HUNTING AGAINST FICTITIOUS EXPORTERS
Finance Ministry, which is getting ready to record every expense of the state by computers, prepared a special program to prevent fictitious exports which are revealed one after the other. This program, which is named Deterrent Early Warning System, will warn Ankara with a red light in every suspicious procedure.

ISIKARA: THERE WILL NOT BE A MASSIVE QUAKE IN HENDEK
Prof. Ahmet Mete Isikara, Director of Kandilli Observatory and Seismology Institutude, said there was a slight possibility of massive earthquake in Hendek township.

Addressing a news conference staged in Hendek to disclose the first data obtained from nine stations, Isikara said quake movements would be followed by the system based in Iznik. Isikara said Geyve, Mekce, Iznik and Gemlik part of the Northern Anatolia fault line, which also effects Istanbul was examined in detail.

CENSURE MOTION TO BOSTANCIOGLU
Virtue Party (FP) is after dismissing the minister who launched a struggle against fundamentalist cadres in National Education. Recai Kutan, leader of the Virtue Party (FP), said they would submit a censure motion against Metin Bostancioglu, Minister of National Education, to strip him from off his post.

EXPECTATIONS OF TURKEY
President Ahmet Necdet Sezer will represent Turkey during the U.N. Millenium Summit. Turkey, one of the founder members of the U.N. has important expectations from the summit. President Sezer will meet with more than 22 Presidents including Bill Clinton, the U.S. President, and Russian Head of State Vladimir Putin, and convey Turkey's sensitivities.

BID FAREWELL TO WARM WEATHER
Turkey will be under the influence of rainy weather starting as of September 5. Temperatures will decrease 5-10 decrees celsius. Rain showers will start in Marmara and Northern Aegean, and will be effective in eastern Marmara region and the Black Sea on Wednesday. Rainy weather will lose its influence on September 8.

HOPES INCREASES AS THE BREATH OF THE MONSTER WEAKENS
The State Statistics Institute (DIE) announced on Sunday that the wholesale prices in August increased by 0,9 percent and the consumer prices increased by 2,2 percent in August 2000 compared to July, 2000.

The annual inflation rate in wholesale goods is 48,9 percent and it is 53,2 percent in consumer prices as of August 2000, said DIE.

The eight-month inflation rate of this year has been 20,9 percent in wholesale prices and 23,1 percent in consumer prices.

[02] BAHCELI, DEPUTY PRIME MINISTER: ''THE DUTY OF THE GOVERNMENT IS TO STRUGGLE AGAINST IGNORANCE, POVERTY, AND UNEMPLOYMENT''

Speaking at the 6th Taseli Regional Convention of the Nationalist Movement Party (MHP) in Ermenek township in Karaman province, Bahceli said the 57th government took important steps in solution of economic and social problems of Turkey.

Bahceli pointed out that some circles harshly critized the government and his party, adding that they tried to solve the problems of the country without listening to these criticisms.

Stressing their determination to improve Turkey, Bahceli said, ''those who have distorted mentalities should know that it is the duty of the opposition in developed countries to extend support to the activities of the government which are known to be for the benefit of the country.''

Bahceli said, ''it is impossible to consider and define democracy as a system which allows discrimination, separatism and terrorism. It has not been seen in anywhere of the world that a democratic state allows separatism and discrimination within itself. Turkey will continue on its path with republic regime and democracy.''

Bahceli also stressed that all problems of Turkey would be solved within the democratic legal state, and noted that Turkey will continue on its path by overcoming all the problems.

Pointing out that ignorance, poverty and unemployment were the major problems of Turkey, Bahceli said the main target of the government was to produce solutions to overcome the problems, and stressed that important steps have been taken.

[03] FOREIGN MINISTER CEM IN NEW YORK

FM Cem will accompany President Ahmet Necdet Sezer who will visit New York today for the U.N. Millenium Summit.

Cem is also schduled to hold bilateral talks with nearly 30 foreign ministers during the U.N. Pleanary Session which will start afterwards.

[04] CHANGE IN FIRST DAY PROGRAM OF PRESIDENT SEZER

According to the change, President Sezer will receive Sheikh Hasina, Prime Minister of Bangladesh, in ''The Pierre'' hotel, where he stays at 10:00 on Tuesday morning.

Sezer is scheduled to meet with Burhaneddin Rabbani, ousted Head of State of Afghanistan at 11:00 in Turkevi, and later meet with the U.S. Jewish community leaders at 15:30 in his hotel. Sezer will address the Turkish community in the U.S. in Lincoln Center at 18:00.

