HURRIYET (LIBERAL)

PAPANDREOU'S REQUEST FOR LITTLE VASILIU
George Papandreou, the Greek Foreign Minister, requested Tarik Sara, the Co- Chairman of the Turkish-Greek Business Council, to find suitable blood sample for Andreas Vasiliu, a 6-year old Greek Cypriot child who has the leukaemia. Tara immediately called Prof. Dr. Kemal Alemdaroglu, the Rector of Istanbul University. Alemdaroglu said that they will examine 150,000 blood tissue samples as soon as they receive Vasiliu's report. The Turkish Cypriots also mobilized for little Vasiliu.

UEFA GIVES PERMISSION, TURKEY LOGO ON GS UNIFORM
The Union of European Football Associations (UEFA) started to welcome the Galatasaray footballers to have 'Turkey' logo on their uniforms during the UEFA matches. There will be 'Turkey' logo in the front of the uniforms and the GS logo will be on the sleeve of the uniforms.

MILLIYET (LIBERAL)

PLEASE HELP
Greek Foreign Minister George Papandreou called Tarık Sara, the Co-Chairman of the Turkish-Greek Business Council and Milliyet newspaper to help Andreas Vasiliu, a Greek Cypriot child who suffers from leukaemia. Istanbul university took action to help the child. The campaign which started in the Greek Cypriot side is also supported in the Turkish Republic of Northern Cyprus (TRNC).

OUR 42 FISHERMEN RETURN TO TURKEY
The dead body of Durmus Cınar, a Turkish captain and 42 fishermen who were taken into custody first and then released by Ukranian officials were brought to Turkey by a Turkish Airlines plane yesterday. Cınar, the uncle of Durmus Cınar announced that they would file a suit against the Ukranian state to make it pay the damages worth of 5 trillion liras for killing Durmus Cınar. The Ukranian coast guard boats opened fire on Turkish boats which were fishing 100 miles offshore Ukraine last Wednesday.

OTTOMAN FIASCO
The 700th foundation anniversary of the Ottoman empire has been postponed once again. The first postponement was due to the massive quake disasters that shook Turkey in 1999. The heads of states of 80 countries were invited to the anniversary ceremony that would be held between 17-18 April, yet only 19 of them accepted the invitation. Thus the ceremonies were cancelled once again. One million dollar was spent for the promotion of the ceremonies.

BIG DEMAND FOR TUPRAS SHARES
A demand of 750 million dollars was expected for the privatization of 15 percent of Turkish Oil Refineries Inc. (TUPRAS) shares. Yet the internal demand exceeded this amount. The Privatization Administration Board will discuss changing the privatization ratio from 15 percent to 35 percent.

CUMHURIYET (LEFT)

SOCIAL STATE IS COLLAPSING
The Labour Platform including, the Confederation of the Turkish Labour Unions (Turk-Is), the Confederation of Right Labour Unions (Hak-Is), the Confederation of Revolutionary Workers' Unions (DISK), the Confederation of Public Employees' Trade Unions (KESK), Turkish Kamu-Sen, and many other non- governmental organizations, convened yesterday. The labour platform gave the message that they will legally insist on their rights as the political rule continues to be insensitive about the problems and as the institutions which have strategical importance, are privatized.

QUAKE RISK IN MARMARA SEA INCREASED
Prof. Dr. Aykut Barka, Prof. Dr. Celal Sengor, Prof. Dr. Mustafa Aktar and Assistant Prof. Dr. Oguz Gundogdu convened in the Cumhuriyet headquarters. The scientists share the view that the quake risk in the Marmara Sea has increased. The scientists called the officials to launch initiatives and to get prepared for a possible quake before it is too late.

RADIKAL (LEFT)

TUPRAS BOOM
Small investors are very interested in the privatization of 15 percent of TUPRAS shares. Privatization Administration Board can increase the supply ratio. The demand is more than the 11 million lots of shares that will be sold. 99 percent of the applicants are small investors. Experts said that the internal demand of 548 trillion liras can increase up to 20 million lots.

FP LEADER:NO VOTE FOR DEMIREL
Recai Kutan, the leader of the Virtue Party (FP) said that they won't give any votes for the constitutional amendment proposals including the election of President Suleyman Demirel for another term of five years. ''Our support to Demirel was dependent on the change that was foreseen in Article 69 of the Constitution, but our request didn't come true. Those who expect votes for Demirel from FP are only dreaming,'' Kutan said.

