    ANKARA TURNED INTO BATTLE FIELD
    Provocators and looters who were with tradesmen who wanted to protest the economic crisis in the country by holding a march and demonstration in Tandogan Square of Ankara yesterday, turned Ankara into a battele field. The governor of the Turkish capital has banned street demonstrations for a month after violence broke out between police and protesters. Police in riot gear used tear gas and water cannon to disperse 50,000 people in central Ankara after protesters threw stones and sticks. More than 100 police were injured, and police arrested more than 100 people during the most violent scenes since economic turmoil erupted over a political dispute in February. The protestors who raided Kızılay district of Ankara, threw stones at and broke the cameras of tv channels, windows of public buildings, Turkish Avialation League, bank officies and tax departments.

    HERE IS SUMMARY OF NEW PROGRAMME
    In the new economic programme of State Minister Kemal Dervis, there is a two-year letter of intent with IMF. The inflation rate foreseen in the programme for 2001 is around 52-55 percent. There will be a discipline in the budget and the floating exchange rate system and increase in foreign exchange rates and interest rates will continue to be implemented, but the increases will be taken under control. The expected foreign aid is around 15-18 billion dollars.

    CRISIS IS JUST AN EXCUSE
    A group of provocators who turned the tradesmen's march in Ankara into a battle field, attacked the police by shouting islamist slogans. A total of 114 people were injured during the violence yesterday. The provocators took off the pavement stones and threw them at the police. A total of 131 persons were taken into custody, 30 protestors and 84 policemen were injured. Police who recorded images during the incidents determined that there were members of True Path Party (DYP), Virtue Party (FP) and Great Union Party (BBP) among the protestors who threw stones to public institutions.

    SABAH (LIBERAL)

    THIS SHOULD BE AN EXAMPLE TO OTHERS
    General Staff took an historical decision yesterday due to the on-going economic crisis. The General Staff said that it had postponed 32 modernisation projects worth 19.5 billion U.S. dollars. ''The Turkish Armed Forces (TSK) have decided after reassessment to postpone 32 military projects in the short, medium and long term,'' said a statement from the General Staff. ''These cuts have been made keeping in mind all Turkey's security considerations,'' it was noted.

    ECEVIT DECIDES TO STAY IN POWER
    Prime Minister Bulent Ecevit said in his party group meeting that he would resign from his office if he finds necessary, noting that, ''I do not see that a search for a new government is of any help for Turkey and that is why I am staying in office.'' Addressing his party group meeting, Ecevit said ''he was not glued to his chair'', noting that in the past he left the several posts which he gained with elections.

    TWO OTHER DEATHS IN PRISONS
    Fatma Ersoy, an inmate who was on death fast, died in Kutahya State Hospital and another inmate who was also on death fast namely Nergiz Gulmez died on the way to Kartal Hospital yesterday. The other 105 inmates who are still on death fast are at the critical stage.

    BAHCELI OPPOSES TO REVISION IN GOVERNMENT
    The government partners took up the idea of a revision in the government in their meeting yesterday. Although Prime Minister Bulent Ecevit was getting sofetn about revision due to the pressure of non-governental organizations (NGOs), Devlet Bahceli, the deputy premier and the leader of the Nationalist Movement Party (MHP) opposed changing and decreasing the number of ministers in the cabinet, noting that this would mean acception of being unsuccessful.

    RADIKAL (LEFT)

    THINGS ARE GOING OUT OF CONTROL
    Thousands of artisans clashed with the police in Ankara, the capital city, yesterday. More than one hundred policemen and demonstrators are injured. There were demonstrations also in other cities of Turkey.

    ECEVIT COULD NOT COMPREHEND!
    Prime Minister Ecevit who said that he would not resign, said, ''I could not understand the relation of the changes which were urged to be made in the election and political parties law with the crisis.''

    DERVIS DEFENDED, AND URGENT LAW ADOPTED
    State Minister came to the parliament and asked for support for the budget law which would provide source to the public banks and the banks under the Saving Deposit Insurance Fund, and the law passed. The economic program can be announced tomorrow.

    TURKIYE (RIGHT)

    TANTAN SAYS PROVOCATORS TOOK CONTROL IN THE MEETING
    Interior Minister Saadettin Tantan said that a group of one thousand persons attacked everybody as if it was planned. Tantan said that it has never been possible to get any result from the street activities. Tantan said that the pictures of all the protestors were taken.

    PLEASE BE FAIR TO DERVIS
    Prime Minister Bulent Ecevit said on Tuesday that he wanted people to be fair toward the State Minister Kemal Dervis, noting that, ''I believe that we should show tolerance and understanding to Dervis as he is obliged to extend the time. We should continue our support to Dervis.''

