    HURRIYET (LIBERAL)

    LAST WORD BELONGS TO JUDGEMENT
    The most important case of the Turkey's history will begin today. Baby- killer Abdullah Ocalan will be tried. Overall preparations are completed for this historical trial which atracts attention of whole world. Photographs and fingerprints of lawyers, spectetors, and other officials have been taken. In the historical case, Ocalan will be charged with treason. Ocalan will respond 139-page indictment with 110-page defense.

    TURKISH F-16 WAR PLANES HIT TARGETS IN SERBIA
    Turkish F-16 war planes that participate in the NATO's air operation against Yugoslavia accumulated a total of 1,734 flight hours. The General Staff Information Center issued a statement saying that the Turkish F-16 war planes which are deployed at the Ghedi Airbase in Italy, stayed in air for 30 hours yesterday, and hit all targets.

    MILLIYET (LIBERAL)

    NEW GOVERNMENT'S PROGRAMME FOR 2000
    The commission in charge of preparing programme of new coalition government which was formed among the Democratic Left Party (DSP), the Nationalist Movement Party (MHP), and the Motherland Party (ANAP), began its studies. Hikmet Ulugbay, State Minister, and Nami Cagan, Forestry Ministry from the DSP, Tunca Toskay and Sadi Somuncuoglu, State Ministers from the MHP, and Mehmet Kececiler, State Minister, and Cumhur Ersumer, the Energy Minister from the ANAP, are expected to finalize the programme later today.

    PKK TRIES TO CREATE PUBLIC OPINION
    Supporters of the terrorists organization PKK living in Europe, launched a campaign for release of Abdullah Ocalan, the chief of PKK, by claiming that Turkey will not try Ocalan fairly. They called on people to send messages to Kofi Annan, the Secretary General of United Nations, the U.S. President Bill Clinton, and Prime Minister Bulent Ecevit. Supporters of PKK distributed announcement in Britain carrying signatures of 61 people and institutions including Daniell Mitterrand, Tony Benn, Lord Avebury, Dario Fo, Noam Chomsky, Walid Jumblat.

    SABAH (LIBERAL)

    LPG CANISTER EXPLODES, KILLING ONE PERSON AND INJURING 37 OTHERS
    An explosion occured overnight in a cafe in Beyoglu district of Istanbul. Abdullah Turgut was killed in the blast while 37 people were injured. The injured people were taken to Taksim First Aid, and the Sisli Etfal hospitals. Doctors said that health conditions of Yasar Tirnik, Asibe Keles, Murat Sertkaya, Idris Ustuner, Ali Yardim and Erdogan Yusufoglu are critical. The explosion was caused by gas leaking from LPG canister.

    CUMHURIYET (LEFT)

    OCALAN IN FRONT OF JUSTICE
    Native and foreign journalists flocked to Mudanya to cover Ocalan case which will start in Imrali Island on Monday. As intense discussions are underway in public that the case might be postponed, it was reported in jurisdiction backstages that Ankara State Security Court (DGM) will try to overcome military judge problem with ''reserve member'' formula, and that the court delegation may enter the hearing with a fourth judge. According to the formula, the alternate member, who will come to Imrali, will take his place in the hearing hall. He will be appointed instead of the military judge who will be taken out if Constitutional change takes place, and he will be able to have his signature on the decision.

    139 PAGE INDICTMENT
    The indictment, composed of six parts and 139 pages, calls for capital punishment for Abdullah Ocalan, terrorist chief, under Article 125 of the Turkish Penal Code. The indictment said a total of 4.472 civilians, 3.874 soldiers, 247 policemen, and 1225 temporary village guards were killed in terrorist attacks which started with raids on Eruh and Semdinli to February 22, 1999.

    RADIKAL (LEFT)

    TERRORIST OCALAN TO BE JUDGED WITH A CALL FOR CAPITAL PUNISHMENT
    Eyes of Turkey and the world were turned to Imrali Island, that is on the off shores of Mudanya county. Relatives of the ones who were killed in terrorist attacks and hundreds of Turkish and foreign journalists gathered in Mudanya. Everywhere in the county were equipped with Turkish flags, posters, photographs, and articles which are all against terrorist Ocalan. Meanwhile, placards which are in Turkish and English say ''Apo is a baby killer'', ''Damned PKK''. Booklets, which are in English, telling about the terrorist activities of PKK, are distributed.

    CLINTON TO INVITE ECEVIT
    The U.S. President Bill Clinton will invite Prime Minister Bulent Ecevit to Washinton D.C on a date that suits the programmes of both presidents. The two leaders will hold talks on Kosovo, Northern Iraq, Cyprus, and human rights problems. Sources close to the U.S. administration said Washington D.C. was pleased about the foundation of the new government and reminded that Clinton did not have a bilateral meeting with a Turkish Prime Minister since the former Prime Minister Mesut Yilmaz's visit to Washington in 1997 December.

    YENİ YÜZYIL (LIBERAL)

    EYES OF THE WORLD ARE ON TURKEY
    European parliamentarians and the most important broadcasting organs of the World covering the case. Ocalan case, which is under close coverage of the West, will start in Imrali Island at 10:00 local time. Nearly 300 foreign press members applied to cover the case. Only eight of them will be taken to the hearing everyday. There are parliamentarians and embassy representatives among the foreign observers which Turkey did not officially recognize as observers.

    COALITION PARTNERS WORK
    Democratic Left Party (DSP), Nationalist Movement Party (MHP), and the Motherland Party (ANAP), who want to read out government program in the Parliament on Tuesday, entered into an intense work. Vote of confidence will take place on June 6. DSP-MHP-ANAP coalition government has the support of 350 votes.

    TÜRKİYE (RIGHT)

    STAND UP, MURDERER
    Abdullah Ocalan, terrorist chief, the most wicked murderer of the century, who buried 20 years of Turkey into darkness, will account for his crimes in front of Turkish justice and families of people who were killed in terrorist attacks. Native and foreign journalists flocked to the region. ''Capital Punishment'' will be called for Ocalan, who will be tried in a ''glass cage''.

    SAKIK: ''I FEEL ASHAMED OF OCALAN''
    Semdin Sakik, second man of the terrorist organizaton, who was given capital punishment by Diyarbakir State Security Court (DGM), in his written testimony said he repented as he supported Ocalan, the baby killer. Sakik said ''he is a dictator. I feel ashamed of him. He nourishes with blood. You will not be able to stay in the organization if you don't like Ocalan. I am ready to meet face to face with Ocalan.''

    ZAMAN (CONSERVATIVE)

    FOUR VILLAGE GUARDS KILLED AND SEVEN OTHERS INJURED
    Four village guards were killed and seven others were injured by terrorists in two separate attacks in Buyukciftlik hamlet in Yuksekova county of eastern Hakkari province, and in Azganlik hamlet in Iskenderun county of southern Hatay province.

    EXPORT OF OLIVE INCREASES 268.2 PERCENT
    In January-April period, export of olive and olive oil increased 268.2 percent 85 million U.S. dollars. In the same period of last year Turkey exported 23 million U.S. dollars of olive and olive oil. Officials at the Directorate General of Exporters' Union said that in the first four months of the year, they exported 46 million U.S. dollars in fruits and vegetables, and 788 million U.S. dollars in automotive.

    [02] TRIAL OF TERRORIST CHIEF - MEMBERS OF TURKIYE KAMU-SEN CHANT SLOGANS IN ENTRANCE OF MUDANYA WITH TURKISH FLAGS

    MUDANYA, May 31 (A.A) - People wo came to Mudanya county by vehicles, having the emblem of Turkiye Public Trade Union (Kamu-Sen), a few hours before the trial of Abdullah Ocalan, terrorist chief, chanted slogans with Turkish flags protesting the terrorist chief.

    Security measures are increased in entrance of the county.

    Meanwhile, the ones who will watch the hearing that will take place in Imrali Island, began to apply to Gendarme Commandership as of 05:30 local time. Those people were taken to Mudanya Communication Bureau after being checked and after taking their identity cards.

    Relatives of the ones who were killed in terrorist attacks also began to wait in front of Gendarme Commandership as of 05:30. The relatives chanted slogans protesting terrorist chief.

    [03] TRIAL OF TERRORIST CHIEF - SEVERAL ROADS ARE CLOSED TO TRAFFIC IN THE COUNTY

    ANKARA, May 31 (A.A) - Intense security measures are taken in Mudanya county which provides connection with the Imrali island, prior to the hearing of terrorist chief which will start in the Island on Monday. Security flights continously take place over the county with helicopters.

    Tight security measures were taken in Mudanya, especially in front of Communication Bureau. Relatives of terrorism victims, with flags and photographs of their children, chanted slogans against terrorist chief.

    The relatives also protested Italy where terrorist chief stayed for sometime, and carried placards written in Turkish and English which said ''Italy, why don't you sign agreement with the Red Brigades'', ''Italy, why don't you protect Red Brigades like you protect terrorist PKK.''

    Meanwhile, some of the roads were closed to traffic in the county and special arrangements took place in some of them.

    The coastal line where there is the Communication Bureau, turned into a press center with the journalists and with live broadcasting vehicles of tens of television channels.

    Meanwhile, many press organizations work in private bureaus which they rented in Mudanya.