YENİ BİNYIL (LIBERAL)

COPENHAGEN INSPECTION
The Council of Europe (COE) is sending a delegation to southeastern Diyarbakir province to control whether or not Turkey abides by Copenhagen criteria. The COE Parliamentarian Assembly delegation including five persons, will visit Diyarbakir on Tuesday. The delegation will meet with Emergency Rule Regional Governor, Chief of Police Organization, the Chairman of Bar, and Chairman of Chamber of Commerce. Later, the delegation will proceed to Ankara. The commission will evaluate the latest situation in the Southeastern Anatolia Region regarding the human rights, the rule of law and the minority rights which are the basic principles of the Copenhagen criteria.

RECORD DEMAND TO TUPRAS
In the first three days following the decision to privatize 15 percent of Turkish Oil Refineries Inc. (TUPRAS) shares, many investors wanted to purchase 14,616,927 lots of shares. However, only 11,212,800 lots of shares were planned to be sold. Thus, 30 percent more demands than the expected were realized in the first three days. The total application number in the first three days reached 167,628.

TURKIYE (RIGHT)

WATER WARNING
Speaking in the ''World Water Day'' meeting organized by the State Water Works (DSI), President Suleyman Demirel said that ''today dirty seas and dirty rivers stand as a problem in front of the humanity.'' Noting that the Middle Eastern water problem covers the waters of Tigris and Euphrates, Demirel said that it is not difficult to see that this problem will also impose a pressure on Turkey in the coming days.

YILMAZ:WE CAUGHT STABILITY FOR FIRST TIME
Mesut Yılmaz, the leader of the Motherland Party (ANAP) said that Turkey has caught the opportunity of implementing a stability program in such a positive atmosphere for the first time. ''We have to act in a way not to disturb this stability,'' he added.

ZAMAN (CONSERVATIVE)

TURKISH CONVENTION CALLS FOR PEACE
The Eighth Turkish States Friendship, Fraternity and Cooperation Convention will end today after the final statement is issued. The commissions which were formed by the delegations that participated in the meeting, continue their efforts. The delegations said that mechanisms which will implement the decisions as soon as possible, should be formed.

[03] NATIONAL DEFENSE MINISTER CAKMAKOGLU MEETS GEORGIAN FM

TBILISI - Sabahattin Cakmakoglu, the National Defense Minister, met on Saturday with Irakli Menagarisvili, the Georgian Foreign Minister.

Cakmakoglu and Menagarisvili discussed political and military cooperation between the two countries.

Cakmakoglu said that Turkey will continue to extend assistance to Georgia.

Menagarisvili said that Turkey contributed to Georgia in abiding its military system to the NATO standards.

After Georgia declared its independence, it faced an economic crisis, and Turkey extended a helping hand to Georgia in those days, Mangarisvili noted.

Menagarisvili added that the friendly relations between Turkey and Georgia should be an example for the other countries.

[04] CAPTAIN CINAR'S DEAD BODY TAKEN FROM FORENSIC MEDICINE MORGUE

ISTANBUL - The dead body of captain Durmus Cınar, who died in the fire opened by Ukranian coast security boats while hunting in a fishing boat in the Black Sea last Wednesday, was taken from Forensic Medicine Morgue and brought to Sarıyer district of Istanbul on Saturday.

Cınar will be buried in Garipci village graveyard after the prayer in Buyukdere Mosque of Sarıyer district on Sunday.

[05] DAYLIGHT SAVING TIME STARTED

ANKARA - The daylight saving time started early on Sunday.

The standart time advanced by one hour at 1.00 a.m. today.

The summer-time which will be adopted together with the European countries, will last for seven months.

A total of 600-625 million kilowatt hours of energy is expected to be saved from this year's summer-time application.

The summer-time will end as the clocks are wound one hour back on October 29, 2000.

[06] NECIRVAN BARZANI IN ANKARA

ANKARA - Necirvan Barzani, the leader of the local government formed unilaterally in the region controlled by the Kurdistan Democrat Party (KDP) in Northern Iraq, came to Ankara on Saturday evening.

Safeen Dizayee, the KDP's Representative to Ankara and Foreign Ministry officials welcomed him at Esenboga airport.

Barzani will meet with Foreign Ministry officials during his visit.

KDP sources said that Barzani pays a regular visit, adding high-ranking KDP officials come to Ankara twice a year and evaluate regional and bilateral relations.

Meanwhile Foreign Ministry officials said that the issue of border security will also be taken up during Barzani's visit.

