[02] BOMB EXPLODES IN FRONT OF A SHOP IN ISTANBULISTANBUL, Jan 8 (A.A) - A bomb left by unidentified assailants, exploded in front of a shop in Atakoy district of Istanbul province, it is reported on Thursday.The bomb exploded in front of the Colin's Jeans shop which belonged to Sahin Eroglu at 11.30 p.m. local time. No injuries or death were reported in the incident, while the windows of the shop were broken and a car parked in front of the shop damaged. The police found out that the explosive was a hand bomb in the investigation and they continue the efforts to arrest the suspects. Meanwhile, another bomb was found in front of a house in Bursa province. The bomb was left in front of a flat in a building in Nilufer district of Bursa province led to fear and excitement. The police said that the hand bomb, which was made ineffective by the experts, was assault type and that the investigation was underway. Wheeler recalled that Ocalan was wanted by Interpol and that South Africa was a member of Interpol. Massimo D'Alema, Italian Prime Minister, speaking to press last week, said ''Ocalan is a free person. He may take on a plane and go. He may be judged and sentenced if he stays here.'' [06] GERMANY AND CANADA INTEREST IN GARBAGE AND WASTE WATER OF GAPSANLIURFA, Jan 8 (A.A) - Germany and Canada interested in the garbage and waste water of southeastern Sanliurfa province, which is the center of Southeastern Anatolian Project (GAP). Ahmet Bahcivan, Mayor of Sanliurfa said, ''we have received proposal from Germany and Canada for waste water purification and garbage burning installations.''Speaking to A.A correspondent Bahcivan said they were pleased to receive such an offer from Germany and Canada for the 100-million dollar waste water purification and garbage burning installation which the municipality planned to establish. Bahcivan said the project was planned to be realized by build-operate- transfer model and that they evaluated both of these proposals. He said the experts were investigating these two projects, adding that with the garbage burning installation, they will get electricity energy. Bahcivan said their only condition was that the installations should be completed within 18 months ''foundation of the installations will be laid in May.'' [07] ECEVIT, PRIME MINISTER-DESIGNATE: ''WE WILL CONSULT ON INDEPENDENT NAMES''ANKARA, Jan 8 (A.A) - Bulent Ecevit, leader of Democratic Left Party (DSP), who was assigned to form the new government, said on Friday that they will consult the parties who expend support to government on the names of the independent ministers who will take part in the new cabinet.When recalled the news reports that Tansu Ciller, leader of True Path Party (DYP), wanted the appointment of three independent ministers among the names she wanted, Ecevit said ''under the Constitution, we will consult each other about the names who should be independent.'' Ecevit also expressed hope that he will be able to form the government on Monday. [08] IZMIT GULF TO BE CONNECTED TO THE BLACK SEA BY A CANALSAKARYA, Jan 8 (A.A) - Izmit Gulf will reach Black Sea by being connected to the Sakarya River with a 45-kilometre-canal within the scope of Sakarya River Transportation Project, it is reported on Friday.Governor Yener Rakicioglu told A.A correspondent that the scope of the Sakarya River project is being widened and turned into a project titled ''Sakarya River-Izmit Gulf Inner Water Way Project.'' Stating that this project foresees the connection of Izmit Gulf to the Sakarya River by a 45-kilometre-canal, Rakicioglu said, ''Izmit Gulf will reach to Black Sea by this project.'' Noting that this canal will not have a connection with the Sapanca Lake, which is the supply of water of the settlements in Adapazari province and its vicinity, Rakicioglu said that the route of this canal was parallel to the Izmit-Adapazari railway. Stressing that the cost of the Sakarya River Transportation Project is 500 million US dollars including the cost of Inner Water Route Project, Rakicioglu said, ''we plan to realize this project in build-operate- transfer (BOT) model. In case the Treasury ratifies this project, I hope that many companies request to undertake the project.'' Rakicioğlu said that the Sakarya River Transportation project aims to decrease the transportation costs of the industrial enterprises in their exportation to the countries which have shores to Black-Sea, and it gains importance with the Free Zone determined to be set up in the region. State Planning Organization (DPT) ratified the first step of the project, which is the Adapazari-Karasu part. The construction of Adapazari-Izmit Gulf, which is the second step of the project, will be launched in the coming months. The third step is including Bilecik and Adapazari transition to the Sakarya River Transportation project. This transportation project was on the agenda of the Ottoman Empire until 1600, however it could not be realized due to technological insufficiencies. [09] HUMAN