    ECEVIT:''STATE MINISTER DERVIS HAS TOUGH TASK''
    When journalists asked Prime Minister Bulent Ecevit if State Minister Kemal Dervis can join the Democratic Left Party (DSP) in order to ease the concerns of the Nationalist Movement Party (MHP), Ecevit said that ''Mr. Dervis has very tough tasks for the moment. I don't think that Dervis's joining our political party now is suitable as this will bring the influence of politics on his tasks.''

    DURMUS SAYS NOBODY CAN ASK A STUDENT IF SHE IS VIRGIN
    It was recently understood that the National Education Ministry Disciplining Council didn't approve the new provision of the regulation which ordered the performance of virginity test on medical high school girls who are known to be having sex or engaging in prostitution. Health Minister Osman Durmus who brought the new provision said in his part that ''we took this decision by the approval of the Council. Yet we can't ask a student who is accepted to a school whether she is virgin or not.''

    ''REFORMIST'' MONEY SIPHONING
    Ministry of Interior re-opened the files regarding the tenders given to Albayrak business group since 1995 by Tayyip Erdogan, the former Istanbul mayor and Ali Mufit Gurtuna, the Istanbul mayor. No corruption had been found in the files when Saadettin Tantan was the Interior Minister. Now it has been found that privileges were given to Albayrak group.

    YILMAZ SAYS DEBATE ON TECHNOCRATS GOVERNMENT IS RIDICULOUS
    Responding to questions of journalists at the Motherland Party (ANAP) Headquarters, Mesut Yýlmaz, Deputy Premier and the leader of ANAP said that he considered the debate on technocats government as ridiculous and unhealthy. Regarding the decision of the court which ended the arrestment of six suspects in the white energy

    case, Yýlmaz said that ''I had earlier said that the investigations carried out in the beginning were not healthy. The decision of the judiciary confirms my

    view.'' Yýlmaz didn't want to speak about the tension between the Nationalist Movement Party (MHP) and State Minister Kemal Dervis.

    SABAH (LIBERAL)

    ECEVIT CALLS FOR CEASEFIRE BETWEEN MHP AND DERVIS
    Prime Minister Bulent Ecevit said regarding the tension between the Nationalist Movement Party (MHP) and State Minister for Economy Kemal Dervis that ''there is not any situation which requires my mediation between the Nationalist Movement Party (MHP) and State Minister Kemal Dervis.'' But Ecevit didn't conceal that he felt uneasiness about the tension. ''It is not a necessity that MHP ministers and Dervis should like each other, but the thing that matters is to allow everybody to do his task, '' Ecevit stated.

    IMF DELEGATION STARTS ITS CONTACTS
    Juha Kahkonen, the IMF Turkey Desk Chief who came to Ankara yesterday within the scope of the ninth review of the stand-by agreement signed between Turkey and IMF, started his contacts immediately. Kahkonen met with Treasury Undersecretary Faik Oztrak in the evening.

    CUMHURIYET (LEFT)

    ASPENDOS CONFUSED WITH TARKAN
    Remzi Yildiz, the Mayor of Belkis township from the Nationalist Movement Party (MHP), defended that the concert of famous pop singer Tarkan and the show of Sultans Of The Dance group will give damage to the theatre. Meanwhile, Culture Ministry defended that the concert and the show would not give damage to the theatre.

    DISMISS DURMUS
    The regulations, which foresaw dismissal of students in medical vocational schools if they have sexual intercourse, caused reactions. Egitim-Sen wanted President Ahmet Necdet Sezer to dismiss Health Minister Osman Durmus. Senal Sarihan, the Lawyer and Chairperson of Republic Women Association, pointed out that, ''this implementation is not legal.''

    Meanwhile, Durmus on Monday defended that there was not such an implementation.

    RADIKAL (LEFT)

    ''AMNESTY DECISION'' CAN BE ISSUED THIS WEEK
    Constitutional Court continues to examine in merits the applications of local courts requesting the abolishment of certain articles of the Law on Conditional Release and Suspension of Punishments No. 4616.

    Court Chairman Mustafa Bumin said that the decision can be taken in the middle of this week, adding that ''this is only a guess, I don't know how long the negotiation will last. Yet, I believe that the examination will end before this weekend.''

    The Court will firstly determine the character of the law and after it reaches a consensus on it, it will start to discuss the provisions requested to be annuled.

    NO ARREST TO GULEN
    The Ankara State Security Court (DGM) continued on Monday to try Fethullah Gulen on charges of setting up an illegal organization and trying to replace the secular state with a state based on religious rules.

