  • [01] ULUGBAY, STATE MINISTER, WOUNDED BY GUNFIRE AT HOME

    ANKARA, July 7 (A.A) - Hikmet Ulugbay, the State Minister, was wounded by gunfire at home and was taken under treatment in Baskent Hospital of Ankara early on Wednesday morning. After the operation the doctors said that Ulugbay's brain was not damaged and he was in good condition.

    The sources told A.A correspondent that two shots were heard from the library of Ulugbay at 00.45 early on Wednesday and Nedret Ulugbay, the wife of Hikmet Ulugbay, immediately called the ambulance.

    The doctors of Baskent University immediately started an operation on Ulugbay.

    The police said that the incident may either be a suicide attempt or an accident.

    It was said that Ulugbay was wounded in jaw by the second bullet which was fired from the Smith Wesson handgun.

    Meanwhile, the security forces which arrived at the house of Ulugbay started investigations and interrogation at the spot.

    On the other hand, Saadettin Tantan, the Interior Minister; Turan Genc, Acting Director General of Security; Kemal Iskender, Acting Chief of Ankara Police Organization; and Yener Dincmen, former Treasury Undersecretary, went to the hospital where Ulugbay underwent an operation.

    [02] PROF. DR. HABERAL, RECTOR OF BASKENT UNIVERSITY, SAYS ULUGBAY IN GOOD CONDITION

    ANKARA, July 7 (A.A) - Prof. Dr. Mehmet Haberal, the Rector of Baskent University, said early on Wednesday that Hikmet Ulugbay, the State Minister, was in good condition.

    Speaking after the operation which lasted for nearly three hours, Haberal noted that Ulugbay was taken under intensive care.

    Noting that Ulugbay was injured from his jaw, mouth, tongue, palate, eyebrow, and nose; Haberal stated that the doctors started an operation on Ulugbay and that the operation was over.

    Haberal stressed that Ulugbay was in good condition and that his conscious is clear; adding that since Ulugbay was injured from his face, they consider this as a serious case.

    Meanwhile, Husamettin Ozkan, the State Minister and Deputy Prime Minister; Yuksel Yalova, the State Minister; Saadettin Tantan, the Interior Minister; Cumhur Ersumer, Deputy Prime Minister and Energy and Natural Resources Minister; Hasan Gemici, the State Minister; Istemihan Talay, Culture Minister; Nami Cagan, Forestry Minister; Koray Aydin, Housing and Settlement Minister; Zekeriya Temizel, former Finance Minister; Metin Sahin, the Chairman of Parliamentary Planning and Budget Commission; and Dogan Tasdelen, former Cankaya mayor who ran for Ankara Mayorship in the April 18 elections from the Democratic Left Party (DSP), came to the Baskent Hospital.

    HURRIYET (LIBERAL)

    A SHOCKING BULLET
    Hikmet Ulugbay, the State Minister, put a revolver under his jaw and fired it. Ulugbay was wounded seriously. Ulugbay attempted suicide at 00.45 early on Wednesday in the library of his house with his Smith &amp; Wesson revolver. His wife Nedret and his son Burak ran to the library after they heard the revolver shot. When Ulugbay, who was wounded by the first bullet, tried to fire a second shot, but his son and wife intervened and the second bullet did not hit the target. Ulugbay was taken under treatment in Baskent Hospital. After Ulugbay underwent an operation, his health condition is stable.

    DEMIRALP APPOINTED AS NEW TREASURY UNDERSECRETARY
    Selcuk Demiralp was appointed as the new Treasury Undersecretary. Demiralp said that the meetings with the International Monetary Fund (IMF) will continue in the direction of the interests of Turkey. Demiralp noted that they will try to work harmoniously with the programme of the government and that they will do their best to solve the economic problems of Turkey. Stressing that he will not change the policy of the Treasury, Demiralp stated that he will get use of the experiences of the Treasury in solving the problems.

    OCALAN BEGGING FOR HIS LIFE
    Abdullah Ocalan, the head of the terrorist organization, is begging for his life. Ocalan sent a letter to the Republic of Turkey saying that he wants to live as an orderly of the state. Ocalan noted that the clashes should be ended and that the peace with the state is an opportunity for himself.

    PRIME MINISTER ECEVIT: ''ITALY ACTS TOO TOLERANT FOR TERRORIST ORGANIZATION,
    IT EVEN SHOWS A SUPPORTIVE ATTITUDE''
    Prime Minister Bulent Ecevit said that Italy displayed a very tolerant, even a supportive attitude for the terrorist organization PKK. Upon a question regarding the terrorist attack by the PKK supporters against Turkey's bureau in Rome, Ecevit said Turkey already warned the foreign countries about this issue. ''The terrorists might have been encouraged by Italy's tolerant approach and done this. But they ended their protest quickly and none of the Turkish personnel was hurt,'' the Prime Minister explained. Ecevit said it was very degrading for Italian nation to support the terrorist organization.

    SABAH (LIBERAL)

    ULUGBAY, STATE MINISTER, SHOOTS HIMSELF
    Hikmet Ulugbay, the State Minister, tried to commit suicide at his home yesterday. Ulugbay who was wounded in lower half of his face by a single bullet is in coma. The doctors said that Ulugbay's brain was not damaged but he was taken under intensive care after an operation.

    A SUICIDE BOMBER KILLED BEFORE HE BLOWS HIMSELF UP
    A male terrorist who aimed at staging a bomb attack on a police headquarters in southeastern Batman province, was killed by the security forces. The security forces opened fire on the terrorist who did not obey security officials' warnings to stop, at about 21.00 local time. The security forces found several unexploded bombs on the terrorist, and defused them.

    CUMHURIYET (LEFT)

    SUICIDE ATTEMPT OF ULUGBAY, STATE MINISTER
    A shot was heard from the house of Hikmet Ulugbay, the State Minister, early on Wednesday. Ulugbay shot himself under his jaw. Although his wife and son tried to stop him, Ulugbay fired the gun one more time. But, this bullet did not hit him. The first bullet is said to tear his tongue into pieces and got out from Ulugbay's nose. Ulugbay was taken under operation in Baskent Hospital. Mehmet Ali Er, the chief doctor, said that Ulugbay's brain was not damaged. The security forces launched investigation at the house of Ulugbay.

    OCALAN CRISIS BETWEEN TURKEY AND ITALY
    The supporters of the terrorist organization PKK occupied the Turkish Embassy commercial office in Rome, and took four people in the building hostage. The terrorists are estimated to be a group of 15 to 20 people and caused damage in the building.

