    WHO WILL SAY 'STOP' TO THIS MAN?
    Nuri Ergin, the leader of the Karagumruk gang, shed blood at the Usak Prison. Ergin attacked on a group of inmates by saying that the inmates were the supporters of notorious mafia boss Alaattin Cakici and that they wanted to kill him. Ergin, who is kept in Usak Prison together with his 20 friends, started a protest by saying that nine people who were arrested after they raided on a factory, wanted to kill him. The blankets and mattresses were set fire. Ergin and his friends took hostage warden Mustafa Kurt, four deputy wardens, and 21 warders and raided on the ward where Cakici's supporters were staying. Five people were killed and ten people were injured.

    SUPPORT FROM SOLDIERS
    The soldiers supported the operation regarding the banks which was carried out by Zekeriya Temizel, the Chairman of the Banking Regulation and Audit Board, and Interior Minister Saadettin Tantan. Huseyin Kivrikoglu, the Chief of General Staff, and the force commanders who visited Parliament Speaker Omer Izgi, said that those who empty the bank's coffers blackens Turkey's image in the world. Kivrikoglu said, ''we totally support the operations. We all wish our country to be clean and our country has good image.''

    POLICE ASK: ''WHAT IS THE MATTER, MR. RUSDU?''
    When Rusdu Saracoglu, the former Central Bank Governor who was banned to go abroad, cam to the VIP hall of Ataturk Airport of Istanbul to fly to London, Britain, the police seized his passport. Saracoglu was banned to go abroad due to the investigation into Egebank which was transferred to the Savings Deposit Insurance Fund.

    EXPORTS DECREASE 5 PERCENT IN OCTOBER
    The exports decreased 5.1 percent to 2 billion 369 million U.S. dollars in October 2000 when compared with the figures in October 1999. The Turkish Exporters Assembly (TIM) said that the increase in exports between January and October 2000 was 2.2 percent. The exports were 2 billion 496 million U.S. dollars in October 1999. The ten-month exports increased from 21 billion 979 million U.S. dollars to 22 billion 468 million U.S. dollars in 2000 when compared to 1999.

    ''OPEN-CLOSE'' COMEDY IN YATAGAN
    The Yatagan Thermic Power Station which was opened and closed for a week due to air pollution, was closed for three days upon the instruction of Energy and Natural Resources Minister Cumhur Ersumer. Officials said that the production in the thermic power station was recessed three times this week. The officials noted that the energy deficit which reached almost 500 megawatts will be met by energy cuts.

    YILMAZ COUPLE VISITS ACROPOLIS
    Mesut Yilmaz, the Deputy Prime Minister who is paying a visit to Greece, and his wife Berna Yilmaz visited Acropolis. Responding to questions of journalists, Yilmaz said that the leaders of the coalition government will probably convene on November 9 and discuss Turkey's European Union (EU) membership process.

    CUMHURIYET (LEFT)

    SURPRISE VISIT FROM EUROPE
    When there is only one week left for the announcement of Turkey's accession partnership document, the representatives of the European Union (EU) came to Ankara. The EU representatives will meet with a delegation headed by Foreign Ministry Deputy Undersecretary Alptuna. The latest developments regarding the document is expected to be discussed in the meetings. The security problems are also among the items of the agenda of the meetings.

    TURKISH FILM WINS JURY SPECIAL AWARD IN BEIJING
    A Turkish film named ''Bir Golge Gecti'' (A Shadow Has Passed) won the Special Award of the Jury in the Beijing International Scientific Movies Festival. The movie which was written and directed by Tulay Sertoz, is about the stories of various people living in eastern Elazig province, and northern Amasya province, during the solar eclipse in 1999. The film reflects the reactions and the fears of the locals of these regions during the solar eclipse. The film also tells the story of the chaos that the locals experienced after the major earthquake which hit Turkey soon after the solar eclipse. The film is dedicated to those who passed away in the 17 August Earthquake.

    RADIKAL (LEFT)

    ONE MORE KHK CANCELLED
    The Constitutional Court cancelled one more decree with the power of law (KHK). Thus, the number of KHKs cancelled so far, reached 18. The Constitutional Court cancelled the KHK which foresees amendment to KHK on the State Economic Enterprises (SEEs).

    MAP CRISIS IN GENEVA
    Discussions on map were on the agenda of the fifth round of Cyprus proximity talks that are held in Geneva under the auspices of the United Nations (U.N.) It was claimed that Glafcos Clerides, the leader of the Greek Cypriot administration, requested Guzelyurt to be given to the Greek Cypriots and that Alvaro De Soto, the U.N. Secretary General's Special Envoy to Cyprus, would invite map experts from New York. Rauf Denktas, the President of Turkish Republic of Northern Cyprus (TRNC), said, ''they can demand evvrything. We will not talk about maps here.''

