    HURRIYET (LIBERAL)

    ARGUMENT IN CIPHER
    A great struggle with coded words started between Mesut Yilmaz of the Motherland Party (ANAP) and Interior Minister Sadettin Tantan from ANAP. Two days before, Yilmaz said, ''not any political party has encountered so much betrayals as ANAP. Those who want to make use of ANAP for their own purposes should leave ANAP'' while Tantan said, ''I curse our administrators who serve some people and organizations. If the humanity had known the ends of Nimrod and Pharoah, it would not have made any mistake.''

    DECLARE TURKISH AS ''OFFICIAL LANGUAGE''
    In its Democratization Report, the Association of Turkish Industrialists and Businessmen (TUSIAD) asked the parliament to define Turkish as ''official language'', not as the ''mother tongue'' in the Constitution.

    SAFE FLIGHT TO SEZER
    The highest-level state officials won't fly with CASA planes any more. Instead of CASA planes, C-130 and C-160 planes will be used during President Ahmet Necdet Sezer's and Chief of General Staff General Huseyin Kivrikoglu's visits to Eastern Anatolia next week.

    WHO SIGNED IT
    After three crashes in which 41 people including 3 Spanish pilots were killed, documents of scandal which occurred at the parliament during purchase of CASA planes were brought to agenda again. It was revealed that the question with notice regarding the CASA planes, which was submitted by Tevfik Kocak, a deputy from the Socialist People's Party (SHP), through the end of 1989 was withdrawn with a fake signature. It is claimed that the document for withdrawal of the question with notice was signed by Mustafa Sarigul who was a deputy at that time, instead of Kocak.

    MILLIYET (LIBERAL)

    KEMAL IS NOT A MESSIAH
    Catherine Dervis who got married State Minister Kemal Dervis in 1997 told the newspaper, ''I knew that one day Kemal would return to Turkey. We were ready for this. It is wrong to call Kemal a Messiah and consider him a savior. Any person can never save a country alone. And Kemal is a person who is aware of this fact.''

    ONE SOLDIER IS ENOUGH AT NSC
    In its second Democratization Report, the Association of Turkish Industrialists and Businessmen (TUSIAD) said, ''the military flank at the National Security Council (MSC) should be represented by only the Chief of General Staff. Other force commanders should be invited when necessary.''

    KIVRIKOGLU'S PRIDE OF ''STORM''
    The General Staff produced in a very short time similar cannons that Germany did not give to Turkey with the pretext of human rights violations. The range of the cannons which were introduced in Konya and called ''Storm'' is 40 kilometers. The system fires 6 missiles per minute.

    SABAH (LIBERAL)

    WAR OF NERVES
    The crisis between Motherland Party (ANAP) leader Mesut Yilmaz and Interior Minister Sadettin Tantan from ANAP, which started with accusations against ANAP in the investigation into energy corruption, escalated. ANAP deputies are trying to settle the dispute. Yilmaz accused Tantan of betraying ANAP and sent a message saying, ''he should either resign immediately or protect ANAP'' while Tantan said, ''I won't resign because I am doing what I think is right.''

    DERVIS HAS THE KEY TO TREASURY
    State Minister Kemal Dervis left yesterday's Council of Ministers meeting earlier. Agriculture and Rural Affairs Minister Husnu Yusuf Gokalp who took advantage of this opportunity submitted the decree on purchase of cereals and grains to the cabinet members but Prime Minister Bulent Ecevit intervened in the issue and said, ''State Minister Dervis has the key to the Treasury. This decree should be opened to signature at a meeting at which also he attends.''

    TERIM LEAVES FOR ITALY TO SIGN FOR AC MILAN
    Coach Fatih Terim will be in Milano tonight to watch the Champions League final. Italian press said that Terim would come to Italy to sign for AC Milan soccer club for one year.

    CUMHURIYET (LEFT)

    TUSIAD INSISTS ON REFORMS
    The Turkish Industrialists' and Businessmen's Association (TUSIAD) insisted on implementation of most urgent issues such as political reforms, adaptation to Copenhagen criteria, change of political parties, and electoral laws, announced its report ''Democratization Perspectives in Turkey and EU Copenhagen Political Criteria, Views and Priorities''. The report consists of ten articles from revision of electoral law to adaptation of National Security Council, from abolition of death sentence, torture and ill-treatment to political parties law and Kurdish education.