    The supporters of the terrorist organization ended their occupation on Tuesday.

    RADIKAL (LEFT)

    SECRET OF 172 TRILLION TL
    A total of 172 trillion Turkish liras was sold in the stock exchange on Friday. The approximate loss was 2.5 billion Turkish liras and the loss between the highest point and lowest point is 5 billion Turkish liras. Cuneyt Sel, former acting treasury undersecretary who resigned from his office, denied that he did not leak any documents from the Undersecretariat, but he implied that the speculations migth be true.

    TWO PEOPLE KILLED IN PLANE CRASH IN USAK
    Two people were killed when a private plane fell in Usak province. The plane which was coming from Isparta caught fire in the air after it started descending to land at Usak Airport. The burning plane chrashed into the backyard of a school near the airport. Aydin Turan, a well-known businessman in Usak and Davut Serkan Ozdemir, the flight trainer died in the crash.

    TÜRKİYE (RIGHT)

    WORLD BANK APPROVES CREDIT TO BE GIVEN TO TURKISH EXIM BANK
    The world Bank approved that it will give 253-million U.S. dollar credit to Turkish Exim Bank. The credit which will not be paid back for three years, will be used in encouraging the Turkish export sector.

    CONSTANTINESCU, ROMANIAN PRESIDENT, IN ANKARA
    Emil Constantinescu, the Romanian President who arrived in Ankara as the official guest of President Suleyman Demirel was welcomed by an official ceremony in Ankara. President Demirel said that the cooperation between Turkey and Romania constitutes a milestone for the peace and stability of the Balkans. Demirel noted that he believes that the friendly relations between the two countries will improve after the visit of Constantinescu.

    ZAMAN (CONSERVATIVE)

    SUICIDE ATTEMPT FROM ULUGBAY, STATE MINISTER
    Hikmet Ulugbay, the State Minister, tried to commit suicide yesterday. The discussions about the stock exchange which occured after the meetings with the International Monetary Fund (IMF) delegation are considered as the reason which led Ulugbay to attempt suicide.

    [04] HEALTH CONDITION OF HIKMET ULUGBAY, STATE MINISTER - PRESIDENT DEMIREL: ''I HOPE HE WILL RECOVER SOON''

    ANKARA, July 7 (A.A) - President Suleyman Demirel expressed his wish over Hikmet Ulugbay, State Minister, to recover soon, on Wednesday.

    President Demirel visited Ulugbay at the Baskent University Hospital, and received information about his health condition.

    Addressing journalists as he departed from hospital, President Demirel wished quick recovery for Ulugbay.

    Meanwhile, many high-level officials, including Altan Oymen, the Leader of the Republican People's Party (CHP); Mustafa Yilmaz and Mehmet Ali Irtemcelik, the State Ministers; Sumer Oral, the Finance Minister; Hikmet Sami Turk, the Justice Minister; Metin Bostancioglu, the National Education Minister; Ahmet Sagar, the Undersecretary of Prime Ministry; Bener Cordan, the Undersecretary of National Education Ministry, and Inal Batu, former Ambassador to Italy and member of the CHP, came to the hospital to visit Mr. Ulugbay.

    [05] DURMUS, HEALTH MINISTER: ''ULUGBAY'S HEALTH CONDITION IS NO MORE RISKY''

    ANKARA, July 7 (A.A) - Osman Durmus, the Health Minister, said early on Wednesday that the health condition of Hikmet Ulugbay, is no more risky.

    Talking to reporters after he visited Ulugbay at the hospital and got information about his health condition, Durmus noted that Ulugbay was only injured from the face and that the doctors did the necessary treatment but Ulugbay will be treated in intensive care unit after the operation.

    When asked whether or not Ulugbay will have a lasting disability or deterioration after this incident, Durmus said that he can only have a mark on his nose but that later, he can have an plastic surgery.

    [06] ISKENDER, ACTING CHIEF OF ANKARA POLICE ORGANIZATION, SAYS SPECULATIONS SHOULD NOT BE MADE DURING PREPARATION INTERROGATION

    ANKARA, July 7 (A.A) - Kemal Iskender, the Acting Chief of Ankara Police Organization, said on Wednesday that speculations should not be made during the preparation interrogation when responding a question on whether the incident in which Hikmet Ulugbay, the State Minister, was wounded in the lower half of his face was a suicide attempt or an accident.

    Responding a question of the journalists at Baskent Hospital, Iskender said that only one bullet hit Ulugbay's jaw and that they found only one whole on the ceiling of the library where Ulugbay was wounded but that they found two empty cartridge cases in Ulugbay's house.

    Meanwhile, the officials told A.A correspondent that the gendermarie forces launched an investigation at the spot since it was the Gendermarie Zone while Tayfun Sagiroglu, a prosecutor, launched an interrogation about the incident.

    [07] WORLD BANK GRANTS 253.5 MILLION U.S DOLLAR CREDIT TO TURKISH EXIM BANK

    WASHINGTON D.C., July 7 (A.A) - The World Bank approves granting 253.5 million U.S. dollars credit to Turkish Exim Bank on Tuesday.

    The World Bank statement said that the credit will be given to encourage the private sector investors of Turkey and to make positive contributions to the Turkish export sector which was negatively affected by the global financial crisis.

    The statement noted that the credit will be granted to the exporters companies by the Exim Bank and other related private banks.

    The statement stressed that the credit will be granted in accordance with he normal interest rates of the World Bank and that it will not be paid for three years.

    The credit will be used to meet the needs of the private sector exporters, including the export of the raw materials, the purchase of devices, the period of production and services.

    [08] HEALTH CONDITION OF HIKMET ULUGBAY, STATE MINISTER - PRIME MINISTER ECEVIT: '' NEGOTIATIONS WITH THE IMF SUFFOCATED HIM''

    ANKARA, July 7 (A.A) - Prime Minister Bulent Ecevit evaluated on Wednesday the suicide attempt of Hikmet Ulugbay, the State Minister responsible for the economy, saying, ''I cannot know what caused him to attemp suicide, but he is respectful to his responsibilities. I think negotiations with the International Monetary Fund (IMF) suffocated him too much.''

    Prime Minister Ecevit visited Ulugbay at the Baskent Hospital along with his wife Rahsan Ecevit and Husamettin Ozkan, the Deputy Prime Minister and Minister of State, and received information about his health condition.

    Addressing journalists as he departed the hospital, Ecevit said, ''I was extremely worried about him before I came to here. But, all my concerns ended when I visited him. Because I learned that he has undergone a successful operation. There is no vital danger in his health condition. I hope he will recover soon.''

