[01] TURKISH CLUBHOUSE IN BELGIUM RAKED WITH GUNFIRE - TWO TURKS SHOT DEADBRUSSELS, Aug 10 (A.A) - A Turkish clubhouse in the Saint Nicolas region in Belgium was raked on Sunday with gunfire and two Turkish persons, Ozan Adiguzel, 35, and Tulay D., 33, were shot dead.It was determined that Ozan Adiguzel was selling drugs and engaged in the white slave trade in connection with the separatist terrorist PKK organization. It was reported that fire was opened from a car on Tulay D. and Ozan Adiguzel, who were leaving the Posof Coffee House at 6:00 a.m. on Sunday, killing Tulay D. and Adiguzel. Kenan Altun, the owner of the Posof, said that Tulay D. started to work at the Posof a few months ago upon an offer from Adiguzel. It was pointed out that eight people speaking Kurdish came to the Posof on Saturday night and argued with Adiguzel. The Gendarmes launched an operation to capture the attackers while the Prosecutor's Office continues its inquiries on the scene. [02] TRAFFIC ACCIDENT IN BATMAN - TWO ITALIANS DIEBATMAN, Aug 10 (A.A) - Two Italians died in a traffic accident which occurred near Kozluk County of southeastern Batman Province, it was reported on Sunday.Ferrizio Telfa, 36, who was travelling by motorcycle together with his girlfriend Roberta Pallodini, 29, to eastern Bitlis Province from southeastern Diyarbakir Province, lost control of his motorcycle and hit the shoulder of the road due to high speed and gravel on the road. Ferrizio Telfa and Roberta Pallodini died in the accident. [03] TRNC PRESIDENT DENKTAS: ''THE UNILATERAL AND ILLEGAL DECISION MADE BY THE EUROPEAN COURT OF HUMAN RIGHTS IS CONTRARY TO REALITIES ON CYPRUS''LEFKOSA, Aug 10 (A.A) - Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC) said on Sunday that the unilateral and illegal decision of the European Court of Human Righs made in the case of Titina Loizudu, a Greek Cypriot woman is contrary to the realities on Cyprus.Addressing a statement to the TRNC Official News Agency (TAK), the TRNC President Denktas said ''we would like to believe that the Council of Europe, which is a distinguished institution, will see that the only result of such a baseless decision, which fully ignores the political and legal realities concerning the Cyprus question, will further make the Cyprus question more difficult and encourage the uncompromising attitude of the Greek Cypriot side.'' Noting that the annual human rights report of the US stressed that independent courts work in the TRNC and the latter abides by human rights, Denktas pointed out that the European Court of Human Rights rejects these realities and displayed such an irresponsible attitude by holding Turkey responsible for the administrative issues in the TRNC and the Court's recent decision is in conflict with its former decisions. Stressing that the decision is unilateral and if the TRNC submits to such a decision, then this will be a bad example for others who struggle for their rights and freedoms, Denktas said that this decision can't be implemented. Strongly criticizing Sir David Hannay, the British Special Representative to Cyprus, Denktas said that Hannay communicates for Glafcos Clerides, the Greek Cypriot leader. Reacting to the statement of Hannay, who said that ''parameters didn't change, Clerides is ready to meet and he tries to persuade Denktas for negotiations,'' Denktas said that the European Union (EU) has lifted the parameters of the negotiations with its unilateral decision. ''Which parameters does Sir David Hannay think are on the table? Does he want to make fun of us or does he think we are stupid?'' said Denktas. Stressing that there isn't a legal and valid application made on behalf of ''Cyprus'' which is pending before the EU, Denktas said, ''those who act as if there is such an application, can deceive themselves, however this doesn't concern the Turkish Cypriots who have been struggling for their rights and independence for 34 years.'' [04] PRESIDENT DEMIREL IN ESKISEHIR - DEMIREL VISITS ESKISEHIR CRIMEA DEVELOPMENT FOUNDATIONESKISEHIR, Aug 10 (A.A) - President Suleyman Demirel said on Sunday that Turkey has never lowered her flag for the last one thousand years.President Demirel, who concluded his contacts in the central Eskisehir Province, visited the Eskisehir Crimea Development Foundation and opened the Private Cagfen College. Pointing out that he felt proud of being the honorary member of the Crimea Development Foundation, Demirel said that the historical events had the nations and people face several difficulties and sometimes merits. Noting that the Turkish community, which settled in a geography from the Adriatic to the Great