    YENİ BİNYIL (LIBERAL)

    NUH CIMENTO TO BUILD FIVE FACTORIES IN SPAIN
    Atalay Sahinoglu, the General Coordinator of the Nuh Holding said that Nuh Cimento, a cement production factory, is a partner with Spanish Cementos Esfera Sa company. Sahinoglu said that they plan to make 5 million U.S. dollar investments in Spain. Sahinoglu noted that they are constructing a factory in Traggona city and that they will built four more factories outside Traggona.

    FOREIGN CURRENCY RESERVES DECREASE
    Central Bank's foreign exchange reserves decreased by 990 million U.S. dollars between October 20-27. According to Central Bank's weekly bulletin, the Bank's foreign exchange reserves which had been 24 billion 239 million U.S. dollars on October 20 decreased to 23 billion 249 million U.S. dollars on October 27 while its gold reserves remained at 1 billion 10 million U.S. dollars.

    TURKIYE (RIGHT)

    DEPUTY PRIME MINISTER YILMAZ EXTENDS OLIVE OIL BRANCH TO GREECE
    Deputy Prime Minister Mesut Yilmaz held several contacts in Greece, where he went to attend the Turkish-Greek Business Council meeting. Yilmaz said, ''we hope the continuation of the dialogue process.''

    ASSAD'S DEPUTY BRINGS MESSAGE TO PRESIDENT SEZER
    Abdul-Halim Khaddam, the Vice-President of Syria, came to Turkey to convey Syrian President Bashar Assad's message to President Ahmet Necdet Sezer. Diplomatic sources said that Bashar's message can include issues that can put forward Syria's position in the Middle East. Khaddam, who will meet with Parliament Speaker Omer Izgi and Premier Bulent Ecevit, will depart from Turkey on Friday.

    ZAMAN (CONSERVATIVE)

    ADMINISTRATORS OF CENAJANS GREY DETAINED
    After Nail Kecili, the owner of Cenajans Grey, had been detained the previous day, three more administrators of Cenajans Grey were taken into custody. The interrogation of Hasip Ahmet, Esref Erdur, and Muzaffer Cam continues in the Istanbul Police Organization.

    ATATURK AIRPORT WINS ITS FIRST AWARD
    The new International Flights Terminal of Ataturk Airport of Istanbul won its first award. The Frontier magazine, which is a magazine that makes publications about the duty free sector, ranked the duty free shops in the Ataturk Airport's International Flights Terminal in the second place in the list of ''The Most Successful Airport Duty Free Shops.''

    -TURKISH FASHION SHOW IN NEW YORK
    NEW YORK - The Turkish textile company titled ''Guner Moda'' organized a fashion show in New York, the U.S., on Thursday.

    Representatives of giant and luxurious boutiques of New York including Bloomingdales and Saks and many other boutiques watched the fashion show.

    The men's clothes which were produced in Turkey and exported to the U.S. were introduced in the fashion shhow.

    Mehmet Sarac, the owner of the textile company, said that 90 percent of the clothes introduced in the fashion show were produced in Turkey.

    Sarac noted that he also has shops in Italy and Belgium, adding that the annual volume of his textile exports to the U.S. is around 6 million U.S. dollars.

    -CITY WALLS OF AKSEHIR CASTLE FOUND IN AKSEHIR TOWNSHIP
    WHEN WORKERS STARTED DIGGING GROUND TO CONSTRUCT A BUILDING
    AKSEHIR - City walls of Aksehir Castle were found in Aksehir township of central Konya province when workers started digging the ground to construct a building.

    Yusuf Demirci, the Curator of Aksehir Museum, said on Friday that they stopped the construction of the building and that the archeological excavations were launched.

    Demirci noted that the outer parts of the city walls were covered with marble blocks and that they totally unearthed the tower of the city wall which is like a horseshoe.

    They do not know about the length of the city walls, Demirci stated.

    Demirci said, ''we unearthed 35 historical artifacts made of ceramics and these were taken under protection in the museum.''

    The zone was announced as a zone under protection by the Natural Heritage Preservation Board, Demirci noted.

    Demirci added that the excavations will continue next year.