    [04] TRIAL OF TERRORIST CHIEF - JOINT VIEW OF RELATIVES OF TERRORISM VICTIMS: ''WE WILL BE PATIENT, WE WILL KEEP SILENT IN THE HEARINGS TO HELP THE COURT CARRY OUT ITS DUTY IN A HEALTY ATMOSPHERE''

    MUDANYA, May 31 (A.A) - Many relatives of terrorism victims from different parts of Turkey, arrived in Mudanya county of Bursa province on Monday morning to attend trial of Abdullah Ocalan, the chief of terrorists organization PKK.

    Guzin Nil Erdogan, the Director General of Security in Mudanya, told the A.A correspondent that these people will not allow to attend the hearing because they were not accredited before.

    Addressing these people, Sevket Can Ozbay, one of the seven lawyers of relatives of those who were killed by the terrorists organization PKK, said that they will do their utmost to represent terrorism victims.

    Meanwhile, those who left for Imrali Island to attend trial of Ocalan by a sea-bus, noted, ''we will be patient, we will keep silent in the hearings to help the court carry out its duty in a healty atmosphere.''

    Terlan Karabiyik, mother of a terrorist victim, said, ''the West speaks about human rights. What about my son's human rights. He was massacred by terrorists. They left his two-month-old child fatherless.''

    [05] NEARLY ONE THOUSAND NATO SOLDIERS SENT TO 9TH JET BASE IN BALIKESIR

    BALIKESIR, May 31 (A.A) - NATO's initiatives towards using military installations in Turkey during the air operation launched against Serbia, continued on Sunday.

    Several U.S. C-5 and C-17 cargo planes carrying logistics equipments, continued their activities at the 9th Main Jet Base in Balikesir province.

    Meanwhile, nearly one thousand NATO soldiers have been sent to the base so far.

    Military officials told the A.A correspondant that a number of soldiers on the base is expected to increase to two thousand at the first week of June.

    Tanker planes are also expected to sent to Balikesir in coming days.

    [06] LPG CANISTER EXPLODES, KILLING ONE PERSON AND INJURING 28 OTHERS

    ISTANBUL, May 31 (A.A) - One person was killed and 28 others were injured when a LPG canister exploded in a cafe in Beyoglu district of Istanbul at about 21.30 local time on Sunday.

    Ferhat Korkmaz, Hamza Duman, Mehmet Sukru Kilic, Yasar Tirmik, Fikret Colak, Murat Celik, Erdogan Yusufoglu, Murat Ata, Ozgur Mehmet Kose, Yasar Ferman, Murat Sarikaya, Orhan Turgut, Ilnur Celebi, Zafer Demir, Fatma Yazici, Osman Aydogan, Idris Ustuner, Turan Turker, Sehmuz Deger, Fikret Kacan, Murat Cirik, Bugra Turker, Fikret Yazici, Fatma Caca, Mine Kacan, Asuman Cakri, and an unidentified child were injured in the explosion.

    They were later taken to nearby hospitals for medical treatment.

    Abdullah Turgut was rushed to hospital, but died en route in the ambulance.

    Doctors said that health condition of four injured people are still critical.

    A full investigation regarded with the explosion, is underway.

    [07] 88TH ANNIVERSARY OF THE FOUNDATION OF AIR FORCES - KILIC, AIR FORCES COMMANDER: ''TURKISH AIR FORCES IS READY TO FULFIL ANY DUTY THAT WILL BE GIVEN WITHIN AND OUTSIDE THE COUNTRY AND EVEN OVERSEAS''

    ANKARA, May 31 (A.A) - Gen. Ilhan Kilic, Air Forces Commander, said on Sunday that Turkish Air Forces was ready to fulfil any duty that will be given within and outside the country and even overseas.

    Addressing a ceremony staged due to 88th anniversary of the foundation of Turkish Air Forces, Gen. Kilic said Turkish Air Forces reached to a distinguished place in modern world aviation, and pointed out that Turkish Air Forces was one of the most modern air forces.

    Kilic said Turkish Air Forces proved its power in a wide fan extending from the manoeuvres, internal security operations, and operations to preserve international peace, to the humanitarian aid.

    Kilic said Turkish nation is proud of its great air forces which give confidence to its friends, deter its enemy from its aggresive targets, and with its structure which is the guarantee of peace, and that is ready to put its blow on the enemies if necessary.

    Responding to the questions of reporters which said if any measures were taken regarding hoisting Greek flag on Esek Islet (Agathonisi islet), Kilic said ''if a slum is built on an area that is without title deed, someone will come and demolish it.''

    [08] TRIAL OF TERRORIST CHIEF - NORMAN, GERMAN CONSTITUTION PROFESSOR SAYS THE CASE WILL COME TO EUROPEAN COURT OF HUMAN RIGHTS

    GEMLIK, May 31 (A.A) - Poech Norman, German Constitution Professor, who is also a member of International Jurists Association, claimed on Monday that trial of Abdullah Ocalan, terrorist chief, was an international case and he also alleged that this case would come to European Court of Human Rights and would have European dimensions afterwards.

    Bruce Kent, member of Amnesty International and Catholic Church; Lord Nicholas Rea, British Parliamentarian; Poech Norman, the German Constitution Professor; and a German journalists who did not want his name to be disclosed, watched departure of lawyers and relatives of terrorist chief Ocalan for Imrali Island.

    Bruce Kent, during identity check, said they came to cover if the judgement process was fair or not, and claimed that a ''fair judgement did not take place'' so far.

    Lord Nicholas Rea, British Parliamentarian, in his part reiterated his call for the trial of terrorist chief in International War Criminals Court in the Hague. This idea was brought to the agenda by European countries earlier, but was not supported.

    Rea defined presence of lawyers and relatives of terrorist chief in Imrali Island as a positive step.

    Poech Norman said that State Security Courts (DGM) did not suit to the standarts of European Court of Human Rights, and claimed that the case would come to European Court of Human Rights, and would have European dimensions afterwards.

    [09] NATO'S AIR OPERATION AGAINST YUGOSLAVIA - TURKISH F-16 WAR PLANES ACCUMULATE A TOTAL OF 1,764 FLIGHT HOURS

    ANKARA, May 31 (A.A) - Turkish F-16 war planes that participate in the NATO's air operation against Yugoslavia accumulated a total of 1,764 flight hours, it was reported on Monday.

    The General Staff Information Center issued a statement saying that the Turkish F-16 war planes which are deployed at the Ghedi Airbase in Italy, stayed in air for 30 hours on May 30.

    According to the latest figures, there are 16,717 refugees in Turkey; 50 thousand in Serbia; 65,300 in Montenegro; 441,500 in Albania; 247 thousand in Macedonia; 21,500 in Bosnia-Herzegovina, and 79,291 in other countries.

    A total of 16,717 Kosovar refugees including 6,212 women, 5,198 men and 5, 307 children have entered Turkey from Istanbul, the Tekirdag-Corlu border gate, and from the Edirne-Kapikule border gate since the beginning of NATO air operation.

    A total of 7,234 Kosovar refugees have been provided shelters in the Gaziosmanpasa Refugee Camp in Kirklareli province.

    Turkey has provided shelters for a total of 11,314 Kosovar refugees in camps in Macedonia and Albania. Both camps have capacity to host 20 thousand refugees.

    [10] PROFILE OF EXPORTS FROM GAP REGION - IN FIRST FOUR MONTHS, 182,8 MILLION U.S. DOLLARS OF AGRICULTURAL AND ANIMAL PRODUCTS EXPORTED

    GAZIANTEP, May 31 (A.A) - The exports of agricultural, animal, and industrial products to 84 countries from the Southeastern Anatolia Project (GAP) region in the first four months of 1999 increased 5.2 percent to 182 million 818 thousand U.S. dollars, it was reported on Monday.

    In the same period of last year, the region exported 173 million 693 thousand U.S. dollars of agricultural, animal, and industrial products to 62 countries.

    In the January-April 1999 period, Turkey entered into new markets like Bosnia-Hersegovina, Eritrea, Ethiopia, Ivory Coasts, Gambia, Cameroon, Norway, Malta, Bahrain, Yemen, Moldova, Latvia, Benin, Slovakia, Yugoslavia, Nigeria, Sudan, Dominican Republic, Honduras, Mexico, Uruguay, South Korea, India, Sri Lanka, and Nepal while she lost Palestinian, Senegalese, Afghan and Bangladeshi markets.

    Abdulkadir Cikmaz, the Chairman of the Southeastern Anatolia Exporters' Union, told the A.A correspondent that in the first four months of the year, they exported 98 million 504 thousand U.S. dollars in textiles; 31 million 54 thousand U.S. dollars in grain-cereals; 14 million 697 thousand U.S. dollars in dried fruits; 7 million 502 thousand U.S. dollars in livestock and 31 million 61 thousand U.S. dollars in industrial products.

    ''The majority of the goods were exported to Iraq, Syria, and Italy and the Turkish goods in greatest demand were carpets, synthetic thread, and cotton thread,'' he said.

    ''We realized 54.6 million U.S. dollars to Europe in exports; 64.2 million U.S. dollars in exports to the Middle East; 12.9 million U.S. dollars in exports to the Turkish Republics; 2.04 million U.S. dollars in exports to the Commonwealth of Independent States; 4.3 million U.S. dollars to Africa; 8.7 million U.S. dollars to the American continent; 2.3 million U.S. dollars to Asia and 33.61 million U.S. dollars in exports to other countries in the first four months of 1999,'' Cikmaz added.