[07] INAN SPEAKS AT INTERNATIONAL CONFERENCE ON ''THE VISION OF TURKISH FOREIGN POLICY IN 2000S AND BEYOND 2000S''

ANKARA - Kamran Inan, the Chairman of the Parliamentary Foreign Affairs Commission and a deputy from the Motherland Party (ANAP) said on Saturday that allies of Turkey criticize Turkey about democratization, adding ''they should look at themselves in the mirror first.''

Speaking in the international conference on ''The Vision of Turkish Foreign Policy in 2000s and Beyond 2000s'' held upon the 25th foundation anniversary of Foreign Policy Institute, Inan told an event which happened in Strasbourg in 1984.

Inan said that he met with Senator Dreyfus Schmidt there, adding ''Schmidt said that the Turkish Constitution was not democratic as it was prepared by five generals. I told him that this was true, adding 'but yours was prepared by only one general.''

Noting that in the countries which critize Turkey, the annual income per capita is 20-25 thousand dollars, Inan noted that it is only 3500 dollars in Turkey. ''With this annual income, there can be no better democracy than ours,'' said Inan.

Accusing countries, described as allies of Turkey, of racism, Inan defended the view that these countries criticize other countries about human rights and democratization by feeling guilty for the crimes they committed in the past.

Referring to Turkey-EU relations, Inan said that Turkey still does not know when the full membership negotiations will start with EU.

''Turkey has a market of 700 millions in Central Asia, Black Sea and the Middle East. EU is not the sole alternative for Turkey,'' Inan said.

Reminding that Swedish Foreign Minister Anna Lindh met him during her visit to Turkey, Inan said that ''I asked her why she was not showing the same sensitivity she shows towards Turkey also to Kosovo and Chechnya.''

[08] BLAST OCCURED IN TPAO'S SARIKIZ WELL DUE TO COMPRESSION

ALAŞEHIR - A blast occured in Sarikiz well of Turkish Petroleum Inc. (TPAO) due to compression in Alasehir township of Aegean Manisa province on Saturday.

Officials said that a blast occured in the Sarikiz well which was started to be digged three months ago, causing financial damages.

It was a chance that a fire did not break out in the well, the officials added.

[09] EP DELEGATION DUE TO ANKARA

ANKARA - The delegation including the European Parliament (EP) Socialist Group parliamentarians, will arrive in Ankara on Monday.

Officials of European Union (EU) Commission's Turkey Representation said on Sunday that the delegation will be headed by Spanish Enrique Baron and it includes Swedish Pierre Schori, German Jannis Sakallariou and Austrian Hannes Swoboda.

The delegation will hold contacts in Ankara for two days, the officials noted.

The officials stated that Premier Bulent Ecevit and Yildirim Akbulut, the Parliament Speaker, are expected to receive the delegation.

The delegation is also expected to meet with Kursat Eser, Turkey-EU Joint Parliament Commission Co-President, Sami Selcuk, the Chief Judge of Supreme Court, and Altan Oymen, the leader of the Republican People's Party (CHP).

[10] PRIVATE SECTOR INTERESTED IN TRADE VISIT TO SYRIA

ANKARA - Private sector is interested in the trade visit that will be paid to Syria, which is one of the targets of Turkey regarding trade in 2000.

Foreign Trade Undersecretariat officials said on Sunday that the target in Turkey's exports is neighbouring countries this year, reminding that the visit to Iraq that took place between February 26-March 1 was resulted in a positive way.

Turkish businessmen had business connection of 200 million dollars during the visit to Iraq, officials said and noted that this number is expected to reach 750 million dollars by the end of this year.

The visit to Syria will take place between 8-12 May and private sector is interested in this visit, officials said.

Turkish-Syrian Joint Economic Commission (JEC) meetings will also be held in Syria and Recep Onal, the State Minister will preside the meetings during the trade visit.

Reminding that the exports of Turkey to its neighbours decrease since 1980, officials pointed out that a trade delegation will leave for Iran between 27-31 May to increase trade with these countries.

Trade visits to South Korea and Taiwan will take place in November, officials noted and added that official and private sector will participate in the fairs that will be held in Greece and Kenya. Meanwhile a Turkish Export Products fair will be staged in Shangai, one of the important trade centres of China between 26-29 October.

[11] PARLIAMENT TO VOTE CONSTITUTIONAL AMENDMENT PROPOSAL ON MARCH 29

ANKARA The first round vote of the constitutional amendment proposal which foresees changes in Articles 69, 86 and 101 of the Constitution will take place in the parliament on March 29.

The proposal which was adopted by the Parliamentary Constitutional Commission on March 23 after a meeting of 10,5 hours, will come to the agenda of the parliament on Wednesday.