    -STATE MINISTER GUREL IN ITALY
    -GUREL LISTENS TO PROBLEMS OF TURKISH CITIZENS
    MILANO - State Minister Sukru Sina Gurel met on Thursday evening with the representatives of Turkish-Italian Friendship Association, the Turkish- Italian Chamber of trade and Turkish citizens living in north of Italy.

    Gurel, who is paying a one-day visit to Milano, Italy, listened to the problems of the Turkish citizens.

    Turkish citizens complained that their children could not get Turkish education since there were not any Turkish teachers in Italy and that social associations to bring Turkish citizens together did not exist in Italy.

    Turkish citizens living in Italy said that since there was not a social security agreement between Turkey and Italy, they would not get their pension when they returned to Turkey after they retired.

    Gurel said that these were the common problems of Turkish citizens living abroad and that he would deal with the problems of the Turkish citizens living in Italy.

    But, the Turkish people in Italy should search for their rights with Italian authorities, Gurel noted.

    Aksel Ulker, Turkey's Consul General in Milano, hosted a dinner in honour of Gurel and representatives of Turkish associations.

    Gurel will return to Turkey on Friday afternoon.

    -U.S. EXPERTS INFORM TURKISH EXPERTS ABOUT ECONOMIC CRIMES
    ANKARA- The U.S. experts informed the Turkish experts about money laundering, economic crimes and false money in meetings held for the last five days.

    Two U.S. fraud squad experts informed 70 officials of the Fraud and Organized Crimes Directorate, Banking Regulation and Audit Board and Treasury Undersecretary about the economic crimes within the framework of a meeting organized by the General Directorate of Secuity.

    The U.S. experts explained the money laundering methods, and methods used in committing technological crimes, banking crimes and false money.

    Reminding that a great deal of false U.S. dollars has recently been put out to the market from Syria and Iran, the experts gave information about the equipment and methods used in money laundering and issue of false money.

    Officials of the General Directorate of Security said that such meetings are reciprocally held and that thus, the two countries benefit from the experiences of each other against the crimes.

    -WORLD BANK DELEGATION TO VISIT SOUTHEASTERN ANATOLIA REGION
    ANKARA - World Bank delegation will visit the Southeastern Anatolia Region.

    Sources told A.A correspondent on Friday that Eric Peterson and Maha Armaly, the World Bank experts, will pay a three-day visit to the Southeastern Anatolia Region as the guest of the Culture Ministry.

    The World Bank delegation will firstly visit the Diyarbakir city walls.

    Proceeding to Mardin, the delegation will visit Mardin Museum and hold a meeting with the representatives of the non-governmental organizations in Mardin.

    The delegation will visit Mardin Houses and Deyrulzafaran Monestary on Saturday.

    Proceeding to Gaziantep the same day, the delegation will visit the ancient Zeugma site.

    The World Bank delegation will wrap up its visit on Sunday.

    The delegation will prepare a report about the works that should be carried out in Diyarbakir city walls, Mardin Houses and ancient Zeugma site.

    Meanwhile, the Culture Ministry started preparations to apply to get loan not more than 50 million U.S. dollars which the World Bank had earlier announced to be granted for the preservation of historical and cultural artifacts.

    The officials of the Culture Ministry started works to use this loan for some important preservation projects including Pamukkale, giant statues on Nemrut Mountain, and Mardin Houses.

    After the Ministry finalizes its works, the government will apply to the World Bank for the loan in the end of 2001.

    -ENERGY AND NATURAL RESOURCES MINISTER ERSUMER SAYS
    PRODUCTION IN YATAGAN THERMIC STATION RECESSED UNTIL MONDAY
    ANKARA- The production in Yatagan Thermic Power Station was recessed until Monday upon the instruction of Cumhur Ersumer, the Energy and Natural Resources Minister.

    A statement of the Energy and Natural Resources Ministry said on Friday that Ersumer instructed the Turkish Electricity Corp. (TEAS) to stop production in Yatagan Thermic Power Station until Monday.

    The statement said, ''power station was switched of since the bad weather conditions and the meteorological situation that leads to inversion continue in Yatagan. Although the energy shortage continues in Turkey, the power station recessed production due to the sensitivity felt over public health and environment.''

    -MAIN CASE AGAINST TERRORIST HEZBOLLAH ORGANIZATION
    DIYARBAKIR - The Diyarbakir State Security Court (DGM) no: 3 continued to hear the main case against the terrorist Hezbollah organization on Friday.

