  • [01] TWO CROP DUSTERS CRASH

    ANKARA, Aug 12 (A.A) - Two crop dusters for spraying pesticides crashed in southern Adana and Hatay Provinces on Tuesday, killing one pilot and injuring the other.

    One plane crashed at Kapulu of Adana Province and the pilot died soon after being rushed to a hospital.

    Another plane crashed near Reyhanli County of Hatay Province, leaving the pilot slightly injured.

    The investigations into the two crashes are underway.

    [02] SEZGIN, DEPUTY PRIME MINISTER: ''TURKEY HAS TO ENTER THE EU''

    KUSADASI, Aug 12 (A.A) - Ismet Sezgin, the Deputy Prime Minister and Minister of Defense, said on Tuesday that the new world order was very difficult, adding that all sections of the society have to attach importance to knowledge in order to keep up with this era.

    Addressing a dinner hosted by the Soke Association of Young Businessmen in Kusadasi County in the Aegean Aydin Province, Sezgin said he regarded young businessmen as young brains and wanted them not to be fatalistic.

    Sezgin said that globalization also put its seal on Turkey in the 21st century, so the Turkish community has to conform by catching up wýth the accumulation of information in countries which believe in democracy in the new world order.

    Stressing that Turkey had to take important steps between 1923 and 1998, Sezgin said that the per capita national income was two US dollars in 1950 and now it is 2,000 US dollars. Sezgin said that Turkey produced and exported the computers of the F-16 war planes which the US produced.

    Sezgin pointed out that Turkey was situated in the very heart of Eurasia, adding that this should be evaluated well.

    Defending that Turkey has to enter the European Union (EU), Sezgin said ''Western countries should get rid of the mortgage of Greece and provide for Turkey taking her place in this market.''

    [03] INTERNATIONAL IZMIR FAIR - BOYACIOGLU, EXECUTIVE DIRECTOR OF IZFAS: ''A TOTAL OF 1,400 COMPANIES TO PARTICIPATE IN THE FAIR''

    ISTANBUL, Aug 12 (A.A) - Mustafa Boyacioglu, the Executive Director of the Izmir Fair Corp. (IZFAS), said that a total of 1,400 companies from 39 countries will participate in the International Izmir Fair this year. He said 276 of these companies will be from abroad.

    The promotion meeting of the ''International Izmir Fair'' was held at The Marmara Hotel on Tuesday. The 67th year of the fair will be held this year.

    Addressing the meeting, Boyacioglu said that the main aim of the fair was friendship, brotherhood and peace, adding that cultural and social acitivities as well as traditional organizations will take place within the context of the fair.

    Noting that the required infrastructure was established to make Izmir the ''city of fairs'', Boyacioglu said ''we attach importance to the fair by establishing the infrastucture at the Culturepark. Izmir will be a city of congresses, seminars and fairs.''

    The International Izmir Fair will be held between 26 August and 10 September.

    [04] FOUR FLAT BUILDING THAT RECEIEVED DAMAGE DURING QUAKE, COLLAPSES

    CEYHAN, Aug 12 (A.A) - A four-flat building, which had received great damage during the major earthquake measuring 6.3 on the Richter Scale in Ceyhan County in southern Adana Province on 27 June 1998, collapsed on Tuesday.

    The building, which was evacuated earlier, collapsed without causing casualities or injuries.

    Cevdet Ozmen, owner of the apartment, said many of their goods remained under the ruins due to the collapse, adding that they wanted a house before winter comes.

    [06] TURKEY-UZBEKISTAN - JEC MEETING TO BE HELD IN NOVEMBER

    TASHKENT, Aug 12 (A.A) - The Turkish-Uzbekistan Joint Economic Committee (JEC) meeting will be held in Turkey in November, it was reported on Wednesday.

    Uzbek side concluded necessary preparations related to the JEC meeting which was foreseen to be held under the leadership of the Uzbek Prime Minister Utkur Sultanov and Prime Minister Mesut Yilmaz.