    DERVIS DISCONTENT AT DSP
    State Minister Kemal Dervis's latest statements and his Anatolia tour have put forward comments like ''he can form a new political party or New Democracy Movement can revive.'' Democratic Left Party (DSP) officials are discomposed by Dervis's following an attitude which is open to new formations instead of joining DSP while Motherland Party (ANAP) stressed that Dervis came to Turkey to make politics.

    RADIKAL (LEFT)

    TANTAN OPERATION
    The tension between Motherland Party (ANAP) leader Mesut Yilmaz and Interior Minister Sadettin Tantan from ANAP who have not met each other for a long time is increasing. Yilmaz said, ''we know how to get rid of those who make use of our party,'' and this statament is considered as an accusation against Tantan. Meanwhile, Tantan said, ''I have not committed a party crime. I have not made a mistake which necessitates my resignation either from ANAP or government. Everything is clear. I won't resign.''

    DEMONSTRATION DAY OF GREENPEACE
    Greenpeace activists blocked the entrance of a waste incinerator plant with a container and hanged down a banner from the chimney of the plant in Izmit on their day of demonstration, May 21.

    TURKIYE (RIGHT)

    TUSIAD'S ULTIMATUM
    Bosses called for political reform for a democratic Turkey at EU standards. Turkish Industrialists' and Businessmen's Association's (TUSIAD) democratization report put forward shocking proposals: ''the leadership authority should be end, there should be two-round narrow region for elections, political immunity should be restricted, death sentence should be abolished, there should be freedom of expression, ban on other languages should be lifted, there should be right to hold demonstrations and march, torturers should be punished, National Security Council should be adapted to EU standards, and there should be independent jurisdiction.''

    FIRST STOP: GAZIANTEP
    State Minister Kemal Dervis for Economy will start his Anatolia tour by visiting firstly southeastern province of Gaziantep today. State Minister Dervis will hold meetings with real sector representatives and explain the new economic program. He will go to Gaziantep together with his wife. Dervis will visit one province each week.

    PASSENGER TRAIN SMASHES CAR
    A passenger train hit a car, killing six and injuring two people in Aydin province in Aegean region. The train went off the rails after pushing the car for 200 meters.

    THROUGH NEW CONSTITUTION
    Interparty Compromise Subcommision agreed to make amendments to 51 adticles of the Constitution. In accordance with the report, approval of death sentence will no longer depend on parliament's decision, the President's authorities will be restricted while a person can be elected as President for two consecutive five-year periods and the age for candidacy for deputyship will be reduced from 30 to 25.

    ZAMAN (CONSERVATIVE)

    NEW BILL NOT IN LINE WITH EU NORMS
    The Supreme Board of Radio and Television (RTUK) which prepared a report about the RTUK Bill which was approved by the Parliamentary Constitution Commission, defended that the bill includes articles which are not in line with the EU norms. RTUK sent this report also to MPs.

    EARLY WARNING FROM ISIKARA
    Kandilli Observatory and Seismology Institute Director General Ahmet Mete Isikara announced that the ''Istanbul Early Warning and Rapid Deployment System'' project against a possible earthquake in Istanbul entered into force after its approval by President Ahmet Necdet Sezer.

    [02] TWO GREENPEACE ACTIVISTS CONTINUE THEIR DEMONSTRATION ON CHIMNEY OF WASTE INCINERATOR PLANT

    IZMIT - Two Greenpeace activists who climbed chimney of a waste incinerator plant in Alikahya hamlet in northwestern province of Izmit on Monday continue their demonstration.

    Greenpeace Toxic Substances Campaign in Turkey Chief Banu Dokmecibasi told the A.A correspondent on Tuesday that those two activists did not suffer cold weather on the chimney which was 65 meters in height as they wore the clothes of two activists who had climbed down the chimney late on Tuesday.

    Dokmecibasi said that those two activists who were still on the chimney had been drinking only water since yesterday morning.

    ''We don't consider hunger important. We want to attract people's attention to this plant and we want to give message. We will continue our demonstration and they won't climb down the chimney until wednesday,'' she said.