    ZAMAN (CONSERVATIVE)

    TESK CHAIRMAN GUNDAY SAYS MEETINGS SHOULD BE POSTPONED
    Dervis Gunday, the Chairman of Confederation of Turkish Tradesmen and Artisans (TESK) said that the tradesmen's march and meeting in Ankara yesterday, was manipulated by provocators. Gunday noted that such meetings should be postponed.

    DERVIS SUPPORTED BY PERES
    State Minister Kemal Dervis, who met with Israeli deputy prime minister and foreign minister Shimon Peres yesterday, got information from him regarding the stability programem implemented by Israel in 1980s. Dervis said that the meeting has been very beneficial.

    -STATE MINISTER DERVIS MEETS WITH OIB CHAIRMAN BAYAR
    ANKARA - State Minister met with Ugur Bayar, the chairman of the Privatization Administration Board (OIB), on Thursday.

    The meeting continued for almost one hour.

    -EXCHANGE RATES IN COVERED BAZAAR IN ISTANBUL
    ISTANBUL - One U.S. dollar was sold at 1 million 295-300 thousand Turkish liras (TL) among the citizens in the Covered Bazaar in Istanbul on Thursday.

    One German mark was sold at 590-600 thousand TL.

    The buying price of one U.S. dollar was 1 million 280-285 thousand TL while the buying price of one German mark was 575-580 thousand TL.

    -HEALTH CONDITION OF POLICEMAN, WHO WAS INJURED
    DURING TRADESMEN PROTESTS, NORMALIZED
    ANKARA - The health condition of the policeman Mehmet Adiguzel, who was seriously injured in his forehead during the tradesmen protests in Ankara yesterday, normalized, officials said on Thursday.

    Adiguzel, who was injured with the stones thrown during the protest, underwent a surgery at Brain Surgery Unit of the Gazi Hospital.

    Adiguzel is being kept at the intensive care unit of the hospital.

    -DEMONSTRATION AGAINST ECONOMIC CRISIS POSTPONED IN CORUM
    CORUM/SIVAS - The demonstration which was planned to be staged in central Corum province today to protest the economic crisis, postponed, officials said on Thusday.

    Releasing a written statement, the organization committee of the demonstration headed by Arif Erdal, the chairman of the Corum Union of Tradesmen's and Artisans' Chambers, said they decided to postpone the demonstration due to the incidents which occured during the protests in Ankara yesterday.

    The statement said they postponed the demonstration as the incidents that might occur during the demonstration could lead to provocations, which can harm the social peace.

    In central Sivas province, Lutfullah Bilgin, the governor of Sivas, released a written statement regarding the demonstration of the tradesmen and said the protesters had acted with common sense during the demonstration organized by the Corum Union of Tradesmen's and Artisans' Chambers.

    Noting that nothing illegal had happened during the demonstration, the statement said the demonstration was finalised in a very democratic environment.

    -TUSIAD HIGHER CONSULTATION BOARD MEETING (1)
    -CHAIRMAN KAYHAN SAYS TUSIAD WILL EXTEND SUPPORT TO ECONOMIC
    PROGRAMME, NOT TO GOVERNMENT
    ISTANBUL - Muharrem Kayhan, the Higher Consultation Board's (YIK) Chairman of the Association of Turkish Businessmen and Industrialists (TUSIAD) said on Thursday that the TUSIAD would extend support to an economic programme, not to the government.

    ''This support will not be unconditional and forever,'' said Kayhan at the TUSIAD'S YIK extraordinary meeting, which was held to exchange views about the recent economic and political developments.

    Addressing the opening of the meeting, Kayhan said that ''the representatives of finance, industry, service sectors who are in this hall today, have set up their installations to produce, grow and win, not to get smaller, to dismiss employees or to lose. The cost of the mistakes done in administration of the country is paid by the real sector with its employees, employers. Those who are responsible for the cost we are paying are state and government administrators for the last 15-20 years. This government, like the ones in the past has not showed its will to take the steps which will totally change the structure of the system. No body has the right to accuse IMF, Central Bank or the Treasury. The reason of the crisis we had both in November last year and February this year is the weakness in the administration.

    -ANKARA CHIEF PROSECUTOR'S OFFICE STARTS INVESTIGATION
    ABOUT YESTERDAY'S TRADESMEN'S PROTEST
    -128 PEOPLE TAKEN INTO CUSTODY
    ANKARA - Ankara Chief Prosecutor's Office started an investigation on Thursday about the tradesmen's protest held on Wednesday in Ankara.