    [11] TRIAL OF TERRORIST CHIEF - OCALAN, TERRORIST CHIEF, IS TRIED IN A GLASS CABIN

    IMRALI, May 31 (A.A) - Trial of Abdullah Ocalan, terrorist chief, started in a Imrali Island on Monday.

    Suspect Ocalan was brought to the hearing hall at 09:38 local time from the prison which was also in Imrali Island.

    Ocalan is tried in a transparent bulletproof glass cabin in the 132-people court hall. Illumination and sound system were provided in the glass cabin.

    Suspect terrorist Ocalan was taken to the glass cabin at 09:55 local time which was in the hearing hall.

    In the entrance of the hearing hall, judges and prosecutors take place right at cross each other. Clerk section takes place in front of this section. The glass cabin, which Ocalan is in, is at the left place of the judges. There is a blue chair and a wooden tripod on which the suspect could put his documents.

    The section in which lawyers of the suspect take place is two meters away from the glass cabin. Press members sit behind the lawyers of the suspect. The place where relatives of the suspect sit are behind this.

    Lawyers of relatives of those who were massacred by terrorist organization PKK, are sitting on the right side of court delegation. Intervenors, relatives of terrorism victims, and those who were injured in clashes with terrorists, take place behind of lawyers.

    In the court hall which has a very modern design, the places of intervenors, and relatives of terrorism victims are divided by separators of 1,5 metre height.

    Except for wooden parts, grey and blue are dominant in the hall.

    Outside the hall, a bust of Ataturk, the Founder of modern Republic of Turkey, and two Turkish flags take place.

    People have to pass through electronic turnstiles to enter into the hall.

    Lawyers and relatives of Ocalan, and intervenors have been taken to the hall from separate turnstiles.

    [12] THE NEW HOPE: EXPORTATION TO AFRICA - EXPORTATION TO AFRICAN COUNTRIES INCREASED 8.1 PERCENT IN THE FIRST FOUR MONTHS AND REACHED TO 541. 800 MILLION U.S. DOLLARS

    ANKARA, May 31 (A.A) - Exportation to African countries, which is the new gate of hope after crisis in Russia, increased 8.1 percent in the first four months and reached to 541.800 million U.S. dollars, it was reported on Monday.

    According to the calculations made from the registration figures of Exporters Union, exportation worth of 501.424 million U.S. dollars, was made to African countries in January-April period.

    Ready-wear takes the first place in exportation to African countries in the first four months of 1999.

    Textile and its raw materials, worth of 54.4 million U.S. dollars, and machinery and electronic equipments, were exported in January-April period.

    Exportation made to African countries increased 3.8 percent in April and a total of 125.119 million U.S. dollars exportation was realized.

    [13] TRIAL OF TERRORIST CHIEF STARTS IN IMRALI ISLAND - SUSPECT OCALAN: ''I AM SHARING THE GRIEF OF RELATIVES OF TERRORISM VICTIMS AND I APOLOGIZE''

    IMRALI ISLAND, May 31 (A.A) - Hearing of Abdullah Ocalan, terrorist chief, started on Monday. Suspect Ocalan said, ''I was not tortured, or faced any oppression during the period when I was under arrest in Imrali.'' Ocalan, who also apologized from the families of terrorism victims, said ''I am sharing your grief.''

    M. Turgut Okyay, Chairman of Court Delegation and Chairman of Ankara State Security Court (DGM), made identity check of Ocalan in the hearing which started at 10:00 in local time.

    Okyay asked the suspect the names of his parents and determined the date of birth and place and later asked ''are you married?''.

    Upon the response of Ocalan ''I am single'' Okyay asked ''did you divorce?'', this time Ocalan said ''no, I have a marriage in principle, yet I am single.''

    Okyay who said the suspect was arrested for seven months, wanted Ocalan to sit.

    Ocalan, upon this, said he wanted to make a statement and said he promised to live for peace at the date he was captured, and noted that he did not face any torture or oppression.

    Reiterating that he must remain alive for peace and brotherhood, Ocalan turned towards the side where relatives of those who were massacred by terrorists organization PKK sit, and said that he wanted to made a brief statement for them.

    Noting that he shares deeply the pains of relatives of terrorism victims, Ocalan reiterated that he is ready to serve for peace.

    Ocalan also noted, ''I do apologize from the relatives of martyrs.''

    M. Turgut Okyay, the Chairman of the Court, recorded Ocalan's statement fully into the minutes.

    Okyay, then, allowed Hasip Kaplan, the Lawyer of Ocalan, to talk.

    Kaplan requested the hearing to be postponed. The Court rejected the request.

    Afterwards, the indictment was begun to be read.

    [14] SEAWOLF-99 MANEOUVRES START

    ANKARA, May 31 (A.A) - The Seawolf-99 maneouvres, which is one of the planned maneouvres of the Naval Forces Commandership in 1999, started on Monday.

    A Naval Forces Commandership statement said that the maneouvres will take place in the international waters and air spaces of Marmara, Aegean, and Eastern Mediterranean Seas between June 1 and 25, 1999; adding that the maneouvres will be conducted by Admiral Ilhami Erdil, the Fleet Commander.

    The frigates, assault boats, submarines, and helicopters having guided missiles of the Turkish Naval Forces and the bombardmend aircrafts of the Air Forces participate in the maneouvres.

    The war and command control practices and the search-rescue operations, protection of the commercial convoys and the humanitarian aid activities of the United Nations (U.N.) will be realized in the maneouvres.

    The training maneouvres for improving the coordination and the cooperation between the Naval and Air Forces will also be held within the framework of the maneouvres.

    The maneouvres will end as the units return to their main bases or harbours on June 25, 1999.

    [15] PRIME MINISTER ECEVIT: ''NOW IT IS THE TURN OF INDEPENDENT TURKISH JUSTICE TO SPEAK''

    ANKARA, May 31 (A.A) - Prime Minister Bulent Ecevit said on Monday that all preparations related with the trial of terrorist chief were concluded perfectly, adding that ''meanwhile, all rights of the suspect and his lawyers are protected. Now, it is the turn of independent Turkish justice to speak.''

    Responding to the questions of reporters related with the trial of Ocalan, terrorist chief, which started in Imrali Island on Monday, Ecevit said ''all preparations related with the trial of terrorist chief were completed in time and in a way that suits to a serious state. Meanwhile, all rights of the suspect and his lawyers are protected. At the same time, all needs of the journalists who will cover the hearings are met. All concerned state institutions worked in full harmonization on the issue. Now, it is the turn of independent Turkish justice.''

    Responding to another question, Ecevit said, ''Several initiatives against the state, despite the state, not with the participation of the state, are in question. I can not focus on details as the trial process began, yet.''

    When asked if there was an initiative for the Parliament to work in recession period, Ecevit said, ''yes, general tendency in the Parliament is to work without holiday or with a short holiday. Because, solution of the problems can not be waited only from the government, it is at the same time expected from the Parliament. We will be in an effort to be in continious dialogue and harmonization with the opposition parties. Both of the opposition parties earlier pointed out that they will provide required support on the issue of changes in the Constitution and laws.''

    Responding to a question if government program could be ready till Sunday, Ecevit recalled that government program has to be submitted to the Parliament within a week when Council of Ministers starts working. He said ''this duty will be fulfilled in time. I have no doubt to this end.''

    [16] THE TRIAL OF OCALAN

    IMRALI ISLAND, May 31 (A.A) - The trial of Abdullah Ocalan, the chief of the terrorist organisation PKK, got under way at 10.00 a.m. Monday on the island of Imrali in the Sea of Marmara.

    Ocalan, dressed in a suit but wearing an open necked shirt, arrived at the court house at 9.38 and was taken by guards into the court room. He will sit in an bullet proof glass box throughout the trial.

    Ocalan appeared calm as he went into the court room. The glass box is empty apart from a blue chair for the defendant to sit upon and a wooden stand for documents. Microphones enable the defendant to hear what is being said in the court room and to speak to the court.

    The PKK leader will be tried in a specially constructed high security court room built to accommodate 132 people.

    High security measures are in force throughout the court room and on the island of Imrali. Entrance to the court room involves passing through electronic gates and scanning equipment to prevent weapons or other materials being brought into the court room.

    Abdullah Ocalan, self-confessed chief of the PKK terrorist organisation, told the Court trying him that he had not been tortured or subjected to pressure during his period in captivity since he was arrested in Kenya on 16 February this year.

    Ocalan also told the panel of three judges presiding over the court that he ''shared the grief'' of families who had lost sons and other relatives during the fifteen year long terrorist campaign waged against Turkey by the PKK. He said he apologized to them and asked their forgiveness.

    Ocalan also criticised Russia, Italy, and Greece for violating international law and said that he protested against their actions. The remarks came in the opening moments of Ocalan's in the Island of Imrali in the Sea of Marmara.

    ''The day that I was caught, I promised that I would live for peace and since the day that I have been brought back to Turkey, I want to declare that I have not been under any pressure or tortured. I have not heard a single bad word addressed to me.'' Ocalan told the court.

    ''I promised to live for peace and brotherhood and I want to work in the service of the state,'' Ocalan said. He repeated these words several times.

    The Presiding Judge, M. Turgut Okyay, directed that Ocalan's words should be recorded in full by the court. Judge Okyay then asked the defendant's lawyer, Hasip Kaplan, to speak. Kaplan requested that the hearing should be postponed to a later date. The judges conferred to consider the request, but ruled that the hearing should continue. The prosecutor was then given leave to being reading out the 138 page indictment prepared against Ocalan.