    An article to hold the JEC meeting between the two countries was decided on during Prime Minister Mesut Yilmaz's official visit to Tashkent in April.

    The meeting which will be held in November, will be the first JEC meeting between the two countries.

    [07] PRESIDENT DEMIREL RECEIVES ATO DELEGATION - DEMIREL: ''THE STAGNANCY IN THE MARKET IS TEMPORARY''

    ANKARA, Aug 12 (A.A) - President Suleyman Demirel said on Tuesday that the stagnancy in the market is temporary, thus there is no need to be concerned.

    President Demirel received the Ankara Chamber of Commerce (ATO) delegation led by Sinan Aygun, the Chairman of the ATO. Responding to the complaint of Aygun about the stagnancy in the market, President Demirel said that such complaints can be made occasionally, but he takes into consideration the macroeconomic outlook.

    ''A very good output year was announced in the macroeconomic outlook. We have a surplus of almost four million tonnes of wheat and two million tonnes of barley compared with last year. The year 1998 is an abundant year compared with last year. The Soil Products Office (TMO) purchases the harvests of the farmers and gives the money to the farmers. Thus, the farmers earn money, so don't worry,'' President Demirel stressed.

    Demirel stressed that inflation, from which Turkey suffers a lot, should be decreased to one-digit numbers.

    Noting that an important decrease was realized in inflation this year, Demirel said, ''but it is still above 50 percent. A considerable success will be achieved if inflation will decrease to under 50 percent.''

    Pointing out that there isn't a problem in the balance of payments this year so there is no need to be concerned, President Demirel said, ''I take into consideration the macroeconomic outlook. If you can purchase, then you have to sell in order to purchase. If Turkey has the money to purchase from abroad the goods which she needs, then don' worry. The stagnancy is temporary.''

    Emphasizing that Turkey continues her development and continues to meet her infrastructural and energy deficiencies, Demirel said that there is a boom in industrialization throughout the country.

    [08] DAMS IN GAP REGION - ALTINBILEK, DSI GENERAL DIRECTOR: ''SEVEN DAMS CONCLUDED, SEVEN OTHERS UNDER CONSTRUCTION AND TWO DAMS TO BE CONSTRUCTED IN THE REGION''

    GAZIANTEP, Aug 12 (A.A) - Dogan Altinbilek, the General Director of the State Water Works (DSI) said on Wednesday that seven dams were concluded so far within the context of the Southeastern Anatolia Project (GAP) and seven others were under construction and that two more dams will be constructed in the region.

    Speaking to the A.A correspondent, Altinbilek said that the DSI investments were composed of 13 great projects aimed at the agricultural, energy, services and environmental sectors for the improvement of water and soil sources in the GAP, which is regarded as the greatest investment in the Republican period.

    Altinbilek said that seven of the projects included within the context of the GAP are situated in the Euphrates basin and six of them are in the Tigris basin, adding ''22 dams and 19 hydroelectric power plants (HES) will be constructed on the Tigris and Euphrates Rivers in the GAP. A total of 27 billion kilowatt-hours of energy production and irrigation on approximately 1.7 million hectares of land is planned per year with the 7,500 MW established power.

    Altinbilek said that the dams concluded and the HES have the capacity of producing electric energy of 16.2 billion kilowatt-hours and to irrigate a total of 904,350 hectares of land.

    He said that the Kralkizi Dam and HES, the Tigris Dam and HES, the Batman Dam and HES, the Camgazi Dam, the Kayacik Dam, the Birecik Dam and HES, the Karkamis Dam and HES, which are still under construction are expected to produce 3.8 billion kilowatt-hours of electric energy per year and irrigate a total of 255,679 hectares of land.

    Also the project of the Ilisu Dam and HES and the Cizre Dam and HES were prepared. The GAP projects form 22 percent of Turkey's hydroelectric energy potential, which has a total of 123.4 billion kilowatt-hours.