    When asked what might cause Ulugbay to attempted suicide, Ecevit told reporters, ''I cannot know what caused him to attemp suicide, but he is respectful to his responsibilities. I think negotiations with the International Monetary Fund (IMF) suffocated him too much.''

    When remembered the speculations about leaking a secret IMF document, Ecevit said, ''this is an extremely obnoxious and unrealistic claim. I stated it before. Mr. Ulugbay and Mr. Mesut Yilmaz, the Leader of the Motherland Party (ANAP), also made statements about the claim. I do not think that such allegations affected Mr. Ulugbay. But he is a very sensitive person.''

    [09] ERCEL, DIRECTOR OF CENTRAL BANK, EXPRESSES HIS DEEP SORROW ABOUT SADDENING INCIDENT CONCERNING ULUGBAY

    ANKARA, July 7 (A.A) - Gazi Ercel, the Director of the Central Bank, expressed his deep sorrow about the saddening incident concerning Hikmet Ulugbay, the State Minister responsible from economy, on Wednesday.

    Issuing a written statement, Ercel noted that he felt very sorry about the suicide attempt of Ulugbay and that he hopes that Ulugbay, who is a real statesman and a respected person, will be in better condition as soon as possible.

    Stressing that he witnessed that Ulugbay made positive contributions to the Turkish economy and Turkey's future during the latest days which were very tiring and intensive, Ercel stated that he believes that the Turkish economy will mark a giant leap forward within the framework of the studies which were carried out until today.

    Ercel said, ''we discussed how to stabilize our economy in the medium and large term with Mr. Ulugbay. We believe that the temporary decreases and increases in the short term can easily be overcome by taking into consideration the infrastructure, dynamism, and capability of our economy.''

    ''I am sure that the markets can analyze the developments within this framework. There will not be a disappointing point in our strong steps. I am sure that the markets will be calm and understanding when dealing with such developments,'' Ercel added.

    [10] ROMANIAN PRESIDENT CONSTANTINESCU IN ANKARA - CONSTANTINESCU DECORATES GENERAL KIVRIKOGLU, CHIEF OF GENERAL STAFF, WITH GREAT CROSS MEDAL

    ANKARA, July 7 (A.A) - Romanian President Emil Constantinescu who pays an official visit to Turkey as the guest of President Suleyman Demirel, received on Wednesday General Huseyin Kivrikoglu, the Chief of General Staff, and decorated him with the Romanian ''Great Cross'' medal.

    Addressing the meeting, Constantinescu stressed the importance of stability in the region, and noted that Romania attributes great significance to Turkey's support for her membership to the NATO. General Kivrikoglu said that being decorated with this medal is a great honour for himself, and added, ''economic, cultural, and military relations between Turkey and Romania continue to further improve.''

    Recalling that Turkish and Romanian Chiefs of General Staff come together every year, General Kivrikoglu noted that he will be glad to host his Romanian counterpart in Turkey in July.

    General Kivrikoglu also added that cooperation between Turkey and Romania will bring peace and stability to the region.

    [11] PREMIER ECEVIT ISSUES A CIRCULAR ON INVESTMENT PROGRAMME OF 2000

    ANKARA, July 7 (A.A) - Premier Bulent Ecevit issued a circular on the investment programme of the year 2000 on Wednesday.

    The investment programme of 2000 gives priority to the investments of the Southeastern Anatolia Project (GAP) region, education, health, energy, irrigation, drinking water, and sewage system.

    The circular said that the investments will mostly be held in the Eastern and Southeastern Anatolian Regions and the Regions which are given priority in development, to decrease the differences between the developed and developing parts of Turkey and the investments will mostly be realized in economic and social infrastructure.

    The circular stated that the institutions which are within the framework of the privatization, will submit their investment bids to the Directorate of Privatization Administration and that the bids and the evaluations of the Privatization Administration will be handed over to the State Planning Institute (DPT) before July 15, 1999.

    The institutions will prepare their bids in accordance with the prices of 1999. The price of 1999 will be considered as one dollar which is 411.728 Turkish liras.

    [12] PRESIDENT DENKTAS OF TRNC: - ''WHAT WE LIVED THROUGH BEFORE 1963 WAS SIMILAR WITH THE MASSACRE IN KOSOVO''

    RIZE, July 7 (A.A) - President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) said on Wednesday that he could not live his private life, but he is glad that they have established a Republic.

    Responding to questions of the A.A correspondent, Denktas reminded that he has been serving for Cyprus case for 36 years, adding, ''I have spent the most important part of my life for the Cyprus case. I could not live my private life, but I am glad that we have established a Republic. I encountered with many difficulties in my life.''

    Denktas also added, ''We had suffered big pains till the Peace Operation in 1963. What we lived through before 1963 was the similar with the massacre in Kosovo.     [13] MAKOVSKY, U.S. EXPERT ON TURKEY: - ''TURKEY AND THE U.S. HAVE NEVER CONTRADICTED WITH EACH OTHER ON CYPRUS ISSUE UNTIL TODAY''

    WASHINGTON D.C., July 7 (A.A) - Alan Makovsky, the U.S. expert on Turkey, said on Wednesday that Turkey and the U.S. have never contradicted with each other on Cyprus issue until today and that this problem can damage the relations between the two countries.

    Makovsky; an expert of The Washington Institute, a leading think-tank institution, who held contacts in Turkey for a month; told A.A correspondent that the Congress carries out serious activities against Turkey.

    Stressing that the negative stance of the Congress against Turkey is very obvious, Makovsky noted that it can pass a decision which is against Turkey and that it can request from the U.S. government to use all the opportunities to apply pressure on Turkey.

    Noting that there is a cliff between the approaches of Ankara and Washington D.C. on Cyprus although Bill Clinton, the U.S. President, administration wants to handle this issue more cautiously, Makovsky stated that the U.S. and Turkey have never contradicted with each other on Cyprus issue until today.

    Makovsky claimed that two sides are not sure about the seriousness of this problem and how it can damage the relations.

    [14] BASKENT HOSPITAL: ''IT IS NOT POSSIBLE FOR US TO SAY SOMETHING DEFINITE ABOUT THE HEALTH CONDITION OF ULUGBAY UNTIL TOMORROW NIGHT, BUT ULUGBAY'S HEALTH CONDITION IS NO MORE RISKY''

    ANKARA, July 7 (A.A) - Baskent Hospital said on Wednesday that it is not possible for them to say something definite about the health condition of Hikmet Ulugbay, the State Minister, until tomorrow night but that Ulugbay's health condition is no more risky.

