  • [01] PARLIAMENT SPEAKER CETIN IN IRELAND - CETIN ADDRESSES EUROPEAN AFFAIRS INSTITUDE

    LONDON, March 5 (A.A) - Parliament Speaker Hikmet Cetin, currently holding contacts in Irish Republic, recalled that putting Turkish-European Union (EU) relations on the right track was under the responsibility of EU and pointed out that Turkey should be given the same status with other candidate countries during a forthcoming summit of EU.

    Cetin carried out his contacts in Ireland by meeting with foreign politics spokesmen of second and third big parties of the country.

    Issues concerning Turkey's full membership to EU formed the agenda of the meetings of Cetin with Gay Mitchel, Spokesman of Finegail Party Foreign Politics.

    Cetin and the accompanying Parliamentary delegation later attended a luncheon hosted by Ned O'Keefe, Minister of State Responsible for Agriculture.

    Cetin later met David Andrews, Irish Foreign Minister, following the lunch. Turkish-Irish and Turkish-EU relations were discussed during the meeting.

    On the second day of his visit to Irish Republics, Cetin realized the last visit of the day in ''European Affairs Institute'', which is one of the biggest think-tank institutions of Ireland.

    Addressing the institute members, Cetin briefed about social, economic and political developments in Turkey.

    Reponding to the suspicions regarding trial of terrorist, Ocalan stressed that nobody should feel suspicion that Ocalan would be tried openly and in a just way.

    Cetin, responding to another question, reiterated that Turkey will not accept anybody in ''official observer status'' during the judgement stage of Ocalan and pointed out that ''yet, the judgement will be open to the ones who want to observe.''

    Stressing that the support extended by Greece to the terrorist organization was upsetting and disappointing for Turkey, Cetin said ''failure of any country or international organization to condemn this support of Greece to the terrorist organization, is a strange development for Turkey.

    Responding to the question related with Turkish-EU relations, Cetin expressed the uneasiness felt over failure of the EU to determine ''candidate status'' of Turkey during last years meetings. Cetin urged the Union to put forward that it evaluates Turkey under equal conditions with other candidate countries and should declare Turkey as the 12th candidate country.

    Cetin said Turkey will continue its efforts to increase its democratic standards without Europe as it wanted this for its own citizens, adding that ''yet, it should not be forgotten that Turkey will not be without EU and EU will not be without Turkey.''

    Parliament Speaker Cetin expressed Turkey's willingness and determination on the solution of Cyprus question, yet that this willingness could only be reached to a result only if it is shared in the same way by the Greek Cypriot side.

    LAY DOWN ARMS
    The first call to terrorist PKK came from Germany. Joschka Fisher, German Foreign Minister, told the terrorists to lay down the arms from now on and to reach democracy through peaceful way. Fisher said ''it is very important. We are in intense work with Turkey.'' German Minister said terrorist PKK is banned in Germany, adding that it was not a legal organization, and that it was banned by German Justice Ministry. Joschka Fisher pointed out that there was no change in the attitude of their government.

    AFTER ELECTIONS BARGAINING WITH THE IMF
    Hikmet Ulugbay, Deputy Prime Minister and Minister of State responsible for Economy, said name of the program which will be formed with the International Monetary Fund (IMF) following the elections, was ''Struggle Against Inflation Programme with Foreign Source Support'', adding that ''such a country which provided a successful and stable struggle against inflation needs a program which will meet the real needs.''

    YILMAZ GIVES WRITTEN PROMISE TO VOTERS
    Mesut Yilmaz, leader of the Motherland Party (ANAP), started contract period in politics. Yilmaz, in the ''Turkey Agreement'' promised to find job to the 3,5 million unemployed people in five years. Inflation will be reduced to 5 percent in two years. Yilmaz also promised contemporary education, health assurance to everybody, a house to every family, agriculture product assurance, local administration reform and transparent and just administration respecting freedom.

    LIVE BOMB BLOWS UP
    A female terrorist from the terrorist PKK, who set off the bomb on herself targetting a police station in eastern Batman province, died. Financial damage occured in the surrounding buldings shattering shop windows at the blast.Security measures have been tightened in the scene. A full investigation regarded with bomb attack, is underway.

    WOMAN TERRORIST DESTROYS HERSELF
    A woman terrorist committed suicide in the most important street of southeastern Batman province, injuring a teacher and two children.

