DSP will show Tasdelen as its candidate for being the mayor of Ankara. DEMIREL'S NEW PLAN SABAH (LIBERAL)A FORMULA WITHOUT FPPrime Minister-Designate Yalım Erez will meet with Recai Kutan, the leader of the Virtue Party (FP) today. However Kutan said that Erez and Deniz Baykal, the leader of the Republican People's Party (CHP) who met each other yesterday, agreed upon the participation of CHP to the government. Kutan said that Erez government will be formed according to the model proposed by Deniz Baykal. SUKUR TO LEAVE FOR ITALY CUMHURIYET (LEFT)DIFFICULT YEAR IN ECONOMYTurkey which has a foreign debt of 450 trillion liras and 5.2 trillion liras of internal debt to be paid within the first three months of 1999, is in scarcity of sources. Meanwhile, the expected decrease in the inflation could not be reached. TURKEY'S FUNDAMENTALIST MAP RADIKAL (LEFT)THE TARGET IS REACHED IN 1998The State Institute of Statistics (DIE) announced that the inflation rate in wholesale prices was 54.3 percent and the inflation in consumer prices was 69.7 percent in 1998. The inflation rate in December 1998 for wholesale prices became 2.5 percent while the inflation in the consumer prices was 3.3 percent. CANDIDACY RUSH YENİ YÜZYIL (LIBERAL)OCALAN LIKES ITALY VERY MUCHAbdullah Ocalan, the chief of the separatist terrorist organization PKK does not want to leave Italy, because he thinks that if he leaves Italy, his dream of being a political figure will also end. Russian and Italian communists also extend support to Ocalan, the chief terrorist. TÜRKİYE (RIGHT)BAYKAL SUPPORTS EREZYalım Erez, the Minister of Industry and Trade and Prime Minister-Designate met on Sunday with Deniz Baykal, the leader of the Republican People's Party (CHP). After the meeting, Baykal said that Erez continues to launch efforts to form a government by good will and determination, adding they support the efforts of him. ELECTION PAIN ZAMAN (CONSERVATIVE)OPERATION IN URFATurkish police in the southeastern province of Sanlıurfa discovered a large scale ammunition smuggling scheme when they seized 37,000 rounds of bullets hidden on a truck. [02] THE BALKAN DEFENSE MINISTERS' MEETING TO BRING TURKISH AHD GREEK DEFENSE MINISTERS TOGETHERATHENS, Jan 4 (A.A) - The Balkan Countries' Defense Ministers' meeting will be held on January 12 in Athens, Greece and Ismet Sezgin, the Turkish Defense Minister will come together with Akis Cohacopulos, the Greek Defense Minister during the meeting, it is reported on Sunday.The Balkan Defense Ministers' meeting will be held in order to realize a full cooperation among the Balkan countries at the military level. The maneuver possibilities of the multinational military force, which was planned to be deployed in the Balkans will also be taken up at the meeting. The military force could not start to function because the countries could not reach an agreement about the deployment of the headquarters of the force and due to the disagreements between Turkey and Greece. The disagreement between the sides was overcome during the meeting held in Istanbul in November and the Balkan countries decided to start the functioning of the force. The military force's headquarters will be in Plovdiv city of Bulgaria for four years, then it will continue to function in Constanta city of Romania and lastly in Edirne province of Turkey. After 12 years, the headquarters will move to Kilkis city of Greece. Meanwhile Sezgin and Cohacopulos will come together for the first time after the decision concerning the annulment of deployment of S-300 missiles at the Greek Cypriot side. [03] JOHN, GERMAN FOREIGNERS OFFICIAL: ''TURKISH-GERMAN RELATIONS SHOULD BE NORMALIZED''BERLIN, Jan 4 (A.A) - Barbara John, the foreigners official of Berlin state in Germany said on Sunday that the relations between Turkey and Germany have to be improved and normalized.Responding to questions of weekly Focus magazine, John stated that the two countries need each other, adding the two sides should give up accusing each other in an exaggerated way. Claiming that Turkey seems to consider herself as a victim of an international plot, John said Germany turned back the expectations of Turkey including the membership to the European Union (EU) and this played an effective role concerning these developments. John stressed that both sides have to be open to right criticisms in order to improve the bilateral relations. Noting that the racist attacks which took place in Molln and Solingen cities of Germany shook the trust of Turkish people towards Germany and German people, John claimed that Turkey does not want to take into consideration the criticisms of Germany in the field of human rights. [04] ''IMPORTANCE OF TURKEY'' IN WASHINGTON TIMESWASHINGTON, Jan 4 (A.A) - An interesting article about the importance of Turkey was