    DGM prosecutor Nuh Mete Yuksel requested that Gulen be arrested in absentia in line with the press statements that the address where the suspect is staying in the U.S. is not the real address.

    Chief judge Yunus Karabiyikoglu rejected Yuksel's request regarding the arrest of Gulen in absentia ''for the time being.''

    TURKIYE (RIGHT)

    CAUTIONARY MEASURE FOR EGS HOLDING
    Ankara Commercial Court imposed a precautionary measure on the assets of EGS Holding Corp. After the EGS Bank was transferred to the Savings Deposit Insurance Fund, upon the request of the fund, cautionary measure was put on the assests of EGS Holding.

    By this decision, the court banned the sales and transfer of EGS Holding's assets to third parties.

    THERE CAN NOT BE TECHNOCRATS GOVERNMENT
    Prime Minister Bulent Ecevit said he found odd that in the recent days some circles tried to launch campaign for technocrats government, noting that, ''those who have opposition to our party should refrain from casting shadow over democracy.''

    Responding to the allegations that he mediated between Devlet Bahceli, the leader of the MHP and State Minister Kemal Dervis, Ecevit said, ''relations were tensed. I have always exerted efforts to provide harmonization in the government, and I will always do it.''

    ZAMAN (CONSERVATIVE)

    CIVILIAN DIPLOMACY FOR INTERNATIONAL CRISES
    In parallel with the efforts of the non-governmental organizations to influence foreign policy, initiatives for ''civilian diplomacy'' started. First, the Turkish-Greek Friendship Forum, and later, the Turkish-Armenian Peace Commission were brought. Names like former foreign minister Ilter Turkmen and former foreign ministry undersecretary Ozdem Sanberk are mentioned in both intiatives.

    APPROVAL OF COUNCIL OF STATE TO THE LIQUDATION OF TURKBANK
    The Council of State rejected the application requesting to stop the enforcement of the Banking Regulatory and Supervisory Board's (BRSB) decision which banned Turkbank to carry out banking activities and which foresaw its liquidation as of July 1, 2001. Council of State no:10 discussed the case, opened by Turkbank Community Chest, to annul the decision of the BRSB and to stop the execution of the decision.

    Turkbank Community Chest has the right to oppose the decision.

    [02] U.S. APPROVES LOGOGLU AS TURKISH AMBASSADOR TO U.S.

    WASHINGTON D.C. - The American administration gave ''agrément'' to the appointment of the Foreign Ministry Undersecretary Faruk Logoglu as the new Turkish Ambassador to the U.S. on Tuesday.

    White House officially approved the appointment of Logoglu last Friday.

    Logoglu is expected to start his term in office in the U.S. as the Turkish Ambassador in the middle of September.

    Faruk Logoglu will take over the mission from Baki Ilkin, who is currently the Turkish Ambassador to the U.S.

    [03] DYP DEPUTY CETINKAYA RESIGNS FROM HIS PARTY

    ANKARA - Necati Cetinkaya, a True Path Party (DYP) deputy resigned from his party on Tuesday.

    Cetinkaya who is expected to act together with the reformist group which seperated themselves from the deputies of the banned Virtue Party (FP), submitted his resignation petition to the DYP and the Parliament Speaker's Office this morning.

    The number of DYP deputies in the parliament decreased to 80 and the number of independents increased to 117 by the resignation of Cetinkaya.

    The distribution of seats in the parliament following the resignation of Cetinkaya is as follows:

    DSP : 132
    MHP : 126
    ANAP : 87
    DYP : 80
    Independents: 117

    Vacant : 8

    [04] PRIME MINISTER ECEVIT (1): -''ALL ARGUMENTS IN COALITION GOVERNMENT RESULT IN COMPROMISE''

    ANKARA - Prime Minister Bulent Ecevit said on Tuesday that all arguments in the coalition government resulted in compromise, adding that the coalition partners had been working in full harmony.

    Responding to questions of the journalists, Prime Minister Ecevit stressed economic figures revealed a positive progress.

    ''Continuation of a pessimist atmosphere despite all these positive developments is mainly a result of psychological and political factors. Meanwhile, some circles have been expending efforts to render ineffective the economic program, to prevent structural reforms and to hamper democracy, '' he said.

    Prime Minister Ecevit noted, ''despite all these efforts to hinder structural reforms, our government is determined to fully implement the economic program. We expect our people to rely on Turkey's power without being affected by these negative scenario. Abnormal increase in interest rates and foreign currency rates should be prevented in this way. Structural reforms have the characteristics of change in order. Our government's determination and our people's common-sense and self- confidence will spoil plans of those whose benefits were damaged as a result of these changes in the order.''