    FLU HOLIDAY IN 17 PROVINCES
    The influenza outbreak hit Turkey. The schools recessed in 17 provinces due to the outbreak. The Ministry of Health warned the citizens against the influenza which becomes more effective in the beginning of a new season and which can be dangerous.

    CUMHURIYET (LEFT) ULUGBAY, MINISTER OF STATE, DUE IN THE U.S. TO MEET WITH
    IMF

    Hikmet Ulugbay, Deputy Prime Minister and Minister of State, and his delegation will go to the U.S. this weekend to meet with the officials of the International Monetary Fund (IMF). Ulugbay will try to lay the groundwork of the agreement with the IMF concerning the monetary support following the elections which will be held on April 18.

    A TOTAL OF 250 TRILLION TL CREDIT TO THE EAST AND SOUTH EAST
    Husamettin Ozkan, Deputy Prime Minister, said that the 6.1 trillion Turkish liras were sent to the places which are taken within the scope of rapid support campaign in the beginning of March. Ozkan added that 250 trillion of the one quadrillion Turkish lira fund which is allocated by Halk Bankasi will be used for the provinces in the Eastern and Southeastern Anatolia Regions.

    RADIKAL (LEFT) LAW ON DGMS TO BE PASSED AFTER THE ELECTINOS
    Hikmet Sami Turk, who was in the U.S. said that the withdrawal of the military judges from the State Security Courts (DGM) is a big possibility, as the supporters of the human rights request them to be. Turk added that the withdrawal of the military judges from the DGMs in Ocalan case is out of question.

    EUROPEAN CONCERN IN OCALAN CASE
    Committee of Preventing the Torture of the Council of Europe (COE) left Turkey after it completed its researches in Turkey, while four parliamentarians from the European Parliament arrived in Turkey to get information about the situation of Abdullah Ocalan, the terrorist chief.

    STATE OF EMERGENCY FOR THE ILL SEAL IN CESME
    A Mediterrenean seal was seen in Cesme county of western Izmir province. The scientist who went to Cesme started an investigation for the seal which was determined to be ill. It was revealed that the seal was not injured, but that it was too tired and ill to even move.

    PETROL BOMB ATTACKS IN ISTANBUL
    Unidentified assailants hurled petrol bombs to some cars and work places in some districts of Istanbul, causing financial damages. The bomb which was left in front of a branch of Is Bankasi in Beyoglu district was made ineffective by the security forces.

    TÜRKİYE (RIGHT)

    TURKISH-EGYPTIAN RELATIONS TO BE IMPROVED
    Turkey will improve her relations with Egypt, which is regarded as important by Turkey. Hilmi Ozkok, Deputy Chief of the General Staff, underlined the ways of improving the military cooperation between Turkey and Egypt in his official visit to this country.

    CETIN, PARLIAMENT SPEAKER, IN IRELAND
    Hikmet Cetin, the Speaker of the Parliament, who is paying an official visit to Ireland and is holding contacts there, said that European Union (EU) should give Turkey the same status it gives to the other countries in its summit in the following days.

    ZAMAN (CONSERVATIVE) PRIME MINISTER BULENT ECEVIT SAYS ELECTIONS CAN'T BE
    POSTPONED
    Prime Minister Bulent Ecevit said trying to postpone elections shortly before elections will be an attitude which will contradict with responsibility and pointed out that this may create problems to Turkey.

    Responding to the questions of reporters, Ecevit said ''trying to postpone elections will contradict with responsibility. There is uneasiness between the deputies in general but not in Democratic Left Party (DSP). There are demands. Yet, these should be solved within the parties.''

    POLICE PREVENTS DISASTER
    The panic in terrorist PKK which erupted following capture of terrorist chief, revealed with a suicide attack on Thursday. PKK which stages attacks to prove itself, prefers to send its own terrorists to shed blood. A female terrorist who attacked police station, set off the 10 bombs on herself when there is 10 meters to the police station as the police noticed her. Four of the bombs exploded killing the terrorist.

    [03] THE 700TH ANNIVERSARY CELEBRATION OF THE OTTOMAN EMPIRE STARTS WITH A CEREMONY TO WHICH PRESIDENT DEMIREL ATTENDS

    ANKARA, March 5 (A.A) - The 700th anniversary celebration of the Ottoman Empire started on Thursday by a ceremony to which President Suleyman Demirel attended.