published in American newspaper of Washington Times on Sunday.David Jones, the Chief Editor of Foreign News Department of the paper said in the article that Refet Kaplan, a young journalist of Turkish origin who worked in Washington Times was very interested in the issues that concern Turkey, adding ''I should frankly say that in that period I was not interested in issues about Turkey that much, but I was respecting the works of Kaplan.'' Noting that they invited Richard Holbrooke to the office one day, David Jones said Holbrooke told them that he likes to read Washington Times as it covered news about Turkey, stressing that the paper grasped the importance of Turkey. Holbrooke stated that the position of Turkey is at an importance point, Turkey is surrounded by the west which is a secular and prosperous group of countries on the one hand and by countries like Syria, Iraq and Iran which don't respect democratic values and by the reviving radical Islamism on the other hand, said Jones. ''It was so easy to accept the argument of Holbrooke who said that Turkey had to integrate with the west,'' said Jones, adding Tansu Ciller, when she was prime minister, defended the same views in a meeting held at the office. ''However she was not as persuasive as Holbrooke because she served her own political needs,'' Jones said. David Jones pointed out that the biggest hurdle that stands in front of Turkey's integration with Europe is Turkish-Greek conflict and the Cyprus question, stressing that the claims put forward about human rights in Turkey and Germany's being afraid of an immigrant worker flow constituted other obstacles for Turkey. ''American diplomats worked to solve the Cyprus question in an intensive, but quiet manner. I suppose the American diplomats had fun during the new year celebrations after the decision taken by Glafcos Clerides, the Greek Cypriot leader,'' added Jones. Clerides gave up to deploy the S-300 missiles on Cyprus last week. The US administration had warned Clerides to ''cancel the S-300 missiles.'' Richard Holbrooke still works as the US President's Special Envoy for Cyprus. [05] FINALLY HAKAN SUKUR GIVES HIS DECISION - STRIKER OF GALATASARAY FC TO LEAVE FOR ITALY ON MONDAY WITH HIS PARENTSISTANBUL, Jan 4 (A.A) - Hakan Sukur, the striker of Galatasaray football club and a famous football player of the Turkish national team finally gave his decision by ending the speculations about his joining the Italian football club Juventus and said that he will leave for Italy with his family on Monday.Responding to questions of journalists, Sermet Sukur, the father of Hakan Sukur said that it will not be easy for Hakan Sukur, who was an emotional person, to leave Galatasaray football team. ''This problem became an issue of the whole country, it has become an issue which concerns the state officials. Juventus does not want every football player and Galatasaray does not give every football player to Juventus,'' said Hakan's father, adding ''Hakan will be more successful in Juventus and we won't leave him alone.'' Noting that Juventus wishes to see Hakan Sukur to play for them, Sermet Sukur said Hakan is ready for that. Hakan Sukur will leave for Italy on Tuesday at the latest if the proceedings of his family about their passports are not completed. [06] 21 POLITICAL PARTIES TO PARTICIPATE IN GENERAL AND LOCAL ELECTIONS ON APRIL 18ANKARA, Jan 4 (A.A) - The Supreme Election Council announced on Monday that 21 political parties will participate in the general and local elections that will be held on April 18, 1999.According to the Supreme Election Council decision published in the Official Gazette the same day, following political parties will participate in the 21st term general and local elections: ''The Motherland Party (ANAP), Great Union Party (BBP), Republican People's Party (CHP), Democratic Party (DP), Democracy and Peace Party (ODP), Democratic Turkey Party (DTP), Democratic People's Party, Democratic Left Party (DSP), True Path Party (DYP), Virtue Party (FP), People's Democracy Party (HADEP), Labour Party (IP), Liberal Democratic Party, People's Party, Nationalist Movement Party (MHP), Freedom and Solidarity Party, Socialist Power Party, Re-Birth Party, Peace Party, Labour's Party and Changing Turkey Party (DEPAR).'' [07] ELECTION TERM STARTSANKARA, Jan 4 (A.A) - The term for the general and local elections and the political phohibitions concerning this period started on Monday.The election term will continue till April 18, 1999, which is the election date. The political parties will notify the methods of determining their candidates for the elections to Supreme Election Council till January 8 and the deadline for civil cervants to resign from their jobs who want to run for candidacy is January 11. The Supreme Election Council warned all the