    Ecevit told reporters that the leaders of three political parties forming the coalition government and economic officials would meet in coming days to work out concrete measures to bring down interest rates.

    Noting that there was no need to make a revision in the program for the time being, Prime Minister Ecevit said that they, as the Democratic Left Party (DSP), did not plan to make a reshuffle in the government.

    Responding to a question about allegations of tension between State Minister Kemal Dervis for Economy and the Nationalist Movement Party (MHP) members, Ecevit said, ''all arguments in the coalition government result in compromise. Some personal differences of opinion should not affect our public opinion negatively. The coalition partners have been working in full harmony.''

    [05] PRIME MINISTER ECEVIT (2): ''DESPITE ALL EFFORTS TO HINDER STRUCTURAL REFORMS, OUR GOVERNMENT IS DETERMINED TO FULLY IMPLEMENT ECONOMIC PROGRAM''

    ANKARA - Prime Minister Bulent Ecevit said on Tuesday, ''Despite all efforts to hinder structural reforms, our government is determined to fully implement the economic program.''

    Responding to questions of journalists, Prime Minister Ecevit said, ''some circles have been expending efforts to incite a pessimist atmosphere in Turkey in recent weeks. However, positive developments have been recorded in our economy.''

    Ecevit enumerated these developments by saying, ''for instance, we have succeeded in setting up sound relations with the International Monetary Fund (IMF) and the World Bank. We have signed with these two institutions loan agreements of about 18 billion U.S. dollars. The loan provided by the IMF to Turkey is the highest amount of loan in accordance with quotas of other countries. All drafts about structural reforms which were entailed by the economic program, have been legalized by the parliament and have been put into practice. Inflation rates started to decrease in May and June. An increase has been provided in tax revenues which is higher than the expected. Non-interest budget revenues are on the expected level. We have been repaying our domestic and external debt on time. While our export increased 7.7 percent in the fist four months of the year, our import decreased 14.1 percent. A great increase has been recorded in tourism revenues. One of the most important factors is that our government has achieved a great success in security.''

    ''Our coalition government has been working in full harmony. All arguments in the coalition government result in compromise. Figures in foreign support, structural reforms, results of budget implementation, foreign trade and balance of payments are positive,'' he told reporters.

    Prime Minister Ecevit said, ''continuation of a pessimist atmosphere despite all these positive developments is mainly the result of psychological and political factors. Some circles have been expending efforts to render ineffective the economic program, to prevent structural reforms and to hamper democracy. Despite all these efforts to hinder structural reforms, our government is determined to fully implement the economic program. We expect our people to rely on Turkey's power without being affected by these negative scenario. Abnormal increase in interest rates and foreign currency rates should be prevented in this way.     [06] WORLD BANK'S 1.1 BILLION U.S. DOLLAR CREDIT TO BE TRANSFERRED TO TREASURY IN ONE OR TWO DAYS

    ANKARA - The World Bank credit of 1.1 billion U.S. dollars, which is a part of the 1.7 billion U.S. dollar credit, will be transferred to Treasury's account at the Central Bank in one or two days.

    It was reported that there were a few more bureaucratic procedures left for the release of the 1.1 billion U.S. dollars Programmatic Financial and Public Sector Adjustment Loan (PFPSAL). After the completion of these procedures, the credit will be transferred to Treasury's account at the Central Bank.

    The World Bank will also release 600 million U.S. dollars for the Agricultural Reform Implementation Project (ARIP) which aims to support the government's policies to restructure the agriculture sector. The credit will be released by considering the implementation of the project.

    The bank will release the credit in two tranches, first 200 million U.S. dollars and then 400 million U.S. dollars.

    The ARIP has the primary objective of helping the Turkish government to implement its agricultural reform program, aimed to begin the production of more marketable crops. Another goal of the project is the restructuring of sales cooperative unions and their member cooperatives to make them more responsive to farmers, and will finance payments to redundant workers. Finally, the project will help the government communicate broadly to the public in Turkey about the program and how they may benefit from it.

    The World Bank Executive Council had approved two credits totalling to 1.7 billion U.S. dollars at a meeting on July 12.

    [07] PRIME MINISTER ECEVIT (3): ''THERE ARE CERTAIN CIRCLES WHO ARE DOING THEIR BEST TO CONTINUE THE OLD SYSTEM''

    ANKARA - Prime Minister Bulent Ecevit has said that the government was trying to solve certain problems caused by poor harmony beween the banks and the intrepreneurs.