    Many famous persons including President Suleyman Demirel and his wife Nazmiye Demirel, Uluc Gurkan, the Deputy Speaker of the Parliament, Ahmet Necdet Sezer, the Head of the Constitutional Court, Fikret Unlu, the Minister of State, Cahit Bayar, the Minister of Interior, Selcuk Oztek, the Minister of Justice, Istemihan Talay, the Minister of Culture, and Vural Savas, the Chief Republican Prosecutor joined the ceremony held in the Opera Building in Ankara.

    Fikret Unlu, Minister of State, said that he is pleased to welcome the 700th anniversary of the Ottoman Empire and that the activities will be carried out by the coordination of his ministry.

    Pointing out that the ''scientific studies'' will be in the first place in the activities, Unlu stressed that the historical process of the Ottoman Empire will be noted in the celebrations.

    Stating that the tolerance of the Ottoman Empire to every nations living under its sovereignty without regarding the differences of language, religion, race and nation; Unlu said that the culture which was set up in Anatolia by the Ottoman Empire will be reflected in every aspect.

    Istemihan Talay, the Minister of Culture, said that they aim at introducing the cultural and artistic heritage of the Ottoman Empire to the future generations.

    Talay added that the program prepared by his ministry will carry the cultural and artistic features of the Ottoman Empire to the foreign countries.

    The ceremony started by the compositions of the Ottoman sultans and followed by a fashion show in which the Ottoman clothes like caftans, dresses, baggy trousers and wedding gowns were presented.

    The ceremony later continued with the concerts and ended with the show of the Public Folklore Dancing Group.

    [04] BAYAR, MINISTER OF INTERIOR: - ''IT IS A HATEFUL ATTACK''

    ISTANBUL, March 5 (A.A) - Cahit Bayar, Minister of Interior, defined on Friday the bomb attack towards Ayhan Cevik, the Governor of Cankiri, a province in the Central Anatolia, as a hateful attack and said that Cankiri is not a province which is involved in terrorism, but that they think that some terrorists infıltrated to Cankiri, too.

    Responding the questions of the journalists on the bomb attack to Cevik when he arrived in Istanbul Governorship to attend the ''Regional Governors Meeting'', Bayar said, ''the first reports said that Cevik is injured and his bodyguard, driver and two citizens died in the attack. It is a hateful attack. These are the first reports. We will confirm them as soon as possible.''

    Responding a question on the type of the attack, Bayar said, ''a car full of bombs approached the car of Governor Cevik and then, it exploded at 8.30 a.m. These are the first reports. We are not sure about the health condition of the Governor at the moment. He was taken to Ankara by an ambulance. We hope that he will survive and won't die.''

    When recalled that the warnings saying that the attacks in the big cities will increase and asked what type of measures can be taken to prevent these attacks, Bayar noted that the necessary measures are taken and will be taken from now on.

    When asked why the assailants chose to hold an attack in Cankiri, Bayar said, ''Cankiri is not a province which is involved in terrorism. But, we think that some persons infiltrated there, too.''

    Meanwhile, firm security measures were taken when Bayar came to Istanbul Governorship and special security forces who are sharp shooters were placed on the top of the high buildings.

    [05] TAN, MINISTER OF TOURISM, GOES TO GERMANY - TAN: ''WE ARE DETERMINED TO EXCEED 10 MILLION IN THE NUMBER OF TOURISTS WHO WILL COME TO TURKEY''

    ISTANBUL, March 5 (A.A) - Ahmet Tan, Minister of Tourism, said on Friday that they are determined to exceed ten million in the number of the tourists who will come to Turkey.

    Addressing a statement at the Ataturk Airport when departing for Germany to attend the opening ceremony of Berlin Tourism Fair, Tan said his ministry and the private sector give importance to the Berlin Tourism Fair.

    Tan noted that they aim at introducing the historical, touristic and cultural values of Turkey and to show their determination of exceeding ten million tourists who will come to Turkey from now on.

    Stating that the Eastern and Southeastern Anatolia Regions will be one of the important touristic sights for the tourists coming from the foreign countries to Turkey, Tan said that Turkey showed that there is not a connection between terrorism and tourism and emphasized that the number of tourists coming to Turkey became an indicator of this fact.