Sezer, for the first time, will meet with the Turkish community in the U.S.. This meeting is staged by Turkish American Associations Assembly, and Turkish American Associations Federation.

Baki Ilkin, Turkey's Ambassador to Washington D.C., Umit Pamir, the U.N. Permanent Representative, and Mehmet N. Ezen, New York Chief Consular will attend the meeting.

[05] ROMANIAN JUSTICE MINISTER STOICA IN ANKARA

Stoica wrote, ''Ataturk changed the face of his nation, and the history of the world,'' on the Special Notebook of Anitkabir.

The guest minister is scheduled to meet with Hikmet Sami Turk, the Justice Minister and Chairman of Constitutional Court and Supreme Court today.

[06] FOREIGN MINISTER CEM HAS AN INTENSE PROGRAM IN NEW YORK

The most important two points of Cem's program is the consultation he would hold with Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC), before the proximity talks, and the speech he would make in a dinner that will be hosted by the Foreign Policy Association.

Ismail Cem will meet with Alvaro de Soto, the Special Representative of the U.N. Secretary General Kofi Annan, and will brief him about the attitude of the Turkish side.

George Papandreou, the Greek Foreign Minister, who will arrive in New York after Millenium Summit, will not attend the dinner which will be hosted by Foreign Policy Association on September 6 in St. Regis hotel. Cem was invited to the dinner as the ''honorary speaker.'' Cem will focus on the globalization and new economy concepts, and Turkey's foreign policy vision during the dinner.

However, Papandreou will host a luncheon on September 16 in honor of Foreign Minister Cem.

Following the Millenium Summit which he will accompany President Sezer, Cem will attend the U.N. plenary session on September 12 that is in foreign ministers level, and will address the plenary session on September 16.

Foreign Minister Cem will also participate in Bosnia-Herzegovina and Organization of Islamic Conference (OIC) contact group and coordination meetings that will be staged by OIC.

During his stay in New York, Cem will meet with the foreign ministers of Central Asian republics at breakfast on September 7, and discuss the issues that are of joint interest. At the same day, Cem will sign protocols related with Women and Children Rights Agreements opened to signature in the U.N.

Foreign Minister Cem will hold bilateral contacts with Madeleine Albright, the U.S. State Secretary, and Greek Foreign Minister George Papandreou.

Cem will also meet with foreign ministers of Kazakhstan, India, Pakistan, Britain, the Netherlands, Yugoslavia, Cuba, Slovenia, Jordan, Macedonia, Germany, Spain, Belgium, Sudan, Costa-Rica, Austria, Egypt, Ireland, and France, and also hold a meeting with Chris Paten, the member of the EU commission who is responsible for foreign relations.

Cem will proceed to Brussels from New York on September 18, and will meet with the leaders of political parties in the European Parliament till September 21.

[07] MANY COMPANIES TO PARTICIPATE IN BAGHDAD 33RD INTERNATIONAL FAIR

Forum Fuarcilik and Development Corp. issued a written statement and said nearly 100 companies from Turkey will attend the fair.

Medical equipment, agriculture tools and equipment, construction equipment, automotive sub-industry products, telecommunication equipments, plastic chairs and table, paper products, textile products, shoe, glass, iron and ceramics, cleaning products, television, machine carpets, and home textile products will be exhibited.

Bilgin Aygul, General Director of Forum Fuarcilik said the fair would be a great opportunity to improve Turkish-Iraqi relations.

[08] FLIGHT OF PRESIDENT SEZER POSTPONED TO 12:00 DUE TO TECHNICAL FAILURE IN THE PLANE

Private plane of Chief of General Staff was allocated to the President as the failure in the plane could not be repaired.

[09] IRRIGATED AGRICULTURE IS MADE ON 215,000 HECTARES OF AREA IN GAP

In the year 1995, area which has been opened to irrigated agriculture, was more than 120,000 hectares in Sanliurfa-Harran meadow.

Officials said irrigated agriculture was made on 215,080 hectares of area in the region with the water taken from Euphrates and Tigris and with the underground waters.

Officials said irrigated agriculture increased every year, adding that construction of irrigation networks is underway, which will irrigate 146, 317 hectares of field.

Officials said irrigation networks of Yaylak and Suruc meadow were tendered, adding that the construction will take place with 100 percent credit by Israel and Spain.

Sezer who is accompanied by his wife Semra Sezer, will participate in the U.N. Millennium Summit.

[11] TREASURY EVALUATES INFLATION RATE IN AUGUST

The Undersecretary of Treasury evaluated the increase in the prices in August and said that the inflation figures regarding the first eight months of this years according to the wholesale prices index and consumer prices index show the lowest inflation level that came true since 1988.