    ''When the old system is disrupted, those who want the continuation of the old system, are doing their best to make the old system continue. But we will spoil their plans with the help of our people,'' Ecevit said.

    Ecevit responded to reporters' questions following his statements on the latest economic developments on Tuesday.

    Whan a reporter said that the money markets were worried because of the lack of trust between the Nationalist Movement Party (MHP) and State Minister Kemal Dervis and asked if the crisis would be overcome if Bahceli gives a clear message, Ecevit said discussions between coalition partners were normal and added that such debates, so far, had always been resolved. ''Therefore, such discussions at personal level should not negatively affect the public opinion. Because as I said, sooner or later, the coalition partners reach and agreement and display an harmonious government activity,'' he commented.

    A reporter asked ''You are frequently referring to certain circles and accusing them for increasing the tension. Who are these circles?'' The prime minister said he referred to the individuals who had personal interests in the old system and who were trying to prevent the government's efforts.

    ''The fact that there is no good harmony between the banks and the entrepreneurs is causing problems and we are determined to bring a solution to this problem. A number of steps have been taken to achieve this result. Therefore, there is no reason to get worried,'' he said.

    Responding to a question about recent sharp increase in price of one U.S. dollars against Turkish lira, Prime Minister Ecevit said, ''we, as leaders of three political parties forming coalition government, will hold a meeting this week with economy officials. I believe that we would easily solve some problems in the economy together with economy officials. As I said before, positive developments have been recorded in our economy. However, these developments have been ignored. Our government's determination and our people's common-sense and self-confidence will spoil plans of those whose benefits were damaged as a result of these changes.''

    When asked whether or not a revision was on the agenda of the government, Prime Minister Ecevit said, there was no need to make a revision in the program for the time being.

    Noting that they would assess all economic developments, Prime Minister Ecevit told reporters that they would solve problems together with the International Monetary Fund (IMF) and the World Bank.

    When asked whether or not number of ministers would be decreased, Prime Minister Ecevit said, ''we do not think of such a measure for the time being. We, as the Democratic Left Party (DSP), do not plan to make a reshuffle in the government.''

    Responding to another question, Prime Minister Ecevit said, ''of course some arguments took place in the coalition government. But all arguments in the coalition government resulted in compromise. There is no need to be worried to this end. Difficulties in the market stemmed from some scenarios. Psychological and political factors are of great importance. In fact, all economies are being affected by psychological and political factors.''

    When asked whether or not concrete measures would be taken to decrease interest rates, Prime Minister Ecevit said that they would carry out some concrete works this week.

    [08] TREASURY SELLS 68.4 TRILLION TURKISH LIRAS NOMINAL-VALUED SEVEN-MONTH BONDS

    ANKARA - The Treasury Undersecratariat sold on Tuesday 68.4 trillion Turkish liras (TL) nominal-valued bonds in seven-month (203-day) bond auction.

    The total bid had become 222.7 trillion TL and the net sale became 45.8 trillion TL.

    The annual simple interest rate became 88.20 percent and the annual composite interest rate became 104.89 percent.

    The value date of these three-month bonds is July 18 and the maturity is February 6, 2002.

    Meanwhile, the Treasury will repay 1 quadrillion 96.5 trillion TL in domestic borrowing on Wednesday. The domestic borrowing that the Treasury will repay in July amounts to 5 quadrillion 150 trillion TL.

    The Treasury sold 1 quadrillion 100.1 trillion TL nominal-valued bonds in the previous 238-day auction held on July 10. In this auction, the total bid became 1 quadrilion 344.4 trillion TL while the net sale was 710.8 trillion TL. The annual simple interest rate was 83.74 percent while the annual composite interest rate was 95 percent.

    [09] SARAJEVO UNIVERSITY'S CAMPUS MASTER PLAN PRESENTED TO UNIVERSITY OFFICIALS

    ISTANBUL - The master plan of the Sarajevo University Campus Project which was prepared by Turkish engineers and architects was presented to the university officials on Tuesday.

    At a meeting held at Istanbul Technical University (ITU) Macka Social Facilities in Istanbul, Boston based Zeybekoglu Naiman Association Inc. Co (ZNO) Chairman Ilhan Zeybekoglu gave information about the project which is jointly prepared by ZNA, Turkish Seyas Architecture and Engineering Company, University Project Unit (UPU) Consortium of the Sarajevo University.