    [09] DALYAN INFRASTRUCTURE PROJECT TO BE IMPLEMENTED

    KOYCEGIZ, Aug 12 (A.A) - Prime Minister Mesut Yilmaz will lay the foundation for the ''Koycegiz-Dalyan Infrastructure Project'' on 19 August, which is regarded as the rescue of the Koycegiz Lake and Dalyan Canals in Koycegiz County of the Aegean Mugla Province.

    The Dalyan Infrastructure Project, which is considered as one of the most important infrastructure projects in Turkey, will cost 10 trillion Turkish Liras. Imren Aykut, the Minister of the Environment, is also expected to participate in the ceremony.

    The German KWF Foundation will pay a portion of six trillion Turkish Liras and the Private Environment Protection Committee will pay a portion of four trillion Turkish Liras of the Project.

    Meanwhile, officials said that Yilmaz is also scheduled to lay the foundation of the purification plant in Gocek and the infrastructure project and solid waste purification plant in Dalaman. The officials pointed out that the region entered into a very significant infrastructure mobilization.

    [10] SPORT-BASKETBALL - TURKISH TELEKOM CONTINUES ITS VICTORIES IN ITALY

    ANKARA, Aug 12 (A.A) - The Turkish basketball team, the Turkish Telekom, which continues its training camp in Bormio, Italy, beat the Belgian Haut Halen 74-59 in its second preparatory game, it was reported on Wednesday.

    The Turkish Telekom had also led 47-33 at halftime.

    The scorers of the Turkish Telekom in that match are:

    Yigit 13, Kaan 10, Selcuk 2, Erdal 3, Faruk 6, Koul 6, Onur 1, Jerry 7, Bakari 15, Huseyin 1, Ali 8 and Victor 2.

    Coach Ercument Sunter said that their target is to play in the Saporta Cup final and rank in the first three places in the Turkish league.

    [11] UNVER, CHAIRMAN OF GAP ADMINISTRATION: ''HUMANITARIAN DEVELOPMENT PHILOSOPHY INCREASED CONCRETE CONTRIBUTIONS OF INTERNATIONAL ORGANIZATIONS TO THE PROJECT''

    GAZIANTEP, Aug 12 (A.A) - Olcay Unver, the Chairman of the Southeastern Anatolia Project (GAP) Regional Development Administration, said on Wednesday that the humanitarian development philosophy of the GAP increased the concrete contributions of the international organizations to the project.

    Pointing out in a report related to the point which the GAP has reached, Unver stressed that the views of those investing foreign capital, who were reluctant to provide contributions to the GAP by saying that it was a project to improve water sources, were changed radically and that attention aimed at the humanitarian dimensions of the project were intensified.

    Noting that the GAP, on the international platforms, reached a level which implemented ''sustainable humanitarian development'', Unver said ''the GAP, as a regional development project, aims at humanitarian development at its core, in other words, it targets increasing the quality of life.

    [12] KDP RADIO: ''SERIOUS FINANCIAL DAMAGE RECORDED IN ATTACKS ON OFFICES AND BUSINESS PLACES IN ARBIL BELONGING TO TURKMENS

    SEMDINLI, Aug 12 (A.A) - The Iraqi Kurdish Democratic Party (KDP) radio said on Wednesday that serious financial damage was recorded in attacks made on offices and business places in Arbil belonging to the Turkmens.

    The KDP radio, broadcasting from Northern Iraq, in its news bulletin given at 7:00 a.m. said that unidentified assailants launched an armed attack on offices and business places belonging to the Turkmens on 11 August in Arbil.

    Cemal San, from the Turkmen front, speakin from the KDP radio in Turkish, verified the armed attack and pointed out, ''this attack occurred to distort the Kurdish and Turkmen friendship. However, these people will never be able to reach their malicious goals. There are no reported casualities in the attack, but there is financial damage. We are launching a joint wide-scaled investigation together with the KDP to capture and punish the assailants.''

    Meanwhile, the radio said that the Kurdish refugees in Iran continue to return to Northern Iraq and that recently 36 families entered from the Haci Umran customs gate and reached Northern Iraq.