RIGHTS COORDINATOR SUPREME COMMITTEE MEETING - COMMITTEE TAKES RECOMMENDATORY DECISION ON THE ISSUE OF INCLUSION OF SEVERAL PRINCIPLES IN A DRAFT ENVISAGING CHANGES IN CRIMINAL TRIAL PROCEDURE LAWANKARA, Jan 8 (A.A) - Human Rights Coordinator Supreme Committee on Friday took a recommendaroty decision on the issue of including several principles in a draft resolution envisaging changes in Criminal Trial Procedure Law (CMUK).The Committee convened under the leadership of Hikmet Sami Turk, Minister of State. Speaking after the meeting Turk recalled that interrogation judgeship was annuled with a change in 1985, and added that the ongoing study carried out with the coordination of Justice Ministry to bring another system was about to be concluded. Turk said the report prepared stated that returning back to interrogation judgeship system will cause the cases to be extended. Turk said the recommendatory decisions are as follows: -Two stages in penalty judgment which is preparation and final investigation, should continue, -Preparation investigation should be carried out by Republican Prosecutorship except some situations which the law determined, -Position of accused should start after Prosecutor's indictment is accepted, -The indictment failing to have legal conditions should be rejected by the Court if necessary, -The complainant should have the right to oppose if it is decided that there is no need for opening a last interrogation. [10] MORE THAN 12 THOUSAND ILLEGAL IMMIGRANTS CAPTURED IN EDIRNE PROVINCE IN 1998EDIRNE, Jan 8 (A.A) - The security forces captured a total of 12 thousand 178 immigrants who were trying to pass the Turkish borders illegally, in Edirne Province in 1998, it was reported on Friday.Officials told the A.A correspondent that a total of 667 separate incident occured in Edirne and surroundings. A total of 10 thousand 519 people, including 163 Turks, captured as they were trying to proceed to Greece illegally. In the same period a total of 659 immigrants who entered Turkey illegally, were captured in 82 separate incidents. Officials noted that the immigrants enter Turkey from countries surrounding Turkey from the border in the eastern and southeastern region. There were Iraqis, Iranians, Pakistanis, Bangladeshis, Afghans, Algerians, Egyptians, Tunusians, Sudaneses and Nigerians. Immigrants were taken into custody for violating the Turkish borders and the passport law and then deported once the legal proceedings are completed. [11] EFFORTS TO FORM THE NEW GOVERNMENT - ECEVIT, PRIME MINISTER-DESIGNATE: - ''WE CANNOT ADMIT PRESSURE ON OUR EFFORTS TO FORM NEW GOVERNMENT''ANKARA, Jan 8 (A.A) - Bulent Ecevit, the Deputy Prime Minister, Minister of State and the Leader of the Democratic Left Party (DSP) who was re-assigned to form the new government, rejected on Friday the allegations claiming that Tansu Ciller, the Leader of the True Path Party (DYP) does not want Hikmet Ulugbay, the National Education Minister, in the new government.Responding to questions of journalists before his meeting with Recai Kutan, the Leader of the Virtue Party (FP), Ecevit stressed that the DSP cannot admit any pressure on its efforts to form the new government. Ecevit told the reporters that Ciller only expressed sensitiveness over the issue. Responding to a question whether the three independent ministers who will assigned in the cabinet, will be elected among bureaucrats, Ecevit stressed, ''the issue has not been discussed yet. We should reach a concensus of opinion on it.'' The only sunken ship belonging to the classical age, will be brought to light by the Turkish and foreign archaeologists.The Tektas wreckage belonging to the B.C. 5th century, which was found several years ago in the Aegean Sea near Cesme County of Izmir Province, will provide information about the marine trade of a period when many famous philosophers and scientists lived through. George Bass, the Chairman of the Bodrum Underwater Archaeology Institute who is also known as ''father of underwater archaelogy'', will lead the excavations. Responding to questions of the A.A correspondent, Tufan Turanli, the Coordinator of the Institute, pointed out that the wreckage is 39-42 metre in depth. Noting that the excavations are expected to be completed within two years, Turanli told the A.A correspondent that there are more than 60 amphoras on the wreckage. Stressing that the excavations will shed light on a period which is still unhnown to human, Turanli added that the excavation will begin in May with the participation of many Turkish and foreign archaelogists and Oguz Alpozen, the Director of the Bodrum Underwater Archaeology Museum. Turanli noted that the annual cost of the excavations will be about 250 thousand US dollars. Tufan Turanli emphasized that a new method will be used during the excavations for the first time. Describing the most important point in the underwater archaeology as the making detailed maps of the finds, Turanli stressed his new