political parties and other concerned institutions about the prohibitions that will be valid in the election term. [08] ROKETSAN, A TURKISH FIRM AIMS TO BE THE LEADING MISSILE AND ROCKET PRODUCER OF THE WORLD IN THE 21ST CENTURYANKARA, Jan 4 (A.A) - Roketsan, a leading Turkish firm in the field of missile and rocket industry also targets to be an outstanding missile and rocket producer in the world in the 21st century by using native technology, it is reported on Monday.Roketsan officials told A.A that Roketsan which functions by high technology and in line with NATO standarts, produces in many fields including rocket fuel and rocket pieces. Roketsan, which was established in 1988, has an advanced solid fuel technology known as Hydroxyl Terminated Polybutadiene (HTPB). The firm which has been producing the launcher and flight motors of Stinger type missiles, also produces T-122 rockets having a range more than 33 kilometers and SR-122 and TR-107 rockets. Roketsan which meets the middle-range rocket needs of the Turkish Armed Forces, also attributes importance to research and development (R&D). [09] NATIONAL INCOME DUE TO REGIONS IN TURKEYANKARA, Jan 4 (A.A) - Big differences among regions are seen in Turkey concerning the Gross Domestic Income (GDP), it is reported on Monday.While the GDP of Marmara region reaches 71.6 billion dollars, GDP of the Eastern Turkey is 7.9 billion dollars and those of Southeastern Turkey is 9.2 billion dollars. The serious imbalance seen among provinces is also reflected in the regions, the income per person in Marmara and Aegean regions are beyond the average of Turkey, however the income level is half of those in Eastern and Southeastern Turkey. According to the State Institution Statistics (DEI), the national income of Marmara region is 71.6 billion dollars, Central Anatolia's income is 29.1 billion dollars, Aegean region's income is 28.8 billion dollars, Mediterranean's income is 23.7 billion dollars, the Black Sea region's income is 18.2 billion dollars, the Southeastern region's income is 9.2 billion dollars and lastly the Eastern region's income is only 7.8 billion dollars. When we take take into consideration the income of provinces, Istanbul comes the first with its 43.8 billion dollars of national income. Izmir follows Istanbul with 13.4 billion dollars and Ankara comes the third with 12.9 billion dollars. Ciller's and her party's support to me is very precious, however I should know whether or not a minority government that will be formed by me can get a vote of confidence in the parliament. The view of the Motherland Party (ANAP) is important in this regard, thus I have to meet with Mesut Yılmaz, the leader of ANAP. Moreover, I am not assigned to form the government, the issue depends on the appreciation of President Suleyman Demirel.'' Noting that there are still three months for the general elections, Ecevit said that Ciller did not put forward any condition concerning the possibility of a minority government that can be formed by him. ''This is a new situation and I will make an evaluation with my friends,'' he added. [11] TURKEY-STOCK EXCHANGE - IMKB FIRST SESSION - NATIONAL-100 INDEX RISES TO 2,687.90 WITH AN INCREASE OF 89.98 POINTSISTANBUL, Jan 4 (A.A) - The Istanbul Stock Exchange (IMKB) National-100 Index in the first session increased 89.98 points to 2,687.90 and shares gained 3.46 percent in value compared with prices at the close of Thursday's second session, it was reported on Monday.At the close of the first session, the financial index increased 113.82 points to 3,383.40, the industrial index rose 64.81 points to 2,008.48 and the services index climbed 139.57 points to 3,836.08. The financial shares gained 3.48 percent in value, the industrial shares gained 3.33 percent in value and the services shares gained 3.78 percent in value compared with Thursday's second session close. A total of 238 of the 281 shares gained in value, 19 shares lost in value while the prices of 24 shares didn't change. The trading volume in the morning session was 28.4 trillion Turkish Liras. [12] CILLER, LEADER OF DYP: ''WE CAN ACCEPT A MINORITY GOVERNMENT''ANKARA, Jan 4 (A.A) - True Path Party (DYP) leader Tansu Ciller said on Monday that they would accept a minority government formed by Democratic Left Party (DSP).Ciller told reporters following his meeting with Bulent ecevit, DSP leader, that they would accept a minority government which will be formed by DSP leader Bulent Ecevit on condition of ''search for a broad-based external support.'' Ecevit also told reporters that ''DYP leader Tansu Ciller told me that they would give external support to the minority government I would form.'' Following her meeting with Ecevit, Tansu Ciller met with Recai Kutan, the leader of the Virtue Party (FP). Ciller held a 55-minute