    [06] DECISIONS TO EXPEND SUPPORT TO THE EAST AND SOUTHEAST - COUNCIL OF MINISTERS TRANSFERS A TOTAL OF 30 TRILLION LIRA ALLOCATION TO INVESTMENT INCENTIVE FUND

    ANKARA, March 5 (A.A) - The Council of Ministers transferred 30 trillion liras allocation to Investment Incentive Fund aiming to make the incompleted investments be gained by the economy, it was reported on Friday.

    Investment or operation credit, with the condition of not above 300 billion lira, will be given for each company without taking into consideration the investment is incentive documented.

    The Resolution of the Council of Ministers covers incompleted or semi- completed investments due to lack of operation in eastern and southeastern Adiyaman, Agri, Ardahan, Bayburt, Batman, Bingol, Bitlis, Diyarbakir, Elazig, Erzincan, Erzurum, Gumushane, Hakkari, Hatay, Igdir, Kars, Mardin, Mus, Ordu, Siirt, Sivas, Sanliurfa, Sirnak, Tunceli, Van and Yozgat provinces.

    The resolution in question targets increasing of production and employment, promotion of production industry, health and education investments.

    With this aim, 10 trillion lira will be allocated from the General Budget for 1999 financial year and 20 trillion lira will be allocated for the financial year 2000. The funds which were allocated will be used through Turkish Development Bank.

    The quantity allocated for the year 2000 may be increased.

    The companies who are appropriate to these conditions, may apply to Turkish Development Bank.

    [07] DECISIONS TO EXPEND THE SUPPORT TO THE EAST AND SOUTH EAST

    ANKARA, March 5 (A.A) - The decision of the Council of Ministers concerning the amendment in ''the Decision about The Public Support in The Investments and The Principles of Investment Incentive Fund'' was issued on Friday in the Official Gazette.

    The fund which will be allocated by the fiscal year budget for the investment incentive fund will be transfered to ''The Expenditure Deposit of the Investment Incentive Fund''.

    A subordinate deposit of revenue and expenditure can be opened for the mentioned fund in the Halk Bankasi to encourage, direct and support the small and medium scale entreprises.

    The Undersecretary of Treasury will be authorized to transfer the amount of money in the subordinate deposit and to realize any kind of transactions.

    The decision did not include the exports of the tools and equipments excluding the raw material, intermidiate goods and tools of the enterprise was exempted from the Customs Tax and Housing Scheme Fund.

    Under the decision, the investments which will be realized in the developed and normal regions and in the small and middle scale entreprises will be the ''special sector'' investments.

    The credits can be allocated to encourage and direct the investments of research and development, technopark, investments to protect the environment, the investments aiming at improving the region.

    The amount, the date of maturity, the rate of interests and the procedures of the implementation of the credits allocated from the fund will be determined by the Undersecretariat.

    Meanwhile, the investments aiming at improving the region are declared as the new investments which will be held in southeastern and eastern provinces of Batman, Diyarbakir, Bingol, Bitlis, Hakkari, Mardin, Hatay, Siirt, Mus, Sirnak, Van and Tunceli; excluding the investments in the sectors of cattle breeding, textile and transportation and which will at least be worth of eight million U.S. dollars.

    The funds allocated to the investments will be given to the small and medium scale entreprises, the incentive document is approved, in thirty days, starting from the approval date.

    [08] INTERIOR MINISTER BAYAR DISCUSSES SECURITY DURING ELECTIONS AT GOVERNORS MEETING

    ISTANBUL, March 5 (A.A) - Cahit Bayar, the Interior Minister said it is everyone's wish that Turkey passes the elections in a peaceful atmosphere.

    The Regional Governors Meeting started on Thursday under the chairmanship of Bayar at Istanbul Governor's office. The meeting started with the opening speech given by Erol Cakir, the Istanbul Governor who also referred to the bomb attack against the Cankiri Governor which resulted with the death of three people on Thursday morning. ''Terrorism, as it has happened so far, will fail to intimidate the people who want to live under a single flag,'' Cakir said and added that he will discuss the security measures that need to be taken during the election period at the Regional Governors Meeting.

    Cakir said the timing of this meeting was important in the sense that the month of March is a busy period with its already scheduled 45 events which might attract terrorist acts. There has been a significant rise observed in the number of the terrorist acts in Istanbul since the capture of the chief terrorist Ocalan, Cakir reminded.

    Over a 100 people were caught and half of it were arrested after being tried in the courts related to the 200 petrol bomb attacks that took place in Istanbul. ''The PKK supporters who engaged in these terrorist acts failed to get what they expected,'' Cakir said.