Democratic Left Party (DSP), Nationalist Movement Party (MHP) and Motherland Party (ANAP) group deputy leaders will invite the Consultation Committee to convene in order to have the voting on March 29. The Committee will also determine the date for the second round of voting.

There will be secret ballot. The second round is expected to take place on April 4.

The parliament will discuss on Tuesday the government's notice requesting the extension of the emergency rule for four months in Diyarbakır, Hakkari, Sırnak, Tunceli and Van provinces as of March 30.

Meanwhile Bulgarian Parliament Speaker Yordan Sokolov who will come to Turkey this evening as the official guest of Parliament Speaker Yıldırım Akbulut will meet Akbulut on Monday.

[12] TOKER, DIRECTOR GENERAL OF DHMI, SAYS TURKISH AIRPORT STANDARDS CATCH UP WITH EUROPEAN STANDARDS

ANKARA - Bilgettin Toker, the Director General of the State Airports Administration (DHMI), said on Sunday that the Turkish airport standards catch up with the European standards as giant investments are realized and new units are added.

Toker noted that the DHMI takes into its agenda the modernization of the airports in Ankara, Izmir and Milas.

Thus, Turkey overtakes Spain, Italy and Greece, its rivals in tourism sector, Toker stated.

New international flights terminals and some other units are planned to be constructed in the above mentioned airports, Toker stressed.

Toker emphasized that the finance of the projects will be met by ''build- operate-transfer (BOT)'' system and that they need 600-800 million U.S. dollar finance for the construction of new units.

They will start implementing a project for two separate radar systems to ensure the flight security and efficiency in these airports, Toker pointed out.

Toker said that five radar system projects including the airports in Istanbul, Ankara and Yalova, will be put out to tender soon.

Turkey conducts joint initiatives with European international aviation company Eurocontrol to form a comprehensive radar system to renew the air radar system of Turkey, Toker noted.

Toker stated that 500 million U.S. dollars which is necessary for the establishment of air radar system, will be met by loans and that the loan is planned to be repaid by Eurocontrol.

The tender of the air radar system will be announced in 2001, and all units will start operation within four years, Toker added.

[13] TIDAF CHAIRMAN ONER: - ''TURKEY HAS MARKETING PROBLEM RATHER THAN PRODUCTION PROBLEM''

KAYSERI - Ihsan Oner, the Chairman of the Turkish Businessmen's Association European Federation (TIDAF), said on Sunday that Turkey has marketing problem rather than production problem.

Oner told A.A correspondent that there are 48,000 enterprises in Europe which are owned by the Turkish people and that these enterprises employ 206, 000 people, 25 percent of whom are Germans.

The Turkish businessmen living in Europe has important place in Turkey's opening abroad, and the Turkish businessmen in Europe and the businessmen in Turkey can make joint investments, Oner noted.

Oner added, ''Turkey has marketing problem rather than production problem. Germany buys marble from Turkey and sells it to Italy. Why don't we sell it directly to Italy?''

[14] FINANCIAL CRIMES INVESTIGATION COUNCIL TO GIVE SEMINAR

ANKARA - The Financial Crimes Investigation Council (MASAK) will give a seminar titled ''Problems That Can Be Faced In Struggling With Money Laundering.''

The MASAK will give this seminar together with the British NCIS organization which employ experts in struggle with money laundering.

The seminar will be held in Istanbul between March 27 and 31 with the contributions of British Embassy in Ankara.

The seminar will last for five days.

The experts in prosecutor's offices, armed forces, and other concerned units will give information about the problems faced in struggling with money laundering and the measures that can be taken to accelerate the investigations.

[15] CASE ON MALKI MURDER - EROL EVCIL AND BURHANETTIN TURKES TO BE BROUGHT AT COURT ON MONDAY

ISTANBUL - Erol Evcil and Burhanettin Turkes, who were captured in connection with the murder of Nesim Malki, a usurer which happened five years ago in Bursa province, will be brought to court on Monday.

Businessman Evcil who was captured nearly five months ago in Bursa for ''inciting'' a person to kill Malki and Turkes, the suspected killer will be brought to Istanbul State Security Court (DGM) No. 6.

The case of Evcil and Turkes is expected to be included in the main one having 14 suspects including businessmen Hayyam Garipoglu, Mehmet Emin Cankurtaran and Yuksel Caglar.

Istanbul DGM Chief Prosecution requests heavy imprisonment for Evcil and Turkes.

[16] PRESIDENT DEMIREL SENDS MESSAGE TO BANGLADESH UPON ITS NATIONAL DAY

ANKARA - President Suleyman Demirel sent a congratulatory message to Bangladeshi President Shahabuddin Ahmed upon the national day of Bangladesh on Sunday.