    [03] NATIONAL DEFENSE MINISTER CAKMAKOGLU: -''LEGAL AND TECHNICAL INVESTIGATION INTO CRASH OF CASA-TYPE PLANES IS UNDER WAY''

    ANKARA - National Defense Minister Sabahattin Cakmakoglu said on Tuesday that legal and technical investigation into crash of two CASA-type planes was under way.

    Responding to questions of journalists before attending parliamentary group meeting of the Nationalist Movement Party (MHP), Cakmakoglu stressed that he had informed the members of the Council of Ministers at yesterday's meeting on the investigation.

    [04] SCHMIDT ENDS HIS ONE WEEK VISIT TO EASTERN BLACK SEA AND EASTERN ANATOLIA

    ANKARA - German Ambassador in Ankara Dr. Rudolf Schmidt ended his visits which covered several Turkish cities during which he had the chance to see a number of Turkish-German joint projects last week.

    Schmidt visited Trabzon, Gumushane, Siran, Bayburt, Kars, Uzundere, Mus and Erzurum where certain Turkish-German joint projects are in progress. The German ambassador also visited some of the historical sites in the area.

    ''Turkish-German Cooperation Program should be formed considering Turkey's candidacy for EU membership. The program also demonstrates that Germany supports Turkey's efforts to become an EU member,'' Schmidt said. The German ambassador asked questions and chatted with the villagers about agriculture and cattle breeding in the villages he visited.

    Germany, in the joint projects with Turkey which it pays the whole cost of the project, focuses on the elimination of inbalances among the regions. Germany's main goal in rural areas is to add variety to agricultural products. The projects are mostly conducted in Black Sea, Central Anatolia and Eastern Anatolia regions.

    The common goal of all these projects which are run with Turkey Development Foundation and Turkish Foundation for Reforestation, Protection of Natural Habitats and Combatting of Soil Erosion (TEMA) is to help families make a sufficient income without harming the environment they live in. The projects are targeting to eliminate the inbalances and immigration by helping families in fish production, green houses and apiculture.

    Undersecretary for Economic Cooperation from the German Embassy Andreas Gies told the A.A that Turkey meets 50 percent of its meat need through import, therefore cattle breeding in Eastern Black Sea and Eastern Anatolia should be increased.

    ''You can't do without the villagers even in the most industrialized nations,'' Gies said. ''My personal view is that we need to focus on certain points in the industrialization. If you have a certain amount of money, it might be better to use this cash in big amounts in a few points rather than splitting it into small amounts. In the places which we visited, we saw many organized industry regions but there wasn't much activity. Plus, they have to compete with each other. It would yield better results if these are gathered in once center. Through such projects, immigration could be prevented and these people would not break their ties with their home lands.''

    Turkey and Germany have been running financial and technical cooperation projects since 1958. Germany provided a total of 8.5 billion marks for several projects in the last 30 years and 66 percent of this amount was donated to Turkey. Germany also has financial relations with Turkey through international organizations.

    [05] FP LEADER KUTAN SAYS CLAIMS REGARDING CASA TYPE PLANES SHOULD BE BROUGHT TO AGENDA OF PARLIAMENT (1)

    ANKARA - Recai Kutan, the leader of the Virtue Party (FP), said on Tuesday that the claims regarding the CASA type planes should be brought to the agenda of the parliament.

    Speaking in the FP group meeting, Kutan said that two CASA type planes crashed into the ground last week.

    Kutan noted that also, a CASA type plane had crashed into the ground a few months ago.

    A tender was opened regarding these planes in 1989, Kutan stated, noting that the delegations which examined the planes those days prepared reports that these planes were technically insufficient.

    Kutan said that there are some claims that the CASA planes crashed into ground due to sabotage or weather conditions.

    All the claims should be brought to the agenda of the parliament and be examined, Kutan said.

    Kutan added, ''this issue is important. All the developments and claims since 1989 should be examined and the parliament should deal with this issue.''

    [06] KUTLULAR PUT INTO PRISON

    ISTANBUL - Mehmet Kutlular, the owner of Yeni Asya Newspaper was put into prison in Istanbul on Tuesday.

    Kutlular was sentenced to two years and one day in prison by Ankara State Security Court (DGM) no: 1 because of his speech at a religious ceremony in Ankara to mark the 39th anniversary of Saidi Nursi.