    The Baskent University Hospital Press Center statement said that Ulugbay was brought to the hospital at 1.00 a.m. early on Wednesday and that the doctors immediately started an operation on Ulugbay.

    The statement noted that a team headed by Prof. Dr. Nur Altinors, the Head of the Neurochirurgia Department, realized the operation on Ulugbay and that Prof. Dr. Mehmet Haberal, the Rector of Baskent University, also joined the operation.

    Stressing that the operation ended at 4.00 a.m., the statement emphasized that Ulugbay is under intensive care at the moment and that his health condition is no more risky.

    The statement said that Ulugbay's forehead, jaw, palate, throat, and the tongue were injured in the suicide attempt; adding that the officials of the Baskent Hospital will issue statements every four hours.

OCALAN ORDERED THEM TO STAGE BOMB ATTACKS'' - ''TERRORISTS WHO WERE CAPTURED WITH 10 KG OF TNT AND 8 HAND GRENADES WERE PLANNING TO BLOW UP ARBIL'' - ''PUK CONTINUES TO EXPAND SUPPORT FOR PKK''

    WASHINGTON D.C., July 7 (A.A) - Ferhad Barzani, the Representative of the Iraqi Kurdistan Democratic Party (KDP) in Washington D.C. said on Wednesday that they captured three members of terrorist organization PKK in Northern Iraq who were preparing to stage a big attack, and terrorists told them that Osman Ocalan who is the brother of Abdullah Ocalan, the head of terrorist organization PKK, is in Iran.

    Responding to questions of the A.A correspondent, Barzani pointed out that KDP peshmergas captured three terrorists in the rural area east of Arbil on Sunday with 10 kg of TNT and 8 hand grenades who were coming from the Patriotic Union of Kurdistan (PUK) region.

    Noting that these three, including one female terrorist, confessed that they were planning to stage a big bomb attack in Arbil, Barzani said, ''Captured terrorists are Razi Seyit Mustafa code-named (Sevan), Fatma Abdullah whose code name is (Mardin), and Murat Süleyman Ahmet code-named (Mervan). These three said in their interrogation that they held talks with Osman Ocalan whose code name was Ferhad, in Hereab in Iran near border region with Iraq, and he ordered them to stage a bomb attack. They confessed that they took explosives from Sulaymaniyah, and left for Arbil.''

    Barzani stressed that providing explosives from Sulaymaniyah which takes place in the PUK region, confirms PUK's support to the terrorist organization PKK. He added, ''the PUK's support to the PKK means violation of the Washington Agreement. The PUK officials assured us that they would not expand support to the terrorist organization. We will submit evidences of this support to the U.S. State Department.''

    Meanwhile, KDP's other officials in Washington D.C. told the A.A correspondent that KDP backs the Turkish Armed Forces' cross-border operation in Northern Iraq against the terrorist organization PKK.

    Officials noted that the PKK terrorists prefer to flee from clashes with the Turkish Armed Forces, and take shelter in Iran to escape from operations.

    [16] STATE MINISTER CAY REACTS ITALY: - ''A STATE SUPPORTING TERRORISM, WILL COME FACE TO FACE WITH TERRORISM IN THE FUTURE''

    ANKARA, July 7 (A.A) - Abdulhaluk Mehmet Cay, the State Minister, said on Wednesday that a state supporting terrorism will come face to face with terrorism in the future, responding a question concerning the occupation of the Turkish Embassy Commercial Office in the Italian capital Rome by a group of supporters of the terrorist organization PKK.

    Cay received Jean-Claude Cousseran, French Ambassador to Turkey. Addressing the meeting, Cay stressed that there are historical ties between Turkish and French nations.

    Meanwhile, responding to questions of journalists after meeting, Cay stressed that ''the security of our embassies and representations in the foreign states are under the responsibility of that state. A state supporting terrorism, will come face to face with terrorism in future.''

    [17] UTKAN, TURKISH AMBASSADOR TO ITALY, GIVEN A VERBAL NOTE BY ITALIAN FOREIGN MINISTRY

    ROME, July 7 (A.A) - Necati Utkan, Turkish Ambassador to Italy, was summoned on Wednesday to the Italian Foreign ministry and given a verbal note.

    In the verbal vote, the Italian Foreign Ministry asked Turkey to improve relations, and to ease escalating tension between the two countries.

    Describing Turkey's reaction for the occupation of the Turkish Embassy Commercial Office in the Italian capital Rome by a group of supporters of the terrorist organization PKK, as extreme, the note defended that the Italian government has no connection with the incident.

    Italy also requested Turkey ''not to interfere with Italy's domestic affairs and the Italian Parliament.''

    Necati Utkan will stage a press conference at 18.00 local time on Wednesday about the verbal note given to him.

    [18] WRITTEN VERDICT ABOUT OCALAN, HEAD OF TERRORIST ORGANIZATION - THE VERDICT IS COMPOSED OF 280 PAGES AND EIGHT PARTS

    ANKARA, July 7 (A.A) - The written verdict given by the Ankara State Security Court (DGM) no:2, about Abdullah Ocalan, the head of the terrorist organization, is composed of 280 pages and eight parts, it was reported on Wednesday.

    The reason for the capital punishment, given against Abdullah Ocalan, the head of the terrorist organization, is disclosed in the written verdict. The verdict which was published and presented to the court is composed of 280 pages. The identity documents of 3.228 intervenors constituted 179 pages. Identity documents of Ocalan and names of lawyers are included after the 180th page.

    The verdict is composed of eight parts which are; the claim, the defense, the authority and assignment, the establishment of the terrorist PKK organization, its program and targets, the structure, the strategy, the actions and terrorist activities, the evidences, the evaluation of the defense of the accused, the evaluation of the situation of the accused in accordance with the penal law, and the verdict.

    In the three-page section in which the situation of the accused is evaluated in accordance with the criminal law, the provision which is included in the Article 125 of Turkish Penal Code (TCK) is disclosed and the following views are given:

    ''Here, we should focus on the concept of (intentional act) in particular. The word (intentional), which is not a legal phrase, when its meaning (directed to one side) is taken into consideration, the matter of the fact is composed of the activities directed at a specific target (separating some or whole of the territories of the state and putting it under the sovereignty of another state, decreasing the independence of the state, splitting up the unity of the state, separating some of the territories from the sovereignty of the state), and is also composed of activities which aim at reaching this result.