    [17] F-15 AND F-16 AIRCRAFTS ARRIVE AT BALIKESIR BASE

    BALIKESIR, May 31 (A.A) - The F-15 and F-16 aircrafts which take mission in the NATO operation against Yugoslavia arrived at the Ninth Main Jet Base in Balikesir province of the Marmara Region, following the arrival of the U.S. cargo aircrafts, on Monday.

    The officials at the base said that the taking-off and the landing of the U.S. C-5 and C-17 cargo aircrafts continued today.

    The cargo aircrafts not only brought logistic stuff and equipment, but also NATO soldiers to the base.

    The officials stated that the preparations at the base for the deployment of NATO aircrafts are underway, and that nearly a thousand NATO soldiers are present at the base in Balikesir; adding that this number will reach two thousand in the following days.

    General Murat Bulgan, Ninth Main Jet Base Commander, said that 38 F-16 and F-15 aircrafts which are under the auspices of NATO, will be deployed at the base; adding that the preparations for the NATO air operation against Serbia are at the last stage.

    [18] TURKISH ENTERPREUNEURS OPEN A FLOUR FACTORY IN NETHERLANDS

    AMSTERDAM, May 31 (A.A) - Turkish enterpreuneurs opened a flour factory in the Netherlands on Monday.

    The ''UNO Flour Factory'', which started to be constructed two years ago and which is the second biggest factory of the Netherlands, opened in Bergen Op Zoom city of the Netherlands.

    The factory which is the tenth among other flour factories in Europe in respect of the production capacity, is the most modern factory of Europe because of its technology and cleanness.

    Speaking in the opening ceremony of the factory, Ekrem Yazgan, the Chairman of the Executive Board of UNO Flour Factories, said that the factory which was constructed by the efforts of the Turkish workers, is a work which puts forward the spirit of the Turkish enterpreneurship and industrialization.

    Yazgan noted that a total of 150,000 tons of wheat will be processed in the factory in a year and this will meet the bread demand of 3.5 million people.

    The factory has a capacity of producing 500 tons of flour a day.

    The factory was constructed in an area of 16,000 square metres, including the factory itself, the silos and the supplementary service buildings.

    A total of 10 trillion Turkish liras was spent for the factory until today, but the expenditures will reach 15 trillion Turkish liras by the additional expenditures for the environmental arrangements.

    The factory which will produce 140 kinds of flour will start working full capacity a month later.

    The factory plans to export flour to other European countries.

    [19] ANKARA DGM FILES SUIT AGAINST YENIDEDE, FORMER FP DEPUTY FOR INCITING HATRED AND ANIMOSITY AMONG PEOPLE

    ANKARA, May 31 (A.A) - Ankara State Security Court (DGM) Republic Chief Prosecutorship filed a suit against the former Virtue Party Denizli deputy Ramazan Yenidede for inciting hatred and animosity among people on grounds of religious and sect differences, it was reported on Monday. Yenidede can be sentenced to one to three years of prisonment if found guilty.

    In the indictment prepared by Nuh Cetinkaya, the DGM Republic Prosecutor, it was said that Yenidede organized a press meeting on June 15, 1998 at the Parliament and Yenidede's press advisor distributed the reporters a statement which said that the female students who wore headscarves were not allowed to enter the universities.

    ''Yenidede insulted those who obey the law. He divided people as believers and non-believers, as Muslims and seculars, and claimed that Muslims who wear headscarves because of their religious beliefs were pressured and faced with cruelty. He said women who don't cover themselves are immoral and prostitutes,'' the indictment said and stressed that Yenidede openly provoked people and incited animosity.

    [20] TRIAL OF OCALAN, TERRORIST CHIEF - COURT REJECTS POSTPONEMENT OF CASE

    IMRALI, May 31 (A.A) - The State Security Court No. 2 which tries the chief of the separatist terrorist organization PKK, rejected the request of the suspect's lawyers who asked for the postponement of the case, it is reported on Monday.

    The historical trial process on Imralı island started as follows:

    The relatives, lawyers of the suspect, who would attend the hearing on Imralı island came to the island at 08.30 local time by Gazi yatch. It has been reported that these people arrived at the island by one hour delay due to a failure in the yatch's engine. The sea bus named 'Aksemseddin' which carried intervenor lawyers, and intervenor and observor families of martyrs, press members and other spectators, reached Imralı island at 08.55 local time.

    The people who would attend the court were checked on Imralı island again and later relatives of the suspect, his lawyers were permitted to enter the court hall from a different door.

    On the other hand, intervenors, spectators and press members were permitted to enter the court hall from another door. Only TRT, the State Radio and Television Corporation (TRT) and Anadolu Ajansi (A.A) correspondents were permitted to take pictures in the court hall.

    The suspect Ocalan was brought to the court hall by a vehicle which took him from the prison which he stays at 09.38. When the Ankara State Security Court No. 2 delegation which would try Ocalan took their place in the court hall, Ocalan was taken into the bullet-proof glass box in the court hall and the trial started at 10.00 local time.

    Hasip Kaplan, one of the lawyers of the suspect who spoke in the beginning of the court hearing, requested from the court delegation to postpone of the trial. Turgut Okyay, the Chairman of the Court said that he will give permission to the lawyers to speak after the identity control of the suspect and started to ask questions to determine the identity of the suspect Ocalan.

    When asked whether he is married or not, Ocalan, who was registered in Omerli village of Halfeti county in 1949 and who was the son of Omer and Uveys, firstly said that he was not married but later said that he is married in principle, but he is single.

    The accused Ocalan asked for permission to make a brief statement from the Chairman of Court and said he was never exposed to pressure, insult or torture since the day he was captured. ''I would like to state my determination to work for peace and brotherhood within the democratic Republic. I would like to state my determination with gratitute and respect in return of the respect showed by the Turkish Republic. I would like to point out that I will live for peace and brotherhood and be in the service of the Turkish Republic for the materialization of this purpose. I think that I must live for peace and brotherhood. I promise that I will work to stop this bloodshed and for peace,'' he said.

    The terrorist chief also said that Greece, Russia, and Italy did not fulfil the commitments of international law, and added that these countries played a role in his capture. Because of this reason, he claimed that he didn't believe his trial and defence has any legal value. He once again reminded that he must live for peace and brotherhood and stressed that his defense will be built on this ground.

    The terrorist chief Ocalan also addressed to the relatives of terrorism victims and continued:''I would like to make a statement to the relatives of terrorism victims. I share your grief and pain deep in my heart. I apologize from you. I promise that I will show every effort to stop this bloodshed and work for peace.''

    [21] CHIEF TERRORIST BEFORE COURT - MORNING SESSION ENDS - AFTERNOON SESSION STARTS AT 13.30

    IMRALI, May 31 (A.A) - The morning session of the trial of Abdullah Ocalan, the chief of the terrorist organization PKK which is heard on Imralı island, ended at 12.35 local time and the afternoon session started at 13.30 local time, it is reported on Monday.

    The trial process of the suspect Ocalan started at 09.40 local time on Imralı island by the entrance of those who would watch the trial in the court hall.

    The court delegation took its place in the court hall at 09.45 local time.

    Meanwhile, the process server determined the identities of the suspect's lawyers, intervenor lawyers, and intervenors. There were 11 lawyers of the suspect and 11 lawyers of the intervenors in the court hall.

    M.Turgut Okyay, the Chairman of the Court said that the case was transferred to Imralı island due to security reasons, adding that necessary attention and discipline have to be paid not to disturb the discipline in the court hearing. Otherwise, he will be obliged to take legal measures, he added.

    Later, Okyay said ''bring the suspect'' and ordered officials to bring Ocalan to the court hall.

    Hasip Kaplan, one of the lawyers of Ocalan, wanted to speak before the identification of the suspect, and said ''we have objections due to the procedure.''

    The intervenor lawyers objected to Kaplan.

    Okyay, the Chairman of the Court started to ask questions to Ocalan to identify him.

    After the identification procedures, Ocalan requested to speak and issued a statement. Noting that he wants to serve the state, Ocalan claimed that he will work for peace, adding he will base his defense within this framework.

    Meanwhile, the intervenors in the court hall reacted to him by saying ''dishonourable'' to him.

    Hasip Kaplan, the lawyer of the suspect said that he does not want to say anything regarding the mission and authority of the court for now. Explaining his views about the structure of the State Security Courts in line with the decision of the European Court of Human Rights, Kaplan said that he prepared a six-page petition about this issue and he would leave the court hall after submitting this petition.

    Ercan Kanar, the lawyer of the suspect said similar things.

    Mehdi Keskin, one of the intervenor lawyers said that the request of the suspect's lawyers are contrary to the law and requested the court delegation to reject their request.

    Abdullah Ocalan, the suspect said that he submitted a petition regarding his practical life conditions and requested the court delegation to take this into account.

    Okyay, the Chairman of the Court, said that his request will be taken into consideration.

    Talat Salk, one of the prosecutors of the case explained his views about the request of the suspect's lawyers who wanted the court to stop trial. Noting that the possibility of making changes in the Constitution and laws can't be a reason for stopping the trial, Salk requested the continuation of the case.

    The court gave an interim decision stressing that the courts act in line with the existing laws and the Constitution and the draft laws can't be a reason of postponing the court hearings.