    Suspects Edip Gumus, Cemal Tutar, Fuat Balca, Mehmet Feysel Bozkus, Abdulkerim Kaya, Mehmet Varol, Mustafa Ipek, Fahrettin Ozdemir, Mahmut Demir, Kemal Gulsen, Yunus Avci, Mehmet Nurettin Karabulut, Sinan Yakut, Abdulkuddus Yersiz and Mehmet Ezme attended today's session.

    The Prosecutor read out the indictment about suspect Cemal Tutar.

    Noting that suspect Cemal Tutar was responsible from the military wing of the terrorist organization, the Prosecutor said that suspect Tutar had staged 101 attacks.

    The presocutor requested the court to sentence suspect Tutar to capital punishment in accordance with Article 125 of the Turkish Penal Code (TCK).

    Meanwhile, suspect Tutar read out his nine-page defense.

    Suspect Tutar said that he did not feel regret for his actions.

    He added that if he was given guarantee, he would disclose identities of 42 members of the military wing of the Hezbollah organization.

    -SIXTH INTERNATIONAL SPORTS SCIENCES CONGRESS STARTS
    ANKARA- The Sixth International Sports Sciences Congress started at the Ankara's Hacettepe Univerity Culture Center on Friday.

    Making the opening remarks of the congress, State Minister Fikret Unlu said that one-fourth of the sportsmen and women who had joined the Olympic Games on behalf of Turkey and two-thirds of trainers were of foreign origin, adding, ''if we take into consideration the twenty million young population in Turkey, we see that we fail to utilize this potential and set up a good cooperation with the sports departments at the fifty-four universities in Turkey. Because of this failure, we were obliged to bring sportsmen and women into Turkey from foreign countries and granted them Turkish citizenship.''

    ''Besides, we can't educate trainers to coach the national teams. Our federations prefer foreign technical directors. I do not accuse them but we should have overcome these problems in a 70 million-population Turkey,'' he added.

    Stressing that he had observed during the Olympic Games that the Turkish managers had also several weaknesses, Unlu said, ''they do have the weakness in foreign languages and they can't show the necessary authority on the sportsmen. You can have your meal together with sportsmen and tour places. However, being friends with sportsmen is different from guiding them.''

    ''We need yor contributions. If a young person is interested in a sports branch, he tries to do it. Does he really do that sports? Maybe, he does have more skills but he is unemployed as he is not guided. We have to find these young people and guide them,'' he added.

    -CONTACTS OF IMF DELEGATION
    ANKARA - The International Monetary Fund (LMF) delegation headed by Turkey Desk Chief Carlo Cottarelli continues its contacts in Ankara.

    The Treasury Undersecretariat issued a statement, saying that the general economic situation, developments in banking and privatization fields and targets for 2001 were being discussed during the IMF's contacts.

    It recalled that the IMF delegation had arrived in Turkey on the third review within the scope of the stand-by deal that had entered into effect on December 23, 1999, and it had started its works on October 27, 2000.

    The statement said that the IMF delegation had met with Banking Arrangement and Supervision Board Chairman Zekeriya Temizel on November 1 and with Transportation and Communications Minister Enis Oksuz on November 2, and with State Minister Tunca Toskay on November 3.

    The general economic situation, developments in banking and privatization fields and targets for 2001 had been discussed in the IMF's contacts, it added.

    -PRIME MINISTER ECEVIT RECEIVE SYRIAN VICE PRESIDENT KHADDAM
    ANKARA- Prime Minister Bulent Ecevit received on Friday Vice President Abdul Halim Khaddam of Syria who is currently in Ankara on an official visit.

    The meeting was closed to the press.

    Ugur Ziyal, the Deputy Undersecretary of Foreign Ministry, Oguz Celikkol, the Turkish Ambassador to Syria, and other high-level officials were also in attendance at the meeting.

    Vice President Abdul Halim Khaddam came to Turkey on Thursday to convey President Bashar Assad's message to President Ahmet Necdet Sezer.

    -TURKEY-EU TROIKA MEETING
    ANKARA- Meeting between Turkey and the European Union (EU) Troika will be held for the second time after the Helsinki Summit last year.

    Addressing a weekly press conference, Huseyin Dirioz, the Deputy Spokesman of Foreign Ministry, said on Friday, ''the first meeting after the Helsinki Summit was held in Ankara in November last year. Today's meeting is expected to focus on relations between Turkey and the EU, and on the latest developments in the Caucasus and the Balkans.''

    France, the Term President of the EU, Sweden, the next Term President of EU, and the EU Commission form the Troika.

    Bernard Garcia, the French Ambassador to Turkey; Henrik Liljegren, the Swedish Ambassador to Turkey; and officials from the EU Commission's Representation in Turkey; are attending the meeting.

