality she received in Turkey, Matsunaga told reporters that Tanaka considered her meetings with Prime Minister Ecevit and Foreign Minister Cem beneficial. Matsunaga said that Tanaka had invited Prime Minister Ecevit and Foreign Minister Cem to the international meeting to be held in Japanese capital Tokyo between January 21 and 22 on ''Development of Afghanistan'' because Turkey could make important countributions as a Muslim and secular country. Noting that both Prime Minister Ecevit and Foreign Minister Cem were ready to do their utmost for development and modernization of Afghanistan, Matsunaga said that Prime Minister Ecevit and Foreign Minister Cem had pledged to send high-level officials to the meeting in Tokyo. Matsunaga quoted Prime Minister Ecevit and Foreign Minister Cem as saying that they wanted to develop cooperation between Turkey and Japan in tourism. -ANKARA DGM NO: 2 EXPECTED TO ANNOUNCE ITS VERDICT ABOUT CASE ON ''UMUT During the 19th hearing session held on December 7, 2001, suspects Talip Ozcelik and his lawyer Huseyin Kilic made their defenses about the merits of the case. Chief Judge Huseyin Eken said that the court could announce its verdict at the 20th hearing session on January 7, 2002, and ask the suspects to say their last words. The indictment about merits of the case requested the court to acquit suspects Abdullah Argun Cetin, Musa Koca, Ismail Kochan, Seref Dursun and Adnan Yukdag due to lack of evidence. The indictment sought capital punishment to suspects Ferhan Ozmen, Necdet Yuksel, Rustu Aytufan, Yusuf Karakus, Muzaffer Dagdeviren, Abdulhamit Celik, Fatih Aydin, Hasan Kilic and Mehmet Sahin on charges of ''attempting to damage constitutional order of the state by using force'' in accordance with Article 146/1 of the Turkish Penal Code (TCK). It sought imprisonment sentences up to 22 years and 6 months to suspect Mehmet Ali Tekin on charges of ''forming an armed gang against security of the state'' in accordance with Article 168/1 of the TCK and Article 5 of the Anti-Terrorism Law. The indictment sought imprisonment sentences from 15 years to 22 years and 6 months to suspects Mehmet Kasap, Mehmet Gurova, Adil Aydin, Murat Nazli, Hakki Selcuk Sanli and Talip Ozcelik on charges of ''being a member of an illegal organization'' in accordance with Article 168/2 of the TCK and Article 5 of the Anti-Terrorism Law while it sought imprisonment sentences from 4 years 6 months to 7 years and 6 months to suspects Dervis Polat and Yuksel Pakdemir on charges of ''aiding and abetting to an illegal organization'' in accordance with Article 169 of the TCK and Article 5 of the Anti-Terrorism Law. -INCOME PER PERSON REDUCES BY 80 U.S. DOLLARS AFTER ANNOUNCEMENT OF CENSUS National income per person which had earlier been foreseen as 2,261 U.S. dollars decreased by 80 U.S. dollars after announcement of the census results. The population which had earlier been announced as 67,844,000 rose to 68, 082,581 at the end of 2000. According to the annual programme, the population was estimated to be 65, 784,000 as of end of 2000. While the population in mid-2000 had been calculated as 67,469,508, the national income per person which had earlier been foreseen as 3,095 U.S. dollars decreased 100 U.S. dollars to 2,995 U.S. dollars. Meanwhile, the national income per person had been estimated to be 2,261 U.S. dollars in 2001 during which the economic crisis had erupted. However, the national income per person reduced 80 U.S. dollars to 2,181 U.S. dollars following announcement of the census results. The national income per person in 2002 is estimated to be 2,316 U.S. dollars but it will decrease 89 U.S. dollars to 2,227 U.S. dollars in parallel to the increase in population. Meanwhile, the population in Turkey will increase over to 70 million on July 11, 2002 according to estimations and reach 70,602,000 at the end of 2002. Undercover officers captured him, and seized the manuscript Bible. Officials said that 17-page Bible was written with pure gold in Hebrew language. Noting that there were 16 such manuscript Bibles in the world, officials said that Sanliurfa Museum would examine it. The Bible having a market value of nearly 1 million U.S. dollars, is thought to have been brought in from