    On the other hand, as the legislator did not look for a result in formation of the crime, this is a crime of danger. In crimes of danger, getting an outcome is not important but the crime is completed with the creation of the danger. In fact, if the result has been completed, than the possibility to punish that act is lifted. To this end, attempts to these crimes are not possible. But the action should be appropriate to obtain the mentioned result and it should be attempted with appropriate means and forceful actions. In determining if the act is appropriate or not, the target of the organization of which the accused is a member, his organizational faithfulness, its organic integrity throughout the country, and its effectiveness in the community are taken into consideration.

    To this end, although the intentional crime aims at committing the crime which is included in Article 125 of TCK, the acts which are unimportant and do not have the danger of reaching this target, are not included in the context of Article 125 of TCK. In this case, the crime included in Article 168 of TCK may come to the agenda.

    After mentioning the 168th article, it is said that, ''although the preparations for crimes are not punished in accordance with our law as a rule, the preparations which aim at committing crimes against the state are punished under this law. The aim of this article is to punish the preparations which can cause a threat against the state.''

    The verdict noted that Ocalan who organized a group of people whom he convinced that there is a separate Kurdish race in a part of the territories of Turkey and that these people are exploited by the sovereign Turkish state to set up an independent Kurdish state based on Marxist- Leninist ideology in a part of the Turkish territories since 1970; and who set up an armed terrorist organization named PKK in 1978; and who led that party from 1978 until he was captured on February 15, 1999; and who organized PKK within Turkey, in Europe, Asia, and Africa in military and political fields; and who provided training camps in some countries; and who incited young people whom he deceived to commit attacks like killing people, sabotage, armed attack, armed theft, and waylaying by giving them ideologic and armed training in these camps; and who started a rebellion by forcing people through threats to take his side, and force them not to prevent his attacks; was sentenced to capital punishment under the Article 125 of the Turkish Penal Code since he created a large and serious threat and since his crimes were proved by documents without any doubts.''

    ANKARA, July 7 (A.A) - In the written verdict about Abdullah Ocalan, the head of the terrorist organization, which was published on Wednesday, it was said that the court decided to carry out the hearings on Imrali island because it would be most appropriate to hear the case in the best way taking into consideration the security of the accused Ocalan.

    In the first part of the written verdict about Ocalan, the identification documents of 3,228 intervenors, and Abdullah Ocalan, and the names of the lawyers took part.

    The names of 111 lawyers of accused Ocalan were also given in the first part in the verdict decision. 36 of Ocalan's lawyers are from the Istanbul Bar, 13 from the Izmir Bar, 12 from the Ankara bar, 31 from the Diyarbakir Bar, 2 from the Gaziantep Bar, 9 from the Mersin Bar, 5 from the Adana Bar, 1 from the Antalya Bar and 2 from the Denizli bar.

    In the introduction part of the written verdict, a brief historical account of the acts of violence and the terrorist activities in the world was given. It was noted that such acts began before the birth of Christ.

    The written verdict pointed out that with the invention of firearms, explosives, and choke-damps, terrorism began to target crowds, and summarized several terrorist organization and their actions in different parts of the world.

    In the written verdict, the activities of Abdullah Ocalan between 1978 when he established the terrorist organization PKK, and February 15, 1999 when he was captured in Kenya, were briefed. The written verdict also gave place to Ocalan's initiatives in different countries to be granted with the political asylum.

    In the claim part of the written verdict, the following items were included; indictments of the cases against Ocalan which were later combined, the summing-up concerning the merits of the case prepared by Cevdet Volkan, the Chief Prosecutor of the Ankara State Security Court (DGM), and Talat Salk, the Republican Prosecutor, the statements of the intervenors in the hearings, and written and verbal defenses of accused Ocalan.

    Information about the establishment of the State Security Courts (DGMs) and their duties, were given in the part of the written verdict titled as ''Authority and Assignment''.

    It was recalled that Article 143 of the Constitution and Article 5 of DGM Law No. 2845 were in force at the beginning of the trial, and courts must apply the laws in force. It was also reminded that the requests of Ocalan's lawyers to suspend the trial was rejected because reasons which were stated at the Article 253/2 of the Criminal Trial Procedure Law (CMUK) do not exist in the case.

    In the written verdict it was underlined that as the trial continued, Article 143 of the constitution and the DGM Law No. 2845 were changed upon the decisions of the European Human Rights Court, and Coloney Abdulkadir Davarcioglu, the military member of the court delegation, was replaced by Mehmet Maras, the civilian member judge who watched the trial from the beginning.

    The verdict continued as follows:

    ''Terrorist PKK organization of which the accused was the founder and the leader, committed crimes throughout Turkey and abroad, those crimes were; usurpation, murder, arson attack, bombings, forest fires, mass killings, murdering babies, children, and pregnant women, and thus targetted the unity and integrity of Turkish Republic and tried to form an independent Kurdish state by separating some parts from the territories of the country.

    A public file had been compiled against the accused before his capture, calling for the implementation of Article 125 of Turkish Penal Code (TCK). To this end, the cases opened in the State Security Courts (DGMs) in Adana and Erzurum have been combined with this case in Ankara DGM. Our court has regarded itself as authorized to sue this case. The opposition of the lawyers of the accused to hold the trial in Diyarbakir DGM were rejected.

    In the decision, it was noted that the part of the hearings following the apprehension of the accused should take place in Imrali Island, and that the Justice Ministry stated that bringing the accused to the hearings in Ankara was not appropriate in view of the security of the accused.

    The reasoned verdict said it was thought that holding the hearings in Imrali Island would be appropriate for the security of the accused, adding that ''uniting this case with the other cases which continued regarded with the PKK in other courts was impossible as it would have prevented the completion of the case in a reasonable period. Otherwise, this case would have dragged on for years.''

    The reasoned verdict said the defense lawyers, the intervenors and their lawyers were determined by taking into consideration the capacity of the court room, adding that a limitation was out of question. The reasoned verdict said the principle of openness was abided by in the hearings.

    The reasoned verdict stated that the accused made his defense without any restriction and in the presence of local and foreign press members and spectators, adding that ''the court gave sufficient time and facilities to the accused in using the right of defense and allowed him to make his defense freely without imposing any restriction to his speeches.''

    The reasoned verdict said the elements which the lawyers of the accused put forward in their defense regarding the merits of the case to this end were totally baseless, and pointed out that ''also, nobody has intefered with the independent Turkish judiciary.''

    The verdict also said the duty of the court was to determine the activities of the accused which constitute crime and to implement the provisions of the criminal law in accordance with this. It also said that finding solutions to the problems was not included within the responsibilities of the court.