    Bayar who spoke after Cakir stressed the issue of security during the election period. ''It is everyone's wish that the elections take place in a peaceful atmosphere. People's will should be reflected to the vote box without being influenced by anyone. We will be completely impartial at the elections, we will not influence people's votes. The only point we are partial is the Turkish Republic, the Turkish State. We are asking the governors to be tolerant in their relations with people. We will do anything to avoid the elections turn into a fight,'' Bayar said.

    Talking about the bomb attack against the Cankiri Governor, Bayar said ''We were expecting such attacks after Ocalan's capture but this one happened at a very unexpected place. So I am warning all the governors. I would also like to say something to the members of the terrorist organization. Turkey is a great country and will overcome all this. The attackers will be disapppointed,'' he said.

    Some high level officials of the Interior Ministry, Chief of Security Department, 11 governors of the Marmara region, military officials, Turkish Intelligence representatives, high level officials of the Istanbul Governor's Office as well as the Istanbul Chief of Security Department will be participating in the meeting.

    [09] PRESIDENT DEMIREL, PRESIDENT CONSTANTINESCU AND PRESIDENT STOYANOV TO COME TOGETHER IN ROMANIA FOR THE TRADITIONAL BALKAN SUMMIT

    SOFIA, March 5 (A.A) - President Suleyman Demirel will come together with his Romanian and Bulgarian counterparts Emil Constantinescu and Petar Stoyanov in Sinaia, Romania, for the traditional Balkan Summit between March 11 and 12, it was reported on Friday.

    The meetings among the three presidents is expected to focus on the latest developments in the Balkans including the Kosovo crisis, and the relations among the three countries.

    At the summit, a protocol envisaging cooperation in the field of tourism, is expected to be signed by presidents of Turkey, Romania and Bulgaria.

    The protocol also foresees the touristic visa proceedings to be eased and further improvement of cooperation among tourism ministries and the travel agencies of the three countries.

    [10] AMERICAN AND PALESTINIAN TRADE DELEGATIONS TO VISIT ISTANBUL NEXT WEEK

    ISTANBUL, March 5 (A.A) - American and Palestinian trade delegations will come to Istanbul next week to have contacts with Turkish businessmen.

    According to a written statement released by the United States Istanbul Consulate General, a delegation of 14 who come from nine states, will be in Istanbul on March 11 and 12. The members of the delegation will present business opportunities in various sectors to their Turkish partners and exchange views on agencies, sales and joint investments. The delegation members come from the states of Alabama, Georgia, Illinois, Indiana, Iowa, Missouri, Virginia and Wisconsin.

    Agricultural machines, construction supplies, medical, food processing and security equipments are among the represented sectors.

    The meetings will be organized at Istanbul Hilton Hotel and those who are interested in attending should apply at the Istanbul U.S. Consulate.

    On the other hand, a group of 31 Palestinian businessmen will come together with the representatives of the Turkish business world in Istanbul on March 9 and 10. The group is headed by the Palestinian Deputy Minister of Foreign Trade, Suleiman Abu Karsh.

    The Foreign Economic Relations Council will hold a meeting on March 9 at Ceylan Intercontinental Hotel for the Palestinian delegation.

    [11] FOREIGN MINISTER CEM: - ''GREECE HAS BECOME A TERRORIST COUNTRY AND A TERRORIST COUNTRY CANNOT BE OUR INTERLOCUTOR''

    KAYSERI, March 5 (A.A) - Ismail Cem, the Foreign Minister, said on Friday, ''Greece has become a terrorist country as a result of timid, cruel and irresponsible attitudes of the Greek politicians. Greece should be so careful on issue of foreign support towards terrorist organization PKK.''

    Addressing a press conference, Cem called several West European politicians who tolerate, encourage and provide financial assistance for the terrorist organization, to think once again in the wake of the bomb attack in Cankiri Province claiming three innocent lives.

    Cem stressed, ''such irresponsible politicians are the real responsibles of today's incident as well as the similar other attacks.''

    Pointing out that the terrorist actions which create grave pain among the Turkish people, play significant roles in determination of the Turkey's foreign policy, Cem noted, ''There is an international framework which defines a terrorist country. If administrators of a country support intentionally terrorism in order to damage another country, that country is a terrorist country in accordance with the international definition. Greece is a terrorist country for Turkey and cannot be Turkey's interlocutor in any matter neither in Aegean nor in Cyprus issues. We want Greece to stop supporting terrorism. I do not refer to whole Greece or all Greek people, but an important part of the Greek politicians are in close connection with the terrorist organization.''