    [07] FOREIGN MINISTER DUE TO QATAR

    ANKARA - Foreign Minister Ismail Cem will leave for Qatar to attend extraordinary meeting of foreign ministers of member countries to the Organization of Islamic Conference (OIC).

    Releasing a statement, the Foreign Ministry said on Tuesday that Ismail Cem would leave for Qatar on Saturday.

    The meeting will focus on the recent developments in the Middle East.

    Cem is expected to hold bilateral contacts with representatives of the member countries to the OIC.

    [08] FP LEADER KUTAN PREDICTS CLOSURE CASE OF FP WILL BE CONCLUDED IN JUNE (2)

    ANKARA - Recai Kutan, the leader of the Virtue Party (FP), predicted on Tuesday that the closure case of the FP will be concluded at the beginning of June.

    Speaking in the FP group meeting, Kutan said that he has always expressed his belief that the FP will not be closed since the very first day that the lawsuit was filed.

    Touching on the visit that Lord David Russel Johnston, the President of the Council of Europe Parliamentary Assembly (COEPA), had paid to Turkey last week, Kutan said that Johnston expressed his view that everybody could defend every opinion as long as he did not use violence in democratic countries.

    Kutan noted that Turkey should prevent the closure of political parties by the necessary constitutional and legal arrangements during the European Union (EU) full membership process.

    Touching on the economic crisis, Kutan said that Turkey is experiencing the biggest economic crisis of its history.

    Kutan reminded the listeners the words of businessman Rahmi Koc that State Minister Kemal Dervis was sent to Turkey by the U.S. to pass the laws on Telekom and banking.

    Kutan said, ''Dervis prepared the program and sent the letter of intent to the International Monetary Fund (IMF). However, Ecevit and Yilmaz had said following the February crisis that the country collapsed due to the IMF strategies and that they would not make the same mistake. But, they changed their stance when Dervis came.''

    ''They said Turkey will shrink by 3 percent. Total amount of domestic debt that will be paid till the end of the year is almost 70 billion U.S. dollars. The total foreign debt is more than 10 billion U.S. dollars. That is, we have to repay 80 billion U.S. dollars. The repayment of the debts is more than half of the national income. The loans from the IMF and World Bank do not constitute one-fifth of all these repayments. Can Turkey be saved by these debt repayments,'' Kutan said.

    Kutan added that he hopes Dervis can see the problems of the people as he starts to tour around the cities in Anatolia.

    [09] DEMONSTRATIONS IN SALONICA TO COMMEMORATE SO-CALLED PONTUS GENOCIDE - TURKEY EXPECTS GREECE TO LAUNCH NECESSARY LEGAL INVESTIGATION -FOREIGN MINISTRY: ''TURKEY REJECTS EFFORTS AIMING AT INCITING ENMITY AMONG NATIONS BY DISTORTING HISTORICAL FACTS'

    ANKARA - Turkey expects Greece to launch the necessary legal investigation into setting on fire a Turkish flight during a demonstration in Salonica to commemorate so-called Pontus genocide.

    Releasing a statement, the Foreign Ministry said on Tuesday, ''a group of people held a demonstration in front of Turkish Consulate General in Salonica on May 19 to commemorate so-called Pontus genocide. A Turkish flag was set on fire during the demonstration.''

    ''Turkey rejects all efforts aiming at inciting enmity among nations by distorting historical facts, and using national symbols as a tool. The demonstrators' setting on fire a Turkish flag entails criminal sanctions in accordance with relevant articles of the Greek Penal Code,'' it said.

    The statement added that Turkey expected Greece to launch necessary legal investigation against the demonstrators.

    [10] WORLD BANK TO RELEASE 3.2 BILLION U.S. DOLLAR LOAN TO TURKEY

    ANKARA - The World Bank will make available 3.2 billion U.S. dollar loan for Turkey this year.

    The total amount of loan that the World Bank will extend to Turkey in three years is 6.2 billion U.S. dollars, including 3.2 billion U.S. dollars that will be released this year.

    Five billion U.S. dollar of this loan is comprised of the source that will be extended to Turkey in three years within the framework of the Country Assistance Strategy (CAS) and the rest is comprised of the structural adjustment loan.