    [13] ERBAKAN WANTS TO DELAY TESTIFYING

    ANKARA, Aug 12 (A.A) - The Ankara State Security Court accepted on Wednesday the request of Necmettin Erbakan, the former leader of the Welfare Party (RP), which was closed by the Constitutional Court, to delay his questioning this week on charges of provoking hatred. The Court also decided to hold the questioning of Erbakan in September.

    Erbakan is accused of inciting hatred in a speech he made in southeastern Diyarbakir Province in 1994. The charge carries a jail sentence of between one and three years.

    Nuh Mete Yuksel, the Prosecutor of the State Security Court Republic Chief Prosecutor's Office, launched the first investigation against Erbakan within the context of the investigation opened towards the National Youth Foundation (MGV).

    The Ankara court is to take testimony from Erbakan on behalf of another court in Diyarbakir where his trial is scheduled to begin in September.

    Erbakan had sent documents to the Ankara State Security Court saying he couldn't come to the court on Wednesday because he was not in Ankara.

    THREE SOLDIERS KILLED IN CLASHES
    Three soldiers were killed and five injured during clashes between a group of PKK terrorists and security forces in Aktuluk, Tunceli, in the southeast of Turkey. Meanwhile, security forces reported that operations are continuing to find the terrorists who attacked and killed the owner of a tourism centre in Uzungol, at the Black Sea. It was also announced that security measures have been increased in and around the Uzungol tourism region. /Milliyet/

    PKK TERRORISTS KILL MAYOR
    Terrorists of the PKK terrorist organization killed Idris Meydan, the Mayor of Kocapinar at Ercis County of Van Province yesterday. Meanwhile, members of the illegal TIKKO organization killed Hidir Yazir, the father of the Democratic Left Party (DSP) Tunceli Central District Chairman Huseyin Yazir. Operations to capture the terrorists are continuing in the region. /Cumhuriyet/

    REPORT OF ISTANBUL POLICE DEPARTMENT
    The Istanbul Police Headquarters intelligence services have prepared a report on the instructions of Hasan Ozdemir, the Chief of Police. According to the 130-page report, fundamentalist and far-left organizations are intensively active in and around Istanbul. The report said, ''there are 13 fundamentalist organizations, five of which are pro-Hezbollah, active in Istanbul. The Hezbollah and IBDA/C are the most dangerous armed organizations. Mass demonstrations with arms are being organized by the Muslim Youth Organization.'' /Milliyet/

    YILMAZ VISITS TRABZON
    Prime Minister Mesut Yilmaz visited Trabzon yesterday. As a result of the floods in the six counties of Trabzon, 13 persons have lost their lives and 43 persons are still missing. Mesut Yilmaz noted that the state would do its best to help those who have suffered during the floods in the region. /Cumhuriyet/

    TUSIAD REPORT ON TRNC
    The Turkish Association of Businessmen and Industrialists (TUSIAD) issued yesterday a report on the ''Economy of the Turkish Republic of Northern Cyprus (TRNC): Problems and Solution Proposals''. The report has been jointly prepared by the TUSIAD and the Turkish Cypriot Association of Businessmen (ISAD). The report includes proposals to increase the level of prosperity in the TRNC. /Cumhuriyet/

    CAMPAIGN UNDERWAY TO HELP CHILDREN OF KOSOVO
    A campaign has been started to help the children of Kosovo who are among the 370,000 persons who have been forced out of that area by Serbian attacks over the past six months. An action plan was announced yesterday at a press conference held at the Children's Foundation Cultural Centre in Istanbul. Mustafa Ruhi Sirin, the Chairman of the Children's Foundation, said that in the past six months 2,100 children have been killed in Kosovo and 3,500 wounded. /All papers/

    UNICEF AND SHCEK CONDUCTING STUDY ON STREET CHILDREN
    The United Nations Children's Fund (UNICEF) and the Social Services and Society for the Protection of Children (SHCEK) are cooperating to carry out a study on street children in Turkey and their difficult living conditions. Research into the fears and anxieties of these children and their expectations from society has begun, it was reported yesterday. The study will cost 35,000 US dollars and will involve street children between the ages of eight and 18.

