These are some of the major headlines and their brief stories in Turkey's press on February 27, 2000. The Anadolu Ajansi does not verify these stories and does not vouch for their occuracy.

HURRIYET (LIBERAL)

IF THESE CHANGES ARE NECESSARY, I CAN'T SAY ANYTHING
President Suleyman Demirel said that there is no need to change Articles 69 and 86 of the Constitution to adopt the change in the Constitution regarding the election of the president. It is wrong to cause people think as if a concession is given regarding those articles, he said, but added that if others think these changes are necessary, then I can't say anything.

IT SUITS WELL
Eduard Uyaperv, the leader of the Ukrainian Bolshevik Party proposed to give ''Stalin Prize'' to Abdullah Ocalan, the head of the terrorist PKK organization. This proposal of Uyaperv was also published in Iskra newspaper which is the press organ of the party. Party administrators informed Turkish Embassy in Kiev about the proposal. Even the Russian people remember the prize and Stalin with hatred as Stalin killed many Russians.

MILLIYET (LIBERAL)

HEAVY STRIKE ON 28 FEBRUARY
Chief Prosecutor of the Supreme Court of Appeals Vural Savas said that Article 69 of the Constitution is the basis of the decisions of the National Security Council (MGK) on 28 February. ''I hope they won't be regretful by changing the Article,'' Savas stressed.

RUSSIA GIVES 5.7 TRILLION LIRAS TO PKK
Sources said that the Russian military intelligence organization (GRU) transferred 10 million dollars (5.7 trillion Turkish liras) to the terrorist PKK organization. After the claims saying that Turkey helped to Chechen forces during the first Russian-Chechen fight, GRU decided to send material aid to the terrorist PKK. GRU gave 10 million dollars to PKK by the mediation of a person namely Kapranov.

SABAH (LIBERAL)

PRIME MINISTER'S FRIEND EXPLAINS
Husamettin Ozkan, the Deputy Prime Minister Bulent Ecevit and one of his best friends said that ''we solve two crisis at the same time by the constitutional amendment program.'' ''Public opinion regards the election of the president as the biggest potertial crisis of Turkey. But if the Virtue Party (FP) is closed, a more serious crisis will escalate. In this case, early elections will be staged. If the political stability is disturbed and if the government collapses, we'll have a more severe economic crisis than the one in 1994,'' he said. Ozkan stressed that they will prevent the possibility of closure of FP.

ISMAIL CEM:THIS IS NO GOOD FOR BOSNIA
Ismail Cem, the Foreign Minister, said that it is obvious that Bosnia- Herzegovina's initiatives to open an embassy in the Greek Cypriot side will not have positive effects on the relations between Turkey and Bosnia- Herzegovina. Cem told a joint press conference with Rauf Denktas, the President of Turkish Republic of Northern Cyprus (TRNC) that ''opportunity for TRNC to explain its matter directly, has developed. Now, TRNC can reach those whom it could not reach before. Under the last Resolution of the United Nations (U.N.) regarding Cyprus, the existence of the TRNC is recognized de facto by many circles but it is not officially recognized. This is an important development.''

CUMHURIYET (LEFT)

ANIMAL KILLINGS PROTESTED
A group of animal friends protested the killings of animals in Turkey by staging a short march in Sultanahmet square of Istanbul yesterday. A press statement was issued by a woman wearing animal clothes and she said that the killings of stray dogs should be prevented and they should be sterilized and protected.

ECEVIT CAN'T RESCUE FP
A debate started by the initiative of Premier Bulent Ecevit who proposed to change Article 69 of the Constitution to persuade the Virtue Party to support the election of President Suleyman Demirel for another term. If Article 69 is changed, it will be difficult to close political parties, including FP. Some constitutional lawyers say that even if Article 69 is changed, FP will only be freed from being tried for being the focus of anti- secularist activities.

RADIKAL (LEFT)

I ACCEPTED 5+5 FORMULA UNWILLINGLY
Mesut Yılmaz, the leader of the Motherland Party (ANAP) said that ''no pressure upon any of my friends can be in question,'' while the proposal of 5+5 formula which foresees the election of President Suleyman Demirel for another term of five years, is opened for signature. Some ANAP members left Ankara not to sign the proposal. ''I accepted 5+5 formula unwillingly,'' said Yılmaz.

DOCTOR, WHO IS HEZBOLLAH TERRORIST
A total of 30 persons were taken into custody in southeastern Diyarbakir province on Saturday during operations against the terrorist Hezbollah organization. Officials said that the security forces detained 30 persons, including the doctor of the Diyarbakir Prison and eight public officials, during the operations. The interrogation of the detainees continues, the officials added.

TURKIYE (RIGHT)

SUPPORT TO TRNC
Foreign Minister Ismail Cem, who came together with Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC) said that ''we are in a period in which the Cyprus cause is explained to the world in a better way.'' Rauf Denktas said in his part that ''we confirmed our common resolution with Mr. Cem to cooperate in our common cause.'' They also determined together the route that will be followed during the third round of proximity talks planned to be staged in May, said Denktas and stressed that ''our path is one of compromise and peace.'' They aim at making Cyprus a peace bridge between Turkey and Greece under the roof of confederation, said Denktas and noted that the question can't only be solved by the peaceful attitude of the Turkish side.