Wall of China, has a lot of friends, Demirel said, ''Turkey is the country which hasn't lowered her flag for the last one thousand years. Turkey has embraced the people who held her in high regard.'' Stating that the people of Turkish origin found new opportunities following the collapse of the Soviet Union, Demirel said, ''the independent Turkish communities should protect their independence. However, the communities, which aren't independent, have protected themselves. The Tatars of Turkish origin were exposed to a cruelty and oppression and had been exiled from Crimea for the last 200 years. After the collapse of the Soviet Union, the Ukrainian government permitted the return of the Turks of Tatarian origin to the Crimea. We have good relations with them.'' Recalling his visit to the Crimea, President Demirel said, ''the administrators in the Crimea told me that the Tatars are very diligent people and had changed Crimea and I said that they are our sisters and brothers and that they constitute a bridge between us.'' [05] FLOOD DISASTER IN TRABZON - 50 PERSONS ARE MISSING AND 70 HOUSES AND OFFICES COLLAPSEBESKOY-TRABZON, Aug 10 (A.A) - Hikmet Sami Turk and Eyup Asık, the Ministers of State met with citizens on Sunday who suffer from the flood which destroyed the Beskoy Village at Koprubası County of Trabzon Province.Turk and Asık got information about the flood from Dursun Karaman, the Mayor, about the flood disaster. Karaman told the Ministers of State that 50 persons are missing and 70 houses and offices were completely destroyed, adding that he wants all the missing people to be found and transportation to be realized. Turk said that the dimensions of the flood are very serious, adding ''the Surmene-Koprubası and Koprubası-Beskoy roads have completely collapsed, a great damage occurred in Koprubası and Beskoy. The state will do what is necessary, in fact an emergency plan has been prepared by determining the most important needs. Firstly, a search will be made for the missing persons. Food and health supplies will reach the region soon. Transportation and communications will be provided and electricity will be provided by generators.'' Eyup Asık said that such kinds of disasters occur quite often, adding that the Council of Ministers will take all the necessary measures for this region in the next meeting, adding that there is a financial damage of nearly 100 trillion Turkish Liras.'' [08] CONTINUOUS STRUGGLE CAMPAIGN FOR FREEDOM OF THOUGHT - A CELEBRATION IS HELD FOR ESBER YAGMURDERELI, WHO IS IN PRISONISTANBUL, Aug 10 (A.A) - A celebration was held on Sunday for Esber Yagdurmereli, a lawyer who is in Cankırı prison, within the framework of ''Continuous Struggle Campaign for Freedom of Thought'' which was started by a group of writers, artists, journalists and human rights advocates.In his speech issued at Ortakoy Square in Istanbul, Ayfer Atay, the mayor of the Besiktas District of Istanbul said that freedom of thought has an important place within the human rights and freedoms. Noting that those people who express their thoughts are confronted with intervention, Atay said ''we have to think and express our thoughts in order not to live as algae and worms. This is the most important characteristic which separates human beings from animals.'' Oral Calıslar, a writer-journalist, claimed that holding demonstrations for freedom and expressing opinions are dangerous, adding ''our artists, writers, journalists and intellectuals shouldn't be hopeless. If this world is bad, we have the responsibility to change it. We'll continue to struggle until we can express our thoughts freely and in peace. We are here for that.'' A signature campaign called ''Thoughts are Free,'' held by the Freedom of Thought Initiative was also held and several artists gave concerts. Similar celebrations will be held for Haluk Gerger, Ragıp Duran, Ismail Besikci and Can Yucel. CUP WINNERS' CUP [11] GEN. YALCIN, CYPRUS TURKISH PEACE FORCES COMMANDER: ''PEACE CANNOT BE PROVIDED BY FORCE IN CYPRUS'' - GEN. GUNAL: ''THE TRNC WILL BE RECOGNIZED IN THE END''LEFKOSA, Aug 10 (A.A) - General Ali Yalcın, the Commander of Cyprus Turkish Forces, said on Monday that peace cannot be reached by force in the Island. ''A lasting solution can only be reached by peaceful means. It is very dangerous to attempt to solve the problem by force without taking the necessary lessons from what has happened in the past,'' he added.Yalcın, who will be retired as of August 30, 1998, visited Foreign Press Association of the Turkish Republic of Northern Cyprus (TRNC). Gen. Hasan Peker Gunal, the Commander of TRNC Security Forces, also accompanied