    [20] THE WRITTEN VERDICT ABOUT OCALAN, HEAD OF TERRORIST ORGANIZATION - ''KURDISH AND TURKISH PEOPLE HAVE BEEN LIVING TOGETHER FOR CENTURIES. A CULTURAL EROSION OCCURED BETWEEN TWO NATIONS, AND THEY CREATED A KINSHIP''

    ANKARA, July 7 (A.A) - In the written verdict of the Ankara State Security Court (DGM) No. 2, it was noted that Kurdish and Turkish people have been living together for centuries, and within this process, a cultural erosion occured and they have created a kinship.

    In the chapter of the written verdict titled as ''the Establishment of the Terrorist Organization PKK, Its Goal, Programme, Structure, and Activities'', terrorist organization's activities were summarized.

    Giving detailed information about the financial sources of the PKK both in Turkey and abroad, publication activities of the organization and its relations with other countries, the verdict underlined that the terrorist organization is supported by Iran, Germany, the Netherlands, Belgium, Italy, Iraq, Syria, Greece, and the Greek Cypriot side.

    In the ''Evidences'' part of the written statement, evidences seized by the security forces in operations against the terrorist organization PKK, Ocalan's speeches, his statements in several press organs, the testimonies of captured PKK members, and Ocalan's testimonies after he was captured in Kenya in February 1999, were arranged in order.

    In the ''Evaluation of Accused Ocalan's Defense'' chapter of the verdict, the written and verbal defenses of Ocalan during the hearings, were scrutinized.

    The verdict quoted Ocalan as saying, ''Turkish and Kurdish people have been living together for centuries under the roof of a joint state. They joined together the National Independence War under the leadership of Mustafa Kemal Ataturk. They established the Republic of Turkey together. Although both people were the main founder elements of the state, Turkish nationalism became dominant afterwards in the administration and the Kurdish people were denied.

    As a result of these implementations and policy, the PKK came into existence ideologically between 1970-1980, and politically between 1980- 1990. In 1990s, especially as of 1993, PKK tried to purify itself from acts of violence and turned into a peaceful organization.''

    The written statement underlined, ''the accused Ocalan claimed that they had declared unilateral cease-fire on March 1993 and on December 1995, but could not receive a positive reply from the state, and their cease-fire initiatives were in vain as a result of actions of several groups in the organization. He also claimed that he had understood at last that problems cannot be solved with acts of violence, and that establishment of a separate Kurdish state is not necessary. Accused Ocalan said in his defense that problems can only be solved by improving democracy within the framework of democratic republic's unity and independence. He asked Turkey to give an opportunity to him to make considerable contributions for such a solution. He also added that if acts of violence continue, the future will become a stage for big pains and sorrows, and Turkey's human, economic, and natural sources will be destroyed. Some parts of accused Ocalan's defense were not considered as acceptable.''

    Pointing out that Turkish Republic was a legal state whose qualities have been mentioned in Article 2 of the Constitution, the reasoned verdict said Article 6 of the Constitution stated that sovereignty right belongs to the nation without any condition and that it will be used by the authorized organs according to the principles determined by the Constitution. Again, Article 7,8, and 9 of the Constitution said these authorities were determined as legislation, enforcement, and jurisdiction. It was stressed that it became a constitutional principle that the right of jurisdiction will be used by independent courts on behalf of Turkish Nation.

    The verdict said the issue of judging a person for a crime is the evaluation of several acts of that person due to criminal law and judgement of crime. It said, ''but, while making an evaluation, a limitation should be brought. To this end, the subjects of the criminal act are the actual incidents mentioned in the indictment. The judge has the authority to make investigations within these limitations.''

    The reasoned verdict pointed out that according to the provisions which have been disclosed, it was impossible for the court to give a decision for the future that may pave the way for political and social outcomes. The decision said, ''our court has the right to judge the accused due to the activities included in the indictment and has the right to sentence him if the crime is determined to be constant, and to release him if his crime is not determined to be constant.''

    The verdict continued as saying:

    ''Turks and Kurds have been living together for centuries. A natural culture erosion has been experienced between the two peoples within this process and kinship has been created. When history is taken into consideration, it will be seen that no pressure has been put on Kurds (except the revolts) on Kurds. Denials and claims of Kurds are not true. As it was also accepted by the accused, in the period of Yavuz Sultan Selim, Kurdish principalities prefered to live under the roof of a joint state and under the responsibility of a governor of a province that will be sent by the Sultan, not as a separate state although the Sultan wanted.

    The provision of the Mundros Truce which was signed on October 30, 1918, was accepted in Article of the National Pact which was adopted and declared by the Ottoman Parliament. This provision said:

    ''Within the borders of the truce, all territories where the majority of Muslim Ottomans who formed a religious and cultural unity live, are a whole that can not be discriminated against de jure or de facto for any reason''.

    This provision of the National Pact had also been adopted in Erzurum and Sivas Congresses.

    ''During the War of Independence, this provision of the National Pact was accepted as it was. One can easily see if he or she studies the War of Independence properly that Ataturk considered the people living within the borders adopted by the National Pact as a whole and he tried to resist enemies with the power of nation. It was said in the Amasya Statement that 'the nation's determination and resistence will salvage the nation's independence'.''

    The verdict said there were the decisions taken in Erzurum and Sivas congresses and in Amasya Statement, and the National Pact did not mention about the Kurds, adding that the reason of this was that they did not found the state on the basis of racism. The verdict said, ''this principle has been preserved as it is in the Constitution of Turkish Republic.''

    The reasoned verdict pointed out that there was an atmosphere in Turkey that people can make use of the facilities provided by the state equally and without discrimination of race, language, religion and sex.

    [21] THE WRITTEN VERDICT ABOUT OCALAN, HEAD OF TERRORIST ORGANIZATION - ''PKK IS NOT AN ORGANIZATION STRUGGLING FOR INDEPENDENCE, BUT AN ARMED TERRORIST ORGANIZATION''

    ANKARA, July 7 (A.A) - In the written verdict of the Ankara State Security Court (DGM) No. 2, it was noted that happiness of citizens with Kurdish origin depends on living together with Turkish people.

    Stressing that no one was subjected to pressure or discriminated due to his/her ethnic origin in the Turkish community, the written verdict noted that every individual living in Turkey is being considered as a first class citizen on the base of constitutional citizenship.

    In the written verdict of Ankara DGM No. 2 which sentenced Abdullah Ocalan, the head of the terrorist organization PPK, to capital punishment, it was pointed out that the ban on language which was imposed during the emergency rule and military administration period, was lifted in 1991 after its inconvenience was understood. Kurdish radio broadcasts, and publications in Kurdish language were allowed.