    S AND P POSITIVE ABOUT TURKISH ECONOMY
    Standard and Poors (S and P), an international rating firm, announced a positive evaluation about the economic situation in Turkey yesterday when it said that it appreciated improvements in the Turkish economy. The firm, however, didn't elevate Turkey's long-term and short-term credit grades, which are ''B''. /Hurriyet/

    TURKISH-OWNED TELECOMMUNICATIONS FIRM REDUCES PRICES
    Atanet, a telecommunications firm established by young Turkish entrepreneurs in the US five years ago, has reduced telephone call prices aimed at competing against the giant communications companies operating in the US. /Hurriyet/

    [15] FOREIGN CAPITAL PERMITS INCREASE TO OVER ONE BILLION US DOLLARS

    ANKARA, Aug 12 (A.A) - The foreign capital permits, which were given by the Treasury in the first seven months of 1998, increased by 12.5 percent compared with same period last year, it was reported on Wednesday.

    The Undersecretariat of the Treasury said that the foreign capital permits, which were 924 million US dollars in the January-July period last year, increased to one billion 40 million US dollars in the same period in 1998.

    The number of companies, which were given foreign capital permits in the first seven months of 1998, increased to 4,305.

    The total amount of permits given in July 1998 reached 95 million US dollars and 49 million US dollars of that total was given to the services sector, while the manufacturing sector followed with 45 million US dollars; the mining sector with 390 thousand US dollars and the agricultural sector with 50 thousand US dollars.

    In July 1998, the Karma Holding Corp. was given a permit of 26 million US dollars, the Peg Profilo Electrical Equipment Corp. was given a permit of 12 million US dollars, the Hitit Tourism Investment Corp. was given a permit of 9 million US dollars and the Dalsan Plaster Industry Ltd. Co. was given a permit of 8 million US dollars in foreign capital.

    In the same month, the companies in the OECD countries including mostly the European Union countries were given nearly 95 percent of the total permits.

    In the previous month, the Treasury permitted 51.7 million US dollars of foreign capital inflow from the European Union; 38.4 million US dollars inflow from the other OECD countries and 5.2 million US dollars inflow from the other countries.

    Meanwhile, the total amount of foreign capital, which has been permitted as of the end of July 1998, reached 23 billion 245 million US dollars.

    [16] SUPPORT FROM THY TO TAI

    ANKARA, Aug 12 (A.A) - The Turkish Airlines (THY) within the framework of plans to renew the fleet, will purchase a total of five Airbus A340-300 planes from the Airbus Industrie Company, it was reported on Wednesday.

    The Turkish Aviation and Space Industries (TAI) will produce spare parts for the Airbus Industrie Company, within the context of the Off-Set obligation, stemming from this purchase.

    In accordance with the Off-Set Obligation Contract signed between the THY and the Airbus on 11 March 1998, the TAI will get a firm order of nearly 22 million US dollars for spare parts from the Airbus and get 33 million US dollars of optional production of spare parts.

    The officials said that the TAI and Airbus teams continue their contacts within this context, adding that the TAI will gain the place it targetted in the civilian plane production market when the production starts.

    Officials said that the TAI also carries out activities for the production of passenger doors for the Regional Jet EMB-145 and emergency exits for the A340-500/600 planes.

    Officials said that the importing (customer) countries call the export operations, which compensate for the deficit in the balance of payments, as ''Off-Set'' and that the Off-Set implementation is divided into two methods as direct and indirect.

    Thus, the investments, which are directly related to the main programme, are put into the scope of the direct Off-Set while the investments, which have indirect relations with the main programme but are made in the sector preferably, are put into the scope of the indirect Off-Set.

    [18] FINAL RESULTS CENSUS - TURKISH POPULATION DETERMINED TO BE 62,870,30 MILLION

    ANKARA, Aug 12 (A.A) - Final results of the general census which was held by the State Institute of Statistics (DIE) on 30 November 1997 were specified.

