    HURRIYET (LIBERAL)

    ASLITURK'S TRIAL POSTPONED TO NOVEMBER
    The court case against former Sisli Mayor Gulay Asliturk which was held in London was postponed to November. James Lewis who represents Turkey and Asliturk's lawyers will get together on August 20 and decide on the day of the trial in November.

    COUNCIL OF EUROPE WARNS TURKEY ABOUT FREEDOM OF EXPRESSION
    Council of Europe Ministers Committee said the Turkish laws should abide with the European Convention of Human Rights' article on the freedom of expression. The Ministers Committee also asked Turkey to return the personel rights of 17 people who have been sentenced related to this article. There are writers such as Fikret Baskaya, Haluk Gerger and Ibrahim Aksoy among these 17 people. The Ministers Council said the suspects were sentenced because of the articles, books, brochures they had written and this was a violation of Article 10 of the European Convention of Human Rights.

    MILLIYET (LIBERAL)

    THEY WILL MAKE PISKINSUT REGRETFUL
    Ankara Chief Prosecutor prepared an indictment against Sema Piskinsut, a deputy from the Democratic Left Party (DSP) for keeping confidential the identities of the inmates whom she questioned when she was the Chairperson of the Parliamentary Human Rights Commission. The indictment asks for lifting her parliamentary immunity as it accused Piskinsut of ''abetting criminals'' and of ''not giving information to investigators.''

    SOCIAL ''EXPLOSION'' IS AT NSC
    The National Security Council (NSC) which will convene under the leadership of President Ahmet Necdet Sezer in Istanbul today, is expected to take up the reflection of the economic crisis on society. The official agenda of the meeting is the recent developments in Macedonia, external developments like Cyprus and Iraq. The military flank of the Council is expected to bring onto agenda its concerns over the increasing unemployment and poverty which could lead to a social ''explosion.''

    SABAH (LIBERAL)

    IMF SAYS IT MADE A MISTAKE
    International Monetary Fund (IMF) which didn't confess its mistakes regarding the economic programme of Turkey to date, for the first time accepted its mistake indirectly. IMF European I Department Director Michael Deppler said that the previous programme was too brittle regarding the conditions of Turkey. ''in 1999-2000, the challenge was to achieve domestic debt sustainability and disinflation against the background of an external current account surplus. The answer was a crawling peg exchange rate regime and strict limits on the creation of central bank credit. It did not fail because of cavalier design. Failure was due to a combination of bad luck (rising oil prices and a general shift away from emerging market debt) and the authorities' failure to deal in a timely way with emerging problems (an aggregate demand boom and an irresponsible banking system). That said, the programme design was, with hindsight, probably too brittle for Turkish conditions,'' he said.

    TRADITIONALISTS AND REFORMISTS DON'T SEE EACH OTHER ON FRIDAYS
    They were the members of the same party one month ago. Today one group of them is called ''conservatives'' and the others as ''reformists.'' The first group founded the Felicity Party (SP), while the other group continues its work to form another party. Following the closure of the Virtue Party (FP) by the Constitutional Court, these deputies even pray in different mosques on Fridays.

    FRIGHTENING PICTURE
    All institutions of Turkey started to be bought by foreigners. Some 52,000 businesses closed down in the first six months of the year. Ten thousands of people were left unemployed and everybody is worried about his future. South East Anatolia Industrialists' and Businessmen's Association (GUNSIAD) will present a report today to State Minister Kemal Dervis inluding a series of meausures to develop the South East. The report underlines that the South East Anatolia suffered most from the general poverty in Turkey.

    PRIVATE SECTOR STARTS LOSING ITS HOPES
    The Turkish private sector is becoming more pessimistic every day. The optimism which was formed in May after the economic program was announced began to leave its place to pessimism in June. A survey carried out by the Central Bank among private sector companies also revealed that the private sector had no plans for the next 12 months. Private sector also doesn't expect much from export incomes.

    RADIKAL (LEFT)

    PRIME MIINSTER ECEVIT IS HOPEFUL
    Prime Minister Bulent Ecevit who met with deputies from the Democratic Left Party (DSP) yesterday told them that the economic crisis in Turkey can only continue for one year. DSP deputies who criticized the Nationalist Movement Party's (MHP) approach of favouritism were calmed down by Ecevit. Ecevit told the DSP deputies that he was pleased with Devlet Bahceli, the MHP leader who helps in continuation of the government.