    When asked about the Northern Watch Operation, Cem pointed out,

    ''the Northern Watch Operation was envisaged in regard to the Turkey's interests and within the framework of an understanding adopted by our parliament. If any concern raises on the issue, Turkey and the U.S., as two ally countries, should come together and share the concerns.''

    [12] BOMB ATTACK IN CANKIRI - BILICAN, DIRECTOR GENERAL OF SECURITY: - ''A LEFTIST ORGANIZATION, TIKKO, HAS CLAIMED RESPONSIBILITY OF THE ATTACK''

    ANKARA, March 5 (A.A) - Necati Bilican, the Director General of Security, said on Friday that TIKKO, the Turkish Workers and Peasant Liberation Army which is an illegal leftist organization has claimed the responsibility of today's bomb blast in Cankiri.

    Bilican visited the Hacettepe Hospital where Ayhan Cevik, Governor of Cankiri who was seriously injured at the blast, is under surgical operation due to cerebral hemorrhage, and received information about Cevik's health situation.

    Addressing the journalists as he departs the hospital, Bilican stressed that the security forces will pursue and capture the responsibles of the abhorrent incident and bring them to justice.

    Bilican called those who are talking about the human rights in every occusion to take into consideration such incidents claiming innocent lives.

    Pointing out that the bomb was planted in a car which was stolen in Istanbul and was brought to Cankiri with a registration plate provided in Ankara, Bilican pointed out, ''we think that terrorists followed the daily route of Cevik and the set off the bomb by the remote control just as the governor's car was passing by.''

    Responding to a question about the security measures for the upcoming general elections Bilican stressed, ''no one need to worry. We have taken all necessary security measures for a secure and peaceful election.''

    Bilican also added that a technical and an intelligence squads have left for Cankiri to make observations in the scene.

    [13] TURKISH-JAPANESE COOPERATION ON FISHERY

    TRABZON, March 5 (A.A) - Mahmut Erdir, the Minister of Agriculture and Rural Affairs stated on Friday that the fish yield is not as high as it should be in Turkey, a country surrounded by water on three sides and said they will ''develop and encourage fish production and will be able to produce 100 thousand tons of fish every year.''

    Turbot Fish Production Facilities, a joint project of the Algriculture and Rural Affairs Ministry and the Japanese International Cooperation Agency (JICA) was opened on Friday with a ceremony.

    ''We must protect this food resource and encourage its production. International organizations report that Turkey can meet Europe's fish need if its untouched resources are also used. A total of 29 areas suitable for fish production have been located but only 15 of these are currently in operation,'' Erdir said and he continued:

    '' We are now producing 45 thousand tons of fish every year. In a very short time, we will be able to produce 100 thousand tons. We will also cooperate with our neighbours to prevent the pollution of the Black Sea which meets the 80 percent of Turkey's fish production.''

    At the opening ceremony, Japanese Ambassador Atsuko Toyama's message was read who stated that the financial and technical cooperation between Turkey and Japan will develop further in the future.

    Toyama said another three years were needed for the completion of the joint fishery project which began two years ago.

    ''Three years may not be sufficient for the transfer of all the techniques to Turkey but the efforts of the both sides will start giving its fruits during this period,'' he said.

    Tatsuo Yonebayashi, the local representative of JICA's Turkey office, said the project which started in 1997 has been very successful.

    The five-year-long project aims to develop the production of fish species which have a high market value like turbot.

    [14] EXPLOSION IN CENTRAL ANATOLIAN CANKIRI PROVINCE - PRESIDENT DEMIREL HARSLY CONDEMNS THE INCIDENT

    ANKARA, March 5 (A.A) - President Suleyman on Friday harsly condemned the bomb attack which happened in central Anatolian Cankiri province this morning which killed three people and wounded Aydin Cevik, Governor of Cankiri.

    A Presidential Press Center statement quoted Demirel as saying: ''Ayhan Cevik, Governor of Cankiri, was exposed to a hateful attack. Nurettin Cinsoy, his bodyguard, a primary school student and a civilian were killed, Cevik and his driver were wounded.''

    ''I harsly condemn this hateful attack. I wish speedy recovery to Cevik and other people who were wounded during the explosion. I express my condolonces to the families of citizens who were killed.''