    According to the final results, the Turkish population is determined to be 62,870,30 people.

    In the final results, Turkey's population has increased 259,778 persons when compared to the provisional results.

    Omer Gebizlioglu, the DIE Chairman, speaking to the A.A correspondent, said that the provisional results were 62,610,252 persons. He said that there was a specific increase in the population of the three large cities when the final and provisional results were compared. According to the final results, the population of Istanbul is 9,198,800 persons, Ankara's is 3,693, 200, Izmir's 3,114,800, and Bursa's is 1,957 million persons.

    Gebizlioglu said that they will give all the required information to the Central Population Administration System (MERNIS) project.

    The DIE Chairman said that within the framework of the information related to the census, new observations have started and pointed out that a study related to the disabled persons was launched within this framework.

    Meanwhile, according to the provisional and final results of the DIE, the population of several large cities are as follows:

    [19] AQUACULTURAL PRODUCTS EXPORTS - MINISTER TASAR: ''NUMBER OF INSTALLATIONS WHICH WERE 162, REDUCED ONE FOURTH AS A RESULT OF CONTROLS''

    ANKARA, Aug 12 (A.A) - Mustafa Tasar, the Minister of Agriculture and Village Affairs, said on Wednesday that following the limitation which European Union (EU) brought to the aquacultural products exports from Turkey, as an outcome of the controls made at the installations, the existing 162 installations were reduced to one fourth.

    Responding to a question, Tasar said that the EU's ban on Turkey had no political aims, adding ''this shouldn't be evaluated as a retaliation. This ban is only based on technical reasons.'' Tasar said that making a retaliation for the decision was out of question.

    Noting that the number of installations which couldn't provide the required technical and hygienic conditions, included in the EU directives, was a lot, Tasar said ''the controls are still underway by our Ministry.''

    Recalling that this decision of the EU was valid until 30 September, Tasar said that the Ministry prepared an urgent action plan and put it into practice.

    Tasar said that the aquaculture products exports which Turkey made to the EU was 25 tonnes as of end of 1997, adding that the value of this reached 85 million US dollars.

    [20] MASHADOV, HEAD OF STATE OF CHECHNYA, IN ISTANBUL - MASHADOV: ''WE WERE PLEASED WITH THE SUPPORT OF THE US AND ISLAMIC COUNTRIES TO CHECHNYA''

    ISTANBUL, Aug 12 (A.A) - Aslan Mashadov, the Head of State of Chechnya, said on Wednesday that they were pleased with the support of the US and Islamic countries on the issue of Chechnya's overcoming her internal problems.

    Addressing the journalists at the Ataturk Airport after his arrival from Washington, D.C., where the Islamic Countries' Committee meeting was held, Mashadov said that he was appointed to the honorary chairmanship of the meeting which focused on the unity and future of the Islamic countries.

    Pointing out that the Islamic countries have shown their positive approach to the Chechnya case by choosing him with an unanimous vote, Mashadov added, ''during the negotiations the Islamic Bank has decided to open a bank in Grozny, the capital of Chechnya, with a capital of 10 million US dollars. This support will contribute to our development.''

    Reminding that he held talks with officials from the Departments of State and Economy in the US, Mashadov said that the American officials with whom he met, have given full support for Chechnya.

    Saim Bozer, the Deputy Governor of Istanbul and other senior officials welcomed Mashadov at the airport.

    [21] FOREIGN MINSTRY EXTENDS SUPPORT TO GAP - HAKTANIR, THE FM UNDERSECRETARY: ''WE'LL START MOBILIZATION FOR PROMOTION OF GAP ABROAD''

    ANKARA, Aug 12 (A.A) - The Foreign Ministry gave 30 computers and subsidiary equipment to the Multipurpose Society Centers (CATOM) in order to extend support to the Southeastern Anatolia Project (GAP), it was reported on Wednesday.

    Korkmaz Haktanýr, the Undersecretary of the Foreign Ministry said that the GAP is one of the most important and largest projects in the history of the Republic of Turkey, adding that they will start a mobilization to promote the project abroad.