    Hamza Ucar, the prosecutor carries out the investigation as he accused the protestors for ''violating the law on meetings and demonstrations No. 2911, damaging public property and resisting the police by use of force,'' and took into custody 128 people.

    Officials said that Ankara security directorate examines the pictures taken and video footage recorded durings the incidents that took place yesterday, adding that more people could be taken into custody. They added that if the connection of those people who are in custody with illegal organizations is found out, the file could be sent to State Security Court (DGM).

    -CHAIRMENSHIP COUNCIL OF TURK-IS TO CONVENE ON FRIDAY
    ANKARA - The Chairmenship Council of the Confederation of Labor Unions (Turk-Is) will extraordinarily convene on Friday to discuss the proposals of the government for the collective bargaining at the public sector, officials said on Thursday.

    The views of the chairmen of the labour unions will be received about the proposal of the government. The government had previously proposed not to make any increases in the salaries of workers for the first six months and to increases the salaries of the workers in line with the inflation rate in the second six month of the year.

    The view of Turk-Is, which will be determined following the meeting tomorrow, will be submitted to State Minister Mehmet Kececiler on April 17.

    The new economic program, which is expected to be announced by the government, will also be assessed during the meeting of the Chairmenship Council.

    Bayram Meral, the chairman of Turk-Is, told A.A. correspondent that they didn't consider the proposal of the government regarding the salary increases as serious.

    Not increasing the salaries of the workers for the first six months is a humiliating act, said Meral and added that they wouldn't accept the proposal of the government to increase the salaries on monthly bases.

    ''The inflation rate in Turkey isn't zero. The salaries of the workers which were around 800 U.S. dollars had decreased to 400 U.S. dollars following the economic crisis. The purchase power of the workers had reduced by half. Making such a proposal to the workers, in a period when all tradesmen are staging demonstrations, is not a very appropriate act,'' added Meral.

    -SUPREME COURT OF APPEALS CHIEF PROSECUTOR KANADOGLU
    WRITES TO PRIME MINISTRY AND ASKS WHAT IT DID REGARDING
    CLAIMS ABOUT GAZI ERCEL, FORMER CENTRAL BANK GOVERNOR
    ANKARA - Sabih Kanadoglu, the Chief Prosecutor of the Supreme Court of Appeals wrote to the Prime Ministry and asked what it did regarding the claims about Gazi Ercel, the former Central Bank Governor on Thursday.

    Kanadoglu also asked the Prime Ministry to give information about the issue.

    In the note Kanadoglu wrote to the Prime Ministry that Ercel sold nearly 4 billion U.S. dollars to the banks which had earlier demanded dollars at the former price of U.S. dollars, when he was in office between 20-21 Feb, 2001 just before adoption of the floating exchange rate system according to the information received.

    Kanadoglu said that Ercel exchanged the money which was in his personal account and which was nearly 52 billion Turkish liras to U.S. dollars on Feb 19 and he also gave information to his relatives about the plans to adopt the floating exchange rate system. Kanadoglu accused Ercel of telling secret state information and using them for his own interests and manipulating his mission.

    He stressed that the Chief Prosector's office does not know whether a legal proceeding has been started about Ercel for violating the law no. 4483 on trial of civil servants and other public offiicals. Kanadoglu asked the Prime Ministry to send its decision which permits or which does not permit making an investigation about Ercel under Articles 4/1 and 6 of the mentioned law.

    If Prime Ministry permits such an investigation, Ercel has the right to oppose, if it does not permit, prosecutor's office has the right to oppose the decision.

    Council of State Department No. 2 will result this objection.

    -FOREIGN TRADE UNDERSECRETARY TUZMEN:
    -''WE COULD HAVE LOST OUR CHANCES TO ENTER THE KUWAIT AND
    BAE MARKETS IF WE HAD DELAYED FOR A WHILE''
    DUBAI - Kursad Tuzmen, the undersecretary of foreign trade, who held contacts in Kuwait and United Arab Emirates (UAE), said on Thursday that they could have lost their chances to enter the Kuwaiti and BAE markets if they had delayed for a while.

    Speaking at the meeting, which is held to assess the contacts that the foreign trade delegation held, Tuzmen said works should be carried out at every emirate in UAE.

    ''The timing to enter the markets is very suitable. They are exerting efforts to shift to stable industry nowadays. They want to make production completely here. They also invited the Turkish companies to the fair which will be held in 2002, '' Tuzmen added.

    Tuzmen said he didn't have any hope for the Kuwaiti market prior to the visit, adding that despite his thoughts businessmen had made many contacts in Kuwait.