Iraq. -TREASURY TO SELL 140-DAY AND 238-DAY BONDS Releasing a statement, Treasury Undersecretariat said that value date of both the 140-day and 238-day bonds is January 9, 2001. It said the maturity of 140-day bonds is May 29, 2002, and maturity of 238- day bonds is September 4, 2002. -DEPUTY PRIME MINISTER BAHCELI CRITICIZES EU [02] ''CONDITIONS WHICH WERE PUT FORWARD DO NOT TAKE TURKEY'S EXPERIENCES INTO CONSIDERATION''AMSTERDAM - Nationalist Movement Party (MHP) leader, State Minister and Deputy Prime Minister Devlet Bahceli said on Saturday that some conditions which were put forward for Turkey's accession to the European Union (EU) did not take the Turkish nation's bitter experiences into consideration.Speaking at the annual congress of the Netherlands Turkish Federation in Den Bosch city of the Netherlands, Bahceli said, ''Turkey's sincerity about its accession to the EU has not found a response from the EU and the hesitant and contradictory attitude of the EU surprised Turkish people. Besides, Turkey has made more self-sacrifices than the EU.'' Bahceli said that the EU had dilemmas within itself about acception of Turkey's full-membership and that it had failed to display a clear attitude so far. ''The problem is not about fulfillment of the bloc's criteria by Turkey as some people suppose,'' he said. ''Everybody clearly knows about Turkey's determined attitude and good-will efforts regarding this matter. It is clear that efforts of Turkey and its self-sacrifices are much more than those made by our European interlocutors. It is a noteworthy fact that the EU administration has not yet displayed sufficient determined and sincere attitude about real intentions while Turkey has already taken important steps and declared its Europe target,'' he said. Criticizing the EU member states' approach toward the terrorist organizations, Bahceli stressed that any country could not tolerate terrorist acts threatening its social peace and trying to destroy democratic system. ''As Turkey, we expect our European allies to see the real faces of terrorist organizations which use human rights as a mask and to realize that Turkey's fight against these organizations will contribute to peace and security and Europe,'' he said. Regarding the Cyprus question, Bahceli said that the EU was displaying an attitude which did not take Turkey's sensitivities and historical facts into consideration. Bahceli said, ''It is the Turkish Cypriots who are exposed to oppression on Cyprus and they should be the side to whom support should be extended.'' -JBIC TO GIVE LOAN ALSO TO ANKARA POTABLE WATER POJECT Japan's overseas invstments creditor Japanese Bank for International Cooperation (JBIC) officials who met with Turkish officials in Ankara for the ''Marmaray'' project for railway connection beneath the Istanbul straits proposed that they could give long-term loan under appropriate conditions also to the Ankara potable water poject. The amount of loan and conditions will be determined after the talks with the JBIC in 2002 on the 2nd Phase Gerede System project carried out by the Ankara Municipality. Under the Treasury Undersecretariat's long-term external loan programme, a financing up to 500 million U.S. dollars is foreseen for the Ankara potable water project. The JBIC loan for the project is expected to be 30-year maturity with 3 percent fixed intrest rate. The project is expected to start in 2002 and end in 2005. -WORLD BANK AND IMF WANT AN AUTONOMOUS TURKISH INCOMES DEPARTMENT Sources said on Sunday that the opinion of an independent incomes department, independent tax department had firstly been put forward during the tax department restructuring works carried out by Finance Ministry and World Bank. During those works, World Bank experts had said that an independent structure should be granted also to the tax department for transition into a more concrete system in field of taxation. Within framework, World Bank requested for a more autonomous structure to the directorate General of Incomes and its direct dependence on the Finance Ministry. World Bank also requested for transfer of Finance Ministry's main supervision units to the Incomes Department which would be restructured. It was mentioned that with this respect, incomes