    Stressing that the development of the GAP is one of the issues for which the Foreign Ministry attributes priority, Haktanýr pointed out that the Ministry will contribute to the training given to regional people who take courses in CATOM by giving computers to them.

    Recalling that they visited the CATOM in Mardin Province within the framework of their visit to the GAP region, Haktanýr stated that they plan to send the Foreign Ministry members to the region to make them know the GAP better.

    Olcay Unver, the Chairman of the GAP Administration said that the Foreign Ministry has extended great support to the project from the beginning, adding that the Ministry was interested not only in the physical dimensions of the GAP, but also in the social dimension.

    Noting that the components of GAP are many, Unver said that there are both physical and short-term components like dams and also long-term components like the education of regional people socially and economically.

    [22] NAZAROV, TADZHIK FOREIGN MINISTER, MEETS WITH REPRESENTATIVES OF SEVERAL COUNTRIES INCLUDING TURKISH AMBASSADOR TO DISCUSS MEASURES AGAINST ADVANCE OF TALEBAN MOVEMENT TOWARDS NORTH

    MOSCOW, Aug 12 (A.A)- As the Taleban Movement advances towards the north of Afghanistan, Talbak Nazarov, the Tadzhik Foreign Minister, met on Wednesday with the representatives of Afghanistan, Germany, India, Iran, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, the US and Uzbekistan along with Aydin Idil, the Turkish Ambassador to Tadzhikistan, in order to discuss latest developments in Afghanistan.

    Nazarov stressed that his country will be effected negatively in case of a full domination by the Taleban Islamic Movement in all of Afghanistan.

    Pointing out that they have decided to tighten measures in the areas near the border region with Afghanistan where the Russian troops also provide security, at yesterday's meeting with President Imamali Rahmanov, Nazarov added, ''we won't accept refugees because of the internal problems of Tadzhikistan.''

    Nazarov also emphasized, ''If the Talebans win victory over all of Afghanistan, then the Afghan problem will have received an undesired result.''

    [23] NORTHERN IRAQ - FM CONFIRMS THE NEWS SAYING THAT KDP ATTACKED TURKMENS IN NORTHERN IRAQ

    ANKARA, Aug 12 (A.A) - The Foreign Ministry confirmed the news saying that the Kurdistan Democratic Party (KDP) members attacked the Turkmens in the Northern Iraqi city of Arbil and the KDP Representative to Turkey was summoned to the Foreign Ministry and he was warned concerning the protection of the lives and properties of the Turkmens, it was reported on Wednesday.

    Addressing a weekly press briefing, Sermet Atacanlý, the Deputy Spokesman of the Foreign Ministry, said that a group of the KDP peshmergas attacked buildings in the city of Arbil which belonged to the Turkmens.

    Noting that several Turkmens were injured and the buildings were plundered, Atacanlý stated ''we were informed that the KDP was sorry about the incident and are doing what is necessary to capture and punish the assailants.''

    Pointing out that the KDP Representative to Turkey was summoned to the Foreign Ministry on Tuesday, Atacanlý said that the Ministry officials told him that the KDP should punish the assailants, return the seized properties to the Turkmens, to compensate for the other losses and asked that such events shouldn't be repeated. Responding to a question, Atacanlý said that Turkey attributes great importance to the protection of the lives and properties of the Turkmens in the region, adding that they don't know the reason for the attack.

    Meanwhile, the Turkmen Front officials coming from Arbil held contacts in Ankara last weekend and asked Turkey for help, saying that the KDP imposes pressure upon the Turkmens and try to close their schools.

    [24] 31 IRAQI IMMIGRANTS CAPTURED IN KESAN

    KESAN, Aug 12 (A.A) - Security forces captured on Wednesday 31 Iraqi immigrants in Kesan County of Edirne Province.

    Officials told the A.A correspondent that the security forces found out that the immigrants who were aiming to go to Greece, hidden in the back of a lorry covered by an awning.

    Iraqi immigrants were taken into custody.

    The investigation concerning the incident is underway.