    Turkish companies can do a lot in the revitalization process of Kuwait, Tuzmen added.

    Businessmen had made business deals amounting up to 75- 80 million U.S. dollars during the visits, said Tuzmen and added that further deals would be obtained by individual works.

    Speaking at the meeting, the businessmen said the visits were very beneficial and that they made many business deals.

    Businessmen said the setting up of trade centers in both countries will improve the bilateral relations.

    Turkish foreign trade delegation headed by Tuzmen will return to Turkey tonight.

    -MUFTUZADE, REPRESENTATIVE OF TRNC IN LONDON CALLS ON BRITAIN
    TO FULFIL ITS RESPONSIBILITES AS THE GUARANTOR STATE
    LONDON- Hakki Muftuzade, the representative of the Turkish Republic of Northern Cuprus (TRNC) in London, called on Britain on Thursday to fulfil its responsibilities at Cyprus as the guarantor state.

    Addressing to the students at the Richmond American University, Muftuzade explained the reasons of the problems in Cyprus stemming from history and recalled that Britain had many responsibilites as a guarantor state.

    Muftuzade said the solution in Cyprus would be facilitated if Britain had fulfilled its responsibilities, adding that the problems would be solved if TRNC was recognised as a state.

    Britain doesn't consider the rights of the Turkish Cypriots stemming from the international aggreements, said Mufutuzade and added ''The TRNC people are being treated in an unjust manner. First Britain and the United Nations (U.N.), and then the whole international public opinion should change their attitude against TRNC and should start to fulfil their responsibilities.''

    The time has come for the U.N. to evaluate the situation and to consider the realities in the island, said Muftuzade and stressed that the TRNC nation was determined to maintain the TRNC, which was established by great sacrifices of the Turkish Cypriots.

    -TUSIAD HIGHER CONSULTATION BOARD MEETING (2)
    -YIK CHAIRMAN KAYHAN SAYS GOVERNMENT HAS TO REVISE ITS CABINET
    ISTANBUL - Muharrem Kayhan, the Higher Consultation Board's (YIK) Chairman of the Association of Turkish Businessmen and Industrialists (TUSIAD) said on Thursday that the government has to revise its cabinet and show that it has renewed its administration.

    Speaking in the TUSIAD'S YIK extraordinary meeting, Kayhan called on the government not only to make public one version of the letter of intent that would be submitted to the IMF. ''The things you will tell the Turkish society about change is more important than the things you will write in the letter of intent,'' he said.

    He stressed that the political system should not impede the country's development, adding that there is no government which does not have any alternatives. Kayhan also warned everybody not to try to find supporters for undemocratic formulas to end the problems in the country.

    Kayhan indicated that the conditions of the country are not suitable for the resignation of the government or for early-elections, adding that a large part of the society which has the common sense also think in the same way.

    Kayhan also said that ''if there are ten less ministers in the cabinet today, will things go worse than that?''

    ''We don't want to demand for a government change today, as this will cause another crisis,'' he said, adding that the government has to declare to the world that it won't repeat its mistakes by making a revision in the government and it considers the country's interest more important than anything else by the laws it will pass from the parliament and by the political reforms it will undertake. The government has to drink the bitter syrup itself first before making the nation drink it. While the whole country pays the price, the government should not be exempt of that. Even if TUSIAD decided to support the economic programme, it will make its criticisms in front of the public opinion, not behind the close doors from now on.''

    -TRNC PRESIDENT DENKTAS VISITS PARLIAMENTARY FOREIGN
    AFFAIRS COMMISSION
    -DENKTAS SAYS WHOLE WORLD THREATENS THEM SAYING THAT HE ESCAPED
    FROM NEGOTIATION TABLE AND THIS WILL SPEED UP GREEK CYPRIOT'S
    ACCESSION TO EU
    ANKARA - Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC) said on Thursday that his leaving the proximity talks was evaluated as if he escaped from the negotiation table. Denktas said that the whole world threatens and puts pressure on TRNC by accusing him of leaving the talks and says that this will speed up the Greek Cypriot side's accession to the EU.

    ''If we continue with the talks, the Greek Cypriots will put TRNC in a trap and they will come to our part of the island under the EU norms and the tension will continue,'' said Denktas.

    Rauf Denktas visited Kamran Inan, the Chairman of the Parliamentary Foreign Affairs Commission and commission members the same day.