and tax controllers who were carrying out works under organization of the Directorate General of Incomes would be assigned under a single umbrella together with the two other main supervision units, making controls more seriously and effectively. World Bank stressed that tax departments should be changed into units which were more autonomous and worked rapidly. World Bank's opinion about an independent incomes department was adopted also by the IMF. Also the IMF side made the same requests during the talks on the new stand- by deal. IMF said that the Directorate General of Incomes should be restructured for an effective fight against tax loss and evasion. -HEAVY SNOWFALL CONTINUES TO PARALYZE DAILY LIFE AND TRAFFIC Governor Fikret Guven of northwestern province of Duzce said that all primary and secondary schools in the province were closed till Wednesday due to heavy snowfall. In western province of Izmir, bad weather conditions caused 48 traffic accidents. There were not any immediate reports of casualties in the accidents that caused financial damage. A total of 50 people slipped on icy roads, and were injured. They were taken to nearby hospitals for medical treatment. Turkish Telekom worker Hasan Karademir, 41, fell from a telephone post due to severe winds in Gulbahce village in Urla township of Izmir. Doctors said that he was in good health condition. All village roads which had been closed to traffic due to heavy snowfall in northwestern province of Edirne, were re-opened. In neighboring province of Kirklareli, eight villages could not be reached by highway. Two workers who had been stranded in a radio transmitter on Isterne Hill in Sarkoy township of northwestern province of Tekirdag for five days, were rescued. In northwestern province of Bolu, heavy snowfall blocked 191 village roads. Security forces banned vehicles without snow chains from travelling to Bolu Mountain. Highway teams have been spreading salt on the roads to clear away snow drifts. Meanwhile, quake survivors have been trying to clear away snow drifts piled on top of their prefabricated huts. In neighboring Kocaeli province, 137 out of 245 village roads have been opened to traffic again. In northwestern province of Bursa, 375 villages could not be reached by highway. In northwestern province of Bilecik, heavy snowfall and stormy winds severed access to 24 villages in Yenipazar township. Meanwhile, five villagers who had been stranded in mountainous area near Bozyazi township of southern province of Icel, were rescued. In neighboring Adana province, 33 villages in Tufanbeyli township have been blocked by snowfall. 70 students who could not return to their homes in these village, have been hosted in homes of their schoolmates. Villages in Tufanbeyli could not be given electricity for a week as most of electricity posts overturned in the stormy winds. Heavy snowfall blocked 640 village roads in southeastern provinces of Gaziantep, Kahramanmaras, Adiyaman and Kilis. Continuing snowfall and stormy winds have been hampering efforts to re-open these roads. In eastern provinces of Van, Bitlis and Hakkari, heavy snowfall severed access to 440 settlement units. Snow reached more than one metre in altitudes of the region. In central province of Sivas, the entrance to a multi-storey parking lot collapsed due to bad weather conditions. There were not any immediate reports of casualties in the incident. Heavy snowfall and stormy winds severed access to nearly 2 thousand villages in northern provinces of Samsun, Ordu, Amasya and Sinop. Heavy snowfall piled snow drifts more than a meter deep in many parts of the region. All primary and secondary schools have been recessed for two days in northern province of Amasya. In neighboring Giresun province, 25 cattle perished in an avalanche in Tamdere village. Meanwhile, highway between southeastern province of Kahramanmaras and central province of Kayseri have been closed to traffic due to avalanche. Heavy snowfall blocked 1,832 village roads in eastern provinces of Erzurum, Erzinvan, Mus, Bingol, Addahan, Tunceli, Agri and Kars. In eastern province of Bitlis, 130 people who had been stranded on the road as heading for Bahcesaray township of eastern province of Van by minibuses, were