    Officials told A.A correspondent that the World Bank, which has increased the loan that will be extended to Turkey by almost 1.2 billion U.S. dollars, will release 6.2 billion U.S. dollars until 2003.

    The officials emphasized that the amount of loan that the World Bank had planned to extend to Turkey for 2001 prior to the February crisis was 1.1 billion U.S. dollars.

    This loan was increased almost 2.1 billion U.S. dollars to 3.2 billion U.S. dollars after the crisis, the officials noted.

    A total of 1.1 billion U.S. dollars is expected to come to Turkey in June and 1 billion 350 million U.S. dollars in December. Thus, the total amount of loan which will be extended to Turkey within the framework of the new structural adjustment loan is 2 billion 450 million U.S. dollars.

    A total of 750 million U.S. dollar portion of the rest 3.2 billion u.S. dollars will be granted within the framework of the ongoing project loans.

    The loans that will be granted by the Bank will have suitable maturity and interest conditions.

    The maturity of the World Bank loan will be between 10 and 17 years and the interest rate will be around libor + 2.

    [11] TURKEY IS AMONG COUNTRIES WHICH IS GRANTED HIGHEST LOAN

    Officials said that Turkey is among the countries which is granted the highest loan by the World Bank.

    The Bank increased the amount of loan to Turkey due to the confidence in the new economic program and the relations of State Minister Kemal Dervis, who was the former vice-president of the World Bank, with the Bank.

    The World Bank will also grant some loans for development projects and some other specific projects.

    [12] 3.2 BILLION U.S. DOLLAR AVAILABLE THIS YEAR

    Meanwhile, the World Bank will make available 3.2 billion U.S. dollars of 6.2 billion U.S. dollar loan following the Executive Board meeting to be held in June and December.

    The rest 3 billion U.S. dollars is planned to be made available in two equal installments in 2002 and 2003.

    [13] DEMANDS OF WORLD BANK

    The World Bank, which will make available this much loan, demands the reconstruction of the banking sector. It adopts the liberalization of the energy and agricultural sectors and the accelaration of privatization initiatives.

    The Bank also supports the establishment of a more efficient public debt administration and more transparent public administration.

    Also, the World Bank pays regards to the conditions which are required to be fulfilled by Turkey within the framework of the Stand-By agreement with the IMF.

    [14] 25 BILLION U.S. DOLLARS TO TURKEY IN THREE YEARS

    The total amount of loan that will be made available for Turkey within the framework of the three-year program will reach 25.2 billion U.S. dollars, including 19 billion U.S. dollars from the IMF and 6.2 billion U.S. dollars from the World Bank.

    [15] YALOVA: ''COOPERATION IS EXCEEDING COMPETITION IN TURKEY'S RELATIONS WITH RUSSIA''

    MOSCOW - State Minister Yuksel Yalova has said that cooperation was exceeding competition in Turkey's relations with Russia.

    Speaking at a seminar in Moscow on Tuesday organized by the Turkish-Russian Business Council, Russian Turkish Businessmen's Association (RTIB) and the Turkish Finance Association, Yalova said the seminar which is participated by about 200 people is an important activity to develop bilateral relations.

    Yalova stated that he observed an increase in bilateral contacts in every field between Turkey and Russia including economy, science, arts and sports.

    The trade volume between the two countries reached 4.5 billion U.S. dollars and Turkey and Russia became essential partners of each other, Yalova said adding that the Turkish investments in Russia exceeded half billion U.S. dollars. ''These investments indicate that Turkish firms have faith in Russia's future and there are efforts to add new sectors to these investments,'' he remarked. Yalova indicated that through the new energy projects, Turkey will become the second biggest energy market of Russia after Germany, and that the Russian natural gas will play an important role in Turkey's economic development.

    Speaking of the Turkish government's privatization implementations, Yalova said the results of the 15 years of privatization efforts were insufficient but the government was running a privatization program through new strategies. He said a significant progress was made in the last two years in privatization and public offerings, like in other European countries, were an important part of these efforts.

    Yalova said that Turkey was targeting to be one of the ten biggest economies of the world. ''Through the new program which ends political interventions and which brings transparency, we are planning to maintain stability in the shortest time possible and to lift the obstacles in front of privatization and make it attractive for foreign capital,'' he explained.