method is based on ''photogremmetry'' and envisages the making of the maps through the use of photographs. He added that the time which is being wasted underwater, will reduce to 5 percent by using the new method. [13] A TOTAL OF 115 ILLEGAL IMMIGRANTS CAPTURED IN EDIRNE PROVINCEEDIRNE, Jan 8 (A.A) - The Gendarmes captured on Friday a total of 115 immigrants in Meric County of Edirne Province, who were trying to proceed to Greece illegally.Officials told the A.A correspondent that 37 Iraqis, 34 Iranians, 34 Pakistanis, 4 Palestinians, 3 Rwandans, one Indian, one Tunisian and one Turkish people were captured by gendarmes and taken into custody for violating the Turkish borders and the passport law. The immigrants will be deported once the legal proceedings are completed. [14] CONTACTS OF BENDJAMA, SECRETARY GENERAL OF ALGERIAN FOREIGN MINISTRY, IN TURKEYANKARA, Jan 8 (A.A) - Amar Bendjama, the Secretary General of the Algerian Foreign Ministry who pays an official visit to Turkey, came together on Friday with Korkmaz Haktanir, the Undersecretary of the Foreign Ministry.Addressing the journalists following the meeting, Bendjama noted that he is in Turkey within the framework of consultation mechanism between Turkey and Algeria. Bendjama stressed that his meeting with Haktanir focused on the latest developments in the Middle East and the Northern Iraq, adding that they have reached agreement to cooperate on the struggle against terrorism. Pointing out that Turkey and Algeria share similar opinions about the terrorism, Bendjama emphasized that terrorism has no limit. He told the reporters that Turkey and Algeria plan to organize an international conference over the issue. Bendjama was also received by Ismail Cem, the Foreign Minister. He is scheduled to meet with Murat Karayalcin, the Chairman of the Foreign Affairs Commission of the Parliament, later today. Kutan stressed that they believe the Ecevit's government will be the same with the 55th government which was collapsed following the corruption allegations. [19] ANKARA-ISTANBUL DOUBLE-TRACK FAST TRAIN RAILWAY PUT OUT TO TENDERANKARA, Jan 8 (A.A) - Ankara-Istanbul Fast Train Railway construction project is re-activated, it is reported on Friday.The Transportation Ministry put out to tender the ''Research and Project'' services, the first stage of the double-track railway, which was on the agenda of Turkey for 30 years. The Directorate General of the Construction of Railways, Harbours and Airports of the Trasportation Ministry will receive bids until February 18, 1999. The foreign companies can join the tender on condition that their pilot companies are Turkish companies. A total of 1,9 trillion Turkish liras was allocated for investment for the project in 1999. The fast trains will connect Ankara to Istanbul. The duration of the train journey between the two cities will decrease to four and a half hours from approximately seven hours. After the project studies are completed, the construction of the railway will be put out to international tender. The officials said that the railway project also includes the construction of many tunnels. The officials said that Ayas Tunnel, a big portion of which is constructed, will also be included in the project after some revision studies are carried out. [20] A TEXTILE FACTORY TO BE SET UP IN ASHKABAT BY THE TURKISH-JAPANESE COMPANIESASKHABAT, Jan 8 (A.A) - A textile factory will be set up by the Turkish- Japanese companies in Ashkabat, capital city of Turkmenistan, it is reported on Friday.The factory which will be constructed by Turkish Calik Holding and Japanese Mishubishi companies, is situated in a field in the southeast of capital Ashkabat. The machines to be used in the ''Ashkabat Textile'' factory, which will be completed until the Indepence Day of Turmenistan next October, are brought from Turkey, Japan, Switzerland and Germany. The cost of the factory which will produce 25 different kinds of fabrics, will be 142 million US dollars. This amount will be met with the credit given by Japanese Eximbank. A total of 1,800 people will be employed in the factory. [21] TURKEY WARNS ITALYROME, Jan 8 (A.A) - Turkey warned on Friday Italy to capture and arrest three leading names of the separatist terrorist organization PKK if they arrive in Italy in the coming days.Officials at the Turkish Embassy in Rome told A.A correspondent that Turkey gave a note to the Italian Foreign Ministry at the beginning of this week for the arrest of Cemil Bayik, Duran Kalkan and Ali Sapan, leading names of the separatist terrorist organization. Inal Batu, the Turkish Ambassador to Italy, reminded that there are arrest warrants for three terrorist, and three of them were wanted by Interpol. Augusto Sinagra, the Lawyer of Turkey, warned earlier the Italian government that the mentioned terrorists could come to Rome. Sinagra had emphasized that there were decisions of arrest for the three persons who were wanted by Turkish justice for serious terrorism crimes.