rescued by gendarmerie teams. Exams have been postponed for three days at Konya's Selcuk University due to heavy snowfall. It snowed on Manavgat township of southern province of Antalya for the first time in ten years. Children who saw the snow for the first time in their lives, played snowballs. Istanbul Municipality Directorate of Urgent Assistance provided shelter for 65 homeless people living on streets in a sports hall in Alibeykoy district of Istanbul in the last two days. Homeless people have also been given food and health services. Continuing snowfall also affected flights. The Turkish Airlines' (THY) flights were delayed. Primary and secondary schools have been closed on Monday in Istanbul. Meanwhile, flood waters triggered by torrential rains inundated houses in 15 villages in Kadirli township of southern province of Osmaniye. Three villages cannot be reached by highway. After meteorology officials warned that torrential rains would continue in the next two days, a crisis desk was set up. -JAPANESE DEPUTY SENATE SPEAKER SHOJI MOTOOKA DUE IN TURKEY Releasing a statement, the Parliament Speaker's Office said on Sunday that Shoji Motooka and accompanying delegation would pay an official visit to Turkey between January 8-13. The statement said that the delegation would arrive late on Tuesday at Istanbul's Ataturk Airport and meet with the Turkish-Japanese Business Council members in Istanbul on Wednesday. The delegation would proceed to Ankara the same day and be welcomed by Deputy Parliament Speaker Yuksel Yalova at Ankara's Esenboga Airport. The Japanese delegation would start its contacts in Ankara on Thursday, January 10 by visiting Mausoleum of Ataturk. The same day, Shoji Motooka would meet with Yalova and later with Turkish- Japanese Interparliamentary Friendship Group Chairman Ilyas Yilmazyildiz and group members at the Parliament. Later in the same day, Parliament Speaker Omer Izgi will receive Shoji Motooka and accompanying delegation. Following the meeting, the Japanese delegation would follow General Assembly works. The guest delegation which would visit the Anatolian Civilizations Museum in Ankara would later be received by President Ahmet Necdet Sezer on Friday, January 11. Following the meeting with the President, the Japanese delegation would visit the Turkish-Japanese Culture Center in Oran district of Ankara. The delegation which would return to Istanbul on January 12 would later proceed to Adapazari and visit the Japanese village set up after the earthquake disaster. The guest delegation would leave Turkey late on Sunday, January 13 after visiting historical places in Istanbul. -SEVERE WINTER CONDITIONS CONTINUE TO BE EFFECTIVE Roof of a house collapsed in eastern province of Malatya under the weight of snow drift, injuring two people. They were rushed to a nearby hospital for merical treatment. In northwestern provinces of Bursa and Bolu, all primary and secondary schools have been recessed for a day. Heavy showfall severed access to 515 villages in central provinces of Konya and Aksaray. Continuing snowfall and stormy winds have been hampering efforts to clear the roads. In northern province of Tokat, 420 villages could not be reached by highway. Meanwhile, hungary wolves came down from mountain to Keban township of eastern province of Elazig. Officials warned residents against possible attacks of hungary wolves. In northern provinces of Giresun, Gumushane, Bayburt, Trabzon and Rize, five-day heavy snowfall blocked hundreds of village roads, and piled snow drifts a meter deep. -JAPANESE FOREIGN MINISTER TANAKA LEAVES TURKEY Tanaka's plane which was scheduled to take off at 09:10 was allowed to depart from Istanbul's Ataturk Airport at 14:05 due to bad weather conditions. Tanaka and accompanying delegation had been received by Prime Minister Bulent Ecevit and met with Foreign Minister Cem in Ankara. -ARAB LEAGUE SECRETARY GENERAL MOUSSA'S VISIT TO TURKEY CANCELLED Reliable sources said that Moussa could not be coming to Turkey due to delay in the Egyptian Airways' Cairo-Istanbul flight. Moussa was scheduled to come to Turkey upon Foreign Minister Ismail Cem's invitation and expected to be received by President Ahmet Necdet Sezer and Prime Minister Bulent Ecevit.