meeting with Kutan at the Parliament. Ciller, later met with Mesut Yilmaz, the Prime Minister and the leader of the Motherland Party (ANAP). Meanwhile, DSP leader Bulent Ecevit also met with Prime Minister Mesut Yilmaz. [13] CILLER, LEADER OF DYP: ''WE WILL BE THE FIRST PARTY TO SUPPORT THE MINORITY GOVERNMENT FORMED BY MR. ECEVIT''ANKARA, Jan 4 (A.A) - Tansu Ciller, the leader of the True Path Party (DYP), said on Monday that they would support the minority government, which would be formed by Bulent Ecevit, the Deputy Prime Minister and the leader of the Democratic Left Party (DSP), on the condition of ''search for a broad-based external support''. ''We, as the DYP, are seeking solutions. We are putting the very-short way, which will enable the country to have healthy general elections, in front of the Parliament's initiative,'' Ciller said.Addressing a press conference she held at the parliament following her talks with Bulent Ecevit, the leader of DSP; Recai Kutan, the leader of the Virtue Party (FP), and Mesut Yilmaz, the Prime Minister and the leader of the Motherland Party (ANAP), Tansu Ciller said that the recent developments had driven the public into despair, adding that ''we, as the DYP, decided to assume an attitude aiming for the necessity to save the public from ambiguity. We have launched an initiative which will enable the parliament to have a government, guarantee the elections and prevent any trick in this field.'' ''Also, we are not opposed to the premiership of Mr. Ecevit. We are putting ourselves in for this duty, we can receive and give support. Formation of a government led by a political party leader is our condition,'' she stated. ''We, as the DYP, decided to cease the issue by taking up the initiative. This issue should be like this and the solution should be left to the Parliament's initiative. Within this framework, we conveyed this proposal to every political party, which has a group in the parliament, within the framework of dialogue. The government to be formed should be led by a political party leader in accordance with the parliamentary democracy. We state that we will support the government which will be formed within this framework. We are putting on the agenda the minority government, which will be fomed by Mr. Ecevit, on the condition of a search for a broad-based external support. We declare that we will be the first party to support such a minority government. Our only expectation from this government is to enable Turkey to have healthy general elections on 18 April 1999,'' Ciller said. ''However, we wouldn't give a minister to this government, we won't take the responsibility of such a government. I hope other political parties will approach positively. I believe that we can provide the majority. Now we will wait and see. This approach will bring Turkey into the elections. If the events will develop in accordance with our specifications, th new government will be formed within two or three days,'' she stated. [14] YILMAZ-ECEVIT MEETING ENDS - ECEVIT, DEPUTY PRIME MINISTER: ''YILMAZ DOES NOT FIND CILLER'S PROPOSAL ODD''ANKARA, Jan 4 (A.A) - Bulent Ecevit, the Deputy Prime Minister and the leader of the Democratic Left Party (DSP), said on Monday that Premier Mesut Yilmaz did not find the minority government proposal of Tansu Ciller, the leader of the True Path Party (DYP), as odd. Ecevit said, ''at this moment, the approval of President Suleyman Demirel attaches the importance.''Talking to reporters after his meeting with Yilmaz, Ecevit said that he informed Yilmaz about his meeting with Ciller. Ecevit said that Ciller's proposal was one of the three possibilities of a new government which he proposed while he was given the mandate of forming the new government. Responding to a question about the attitude of Yılmaz to this proposal, Ecevit said, ''at this moment, Demirel's approval of the minority government is important. I cannot say anything before Demirel evaluated the new situation.'' Ecevit also said that Yılmaz told him that ''he did not find this formula odd, and he supported this government formula before.'' Responding to a question if he finds odd the visit of Ciller ''when Yalım Erez (independent deputy) was given the mandate to form the government'', Ecevit said, ''she already did not accept the mandate of Erez. She had assumed an attitude against him. That's why, it is not odd.'' [15] YILMAZ-ECEVIT MEETING ENDS - PRIME MINISTER YILMAZ: ''WE WILL SUPPORT A GOVERNMENT FORMED BY ECEVIT'' ''IT SEEMS THAT THE LEADERS HAD A COMPROMISE FOR THE FIRST TIME''ANKARA, Jan 4 (A.A) - Mesut yilmaz, the Prime Minister and the leader of the Motherland Party (ANAP), said on Monday that the political party leaders had a compromise on a minority government formula which could get a vote of confidence in the parliament