    Recalling that a decision in this line was given during the court session on April 30, 1999, the court delegation said that there is no need to take another decision and rejected the request of the suspect's lawyers.

    Cevdet Volkan, the Chief Prosecutor of the State Security Court in Ankara started to read the indictment composed of 136 pages at 10.35 local time and read it till its 99th page till 12.35 by skipping a few parts.

    [22] TURKISH ARMED FORCES START TRAINING ALBANIAN REPUBLICAN GUARDS

    TIRANA, May 31 (A.A) - Turkish Armed Forces started training the Albanian Republican Guards on Monday.

    A total of 75 people started to be trained after the ceremony which was held in the Consultation and Coordination Council (DAKOK) of Turkish Armed Forces in Tirana and in which Spartak Poci, the Albanian Interior Minister, participated.

    Colonel Zafer Camlica, the Chairman of DAKOK, said that they are taking a new step in the military cooperation program and that the Republican Guards who will be trained by the Turkish commandos, will be as good and trained as the Turkish soldiers in the end of the program.

    Ahmet Okcun, the Turkish Ambassador to Tirana, said that the internal and external security of a nation and a country is important for the survival of that country and that Turkey is very pleased to contribute to the security of Albania.

    Poci, Albanian Interior Minister, said that they are very pleased to have the contributions of Turkey in a period when they need help.

    The Albanian Republican Guards, including 2,000 soldiers, protect the high- ranking officials and the important installations of the state.

    The military cooperation program between Turkey and Albania started in 1992.

    Albanian soldiers have been trained in the training centres of Turkey in this seven-year period.

    The Albanian Republican Guards will be trained in maneouvres, including protection, ambush, raid, reconnaissance, special operation, flights, commando activities, and sports during this six-week training.

    [23] TRIAL OF OCALAN, TERRORIST CHIEF - UZUNHASAN, DSP GROUP ACTING LEADER: - ''WE ARE PROUD OF THE SPECTACLE. TERRORIST CHIEF, WHO CAUSED GREAT PAINS IN TURKEY, IS IN FRONT OF THE TURKISH JUSTICE''

    ANKARA, May 31 (A.A) - Fikret Uzunhasan, the Group Acting Leader of the Democratic Left Party (DSP), said on Monday that they are very proud of the spectacle in the court hall where Abdulah Ocalan, the terrorist chief is being tried, adding that the terrorist chief, who caused great pains in Turkey for 15 years, is in front of the Turkish justice.

    Uzunhasan noted that Turkey gives a message to the whole world by this ''open trial'' and that all the organs of the state is in charge for this trial.

    Stating that the independent justice of Turkey is in charge there, Uzunhasan pointed out that the terrorism has not ended after the terrorist chief was captured. Uzunhasan added that the state undertakes many new responsibilities in putting an end to all kind of terrorist attacks as of today.

    Pointing out that the ''Repentance Law'' should be passed to capture the terrorists who are on the mountains, but it should be passed in a way that does not make the Turkish nation uneasy, Uzunhasan stated that this arrangement does not mean ''amnesty'' and that the Turkish nation should be informed that this arrangement is not an ''amnesty.''

    Turhan Guven, the Acting Group Leader of the True Path Party (DYP), said that the trial of Ocalan is realized in front of the eyes of all people, adding that the decision of the court will be fair and that nobody should have a doubt about this.

    Noting that the decision will be based on clear data and information, Guven stressed that he believes that the Turkish justice will be very fair when giving a decision about the ones who want to divide and separate Turkey.

    [24] TRIAL OF OCALAN, TERRORIST CHIEF - MUDANYA GETS SILENT AFTER BUSY HOURS IN MORNING

    MUDANYA, May 31 (A.A) - Mudanya from where people leave for Imrali island where Abdullah Ocalan, the chief terrorist suspect is tried, got silent after the busy hours in the morning on Monday.

    The busy atmosphere which started on February 16, 1999 by the arrival of Abdullah Ocalan, the suspect on Imralı island, disappeared on Monday afternoon.

    The relatives of martyrs who came to Mudanya from various regions of Turkey and who started to hold demonstrations for not being permitted to leave for Imrali, were calmed down by the security officials.

    The relatives of martyrs who saw off the sea-bus which left for the island by applauses, continue to wait in the balcony of Mudanyaspor Club in Mudanya.

    Meanwhile, the tension which erupted between a group of relatives of martyrs, and press members, ended. The relatives apologized from the press members by saying ''we are very nervous, we hope you can understand us.''

    The members of foreign television channels shoot images from Mudanya and make interviews with people living in the county.

    [25] EROGLU, TRNC PRIME MINISTER: - ''WE OPPOSE TO THE INTERVENTION OF G-8 COUNTRIES TO CYPRUS QUESTION''

    LEFKOSA, May 31 (A.A) - Dervis Eroglu, the Prime Minister of Turkish Republic of Northern Cyprus (TRNC), said on Monday that they oppose to the intervention of G-8 countries to Cyprus question.

    Addressing a statement following his weekly meeting with Rauf Denktas, TRNC President, Eroglu noted that some people say that there are preperations for a constitution concerning Cyprus and that they oppose to such preparations which are realized in absentia of the TRNC.

    Eroglu stated that they evaluated the developments about Cyprus issue and the new government of Turkey in their meeting.

    [26] EU COUNCIL DISCUSSES TURKEY

    BRUSSELS, May 31 (A.A) - While the European Union (EU) Council of Foreign Ministers who came together in Brussels for the monthly meeting of the EU Council, completed their preparations regarding the meeting that will be held in Koln between 3-4 June, they have entered into a search for a reconciliation about the attitude that will be pursued towards Ankara, it is reported on Monday.

    Foreign Ministers who came together in lunch, takes up the issue of relations with Turkey and discusses the message that will be given to Turkey during the Koln meeting.

    EU sources claim that Germany, the term president is uneasy as she couldn't contribute much to the Turkish-EU relations during her term presidency.

    Germany wishes the meeting to give a ''clear and positive'' message to Turkey, sources claim.

    The EU Commission which wishes to revive dialogue with Turkey, attributes importance to the message that will come out from Koln meeting. Sources in the Commission say that the EU has to give clear and open messages to the Turkish government and determine its attitude.

    The EU Council makes preparations about the European Security and Defense Identity (ESDI) for Koln meeting. The expressions that will be used about the place of Turkey in ESDI carries importance for Turkey and the NATO. The EU has to take into account the sensitivity of Turkey whose importance in European security and defense is not questionable and whose status has strengthened by the Kosovo crisis. The EU is to determine a clear attitude about this issue in Koln meeting.

    [27] TRIAL OF CHIEF TERRORIST - ICOZ, ACTING CHAIRMAN OF BURSA BAR: ''OCALAN SHOWS A SUBMISSIVE ATTITUDE''

    MUDANYA, May 31 (A.A) - Hasan Icoz, the Acting Chairman of Bursa Bar who evaluated the attitude of Abdullah Ocalan, the chief terrorist in his trial, said on Monday that ''he was not tense, he was displaying a submissive attitude.''

    Evaluating the court hearing to A.A. correspondent, Icoz said that the withdrawal of Ocalan's two lawyers from the case won't cause any problem in respect of law, adding if the remaining nine lawyers also withdraw and if Ocalan requests, the court can appoint new lawyers.

    Stressing that the verdict of the court delegation which didn't postpone the trial, is in line with the law, Icoz said that the attitude Ocalan has shown in the session ''can mean that he is comfortable about the legal proceedings carried out about him.''

    [28] GOVERNMENT TO START USING NEW SYSTEM TO TRACK DOWN ITS EXPENSES AND INCOME

    ANKARA, May 31 (A.A) - Using a system formed by the Ministry of Finance, the Government will be able to track down its expenses and also follow how much income it gathers from which sources, it was reported on Monday.

    The government in the present system has to wait for 30 days to see its expenses and income. The new system will enable it to follow its accounts daily.

    The new system requires the participation of 130 accounting offices to the center. These accounting offices will use the same service used by Norwegian Tax Administration and have PC's and internet connection. These offices will enter even the smallest expenses into the system which is called ''Count 2000''.

    The moment this information is entered into the system, it will reach all the public accounts of the center. This will enable the center to follow all expenses and incomes daily.

    The new system will first be tried at the Ministry of Public Works and Settlement as a pilot institution. The ministry will then be followed by the Treasury. Later, this network will be put into service throughout Turkey.

    The system will not only follow expenses and income of the government daily, but will also allow access to many kinds of information, i.e;

    -Control of medical treatment and medicine expenses of civil servants.

    -A data-base will be formed for two million civil servants and they will not have to manually fill in payroll forms every month. This will be done with computers.

    -All accounting offices will have internet access to general regulations of the Prime Ministry.

    -An on-line help desk will be formed and it will answer all questions regarding expenses through internet before the end of that working day.

    Fikret Sevinc, the Accounting General Manager, stated that they will prepare balance sheets for the government just like a holding and added that the new system will be put into use all through out Turkey.

    [29] DENKTAS, TRNC PRESIDENT: - ''LAW ON MONEY LAUNDERING SHOULD BE PASSED FROM TRNC PARLIAMENT AS SOON AS POSSIBLE'' - ''MONEY IS LAUNDERED THE BEST IN THE GREEK CYPRIOT SIDE''

    LEFKOSA, May 31 (A.A) - Rauf Denktas, the President of Turkish Republic of Northern Cyprus (TRNC), said on Monday that the draft law on the money laundering should be passed from the TRNC Parliament as soon as possible.