    Noting that everyone can use his or her mother tongue without any limitation, the written verdict stressed that unimportant difficulties can be easily overcome in a democratic atmosphere. The written verdict continued, ''no one was subjected to pressure or discriminated due to his/her ethnic origin in the Turkish community. Economical and social relations among our people are at the highest level. Turkish and Kurdish people have been bounded with marriage ties. Our people immigrating from Eastern or Southeastern Anatolia regions, were always welcomed in the cities in Western Anatolia regions. Every individual living in Turkey is being considered as a first class citizen on the base of constitutional citizenship. Happiness of citizens with Kurdish origin depends on living together with Turkish people. Such a defense claiming that Kurdish people were denied and put pressure, is not right.''

    In the verdict, it was underlined that the 2nd conference of the terrorist organization in May 1990, the 3rd conference in March 1994, the 4th conference in May 1996, the 4th conference in December 1990, the 5th conference in January 1995, a brochure written by the accused in January 1992 titled ''Thesis on Uprising Tactics and Our Duties'', an article written by the accused and issued in ''Serxwebun'' newspaper in June 1994 under the title of ''lets raze to ground the wrong approaches towards army and war facts'', the book written by the accused named as ''Force's Role in Kurdistan'', accused's statement to the ''Serxwebun'' newspaper in December 1996, his orders given through the transceivers to all PKK members and terrorists of ARGK on October 8, 1998, and his instructions given on October 16, 1998 to responsibles of the so-called Botan province, discloses accused Ocalan's real intentions. He has never given up acts of violence and an independent Kurdish state.

    The reasoned verdict said from the documents included in the file, it was understood that views of the accused which he voiced following his capture regarding peace and unity, were not reflected in congress and conferences, the most authorized organ of the PKK.

    ''On the contrary, as a result of the trials, it has been decided that the accused used a style in favour of peace and unity in his statements towards Turkish and the world public opinion to obtain sympathy and political support. Yet, in his statements and orders forwarded to the organization, he gave messages that could escalate violence and that it was often mentioned in his speeches that the ideal to form a separate Kurdish state was about to be completed.''

    The verdict said the evaluations of the court confirmed the statistical figures of the attacks of armed gang PKK before 1993 and after 1993. Also, figures were given regarding the terrorist attacks of the PKK between 1978, the date it was founded, and February 15, 1999, the accused was captured.

    The reasoned verdict also said number of terrorists who were killed and captured during clashes with security forces and the number of terrorists who surrendered to security forces were more in 1993-1999 period when compared to the previous period.

    The reasoned verdict said:

    ''PKK is an armed terrorist organization, not an organization which fights for independence. Because people who fight for independence try to impose their sovereignty rights on their country. To this end, only fighting against foreign forces who illegally claim sovereignty on that territory, can be regarded as a move for independence. The state has been formed together. The part of territory, which is within the borders of Turkish Republic, is our mutual country. No people's sovereignty right has been taken from them.''

    The reasoned verdict said the piece of territory which the PKK showed as target is within the sovereignty of Turkish Republic. The PKK, since it was founded, in order to reach its targets, involved in illegal terrorist activities like killings, armed clashes, village raids, and mass killings, waylaying, abduction, usurpation, and drug trafficking which contradicted with humanity and which required separate heavy punishments according to the laws. With these activities they aimed splitting up national integrity by weakening the authority of the state, disturbing the order of law, and preventing development of the country.

    The reasoned verdict stressed that whole activities of the PKK was a terrorist act according to international and national principles of law, adding that ''first Article of European Convention dated 1977 regarding ''Prevention of Terrorism'', Human Rights Charter, provisions of agreement regarding Human Rights and Preservation of Basic Freedoms, 1989 OSCE Vienna Closing Statement, 1990 Paris Charter, 1992 Helsinki Statement, 1993 Vienna Human Rights World Conference Declaration and provisions in the first Article of Struggle Against Terrorism Law, have the quality which confirm this.''

    The reasoned verdict which mentioned about the Articles related with terrorism crimes in Turkish Penal Code (TCK), said ''there is no doubt that the PKK is an armed terrorist organization and the acts it was involved in were acts of terrorism. This evaluation of us has been confirmed by thousands of decisions given by the Appeals Court and other courts which said PKK is an armed-separatist terrorist organization.

    [22] THE WRITTEN VERDICT ABOUT OCALAN, HEAD OF TERRORIST ORGANIZATION - ''DEFENSE OF THE ACCUSED SAYING THAT HE GAVE UP HIS TARGET SINCE 1993 IS NOT SINCERE''

    ANKARA, July 7 (A.A) - The Ankara State Security Court (DGM) no:2 said on Wednesday that it decided not to implement Article 59 of Turkish Penal Code (TCK) about accused Abdullah Ocalan, the head of the terrorist organization, who was sentenced to capital punishment. Article 59 envisages reduction in the sentence. Ankara DGM said Article 59 will not be implemented as ''the accused did not give up his target of splitting up the country, did not surrender by himself, failed to give an information which can weaken and collapse the terrorist organization, killed thousands of innocent civilians; activities hundreds of which require death penalty, and these terrorist activities constitute a serious, close, and great danger for the country.''

    The final part of the reasoned verdict which the court prepared in Imrali Island and which is composed of 280 pages, has the title of ''Evaluation of the Situation of the Accused due to Criminal Law'' and ''Verdict''. In the final part, it was recalled that the public prosecutor called for capital punishment for the accused under Article 125 of TCK on grounds that ''the accused carried out acts to separate parts of the territory which is under the sovereignty of the state.''

    In the reasoned verdict which Article 125 of the TCK was examined, it was said that:

    ''Article 125 is included in the section related to the crimes against the personality of the state in the Turkish Penal Code. With this Article, it was said that anyone who commits a crime aiming at decreasing the independence of the state, separating parts of the territory which is under the sovereignty of the state, splitting up the unity of the state, will be punished with death sentence.''

    The reasoned verdict, after disclosing Article 168 of the Constitution, said ''although preparation activities are not punished in our criminal law in principle, preparation activities launched to commit crimes against the personality of the state are punished. The aim of this Article is to punish the preparation activities which have the quality of creating serious danger against the state.''