for the first time. Yilmaz said, ''we stated before that we support a minority government. The minority government formula is not a problem for our party. Now, the approval of President Suleyman Demirel is important.''Yilmaz met with Bulent Ecevit, the Deputy Prime Minister and leader of the Democratic Left Party (DSP), after meeting with Tansu Ciller, the leader of the True Path Party (DYP). Making a statement to the journalists after his meeting with Ecevit, Yilmaz said ''the political party leaders could not have a compromise on a government formula which can have the vote of confidence until now. As Ciller accepted the minority government formula under the premiership of Bulent Ecevit, it seems that the leaders have a compromise at last.'' Recalling that his party stated that it supported the minority government formula under the premiership of Ecevit, when Ecevit was given the mandate of forming a new government in December, Yilmaz said, ''thus, this type of goverment is not a problem for our party.'' Stating that they would support any government formula which needed the contribution of ANAP, Yilmaz said, ''now, the approval of the President Suleyman Demirel is important.'' [16] BAYKAL, LEADER OF CHP: ''ANAP AND DSP LEFT EREZ IN THE LURCH''ANKARA, Jan 4 (A.A) - Deniz Baykal, the leader of the Republican People's Party (CHP), said on Monday that the Motherland Party (ANAP) and the Democratic Left Party (DSP) left Yalim Erez, an independent deputy from Mugla province, in a difficult situation.''ANAP and DSP convinced Tansu Ciller to support the minority government led by Ecevit by showing the death with Erez,'' Baykal said. Speaking to reporters following his meeting with Tansu Ciller, the leader of the True Path Party (DYP), Baykal said, ''Mr. Erez started the search with the support of ANAP and DSP. However, now he saw that they gave up backing him. I think nobody wants to face with such a thing.'' Denktas added, ''they long for the federation. But now, confederation is on the table. The Greek Cypriots can long for the confederation one day.''Emphasizing that the Greek Cypriots have to accept that they are not the government of the Turkish Cypriots, Denktas called Clerides to hold negotiations for the confederation. Stating that the Greek and Greek Cypriot partners started quarrelling when they could not have the weapons they wanted, Denktas added that this result was natural. Pointing out that the basic issue was Greek Cypriots' efforts to use the missiles as a bargaining issue, and the support of the US, Britain and the United Nations Security Council for this, Denktas said, ''we won't forget the words of Clerides. He says 'the U.S. promised to decrease the number of weapons and to provide the attendance of Denktas to negotiations.' I cannot know whether or not the US government promised these.'' ''TSK states its ideas and evaluations when required. To this end, it does not need a mediator,'' it added.A statement issued by the Office of the Chief of General Staff said, ''we feel sad about the biased and unreal news, comments and implications about Turkish Armed Forces (TSK) published in some of the newspapers and broadcasted in some of the television channels. Turkish Armed Forces, with the help of the constitutional institutions and great Turkish nation for which it is always at service, continues to struggle against the persons who want to remove the basic qualities of the Republic written in the Turkish Constitution and who want to separate Turkey, and who want to set up a state based on Shariah (Islamic law) principles.'' ''TSK will maintain its stances and behaviours it showed until today by being bound to its mandates and responsibilities foreseen by the Constitution and the laws, without changing its behaviours,'' the statement added. Stressing that the decisions are taken and applied within the chain of order and command in the TSK, the statement said, ''The Turkish Armed Forces personnel and the Turkish citizens with common sense feel regretful about the efforts which try to bring discord to the relations of the commanders by claiming that they have different ideas and by declaring that they prefer something to another. Turkish people know that this kind of efforts are in vain in a period when Turkey needs stability and a new government the most.'' The statement emphasized, ''thus, some persons' behaviours as if they were the spokesmen of the TSK, and their claims that TSK supports their ideas do not comply with the moral values. TSK states its ideas and evaluations when required. To this end, it does not need a mediator.'' ''TSK maintains its mandate by being conscious about its responsibility to deserve the reliance of the Turkish nation and continues to be guarantor of the Republic and the country,'' the statement added.