    Addressing a statement after the weekly meeting with Dervis Eroglu, TRNC Prime Minister, Mustafa Akinci, Deputy Prime Minister; Denktas noted that some people complain that some ''off-shore'' banks are involved in the money laundering.

    Denktas asked the TRNC Finance Ministry and the Central Bank to investigate this issue.

    Noting that these complaints are foreign-oriented and do not have any connection with the internal issues, Denktas stated that the issue will be investigated and later be evaluated in a meeting of the high-ranking officials.

    Stating that the law on preventing the money laundering is related with the recognition of the TRNC, Denktas stressed that the Greek Cypriot side is the side which in fact deals with the money laundering.

    Pointing out that the whole world complains about the money laundering in the Greek Cypriot side, Denktas pointed out that the dirty money of the Serbians are laundered in the Greek Cypriot side.

    Stressing that the Greek Cypriot side is at the edge of the swamp, Denktas said that the Greek Cypriot police and the mafia are involved in the money laundering.

    Pointing out that the TRNC does not want to have such a bad title as a country realizing money laundering, Denktas emphasized that to this end, they have to take necessary measures.

    Denktas said that the Finance Ministry and the Central Bank in the TRNC should carry out the necessary investigations about the ''off-shore'' banks.

    Stating that the number of off-shore banks in TRNC should increase, Denktas stressed that these banks should comply with their laws and should not be involved in illegal affairs.

    Denktas added that the Central Bank should have an efficient control on these banks.

    Meanwhile, TRNC Premier Eroglu said that the Finance Ministry is carrying out a detailed investigation about the money laundering allegations; adding that the law on this issue will be passed as soon as possible.

    When asked a question about the ''off-shore'' banks, Eroglu noted that they have not received an official complaint, and that the Finance Ministry and the Central Bank will do what is necessary.

    [30] INDICTMENT AGAINST TERRORIST CHIEF CALLS FOR HIS DEATH SENTENCE

    MUDANYA, May 31 (A.A) - The indictment prepared by the Chief Prosecutor of the State Security Court (DGM) about Abdullah Ocalan accusing him of ''treason and committing crimes against the country and sovereignty of the state'' under Article 125 of the Turkish Penal Code is being read out on Monday by Cevdet Volkan, the Chief Prosecutor. The indictment requests death sentence for Ocalan.

    The indictment prepared by Talat Salk, Nuh Mete Yuksel and Hamza Keles, Ankara DGM Prosecutors is composed of six parts and 139 pages.

    The indictment notes that the terrorist PKK was founded on November 27, 1978 in a congress held in Fis village of Lice county in southeastern Diyarbakir province and Ocalan was elected as its chief. Referring to the activities of the PKK chief after the foundation of the terrorist organisation, the indictment gave information about the aim, programme, and strategy of the illegal organization.

    The indictment stressed that the aim of the PKK organization is stated as ''to end the colonial sovereignty and effects of imperialism on Kurdistan, to discharge the outdated remainders from Kurdistan, to set up a democratic people's administration in independent and united Kurdistan and to progress towards a classless society.'' The indictment also talked about the Kurdistan National Salvation Front (ERNK) and the Kurdistan People's Salvation Army (ARGK).

    Noting that the terrorist PKK camouflages its activities within legal institutions like Peoples' Democratic Party (HADEP), trade unions, and associations, the indictment pointed out that ERNK carries out activites based on manipulating religion and sects through Kurdistan Islamic Movement, Kurdistan Alewites Union, Kurdistan National Assembly and the so-called Kurdish Parliament.

    Listing the ''cross border'' areas where the terrorist organization PKK carries out its activities as Syria, Lebanon, Northern Iraq, Iran, Libya, West European countries, Greece, Romania, Bulgaria, Caucasus, and the Greek Cypriot side, the indictment said that these countries extend great support to the PKK, which also stages activities in rural areas and big cities of Turkey.

    [31] INDICTMENT ABOUT CHIEF TERRORIST - FROM THE INDICTMENT: ''HADEP ASSUMED THE FUNCTIONS OF ERNK WITH THE ORDER OF DEFENDANT OCALAN''

    MUDANYA, May 31 (A.A) - The indictment, prepared about Abdullah Ocalan, the terrorist chief, pointed out that terrorist organization used legal propaganda means and that Peoples' Democracy Party (HADEP) assumed the functions of Kurdistan National Salvation Front (ERNK) with the order of Ocalan and that it provided logistic support to the organization and also provided members for the rural regions.

    The indictment gave detailed information about the decisions taken in congresses and conferences of PKK, benefits provided to the organization by the Gulf Crisis, Newroz incidents in 1992, Kurdistan National Assembly (KUM), Operation in Northern Iraq in October in 1992, so-called ceasefire declared unilaterally on March 20, 1993, and about so-called peace initiatives.

    The indictment said when Democracy Party (DEP) and Free Agenda (Ozgur Gundem) daily were closed in 1994, the organization wanted to make these continue under different names and that HADEP was established instead of DEP.

    The indictment said HADEP assumed the functions of ERNK with the order of Ocalan and that city activities of HADEP were carried out by several committees formed by HADEP, they were like getting interested in the public, getting interested in the families of the arrested people, youth commissions, and women commission. The indictment said HADEP, with the activities carried out in provincial organizations, provided logistic support and members to the organization.

    The indictment said, ''in the process started by PKK aiming to recognize Kurdish cultural identity, HADEP was given the duty of acquitting PKK. According to the mission given to itself, HADEP said so-called peace could be provided on condition that Kurdish identity is recognized.

    HADEP, again under the mission given by PKK to itself, headed towards December 24, 1995 general elections. In its propaganda activities in order to get the support of public, it focused on the themes that peace and brotherhood will be installed and that so-called ceasefire will be provided.''

    The indictment said in the HADEP congress held on June 23, 1996 in Ankara, PKK decided for the ones who will be elected as the chairman and to the ruling, adding that atmosphere of the congress was influenced as PKK closely follows HADEP. It was also recalled that Turkish flag was thrown down during the congress.

    Describing the suicide attacks of the organization, the indictment said they decided to try every kind of attacks to reach the planned targets, including Hamas-type suicide attacks. It was noted that cadres of the terrorist organization were given orders to get prepared for suicide attacks since March 1996.

    The indictment said organization of suicide attacks were made by the ones who are responsible from Tunceli and its rural regions and that in such attacks, the persons who lost the confidence of the organization were chosen.

    The indictment said the first suicide attack was made by Zeynep Kinaci on June 30, 1996. She detonated the explosive device on her after approaching to band team and ceremony squad. The indictment said six soldiers died and 31 people were wounded in this terrorist attack. The indictment pointed out suicide attacks of the organization in Adana, Sivas, and Diyarbakir and noted that five people died and 22 others were wounded in such attacks.

    The indictment said efforts of the terrorist PKK organization continued since 1996, adding that they launched efforts to form a lobby by activating unions, associations, and institutions.

    The indictment also outlined the prison activities of the organization, armed activities in cross border in 1997, its targets for the year 1997, Peace Train and peace celebrations, activities to open to the North and the West, and its targets for the year 1998.

    [32] INDICTMENT ABOUT TERRORIST CHIEF - THE INDICTMENT SAYS TERRORIST ORGANIZATION KILLS 9.818 PEOPLE AND WOUNDED 16.372 OTHERS IN ITS TERRORIST ACTIVITIES SINCE 1984

    MUDANYA, May 31 (A.A) - The indictment, prepared about the terrorist chief, noted that Greece was a terrorist country like Syria and Libya, cooperating with the terrorist organizations and sheltering terrorist organizations which committed crimes against humanity.

    The indictment said terrorist organization killed a total of 9,818 people and wounded 16,372 others, including civilians, soldiers, police, and temporary village guards in the period between 1984 and February 22, 1999.

    The indictment told about the ''escape adventure'' of defendant Ocalan. It said that Ocalan, upon the crisis administration pressure put on Syria, proceeded to Athens on April 9, 1998 with a false passport staged in the name of ''Abdullah Sarikurt'' and later to Moscow in the same day after meeting with the Greek officials. Ocalan stayed there for 33 days in a house allocated by Nitrapano, a deputy from Jirinovski's party.

    The indictment said Ocalan had gone to Rome on December 12 with the same passport and later proceeded to Russia on Jan 16, 1999 again. Ocalan returned to Athens on January 29, 1999 upon the pressure of Russian Government and proceeded to Nairobi, capital city of Kenya on February 2, 1999. Ocalan was captured with the operation of Turkish security forces on February 15, 1999 and was brought to Turkey.

    Mentioning about the relation between MED-TV and PKK, the indictment said Abdullah Ocalan wanted the members of the terrorist organization to collect documents and information that could be used against Turkey and convey them to Europe field of the organization. The indictment said MED TV, since its establishment, made the propaganda of PKK and had live connections with telephone with Ocalan and many members of the terrorist organization.

    The indictment said armed gang PKK, which did not value the lives of human beings, also got involved in drug trafficking.

    The indictment said armed gang PKK was set up by Ocalan, and pointed out that Ocalan, in his interrogation confirmed that the target of the establishment of the terrorist organization was to set up an independent Kurdistan. The indictment said the terrorist organization decided to stage armed attacks against Turkey after a long term preparation held in Syria and Iraq.