    ANOTHER DEPUTY RESIGNS FROM SP
    Avni Dogan, a deputy from Kahramanmaras province, resigned on Tuesday from the Felicity Party (SP). In his resignation petition he submitted to the Parliament Speaker's Office and SP Headquarters, Dogan said that he had thought it was necessary for him to resign from the SP. The number of SP deputies decreased to 49 by the two resignations from it recently. Dogan had earlier criticized the reformist wing which broke ties with SP. It is not clear yet whether he will join the new party to be founded by the reformist wing or not.

    TURKIYE (RIGHT)

    ECEVIT: ''TURKISH PEOPLE ARE VERY PATIENT''
    Prime Minister Bulent Ecevit has said Turkish people looked into future with hope despite economic hardships and they believed that the economic program would reach success. ''Even people who suffer most from the economic situation express their discontent moderately while we see more violent incidents in the streets in developed countries. This indicated the patience of the Turkish people and their faith in the program,'' Ecevit said.

    MILITARY BORDERS WITH BULGARIA LIFTED
    A Bulgarian delegation came to Kirklareli to watch the activities of the Bulgarian military team which is a part of the Mutual Border Unity Training and Exercise realized between Turkish and Bulgarian land forces. Fifth Army Corps Acting Commander Vice General Hayri Kivrikoglu said ''This training and exercises show that no military borders are left between Turkey and Bulgaria.'' Bulgarian commander Ivan Dobrev also pointed to the developing friendship between the two countries and said Bulgaria wanted to stregthen relations with Turkey.

    ZAMAN (CONSERVATIVE)

    ECEVIT SAYS THERE WON'T BE ANY SOCIAL ''EXPLOSION''
    Prime Minister Bulent Ecevit said that he does not agree with the views which come to the agenda from time to time saying that ''there will be a social explosion.'' ''Our people looks at the future hopefully,'' Ecevit said. Responding to questions of journalists, Ecevit said that ''even in the most developed western countries people rush to streets to protest certain things and very dangerous events take place. In Turkey, the sections of the society who complain the most show their reaction in a moderate way.''

    [02] TUPRAS BECOMES BIGGEST INDUSTRIAL INSTITUTION OF TURKEY

    ISTANBUL - Turkish Petroleum Refineries Inc. (TUPRAS) whose net sales exceeded 3,1 quadrillion TL in 2000, has maintaned its status as the biggest industrial institution of Turkey.

    According to the results of ''ISO 500'', the traditional report of Istanbul Industry Chamber about the 500 biggest industrial institutions of Turkey in 2000, Turkish Electrical Corporation (TEAS) followed TUPRAS with sales of 1, 1 quadrillion TL and Oyak Renault is ranked the third with sales of 760,8 trillion TL.

    Oyak Renault is ranked the first as the biggest company among the private institutions.

    Arcelik company, which was ranked the third in 1999 was ranked the forth in 2000 with sales of 646,4 trillion TL.

    TUPRAS was ranked the first, TEAS the second and Arcelik the third in the same report for 1999.

    [03] CENTRAL BANK HOLDS FOREIGN CURRENCY AUCTION

    ANKARA - The Central Bank opened a foreign currency auction of 100 million U.S. dollars on Wednesday morning as part of its July-August foreign currency sales program. The bids could be submitted until 11 a.m.

    The money markets opened with a 5 quadrillion 9.3 trilion TL reserve.

    The Central Bank sold 835 million U.S. dollars at a total of seven auctions since July 11. The bank was foreseeing to sell a minimum of 700 million U.S. dollars before the end of July.

    [04] TUPRAS BECOMES BIGGEST INDUSTRIAL INSTITUTION OF TURKEY (2)

    ISTANBUL - Turkish Petroleum Refineries Inc. (TUPRAS), which is a public institution and whose net sales exceeded 3,1 quadrillion TL in 2000, has become the biggest industrial institution of Turkey in 2000 in respect of sales, added value and profitibility.

    TEKEL, the state-run Spirit and Tobacco Administration, Philsa Phillip Morris and Sabancı Cigarette and Tobacco Industry and Trade Inc. have become the other three companies in respect of added value.

    TUPRAS has created added value source worth of 2,9 quadrillion liras, TEKEL has created 1,1 quadrillion liras and Philsa has created added value worth of 602,9 trillion liras.

    TUPRAS has also become the leader in respect of profitibility. TUPRAS has gained a profit worth of 382,5 trillion liras. Turkish Petroleum Inc. followed TUPRAS with a profit of 176 trillion TL and Oyak Renault followed it with a profit of 157 trillion TL.

    Among private companies, Oyak Renault has become the leader with sales worth of 760 trillion TL. Arcelik followed it with sales worth of 646 trillion liras and TOFAS Turk Automobile Factory Inc. has become the third with sales of 501,7 trillion TL.