Presidential Press Centre said President Demirel noted in the message that he believed the existing friendly relations between the two countries will further improve in the coming days.

[17] ILLEGAL IMMIGRANTS' DEATH - DEAD BODIES OF EIGHT IRAQIS AND CAPTAIN FOUND

BODRUM - The dead bodies of eight Iraqi illegal immigrants and the Turkish captain of the boat, which sank in rough seas while crossing from Bodrum county of Mugla province to Greece, were found in Kos (Istankoy) island of Greece on Sunday.

The boat namely ''Okan'' which tried to cross to Greece carrying eight Iraqis, sank near Kos island on Saturday. The dead bodies were found in the sea. They were washed up on a beach on Kos island. One of the dead bodies belongs to Ismail Ozguvenlik, the captain of the boat.

Investigation is underway to identify the dead bodies.

[18] NSC TO CONVENE ON MONDAY

ANKARA - The National Security Council (NSC) will convene on Monday under the chairmanship of President Suleyman Demirel.

The regular March meeting of the NSC will start 3.00 p.m.

The participants will discuss the internal and external developments in the meeting.

[19] CULTURE MINISTER TALAY SAYS TOURISM DOES NOT ONLY MEAN SEA AND SAND

ISTANBUL - Istemihan Talay, the Culture Minister, said on Sunday that tourism does not only mean sea and sand but also means the introduction of artistic and cultural values.

The ''Mystic Anatolia Project'' which aims at introducing Turkey's culture values and which was prepared by the International Rotary Clubs 2440th Regional Governorship, was introduced in Istanbul.

Talay noted that they will allocate all the ancient sites and ruins free of charge for the ''Mystic Anatolia Project.''

They will provide the Turkish artists to perform in the ancient sites for thousands of rotarians who will come from foreign countries, Talay added.

Aydin Isik, the 2440th Regional Governor of International Rotary Clubs, said that their target is inviting all the rotarians to Turkey and showing them the holy places and civilizations which exist for thousands of years.

Isik noted that the first leg of the project is introducing tourism and the second leg is introducing cultural and authentic structure of Turkey.

To this end, the State Folklore Dances Team, the opera and ballet teams will take stage and the ''Ottoman's Lyrical History'' will be performed in Istanbul, Isik stated.

Isik stressed that nearly 3,000 foreigners and 40,000 Turkish tourists are expected to join the project and that the VCDs which were prepared for the introduction of the project, were sent to 1,000 foreign centers.

The income of the organization will be used in establishing ''Rotary Young Disabled People's Rehabilitation Center'' which will give vocational courses to young people who became disabled due to the quakes, terrorist attacks and traffic accidents, Isik added.

The posters of the ''Mystic Anatolia Project'' were distributed in the meeting.

Within the framework of the project, a ballet performance titled ''Lament to Firat (Euphrates)'' in Izmir-Agora, ''Kerem Gorsev Trio&amp; St. Petersburg Stringed Instruments'' in Ancient Ephesus Theatre, ''Beatles Made in Turkey'' in Izmir-Cesme, ''Such a Concert'' in Didim-Appollonia, an international show in Selcuk, Candan Ercetin concert in ancient Afrodisyas site of Aydin, Idil Biret piano resital in Bergama, ''Hurrem Sultan'' play in Denizli, ''Harem Ballet'' in Ancient Ephesus Theatre, selections from world musicals, and ''Ottoman's Lyrical History'' will be staged between July 7 and September 15, 2000.

[20] FM CEM LEAVES TUNISIA

TUNIS - Ismail Cem, the Foreign Minister, departed from Tunisia on Sunday.

Cem was seen off by Habib Ben Yahya, the Tunisian Foreign Minister.

He is expected to arrive in Istanbul in the evening.

Cem met with Zeynelabidin Ben Ali, the Tunisian President, Mohammed Ganusi, the Tunisian Prime Minister, and Habib Ben Yayha, his Tunisian counterpart during his visit to this country.

A protocol on the establishment of political mechanism between foreign ministries of two countries, and cooperation agreement in highway transportation were signed during Cem's visit.

[21] ISRAELI NAVAL FORCES COMMANDER ARRIVES IN TURKEY

ISTANBUL - Admiral Yedidia Ya'ari, the Israeli Naval Forces Commander, arrived in Istanbul on Sunday.

Ya'ari, who is visiting Turkey as the official guest of Admiral Ilhami Erdil, the Naval Forces Commander, will leave for Ankara after resting at the Ataturk Airport for some time.