    Turkish Ambassador in Moscow Nabi Sensoy who also spoke at the seminar said that the Turkey and Russia had to pass some ''very difficult tests'' in the last ten years but the two countries passed these tests with a very good grade.

    Sensoy, during the last part of his speech, warned the audience against certain circles who don't want to see the Turkish-Russian relations to develop and drew attention to a number of stories which appeared in the Russian media in the recent months targetting relations with Turkey.

    ''We also know that there are people in Turkey who don't want Turkey to have good relations with Russia. The businessmen, academicians and politicians of both countries must be very careful,'' Sensoy said adding that such efforts might negatively affect economic and trade relations between Turkey and Russia if they go neglected.

    The results of the latest economic crisis in Turkey, successes and failures in the transition to free market economy in both countries, privatization experiences, the implementation of IMF stand-by programs, investment opportunities, restructuring of the banking sector and the future of economic relations are being discussed at the seminar which is ending today.

    [16] STATE MINISTER TOSKAY SAYS INCREASE OF TRADE VOLUME BETWEEN TURKEY AND CZECH REPUBLIC BY 74 PERCENT INSPIRES HOPES

    ANKARA - State Minister Tunca Toskay said on Tuesday that the increase of the trade volume between Turkey and Czech Republic by 74 percent inspires hopes.

    Speaking in the Second Term Meeting of Turkey-Czech Republic Joint Economic Commission (JEC), Toskay said that the development of the trade will be very beneficial to the two countries.

    Toskay noted that the exportation to Czech Republic increased 50.7 percent to 101.3 million U.S. dollars last year when compared to the previous year while the importation from this country climbed 93.4 percent to 158.6 million U.S. dollars.

    The exportation to this country reached 11.8 million U.S. dollars while the importation from this country was around 18.2 million U.S. dollars in the first two months of this year, Toskay stated.

    Toskay said that these figures do not reflect the current cooperation potential.

    The JEC meetings are perfect grounds to promote the cooperation and economic relations and to take concrete steps, Toskay emphasized.

    Toskay said that the improvement of bilateral relations is important for the promotion of regional understanding and cooperation.

    The business council meetings and the participation to joint fairs should be encouraged to promote the relations, Toskay stressed.

    Toskay called on the Czech companies to operate in Turkish free zones, to participate in the 2001 Izmir Fair, and to be interested in the privatization process.

    The Turkish contractors can contribute to the new infrastructural investments in Czech Republic, Toskay said, adding that the investors of the two countries can make joint investments in the third countries.

    [17] TURKEY CONCERNED ABOUT ESCALATING TENSION BETWEEN ISRAEL AND PALESTINE -FOREIGN MINISTRY: ''WE CONDEMN TERRORISM AND ACTS OF VIOLENCE''

    ANKARA - Turkey is concerned about escalating tension between Israel and Palestine.

    Releasing a statement, the Foreign Ministry said on Tuesday, ''the acts against innocent civilians are terrorist activities which were defined in the report prepared by the Sharm el-Sheikh Committee. We condemn terrorism and acts of violence. These terrorist activities cannot be excused by any means.''

    The statement noted, ''it is not possible to approve Israeli government's decision to bomb civilian targets in retaliation to such terrorist activities. Turkey considers such retaliations extreme use of force. It believes that such retaliations would further escalate tension in the region. Serious and distressing developments have occured in the region recently. Hopes have been fading away to settle peace. Such a situation will have negative impacts in the whole region inevitably. Clashes between Israel and Palestine can turn into a regional dispute.''

    ''International community, especially the U.S., should expend all efforts to put an end to acts of violence and to convince the sides to return to the negotiation table. Within framework of its existing good relations with both Israel and Palestine, Turkey will continue to expend efforts and to assist the sides to settle peace and stability in the region.

    [18] CONSTANTA BECOMES 24TH SISTER CITY OF ISTANBUL

    ISTANBUL - A sister city protocol was signed between Istanbul and Romanian city of Constanta municipalities on Tuesday.

    Istanbul Mayor Ali Mufit Gurtuna and Constanta Mayor Radu Stefan Mazare signed the protocol on behalf of their countries in Istanbul's Yenikapi district.