    Addressing the Foreign Affairs Commission, Denktas quoted the words of Glafcos Clerides, the Greek Cypriot leader who said during their meeting in 1997 in Switzerland that ''we only attended these talks for tactics, and we tell 'no' to the issues which Turks say 'yes,'' and say ''yes'' to the issues which Turks say ''no.'' We show Turks as the uncompromising side and this is a good tactics.''

    Denktas said that they are not in a position to meet face to face with Clerides now, adding that ''Clerides didn't only incite the division between the two sides, but he started to talk about us in the world as if we were his citizens living under occupation. He did everything to use all the contacts for his goal. We called him to give up this approach, but he didn't accept. Thus, he took the courage to invite us to the Cyprus delegation to start membership talks with the EU as being the government of so-called Cypriot Republic and Britain clapped him for his generosity. Because they took a decision that 'the legitimate side to negotiate is the Cyprus government (the Greek Cypriot side)', we didn't participate in that meeting.''

    Denktas said that they started to have proximity talks with Clerides rather than direct talks, but the conditions put forward in front of the TRNC were those which urged them to accept the adoption of the EU norms, abolishing the exchange of people which was done in 1975 and the principle of two zones. Denktas added that one of the conditions was the one which diluted the guarantorship of Turkey and made it ineffective.

    Denktas added that Clerides told his people while explaining their application to the EU that their application was not economic, but political. Clerides had added that ''Turkish guarantee will be ineffective when we join the EU. Greek Cypriot immigrants can return back and Hellenism will win,'' Denktas said.

    ''Entering to the European Union (EU) is the sole desire of Helenism. Entering to the EU means Enosis indirectly. The more sitting at negotiation table is important, the more bargaining beforehand to sit at negotiation table is indispensable. We made this bargaining in proximity talks, and we were deceived. We made agreement to prepare a basis. The comprehensive talks were to start after the preparation of basis.''

    ''The whole world puts pressure on us saying Denktas escaped from the negotiation table and stressing that this was a wrong attitude that will further speed up entrance of Greek Cypriots to the EU. Our response is that: If we continue to sit at the negotiation table, the Greek Cypriots will easily enter, and they will trap us before Turkey becomes a member. Under the EU norms, they will use the right to come to our side, and tension will continue,'' Denktas said.

    Denktas said, ''and pressures will continue against Turkey saying 'you are occupying an EU territory. Decisions were already issued from the European Parliament calling for Turkish soldiers to withdraw from the island. This will spread to other countries. Thus, before making a diagnosis for the Cyprus question, with the pressure of the EU and Britain, they continue their way ruthlessly in the direction of their own interests.''

    ''What we should do is to continue defending our rightful case and resistence and to show that this resistence is based on legal reasons and from now on, it is a question of national honor,'' Denktas said.

    Pointing out that the view that Cyprus question obstructed Turkey's entrance to the EU was claimed in international circles, Denktas said, ''this is a wrong approach. The Cyprus issue is not an issue connected with Turkey's right to enter to the EU. It is a national case of Turkey and its obligation with international agreements. Nobody told Britain to come to the EU after solving Irish question. Nobody told Greece, who started the Cyprus question, to come to the EU after solving Cyprus question.''

    Denktas said, ''those people can not say to the Greek Cypriots to come after giving the rights of Turkish Cypriots. Those acts prove the double standarts. They consider Cyprus as a Greek Cypriot republic. We should shout with all our power that Cyprus is not a Greek Cypriot republic, and that Greek Cypriots do not have the right to represent the whole Cyprus.''

    Denktas said Greek Cypriot side became a candidate country to the EU's military flank, and noted that the Greek Cypriots might give military bases to Greece for the military flank of the EU.

    Stressing that the Greek Cypriot side armed speedily, Denktas said, ''the moment they thought they got the support of the EU, they would create a trivial conflict in Cyprus. Causing bloodshed in the country again is something which they can do. We give information to the EU countries. We say them that they are deceived. We tell them that they give the whole support to the Greek Cypriot side which play the dangerous Enonis game while speaking about stability.''

    Meanwhile, Kamran Inan, the chairman of the Parliamentary Foreign Affairs Commission, stressed that Cyprus was a national case for Turkey. Recalling that Cyprus issue was turned into a link with the EU, Inan said a call was made to the Greek Cypriot side, which applied to the EU five years ago, to start full membership negotiations.

    Inan said those developments were the start of a game to realize ''undercover enosis,'' and to say to Turkey that ''you cannot be here.''

    Pointing out that Denktas stood as a castle against the tricks played on Cyprus, Inan stressed that it would be out of question for Turkey to make concession on Cyprus.

    Inan said they appreciated the 18-year old fight of Denktas although Cyprus was shown as a Greek Cypriot island.