The Treasury noted that ''the policies pursued within the framework of the anti-inflationary programme are carried out with resolution. A good performance has been achieved in budget balance in the first seven months and in August. The monetary and foreign exchange rate policies are implemented together with the fiscal policy without any distortion.''

[12] ''PARTNERSHIP FOR PEACE'' MEETING STARTS IN ISTANBUL

The Naval Forces Commandership is hosting the meeting that is being held in Harbiye Military Museum and Culture Site.

The harmonization in war and data systems of NATO and PFP countries and the joint efficiency of war and data systems for a more effective cooperation will be discussed in the meeting.

Sources said that more that 40 officials, including representatives of NATO and PFP countries and representatives of some allies, attend the meeting.

The sources said that the products of Turkish companies for the systems that are needed for joint efficiency will be taken into consideration during the meeting.

The Military Electronic Industry and Trade Inc. (ASELSAN), Air Electric Industry (HAVELSAN), and Scientific and Technical Research Council of Turkey (TUBITAK) will make presentations during the meeting.

The meeting will continue until September 8.

[13] SECOND ECONOMY SUMMIT IN ANTALYA -COTTARELLI INVITED TO SUMMIT

''Stability Programme and Economic Balances, Economic Stability Programme, Investments and Real Economy, Transportation, Communication, Tourism, Foreign Trade, Labour Work, Infrastructure, Communication, Construction and Mass Housing'' will be discussed in various panels.

Deputy Premier Devlet Bahceli, State Ministers Recep Onal, Tunca Toskay, Finance Minister Sumer Oral, State Minister Rustu Kazım Yucelen, Transportation Minister Enis Oksuz, Agriculture and Rural Affairs Minister Husnu Yusuf Gokalp, State Minister Sukru Sina Gurel, Minister of Public Works and Settlement Koray Aydın, Labour and Social Security Minister Yasar Okuyan, Tourism Minister Erkan Mumcu and State Minister Mehmet Kececiler have been invited to the summit.

Carlo Cotarreli, the IMF Turkey Desk Chief and World Bank Director to Turkey Ajay Chhibber were also invited to the summit. Cottarelli and Chhibber are expected to explain their views and proposals about the Turkish economy.

[14] GENDARME FORCES CAPTURE EIGHT UZBEKS AND 102 IRAQIS IN VAN

Sources said that gendarme forces stopped a lorry near Topsakal village and captured 51 Iraqis who sneaked into Turkey.

Also, the gendarme forces captured eight Uzbeks and 43 Iraqis in Karakoc village, the sources noted.

The sources added that following the legal procedures, the illegal immigrants will be handed over to the Police Organization to be deported.

[15] CULTURE MINISTER TALAY IN VATICAN -TALAY ATTENDS 23rd JOHN PAUL'S BEATIFICATION CEREMONY

After the ceremony, Turkish delegation greeted Pope John Paul 2nd. at the meeting, Talay reinvited Pope Jean Paul 2nd to Turkey in 2001.

Talay told A.A correspondent following the ceremony that Pope was excited when he told him that he is from Tarsus and thanked him for attending the meeting. Talay stated that, after the contacts with Vatican, they are hopeful for Pope's visit to Turkey next year.

Talay said, ''since the Pope is the most significant person for the Christian world, his visit will carry out great importance for Turkey at the threshold of joining to the EU.''

Evaluating the ceremony as ''magnificent'', Talay said, ''beyond a religious ceremony, participation of Turkey is a good example demonstrating that Turkish people will unify with those who are connected to them with all their hearts.''

Concerning John 23rd, Talay said, ''someone who declared himself as a friend of Turks becoming a holy person, is an important event for us. When Roncalli became Pope in the 60s, the then mayor of Istanbul municipality had said 'now A Turk has become a Pope'.''

Mustafa Sarigul, the mayor of Sisli municipality, said that he will propose to the Municipality Assembly, to give the name of John 23rd to the street where he lived in Turkey.

Imren Aykut, former minister and the President of the Foundation for Environment, Education, Health and Social Aid: ''The announcement of Turkey over there was important for us. We felt immense joy, for we made Turkey's name known to this huge crowd. We demonstrated that we are open to dialog, peace, and love and never turn back a friendly hand.''

About the ceremony, Turkish Catholic Episcopal Conference Board President Louis Pelatre said, ''Mevlanas, Yunus Emres, other Muslims, Orthodox and Jews reach to this state by proceeding in love of God. To which religion they belong to, a person who is following the path of God, will be embraced by God just like it happened in St. Pierre Square.''