    Gurtuna who spoke at the ceremony said both Istanbul and Constanta were two beautiful cities on the Black Sea coast and shared a similar history. ''We want to come closer. We want to cooperate in economy, sports, culture, science and municipal activities. I believe that our cooperation will help to strengthen peace in the region,'' he said.

    Mazare said Constanta was like a small Istanbul. He said they went through a difficult time after they ended the communist system ten years ago and started building a new sytem. He also remarked that there was a big Turkish minority in Constanta. ''Turks are my best friends and Istanbul is a very important friend for Constanta,'' Mazare said.

    Later Mazare and Gurtuna exchanged gifts. With the protocol, Constanta became Istanbul's 24th sister city.

    [19] CZECH INDUSTRY AND TRADE MINISTER GREGR SAYS THEY ARE INTERESTED IN MILITARY PROJECTS IN TURKEY

    ANKARA - Czech Industry and Trade Minister Miroslav Gregr said on Tuesday that they are interested in the military plane production, military lorry, and armoured vehicle purchase projects in Turkey.

    Speaking in the Second Term Meeting of the Turkey-Czech Republic Joint Economic Commission (JEC), Gregr expressed belief that the two countries will become strategic partners in the long term.

    Gregr said that the improvement of relations is important to provide the rapprochment during the European Union (EU) membership process.

    The procedures regarding the agreement on the prevention of double taxation which was signed by the two countries at the end of 1999 have been completed, Gregr noted.

    Gregr stated that they expect Turkey to fulfil the procedures to put this agreement to implementation.

    The Czech companies are interested in the energy projects in Turkey, Gregr said.

    Gregr noted that they have presented a project on the increase of the capacity of the SOMA-B installation to the Energy and Natural Resources Ministry.

    The private companies are also interested in the power plant construction, Gregr said, stating that they can also propose some nuclear energy projects.

    Gregr noted that they also want to have cooperation with the Turkish plane industry regarding the L-159 type military planes.

    They are also interested in the military lorry and armoured vehicle purchase tender and they want to sell tractors, Gregr said.

    Gregr stated that they follow the developments regarding the privatization of Iskenderun Iron and Steel Factory.

    They are interested in the modernization of this factory, Gregr said, noting that they foresee a cooperation with Turkish Locomotive and Engine Industry Inc. (TULOMSAS) regarding the tramcar and trolley-bus production.

    A memorandum of understanding between Turkey and Czech Republic is expected to be signed on Wednesday.

    [20] PRIME MINISTER EROGLU OF TRNC: -''IT IS NOT POSSIBLE TO REACH AN AGREEMENT AS LONG AS TURKISH CYPRIOTS ARE CONSIDERED MINORITY IN CYPRUS''

    LEFKOSA - Prime Minister Dervis Eroglu of Turkish Republic of Northern Cyprus (TRNC) said on Tuesday, ''it is not possible to reach an agreement as long as Greece and the Greek Cypriot side continue to insist on their mentality to consider Turkish Cypriots a minority on the island. TRNC will never make concessions from its equality, sovereignty and Turkey's guarantee.''

    Eroglu received retired General Hasan Kundakci, the former Commander of Turkish Peace Forces in Cyprus.

    During the meeting, Eroglu responded to questions of journalists.

    When recalled by a journalists that President Costis Stefanopoulos of Greece described Turkish Cypriots as a minority of 18 percent, Prime Minister Eroglu said, ''it is not possible to reach an agreement as long as Greece and the Greek Cypriot side continue to insist on their mentality to consider Turkish Cypriots a minority on the island. Because Turkish Cypriots are not a minority. They are one of the two equal partners of the Republic of Cyprus founded in the past. Today, they have been living freely under the roof of their independent state. Greek President should realize the fact that an agreement on the island could only be reached after recognition of equality and sovereignty of the two sides. TRNC will never make concessions from its equality, sovereignty and Turkey's guarantee.''

    Meanwhile, General Kundakci said, ''Greece's intention is well-known to us. But the TRNC has recorded a great progress. We want a bizonal, bicommunal, equal and sovereign Cyprus under the guarantee of Turkey. Turkish Cypriots have been struggling for recognition of their equality and sovereignty.''