    The reasoned verdict said accused Ocalan organized people since 1970's to establish an independent Kurdish state based on Marxist-Leninist ideology on some parts of Turkish territories. Ocalan, aiming to reach this goal, convinced these people that there is a separate Kurdish race in some parts of the territories of this country and that those people were exploited by sovereign Turkish state. Accused Ocalan established armed terrorist PKK organization in the year 1978 and acted as the head of this organization since that time till February 15, 1999, the day he was captured. Ocalan organized PKK throughout the country, in Europe, Asia, and Africa continents in political and military fields, provided opening of training camps in several countries which are in these continents. Accused Ocalan gave ideological and armed training to those people in the camps and incited them for murders, sabotage, armed raid, robbery, and waylaying, thus he caused terror and panic by trying to weaken the authority of the state and by creating concerns for security of life and property.

    The reasoned verdict said accused Ocalan started revolt, and that this act formed a serious, great, and close danger atmosphere for the integrity of the country. The verdict said, ''as all these crimes are determined to be constant with the informations and documents included in the file, it was unanimously decided for the capital punishment under Article 125 of Turkish Penal Code by accepting that the accused committed a crime which targeted to separate parts of the territory which is under the sovereignty of the state by administrating armed terrorist PKK organization with the orders and directives.

    In the written verdict of the Ankara State Security Court (DGM) No. 2 that sentenced Abdullah Ocalan, head of terrorist organization PKK, to capital punishment, it was pointed out that lawyers of accused Ocalan said in their defense regarding the merits of the case that their client has given up his intention to establish a separate Kurdish state, and talked about unity, solidarity, and brotherhood. It was also pointed out that the lawyers of Ocalan claimed that Article 125 of the Turkish Penal Code cannot be implemented to this end, and requested their client be punished under the Article of 168-1 and Article 59 of the Turkish Penal Code. The crime mentioned in the Article 168-1 of the Turkish Penal Code is an indirect crime, and this Article of the Turkish Penal Code punishes preparation activities of the action which constitutes major damage and danger towards the state.

    In the verdict, it was stressed that the accused had begun preparations at the beginning of 1970s to commit crimes which were stated in the Article 125 of the Turkish Penal Code, he had established the illegal PKK organization in 1978, he trained PKK members as the leader of the organization, and ordered them to carry out the armed attacks on Eruh and Semdinli counties on August 15, 1984.

    Stressing that the PKK had become an armed gang with these armed attacks, the written verdict noted that the accused was not sincere in his defense claiming that he has given up his intentions since 1993. Noting that even if the accused was considered sincere in his defense, the written verdict pointed out that there were thousands of actions staged by the terrorist organization before 1993. The written statement emphasized that these actions created a big danger for the country.

    Noting that the crime mentioned in the Article 125 of the Turkish Penal Code was committed even in 1993, the written statement said that the change in the accused's intention does not turn this crime into a trivial crime. To this end, requests of lawyers of Ocalan do not suit with the logic of law.

    The written statement noted, ''Article 59 of the Turkish Penal Code is not an article of clemency. The implementation of Article 59 will not be appropriate because the accused did not give up his intentions to separate the country, he did not surrendered to the security forces, he did not give information about terrorist organization PKK which will be sufficient to eliminate the organization, he continued to lead the terrorist organization PKK more than 20 years, thousands of attacks were staged in this period, thousands of innocent people including many babies, children, women and elderly, were killed. The crimes committed by the accused require capital punishment. The activities of the PKK constitute serious danger for Turkey.''

    Recalling that a total of 3,228 people who suffered from the crime, attended the trial as intervenors, the written statement noted that some of the intervenors requested material and spiritual compensation, but Article 20 of the Law No. 2845 considers crimes which are tried by the DGMs as urgent matters.

    The written verdict stressed, ''it is necessary to hold the hearings in time and to determine evidences completely. An investigation regarded with the intervenor's material and spritual compensations, will take a long time, and during the investigation process, the case will be dragged on. Regarding such an inconvenient situation, no verdict was given regarded with intervenor's material and spritual compensations. But their rights to file a suit were reserved.''

    In the last chapter of the written verdict carrying the title of ''Verdict'', it was stated that Ocalan was sentenced to capital punishment under the 125th Article of Turkish Penal Code.

    [23] CALLIGRAPHY COLLECTION OF SAKIP SABANCI TO BE DISPLAYED IN LOUVRE MUSEUM IN PARIS

    PARIS, July 7 (A.A) - The protocol regarded with the exhibition of calligraphy collection of Sakip Sabanci, one of the most prominent businessmen of Turkey, was signed on Wednesday in French capital Paris. The collection will be displayed in Louvre Museum between March 17 and May 29, 2000.

    Sakip Sabanci, and Pierre Rosenberg, the Director of Louvre Museum, attended the signing ceremony.

    The collection was displayed in the New York Metropolitan and the Los Angeles Art Museums in 1998 and 1999.

    A total of 71 samples of the calligraphy which belonged to the period between 15th century and 20th century, will be displayed in the Louvre Museum.

    Meanwhile, three oil paintings reflecting the characteristics of the period also take part among the works.

    [24] ATACANLI, FM DEPUTY SPOKESMAN: ''ITALY'S ATTITUDE IN RECOGNIZING AN INCREASING FREEDOM TO SUPPORTERS OF TERRORIST ORGANIZATION IN ITALY IS A GRAVE DEVELOPMENT''

    ANKARA, July 7 (A.A) - Sermet Atacanli, the Deputy Spokesman of Foreign Ministry, said on Wednesday that a gradually increasing freedom is recognized to acts of violence committed by the supporters of terrorist organization in Italy, adding that they expected Italian officials to refrain from acts which will give damage to the core of the relations between the two countries.

    Addressing the weekly news conference, Atacanli evaluated Turkish-Italian relations which became tense following the activities of the supporters of the terrorist organization on Tuesday in Italy.

    Recalling that Italian citizens who are supporters of the terrorist organization occupied Turkey's Embassy commercial office in Italy on Tuesday, Atacanli said the mission which had to be under the security and guarantee of the Italian state was attacked and that freedoms of the members of the mission were limited.

    Atacanli said Turkey and Italy were the two friendly and ally countries, and that there are sincere friendly relations between the two countries, adding that:

    ''We desire Italian state officials to treat this subject with a realistic, rational, and serious approach...and thus prevent the friendly relations between the two countries being further overshadowed.''

    Atacanli said, ''we cannot be expected to show understanding to statements and actions that openly mean an interference in Turkey's democracy and judicial process.''

    Atacanli underlined that the countries which are mild towards terrorism at the beginning ''sooner or later understand that this is not the right way'', and called on Italian officials to approach the issue in more realistic, calm, and serious manner.

    Atacanli called on Italian government to determine the identities of the supporters of the terrorist organization who got involved in these activities and wanted them to be punished, and wanted them to prevent the repetition of such incidents.