[16] TURKISH AND ROMANIAN JUSTICE MINISTRIES SIGN COOPERATION PROTOCOL

Justice Minister Hikmet Sami Turk and Romanian Justice Minister Valeriu Stoica signed the protocol which targets at cooperation between the two ministries.

Turk said that Turkey and Romania are two friendly countries which share a common geography in the Balkans and Black Sea.

Relations between two countries in every fields have been improved, Turk noted.

Turk emphasized that relations between the two countries have an increasing importance since both countries have common values, including respect to human rights, belief in supremacy of law and dedication to democracy.

Besides the common efforts of two countries in several regional and international organizations, the European Union's (EU) acceptance of two countries as candidate countries brought a new dimension to the relations, Turk stated.

Turk continued, ''international agreements have importance only if the countries that sign these agreements implement the provisions with good will. Two countries fulfil requirements in assistance in law and punishment, extradition of criminals, and transfer of criminals.''

Stating that the globalization forces all countries to have cooperation with other countries to fully implement their laws, Turk said that he believes strong relations between two countries will be further improved by this cooperation protocol.

Stoica said that two countries that are the members of the Council of Europe (COE) has signed several international agreements.

Stoica noted that two countries' improving their cooperation in jurisprudence is important.

When asked whether or not there is an agreement with Romania on the extradition of political criminals, Turk said, ''the political criminals are never extradited but there are not any problems in the extradition of criminals.''

The protocol which is composed of ten articles, foresees exchange of information in jurisprudence, utilization from experience of two sides, support of education of judges, prosecutors and other judicial personnel, preparation of draft laws, and exchange of information for the implementation of provisions.

The protocol will be implemented by concrete cooperation programmes that will be prepared annually.

Two countries will form expert and working groups to solve the problems that may occur and to increase the cooperation programmes.

The exchange of information will be accelerated by conferences and seminars that will be jointly held.

[17] PRESIDENT SEZER LEAVES FOR U.S. (2)

Speaking before his departure at Esenboga Airport, Sezer said that he will address the U.N. General Assembly on September 7 during the summit which will bring together the heads of states and governments of the U.N. member countries.

Sezer noted that he will explain the expectations of Turkey from the U.N. in the third millennium about the international peace and security, operation of the globalization in a way that will bring positive results for all the peoples of the world and in the fields of democracy and the human rights.

''I will also participate in a meeting that will provide the opportunity for the heads of states and governmnts to exchange of views about issues such as disarmament, security, human rights, globalization, struggle with poverty and strengthening of the U.N. under the main theme of the 'the Role of U.N. in the 21st Century' on Sept 7 morning. I will hold bilateral contacts with the U.N. Secretary General and presidents of various countries during the Third Millennium Summit. I will come together with the U.S. and Russian Presidents and Jordanian King and the presidents of Albania, Austria, Azerbaijan, Bosnia, France, Georgia, Croatia, Switzerland, Kazakhstan, Lithuania, Macedonia, Mongolia and Poland. I will receive the German Chancellor, Pakistani leader and Bangladeshi Premier.''

Sezer noted that he will also meet with the administrators of the Turkish associations in this country and address the Turkish citizens during his visit to the U.S.

Sezer noted that he will also hold a meeting with the representatives of the Jewish community living in the U.S. upon a request, adding ''I think our participation in the U.N. Millennium Summit will be beneficial to stress our determination for contributing to the U.N., to explain our expectations from the organization and Turkey's approach towards economic and political issues that are on the international agenda of Turkey.''

[18] TREASURY TO ARRANGE 17-MONTH DEBENTURE BOND TENDER ON TUESDAY

This tender will be the only tender that the Treasury will hold in September.

The Treasury foresees a sale between 150 and 300 trillion Turkish liras (TL) in the tender.

The value date of the debenture bonds will be September 6, 2000 while the maturity will be February 20, 2002.

The Treasury will repay 608 trillion 532 billion TL in September.

[19] TURKISH CYPRIOT PRESS COUNCIL HOLDS JOINT CONFERENCE WITH WORLD ASSOCIATION OF PRESS COUNCILS

The Turkish Cypriot Press Council said on Monday that representatives of 35 countries will participate in the conference that will be held between 7-9 September at Salamis Bay Hotel in Gazimagusa city of TRNC.

Speakers will hold presentations about issues such as ''The Role of Press Councils in Free Press, Structure of Similar Institutions and Ethics in Press'' and discussions will take place.

The initiatives carried out by the Greek Cypriot administration for two months to prevent the participation of representatives of foreign countries in the conference couldn't reach any result by the efforts of Turkey and TRNC.