    [15] EXPLOSION IN CENTRAL ANATOLIAN CANKIRI PROVINCE - PRIME MINISTER ECEVIT: ''IF THESE TERRORISTS THINK THEY WILL SAVE THE ONES WHO ENCOURAGE THEM WITH SUCH KIND OF PIRACY, THEY ARE MISTAKEN'' - THE ONLY WAY FOR SALVATION IS TO SURRENDER THE STATE

    ANKARA, March 5 (A.A) - Prime Minister Bulent Ecevit said on Friday that he was very sorry for the explosion which wounded Ayhan Cevik, Cankiri Governor and caused the killings of three people, adding that ''if those terrorists think that they will save the ones who encourage them with such piracy, they are mistaken. The only way for salvation is to surrender the state.''

    Speaking to reporters Ecevit said ''I am very sorry. If those terrorists think they will be able to save the ones who encourage them in this way, they are mistaken.''

    Responding to a question if there was any information that terrorist organization was responsible for the attack, Ecevit said ''I don't know.''

    Ecevit said they will not be able to intimidate the state and the public with such fierce and bloody attacks. Ecevit wished speedy recovery to the ones who were wounded during the explosion.

    [16] EXPLOSION IN CENTRAL ANATOLIAN CANKIRI PROVINCE - ALTINSOY, DRIVER OF CEVIK, CANKIRI GOVERNOR, WHO WAS EARLIER REPORTED TO BE KILLED IN THE EXPLOSION, WAS HOSPITALIZED

    CANKIRI, March 5 (A.A) - It was reported that the death toll of the explosion in Central Anatolian Cankiri province was three. Muhammer Altinsoy, the driver, was also wounded during the explosion in which Ayhan Cevik, Governor of Cankiri province was wounded.

    Ertem Turker, Cankiri Republican Chief Prosecutor, told A.A correspondent that the first reports he received this morning said Altinsoy died when being hospitalized. Yet, he added, he received news afterwards that Altinsoy was hospitalized to Ankara in a serious condition.

    Turker said Nurettin Cinsoy, bodyguard of the Governor, Fatma Donmez (14), a primary school student and Emrah Ersoy, a worker, died in the explosion.

    Turker said there was not detailed information about the type of the bomb, adding that bomb experts will come from Ankara.

    [17] KAYALI, GOVERNOR OF DIYARBAKIR: - ''EVERYTHING IS FOR THE SAKE OF OUR CHILDREN''

    CINAR, March 5 (A.A) - Nafiz Kayali, the Governor of southeastern Diyarbakir province, said on Thursday that everything is for the sake of their children, adding that 40 of the 77 schools which started to be constructed in Diyarbakir, were finished and that they started to give education in these schools.

    Addressing a speech in the opening ceremony of a primary school with six classes in Cinar county of Diyarbakir, said that they will do their best not to deprive the children living in the region of education.

    Stating that they accelerated the initiatives to construct schools in Diyarbakir and its counties, Kayali said, ''everything is for the sake of our children. We have opened 40 of the 77 schools which started to be constructed last year, to education and the rest of them are being constructed. We continue our efforts to finish the construction of the rest of the schools as soon as possible.''

    [18] CLOSURE CASE AGAINST HADEP - CONSTITUTIONAL COURT TO DISCUSS CHIEF PROSECUTOR SAVAS'S REQUEST TO PREVENT HADEP'S PARTICIPATION TO GENERAL ELECTIONS

    ANKARA, March 5 (A.A) - Constitutional Court will discuss the request of Vural Savas, Chief Prosecutor of Supreme Court, to prevent Peoples' Democracy Party (HADEP) to participate in general elections that will take place on April 18.

    If the Constitutional Court accepts request of Savas, HADEP will not be able to participate in general and local elections that will take place on April 18.

    Savas, in his application, said Constitutional Court was given the authority to close a political party and to prevent its participation to all other elections under Article 68 and 69 of the Constitution and under Article 68 and 69 of Political Parties Law. Savas also noted that allowing HADEP to participate in elections will create countless objectionable situations.

    Savas also said terrorists of the PKK forced people to give their votes to the candidates of HADEP.

    Meanwhile, lawyers of HADEP, in a responsive petition given to Constitutional Court, requested the rejection of Savas's call on grounds that it did not have any constititional or legal base.