    The indictment said PKK terrorists, who entered to Turkey through illegal ways, staged armed attacks in Eruh and Semdinli counties on August 15, 1984 and thus started its terrorist activities. It said the terrorist organization staged 6,036 attacks since that time and abducted 1,046 people.

    The indictment said PKK, with the directives of Ocalan, targetted human beings in every part of Turkey, and killed many civilians in these bloody terrorist activities particularly in Istanbul, Izmir, Antalya and Gaziantep provinces.

    The indictment said in the terrorist activities 4,472 civilians died, 5,520 others were wounded and that 3,874 soldiers, 1,225 temporary village guards and 247 died. A total of 8,178 soldiers, 1,665 temporary village guards, and 909 policemen were wounded in the terrorist activities of the organization so far.

    The indictment said Ocalan gave the directions for the terrorist activities, adding that terrorist organization also staged activities in tourism centers.

    [33] LEADING TURKISH JURIST CALLS FOR CHANGES TO LAW

    ISTANBUL, May 31 (A.A) - Amendments to Turkey's Constitution and State Security Courts Law should be speeded up, Professor Sulhi Dönmezer, professor of Law at Istanbul's Galatasaray University and one of the country's top jurists, said on Monday.

    Donmezer told A.A that it was wrong to describe the change as ''civilianisation'' of the State Security Courts. The State Security Courts are civilian courts, but the inclusion of a military judge may give rise to problems, Professor Donmezer said.

    The European Courts have criticised the inclusion of military judges by Turkey in its State Security, saying that it could prevent a fair trial, and have ruled in some cases that Turkey should pay compensation as a result.

    Mr. Donmezer said he found it hard to understand why some people had called for the Ocalan case to be delayed until the change was made. ''There are civilian judges following the trial ready to act as substitutes if called upon to do so. So if the change to the law is made, one of these can take over without any interruption to the proceedings,'' he said.

    Donmezer said that he believed the Turkish Grand National Assembly could make the change to the law within two weeks. He warned that if a verdict was reached before the change was made, Turkey could face further rulings against it in the European Courts and might be ordered to pay further compensation.

    Mr Donmezer also called on the Turkish media to report the trial impartially and to refrain from reporting in a way which might influence the trial.

    The proposed change would mean dropping military judges from the panel of judges in Turkish State Security Courts. At present, one out of the three judges in cases heard by these courts is usually a military judge.

    The State Security Courts are tribunals which handle cases affecting national security matters. They follow civilian law and procedures, but the inclusion of a military judge has been widely seen as inappropriate.

    Abdullah Ocalan, chief of the PKK terrorist organisation, is currently being tried on the island of Imrali in western Turkey by a State Security Court. The panel presiding over his case includes one military judge. If the change went through, he would be automatically replaced by a civilian.

    The change is needed not specifically for the Ocalan case, but for Turkey, Professor Donmezer said.

    [34] FIRST-DAY HEARING OF OCALAN, TERRORIST CHIEF, ENDS AT 4.40 P.M. - VOLKAN, ANKARA DGM REPUBLICAN CHIEF PROSECUTOR, COMPLETES READING INDICTMENT

    IMRALI ISLAND, May 31 (A.A) - The first-day hearing of Abdullah Ocalan, the terrorist chief, which started today on the Imrali Island, ended at 4.40 p.m.

    The afternoon session of today's hearing started at 1.30 p.m.

    The Ankara State Security Court (DGM) Republican Chief Prosecutor's Office read the rest of the indictment. The first 99 pages of the indictment were read in the first session of today's hearing.

    After the indictment which was 139 pages, was totally read out; suspect Ocalan made a statement of defense like the one he made in the morning session.

    The afternoon session was over at 4.40 p.m.

    The intervenors, the ones whose relatives were killed or injured by PKK terrorism, the intervenor lawyers, the representatives of the press agencies; and the relatives and the lawyers of suspect Ocalan left the Imrali Island after today's hearing ended.

    [35] INDICTMENT ABOUT CHIEF TERRORIST

    MUDANYA, May 31 (A.A) - The indictment prepared about Abdullah Ocalan, the chief terrorist also gives examples about the activites of the terrorist PKK and lists the ''raids staged by the PKK to settlement units.''

    Noting that 10-15 PKK militants who came to Tasbucak hamlet of Kanalga Village of Catak county of eastern Van province on August 5, 1985 killed nine people, the indictment lists 24 separate activites carried out by the terrorist organization and the names of people who died in these attacks.

    Listing the names of those who died in the molotov cocktail attack staged by the terrorist PKK on Cetinkaya Clothing Store in Bakirkoy district of Istanbul in 1991 and the names of those military students who died by the explosion of the bomb, which was planted at Tuzla Train Station in 1994, the indictment recalls 10 waylaying-attacks, four attacks on economic targets, two suicide attacks, four massacres of teachers, three attacks on targets of tourism and seven separate attacks directed at military targets particularly the one which killed 33 privates in eastern province of Bingol in 1993; carried all by the terrorist organization PKK.

    Noting that there may be various reasons of his non-acceptance by the European countries, the indictment stressed that the mostly widely known reason is the fact that PKK is a terrorist organization.

    Pointing out to the support extended by Greece to the PKK, as it was confessed by Ocalan in his interrogation, the indictment quotes Ocalan as saying ''...the aim of Greece in making cooperation with us was to use us against Turkey and to use us a trump in her conflicts with Turkey.''

    Stressing that Greece is a terrorist state like Syria and Libya which commits crimes against humanity and which shelters terrorist organizations in her territory, the indictment pointed out that ''in spite of that, Greece didn't grant political asylum right to the chief of the terrorist organization, who was known as the chief terrorist by the whole world. She was afraid of that. This clearly shows the terrorist personality of the suspect.''

    [36] INDICTMENT ABOUT CHIEF TERRORIST

    MUDANYA, May 31 (A.A) - The fourth part of the indictment prepared about Abdullah Ocalan, the chief of the separatist terrorist organization PKK, evaluates the activities of the suspect Ocalan by taking the illegal press organs of the terrorist PKK as basis.

    The indictment noted that the statements issued in organizational meetings, magazines published by the terrorist organization, speeches and orders by transceivers, and the confessions by the terrorists who were captured; show the aim, strategy, and targets of the terrorist organization, and also the responsibility the suspect has in these incidents.

    The indictment points out that the terrorist activities such as murders, and robberies were carried in the Black Sea and in Toros Mountains as it is foreseen by the decision taken during the so-called fifth congress of the separatist terrorist organization PKK held in Haftanin region of Northern Iraq in 1995. Stressing that this meant spreading of the terrorism to Turkey and it had two targets, the indictment said that the first target was to carry the armed activites of the organization from the Eastern and southeastern regions to the other regions of Turkey and the second target was to develop new alliances with other illegal organizations like Revoluationary Peoples' Salvation Party-Front (DHKP-C) and Illegal Turkish Workers and Peasants' Salvation Army (TIKKO) which act in these new regions and to provoke people to separatist views living in this region.

    Showing seven of the orders given by the suspect to the PKK militans through transceivers, the indictment also covers widely the statements of the captured terrorists about the PKK and Ocalan.

    Evaluating the style of Ocalan's thinking regarding his activities, the indictment notes that ''Abdullah Ocalan, the suspect wanted to implement the rules of Marxist-Leninist theory, which takes only criteria of violence, massacre, murder, and pressure as its basis, over the Turkish society and developed the methods of massacre in the terrorist organization. The suspect described a part of the Turkish society as a separate people in the brochure titled 'Method of Kurdistan Revolution' published in 1975 as a draft which was later published as an illegal book in 1978. The book which can be considered as a manifest of the PKK organization, had noted that this part of the Turkish society has to prepare itself for a 'war of people' and this showed that its aim was based on violence.''

    The indictment also mentions about the books having the name of the suspect Ocalan on them.

    Noting that political and military training were given to the terrorist militants in camps set up in Syria, Lebanon, Northern Iraq, Iran, and Greece, the indictment noted that Ocalan sent militants to Turkey to carry out armed activities such as murder, robbery, and raids, adding the terrorist activities were carried out in violence. The indictment also covers the statements of the 20 captured terrorists about the PKK and Ocalan.

    The fifth part of the indictment evaluates the terrorist organization and its terroristic activities in respect of the Constitution and the international conventions.

    The indictment said that the activities of the terrorist PKK are terrorist crimes, listing the articles of the Constitution, and the Turkish Penal Code about it. ''PKK is a terrorist organization which commits crime. It deals with drug trafficking and the Turkish Republic can't accept a terrorist organization which continiously commits crimes, as a counterpart, '' the indictment noted.

    The last part of the indictment titled ''result and request'' says that the suspect Abdullah Ocalan should be given death sentence for staging activities aiming at ''separating a part of Turkey's terroritories from state administration'' under Article 125 of the Turkish Penal Code.

    [37] GOKERI, REPRESENTATIVE OF TRNC IN ISLAMABAD: - ''THE POLITICAL, ECONOMIC, AND MILITARY SUPPORT WHICH THE GREEK CYPRIOT SIDE GIVES TO THE TERRORIST ORGANIZATION PKK HAVE INCREASED IN THE LAST DAYS''

    LEFKOSA, May 31 (A.A) - Kemal Gokeri, the Representative of the Turkish Republic of Northern Cyprus (TRNC) in Islamabad, said on Monday that the political, economic, and military support which the Greek Cypriot side gives to the terrorist organization PKK, have increased in the last days.