    Project Coordinator Dr. Ergin Tanberk said that the university which was offering education to students at three campuses in Sarajevo, Mostar and Tuzla were destroyed by the Serbs. He said the three campuses would be gathered under one roof at three stages. Economy, agriculture, forest and fine arts faculties will be built in the first stage which will cost 60 million U.S. dollars.

    The second stage will cost 120 million U.S. dollars and this money will be used to build civil engineering and other engineering faculties and the library. Law and political sciences faculties will be built in the third stage which will cost 67 million U.S. dollars.

    Tanbert said the master plan would be revised in the light of the criticism that will be received today and it would be presented in September to the university officials. The university officials will later contact the Islam Development Bank for the financing of the project.

    The construction of the campus will start in 2002. The campus will have 215, 000 square meters of closed and 650,000 square meters of open air area.

    [10] MOUNTAIN CLIMBER TUMERDEM LAID TO REST IN DIYARBAKIR

    DIYARBAKIR - Sertac Tumerdem, a mountain climber who lost his life as he was climbing the Agri Mountain, was laid to rest in southeastern province of Diyarbakir on Tuesday.

    Tumerdem had started to climb Agri Mountain together with guide Ahmet Cakmaz six days ago. After reaching 4,500 metres, Tumerdem had continued to climb the peak alone. Tumerdem, who was expected to reach the peak last Friday, did not return back.

    Voluntary search and rescue team AKUT found frozen body of Tumerdem 20 metres under the peak.

    His body was brought from eastern province of Igdir to Diyarbakir.

    [11] CAKMAKOGLU:''MILITARY SERVICE WILL NOT BECOME SHORTER''

    BANDIRMA - National Defense Minister Sebahattin Cakmakoglu has said that the military service would not become shorter, but there might be a decrease in the number of the soldiers in time.

    Cakmakoglu who visited Nationalist Movement Party (MHP) Bandirma Directorate on Tuesday stated that the short military term and fewer soldiers in other countries cannot be an example for Turkey.

    He said Turkey was one of the few countries which have 13 neighbors. ''Considering these neighbors and the tension with some of them, Turkey has to have a deterring armed forces. We are keeping our army not to fight, but for defense purposes. The military service cannot be made shorter but, maybe in time, there could be a decrease in the number of soldiers,'' he explained.

    Responding to a question, Cakmakoglu said, ''the economic program is not Kemal Dervis's program, but it is the government's. The MHP is supporting the program.'' He also remarked that certain discussions within the government were exaggerated and regarded as a ''government crisis'' which was a wrong attitude that hurts the country.

    Answering a question on early elections, Cakmakoglu said Turkey was not ready for an election environment.

    On the Cyprus issue, Cakmakoglu said Cyprus had great importance for Turkey's security. Pointing out that Turkish Cypriots have been enjoying a peaceful environment since 1974, the defense minister said the unrecognized status of the Turkish Cypriot side would not change the fact that there are two separate states and communities on the island.

    ''They have to correct the recognition of Cyprus as one state ruled by the Greek Cypriots. The Cyprus conflict would be resolved quickly if this happens. There are forces which don't want the conflict to be resolved. They say that the Cyprus issue might come up as an imposition against Turkey in the EU, but we won't yield to these efforts. Cyprus' single-sided entrance to the EU without the TRNC contradicts with the realities in Cyprus. According to London and Zurich agreements, Cyprus cannot become a member to any organization if Turkey and Greece are not members of that organization. Our European friends seem to be forgetting that, but we are not. The solution is to see the realities,'' he said.

    [12] TURKEY AND GREECE TO ANNOUNCE THEIR CANDIDACY TO HOST 2008 EUROPEAN SOCCER CHAMPIONSHIP TOGETHER

    ISTANBUL - Turkey and Greece have decided to be candidates to host the 2008 European Soccer Championship together.

    The Soccer Federation released a statement on Tuesday which said that UEFA Acting Chairman Senes Erzik, Soccer Federation Acting Chairman Ata Aksu, Executive Board member Levent Kizil, Executive Board Director Metin Kazancioglu, Greek Soccer Federation Vasili Gagatsis and Executive Council member Theodor Theodorakis had a final meeting during FIFA General Council meeting on July 5-9 in Argentina.

    At the meeting, they decided to announce the joint candidacy of Turkey and Greece to host the 2008 European Soccer Championship at a meeting in Istanbul on August 28, 2001, the statement added.

    The statement stressed that such an organization would strengthen the friendship between the two countries and help Turkey's promotion.