    -TREASURY CASH PROJECTIONS AND BORROWING PROGRAM
    ANKARA - The total revenues became 24.7 quadrillion Turkish lira (TL) and the non-interest expenditures became 18.8 quadrillion TL on cash basis in the July-October period of 2000.

    The Treasury Undersecretariat announced on Friday the temporary figures of the ''Cash Projections and Borrowing Program'' for the fourth quarter of 2000.

    The total cumulative revenues on the cash basis in first ten months became 24 quadrillion 733.6 trillion TL while non-interest expenditures became 18 quadrillion 881 trillion TL and non-interest surplus became 5 quadrillion 852.7 trillion TL.

    After the 17 quadrillion 281.4 trillion TL (or 19 quadrillion 65.4 trillion TL including interest tax) interest payment, the deficit in Treasury's cash balance became 11 quadrillion 428.8 trillion TL.

    Meanwhile, the principal payment in this period of 2000 became 18 quadrillion 409.5 trillion TL including 3 quadrillion 67.2 trillion TL external debt and 15 quadrillion 226.4 trillion TL domestic borrowing.

    In the same period of 2000, the total external and domestic debt servicing became 35 quadrillion 575.1 trillion TL (or 37 quadrillion 359.1 trillion TL including tax interest). Treasury raised 20 quadrillion 125.5 trillion TL through auctions.

    -MILITARY HELICOPTER MAKES EMERGENCY LANDING
    BALIKESIR- A helicopter which belonged to the Ninth Main Jet Airbase Commandership in Aegean Balikesir province, made an emergency landing on a field near Eseler village in Kepsut township of Balikesir on Friday.

    Sources said that the military helicopter made emergency landing after its engine had caught fire.

    Sources said that the personnel aboard the military helicopter had not been injured, and that the personnel had extinguised the fire in the engine of the helicopter.

    -TURKISH ASSOCIATIONS TO PARTICIPATE IN A
    PROTEST MARCH IN BERLIN AGAINST XENOPHOBIA
    BERLIN- Turkish associations will participate in a march in German capital of Berlin on November 9 to protest xenophobia.

    Representatives of some Turkish frame organizations and associations in Germany staged a joint press conference together with Franz Muentefering, the Secretary General of ruling Social Democrat Party (SPD).

    Speaking on behalf of 16 Turkish frame organizations and associations, Safter Cinar, the Spokesman of Turkish Community in Berlin-Brandenburg, called on all Turkish people living in Germany, to participate in the march.

    Stressing that racist attacks targeted foreigners and especially Turks, Cinar said, ''measures to be taken against xenophobia, should not be limited with this march. We expect Germany to maintain its measures against racism and xenophobia.''

    German Chancellor Gerhard Schroeder and Foreign Minister Joschka Fischer are expected to participate in the march which will be held in Berlin on November 9.

    President Johannes Rau of Germany and Paul Spiegel, the Chairman of German- Jewish Central Council, will deliver a speech within the framework of the march.

    -INFLATION RATES IN OCTOBER
    ANKARA- The State Institute of Statistics (DIE) said on Friday that wholesale prices had risen 2.8 percent and consumer prices had increased 3.1 percent in October of 2000 when compared to prices in September of 2000.

    Releasing a statement, DIE said that the last one-year inflation rate as of October of 2000 became 41.4 percent in wholesale prices and 44.4 percent in consumer prices.

    The first ten-month inflation rate became 27.1 percent in wholesale prices and 30.8 percent in consumer prices.

    Meanwhile, the annual inflation rate according to 12-month averages as of October of 2000 became 56.0 percent in wholesale prices and 59.6 percent in consumer prices.

    -TUSIAD TO HOLD A JOINT MEETING WITH NORWEGIAN
    INDUSTRIALISTS' AND BUSINESSMEN'S FEDERATION
    ISTANBUL- The Turkish Industrialists' and Businessmen's Association (TUSIAD) will organize a joint meeting with the Norwegian Industrialists' and Businessmen's Federation (NHO) on November 6 in Istanbul.

    Releasing a statement, the TUSIAD said on Friday that Erkut Yucaoglu, the Chairman of TUSIAD's Executive Board, and Leif Frode Onarheim, the Chairman of NHO's Executive Board would open the meeting on ''Economy, Globalization, and Social Responsibility of Companies''.

    Olav Akselsen, the Norwegian Energy Minister who is currently in Turkey on an official visit, and Energy and Natural Recourses Minister Cumhur Ersumer will attend the meeting as speakers.