    Gokeri noted that the Greek Cypriot side is not only a transit point for the transportation of weapons to the terrorist organization PKK by sea, but is also a centre for the training and rehabilitation of the PKK terrorists.

    The response of Gokeri to the article titled ''Cyprus: The Island Where the Spies Patrol Around'' in Frontier Post, a Pakistani daily in English, was issued in the same daily.

    In his response which was issued today, Gokeri pointed out that Abdullah Ocalan, the terrorist chief who is responsible for the death of 30,000 people, was carrying a Greek Cypriot passport when he was captured.

    Gokeri said in his article that the Greek Cypriot side which has an ill logic like ''the enemy of my enemy is my friend'', turned the southern part of the Island to a heaven for spies, smuggling, mafia, money-laundering, and especially for terrorists.

    Gokeri stated that the ''Cyprus'' which was mentioned in the ''Cyprus: The Island Where the Spies Patrol Around'' article talks about the Greek Cypriot side and that this article does not have any connection with the independent and sovereign TRNC.

    [38] PRIME MINISTER ECEVIT: ''SERIOUS DIALOGUE NEEDED BETWEEN TURKEY AND GREECE OVER ISSUE OF AEGEAN ISLANDS''

    ANKARA, May 31 (A.A) - Prime Minister Ecevit said on Monday that a serious dialogue is needed between Turkey and Greece over the islands in the Aegean, and said ''however, Greece prefers fait accompli's to a dialogue.''

    Ecevit, while leaving the Prime Ministry building, told reporters that he talked to the Foreign Minister Ismail Cem about the hoisted flag on Esek Island, but has not yet received information about the details.

    ''The possession of some Aegean islands depends on contradictory rules and agreements. A dialogue on this matter is a must between Turkey and Greece. However, Greece prefers fait accomplis to a dialogue and this causes an unnecessary tension between our countries,'' the Prime Minister said.

    [39] FIRST TURKISH THEATER GROUP IN AUSTRIA, THEATERBRUCKE NEEDS SUPPORT, ITS DIRECTOR HAKAN YAVAS SAYS

    VIENNA, May 31 (A.A) - The first Turkish theater group in Austria, Theaterbrucke (Theater Bridge) is admired for their performance in Gungor Dilmen's play ''Deli Dumrul'', it was reported on Monday.

    The group was founded last year and staged Sadik Sendil's musical ''Yedi Kocali Hurmuz'' (Hurmuz with Seven Husbands). Hakan Yavas, the director of Theaterbrucke said they owe their success to their amateur spirit. Yavas complained about the insufficient number of spectators although more than 50 thousand Turks live in Vienna.

    ''This team of players who sacrifice their private lives, works, and schools, come here three days a week only for their love of theater, and they need support,'' Yavas said.

    ''Deli Dumrul'' will be staged for the last time next week and the group will start rehearsals for a third play which will be performed this year in fall. Live music played by four musicians accompanies ''Deli Dumrul'' like ''Yedi Kocali Hurmuz'' which contributes to the play's fluency. The dances prepared by Ali Can Guzel also turn the play into a dance feast.

    [40] INDUSTRIALIST MERICLILER LOOKS FORWARD TO SEEING WAR IN MACEDONIA END TO START EXPORTATION AT HIS CAN FACTORY

    IZMIR, May 31 (A.A) - Yuksel Mericliler, an industrialist from Izmir who built a can factory ''Vane Mesa'' in Macedonia's Istip city before the war said that he is looking forward to seeing the war come to an end so that he can start exportation.

    Yuksel Mericliler, the owner of the can factory Mesa Teneke, said they target to gain 1 trillion Turkish Liras in a year from can exportation, provided the war ended. Mericliler built the can factory with two Turkish and one Macedonian businessmen.

    The facility was first built on an area of 600 square meters. The factory will have a total area of 1,200 square meters after the addition of its second part. Turkish businessmen owns 51 percent of the factory's 200 thousand Dutch Mark capital and the Turks who live in Istip constitute a big part of Vane Mesa's workers. The number of factory workers which is presently 350 will be doubled after the war, Mericliler explained.

    ''People live under very hard conditions there right now. They are intelligent and honest people. I know that they will work very hard when we create employment for them. We will meet Vane Mesa's can need from Eregli Iron Steel. We will export 20 million cans which cost 1 trillion Turkish liras. The war erupted right after our factory started working and we had to return to Turkey. We are looking forward to seeing the war end. I will also make dairy product and plastic bottle investments in this promising country,'' Mericliler stated.

    [41] PAKISTANI INVESTMENT CONFERENCE - YILDIRIM, ITO CHAIRMAN: ''IF THERE ARE TWO COUNTRIES IN THE WORLD WHOSE NATIONAL INCOME PER CAPITA IS BELOW 5, 000 DOLLARS AND WHICH HAS DEMOCRACY, THESE ARE TURKEY AND PAKISTAN''

    ISTANBUL, May 31 (A.A) - Mehmet Yildirim, the Chairman of the Istanbul Chamber of Commerce (ITO) said on Monday that Turkey and Pakistan witnessed similar political initiatives, adding that ''if there are two countries in the world whose national income is below 5,000 U.S. dollars and which has democracy, these are Turkey and Pakistan.''

    Addressing the ''Pakistani Investment Conference'' held by the ITO and the Pakistani Investment Board, Yıldırım said that they are sorry because the economic relations between the two countries are not at the desired level.

    Noting that they favour the reflection of the Turkish-Pakistani friendship and brotherhood to the economy of the two countries, Yıldırım said that they've determined that the businessmen of the two countries have great difficulty in introducing their products to each other, adding that the economic relations between the two countries can't be improved due to the problem of promotion.

    Pointing out that Pakistani businessmen don't participate in the sectoral fairs held in Turkey, Yıldırım said that fairs are important in respect of introducing the products to the world.

    Stressing that Turkey is a member of a market of 400 millions together with the Black Sea Economic Cooperation (BSEC), Yıldırım said that Turkey is in close relations with the states that have been formed after the dissolution of the Soviet Union.

    ''The Pakistani businessmen and we can realize important joint projects in these countries,'' Yıldırım said.

    Noting that they planned to have a Turkish businessmen delegation visit Pakistan at the end of the year, Yıldırım said that they will be pleased to host Pakistani businessmen.

    Humayun Akhtar Khan, the Pakistani Minister of State and the Chairman of the Investment Board, said Pakistan started privatization studies ten years ago.

    Pointing out that the Pakistani economy became directly open for foreign investment as a result of their economic reforms, Khan said that the bureaucracy in Pakistan is very flexible.

    Noting that the decision making mechanism in Pakistan concerning the investments in private sector is directed by the Investment Board, Khan said that they made everything to remove obstacled in front of the foreign companies.

    Stating that all quotas will be removed and opportunites will increase as of the year 2005, Khan called the Turkish and Pakistani businessmen to cooperate in the textile sector.

    Minister Khan said very sound relations were set up with the Turkish firms as a result of the projects realized in the construction sector.

    H.E. Raja Nadir Pervaiz, the Minister of Transportation of Pakistan, said that the Turkish companies won several motorway tenders and successfully completed those projects, stressing, ''our doors to our Turkish friends are always open.''

    [42] ''A DESERT IN MIDDLE OF AEGEAN'' - PROF. DR. TAYSUN: ''WIND EROSION TURNED ONE THOUSAND HECTAR OF LAND INTO DESERT IN SAZOBA VILLAGE IN AKHISAR COUNTY OF MANISA''

    IZMIR, May 31 (A.A) - The members of the Turkish Foundation to Combat Erosion for Reforestation and for the Protection of Natural Habitats (TEMA) made observations in a one-hectar desert land around Sazoba village in Akhisar county of Aegean Manisa province on Monday.

    The TEMA delegation led by Prof. Dr. Alaattin Taysun, the Chairman of the Earth Department of the Faculty of Agriculture of the Ege University, called Sazoba village as ''Taysun Desert''.

    Stressing that one hectar of land turned into desert due to the unconscious usage of soil by farmers, Taysun said one-hectar more arable land can turn into desert if measures are not taken, calling the officials to take rapid measures.

    Noting that the wind erosion rapidly activates sand dunes and agricultural processes can't be made appropriately against that erosion, Taysun said the farmers should be taught with measures to control wind erosion as soon as possible.

    [43] FM: ''UNILATERAL ACTIVITIES AND FAIT ACCOMPLIS OF GREECE CAN'T BE ACCEPTED''

    ANKARA, May 31 (A.A) - Foreign Ministry said on Monday that the unilateral activities and fait accomplis of Greece can't be accepted.

    Responding to a question, Sermet Atacanlı, the Foreign Ministry Deputy Spokesman recalled that Greek officials were warned for not taking provocative steps regarding the islands, islets, and rocklets in Aegean whose sovereignty were not given to Greece by international agreements.

    Noting that provocative activities in the Aegean continue in spite of these warnings and initiatives, Atacanlı said that ''we wish to stress once again that these fait accomplis and unilateral acts carried out by Greece can't be accepted. Moreover, it is apparent that such kind of initiatives won't cause any legal result in respect of belonging.''

    Atacanli stated that geographical formations are an issue which has to be solved through negotiations together with other Aegean problems.