    Vestel company has become the champion in exports worth of 548 million dollars. Oyak Renault followed it with exports worth of 474,2 million dollars and Tofas followed it with 236 million dollars.

    [05] FIRST OFFICIAL TURKISH-U.S. TRADE CHAMBER OPENS IN CHICAGO

    CHICAGO - The first official Turkish-U.S. Trade Chamber (TACCoMM) was founded in Chicago, it was reported on Wednesday.

    The chamber has famous Turkish and American businessmen, economists and commercial law experts in its body. TACCoMM will work to increase the trade volume between Turkey and the United States and create a dialogue between Turkish and American businessmen.

    TACCoMM spokesman Hulusi Tezcan said TACCoMM was a non-profit organization and it would play an important role in the increasing of trade volume between the two countries. He said that one of their purposes was to form a bridge between the small and medium size companies in Turkey and American companies.

    TACCoMM is operating in an office in a skyscraper in Chicago's center and it is already being frequented by American businessmen.

    [06] IMF DELEGATION CONTINES TO REDUCT SUPPLEMENTARY LETTER OF INTENT

    ANKARA - The contacts of the IMF delegation headed by IMF Turkey Desk Chief Juha Kahkonen in Turkey continues.

    The IMF delegation reducts the supplementary letter of intent that will be presented to the IMF Executive Board in the beginning of August.

    The IMF delegation which is in Ankara within the scope of the ninth review, is expected to conclude its studies till the weekend and leave Turkey.

    Kahkonen, on the other hand will stay in Ankara and accompany Stanley Fischer, the IMF first deputy managing director who is expected to come to Turkey in the weekend or next week in his contacts.

    Fischer is also expected to come together with businessmen and finance circles in Istanbul.

    [07] CENTRAL BANK SELLS 100 MILLION U.S. DOLLARS

    ANKARA - The Central Bank sold 100 million U.S. dollars in the foreign currency tender it held on Wednesday morning.

    The average offer at the tender was one million 321,580 TL for one U.S. dollar. The maximum price was one million 325,000 TL and the minimum was one million 320,300 TL.

    [08] PRESIDENT SEZER: ''TURKEY HAS FACED WITH MULTI-LATERAL, MULTI- DIMENSIONAL AND CHANGEABLE SECURITY PROBLEMS BECAUSE OF ITS GEOPOLITICAL POSITION''

    ISTANBUL - President Ahmet Necdet Sezer said on Wednesday, ''Turkey has faced with multi-lateral, multi-dimensional and changeable security problems because of its geopolitical position. All these problems and uncertainities in the world entail our Armed Forces to be more prepared in the coming period.''

    President Sezer attended a ceremony in the Naval Forces Commandership's vessel delivery and launching ceremony in Istanbul.

    Speaking at the ceremony, President Sezer said, ''Turkey has been progressing on the path of becoming one of the most distinguished countries of the modern world. One of the most significant successes achieved by Turkey is to have a deterrent defense force protecting the country against any kind of threat and providing peace.''

    ''Turkey has faced with multi-lateral, multi-dimensional and changeable security problems because of its geopolitical position. All these problems and uncertainies in the world entail our Armed Forces to be more prepared in the coming period,'' he said.

    President Sezer noted, ''the Turkish Armed Forces has the necessary power and determination to defend our country against internal and external threats, and to protect our territorial integrity and national benefits. Our Armed Forces has been playing an influencial role in protection of peace and stability in line with Mustafa Kemal Ataturk's principle 'peace at home, peace in the world'. Our army has been monitoring technological developments in the world to modernize itself. Its power increases day by day. The Turkish Armed Forces has gained the world's respect with its discipline, training and equipment, and become the most modern armed force of its region. Both our nation and state appreciate the Turkish Armed Forces' development and successful services.''

    ''We are witnessing a trustworthy and honorable development today. A total of seven vessels will be handed over to the Naval Forces Commandership and a vessel will be delivered to Kazakhstan,'' he said.

    President Sezer added, ''our geographical position entail us to attribute great importance of maritime defense. At the same time, Turkey has two straits of strategical importance. The Turkish Armed Forces which has been successfully undertaken the duties of defending our country and protecting its territorial integrity, should continue to modernize itself in parallel with political, social and technological developments of the 21st century.''

    [09] MAJOR INDUSTRIAL ENTERPRISES -TUPRAS RANKED FIRST IN PROFITABILITY

    ISTANBUL - Turkish Oil Refineries Corp (Tupras) ranked first in profitability list among major 500 industrial enterprises while Oyak Renault ranked first among major private sector enterprises in profitabilityy list in 2000.