ZAMAN (CONSERVATIVE)

INFLATION FIGHT
Zafer Caglayan, the Chairman of Ankara Industry Chamber (ASO) said that the economic program which fights with the inflation can stall. He added that everybody should do the thing he must do to struggle with the inflation.

[03] TURKISH-GREEK BUSINESS COUNCIL MEETING - CELEBI:''WE CAN MAKE AEGEAN FLORIDA OF U.S.''

ISTANBUL - Isın Celebi, the Deputy leader of the Motherland Party (ANAP) and the Chairman of the Foundation of Small and Medium Scale Erterprises Self-Employed and Administrators members (TOSYOV) said on Saturday that ''we can make Aegean Florida of the U.S.''

Speaking in a panel held within the framework of the Turkish-Greek Business Council meeting, Celebi stated that working groups have to be set up between the two countries in the fields of culture, arts and education as these groups can produce important projects for the future.

Also proposing the foundation of a university by Turkish-Greek partnership, Celebi said that ''the tourism potential in Aegean should be benefited together by Turkey and Greece. It can also taken within the scope of a special project by the EU. We can earn 2 million dollars in addition to the tourism incomes of today by making cooperation in Aegean.''

Ersoy Volkan, the Director of Black Sea Trade and Development Bank said in his part that there is a considerable cooperation potential between Turkey and Greece and if this potential is used, this will positively affect the economies of the two countries and also Black Sea countries.

Inviting Turkish and Greek businessmen to invest in Black Sea region particulary for projects of infrastructure, finance and industry, Volkan said that ''we are ready to extend aid to the investors of both countries as being the Black Sea Trade and Development Bank.''

[04] WORLD BANK SUPPORTS PROJECTS WHICH AIM AT PROTECTING CULTURAL HERITAGE IN MANY COUNTRIES INCLUDING TURKEY

ANKARA/WASHINGTON D.C. - World Bank supports projects which aim at protecting national cultural heritage in many countries including Turkey.

There is the draft project of ''Protecting Catalhoyuk Archaelogical Zone'' in Turkey within the project portfolio of the World Bank.

World Bank submitted comprehensive information to the Ministry of Culture like protection of culutral heritage, its applications in the world and the performance of the projects in this field. However the activities of the Ministry regarding the projects are not carried out as rapidly as expected by the World Bank.

[05] ''DR. GAZI YASARGIL'' DEPARMENT SET UP IN AMERICAN UNIVERSITY

WASHINGTON D.C. - ''Dr. Gazi Yasargil'' Deparment was set up in Brain Surgery Centre of Arkansas Medicine School in the U.S. on Sunday.

The department was announced to the public by a dinner and reception held by Arkansas University for the famous Turkish Brain Surgeon Prof. Gazi Yasargil, who is described as the ''man of the century'' by medicine circles.

U.S. President Bill Clinton, President Suleyman Demirel, Prime Minister Bulent Ecevit and Turkish Ambassador to the U.S. Baki Ilkin all sent congratulatory messages to the reception.

[06] ENERGY AND NATURAL RESOURCES MINISTER ERSUMER: ''INDUSTRY REGIONS ARE LOCOMOTIVE OF DEVELOPMENT''

LAPSEKI - Energy and Natural Resources Minister and Deputy Prime Minister Cumhur Ersumer said on Sunday that industry regions are the locomotive of development.

''Our aim is to spread industrialization to Anatolia and to increase the income of our citizens,'' told Ersumer in the general council meeting of Small Industry Sites Cooperative in Lapseki county of western Canakkale province.

Ersumer said that the advanced form of small industry regions are organized industry regions, adding ''organized industry regions play an important function in spreading industry to Anatolia. Denizli, Kayseri and Gaziantep provinces are best examples of that.''

Ersumer pointed out that investments of small industry sites were completed in 7 counties of Canakkale and 3 counties of the province were taken within the scope of the investment program.

[07] PROTESTAN WOMEN VISIT EPHESUS ANCIENT CITY

SELCUK - A Protestan group of 250 women from various countries including American women living in Turkey, visited the historical Ephesus ancient city on Saturday.

The Protestan women came to Turkey by the organization of Nekstur travel agency acting in Adana province within the framework of 2000 belief tourism.

Nesrin Gochan, the owner of the agency told A.A that the women officers and wifes of officers working in the U.S. bases in Germany, Spain, Italy, Hungary, Britain, the U.S., Egypt, Jordan and Turkey came to Kusadası county of Izmir.

The Protestan women group including famous writer Elizabeth Elliott, church singer Kath Trottoly said that they admired the Ephesus ancient city.

After visiting the ancient city, Protestan group arrived in the ancient theatre. The women group song hymns and prayed for world peace there. Later they returned back to Kusadası.