him during his visit. Responding to a question, Yalcın stressed that Turkish Armed Forces and Turkish Peace Forces provided peace on the Island for the last 24 years. He said that Turkish soldiers are very sensitive and continue to keep calm to preserve the existing peace and stability against the armement of the Greek Cypriot side. Pointing out that trying to change the balances in the Eastern Mediterranean will create painful and uncertain situations, Yalcın said that the balances should be preserved in order to preserve peace and stability. Yalcın also said that he believed that the common sense will prevail in the end, stating that Turkey took every precaution against the armament of the Greek Cypriot side, and will continue to do so. Noting that the Cyprus problem was discussed under the auspices of the UN for years, Yalcın said that the Greek Cypriots brought the issue into the European Union and entered into a dead-end. Yalcın said that Turkey and the TRNC responded this move by the 23 April Declaration. Gen. Hasan Peker Gunal, in his part said that he believed that ''the TRNC will be recognized in the end.'' [12] STATE SECURITY COURT HEARS THE 10TH SESSION OF SUSURLUK CASEISTANBUL, Aug 10 (A.A) - The State Security Court in Istanbul heard the 10th session of the Susurluk case on Monday where 14 suspects including Sedat Edip Bucak, a deputy from the True Path Party (DYP) and Ibrahim Sahin, the former deputy chairman of Special Team were tried concerning the Susurluk scandal.The main and additional indictment prepared by Chief Prosecution asks for imprisonment of the 14 suspects for ''establishing an organization to commit crime,'' and ''not informing officials about people who were wanted by the police.'' The indictment asks for imprisonment of Sedat Bucak changing from 11 to 20 years for ''hiding the place of Abdullah Catlı, a wanted outlaw,'' ''establishment of an organization to commit crime,'' and ''possessing important weapons'' under the Articles 296 and 313 of the Turkish Penal Code and Article 13/2 of the Law No. 6136 of the Firearms. The court decided to wait for the response of the Prime Ministry concerning the ministry's research and investigation and its report on Susurluk. The trial was postponed till October 12. The State Security Court in Istanbul decided on May 4, 1998 to transfer the trial of Mehmet Agar, however this decision was repealed by the Court of Appeals on July 9. The immunity of Agar, the Former Minister of Interior and deputy from the True Path Party (DYP), has been lifted due to Susurluk scandal. Agar can either be tried before the Eight Penal Court of Court of Appeals or Istanbul State Security Court if the State Council gives a decision authorizing the commencement of a crimal action about Agar. [13] FLOOD DISASTER IN TRABZON ... - AN EMERGENCY AID OF TWO BILLION LIRAS SENT TO TRABZON GOVERNORSHIPANKARA, Aug 10 (A.A) - Ministry of Public Works and Housing's Directorate General of Disaster Affairs sent an emergency aid of two billion liras to the Trabzon governorship on Monday.Officials from the Directorate General of Disaster Affairs said that the aid, which was sent from the Disaster Fund, will be firstly used for shelter, food, drinks and health. Ruchan Yılmaz, the Deputy Director General of Disaster Affairs left for the region the same day together with Bulent Ecevit, the Deputy Prime Minister and the State Ministers Hasan Gemici and Mustafa Yılmaz. Noting that the Directorate General of Disasters launches efforts to determine the damage caused by the flood and to choose places to construct new buildings, officials pointed out that they will act in accordance with the report which will be prepared at the end of the examinations of Ruchan Yılmaz, the Deputy Director General in the region. Officials added that the activities concerning the flood are carried out by the Directorate General of State Hydraulic Works, while the activites concerning the damaged bridges and roads are carried out by the Directorate General of Highways. [14] EUROPEAN COURT OF HUMAN RIGHTS'S DECISION CONCERNING THE LOIZIDU CASE - FM OFFICIALS: ''THE DECISION IS DEPRIVED OF THE CHARACTERISTIC TO BE IMPLEMENTED''ANKARA, Aug 10 (A.A) - The European Court of Human Rights which decided that Titana Loizidu, a Greek Cypriot woman ''has the right to be compensated for her immovable properties which are within the borders of Turkish Republic of Northern Republic (TRNC),'' ignored the property rights of Turkish Cypriots and the decision is deprived of the characteristic to be implemented, it is reported on Monday.The Foreign Ministry officials said that the European Court of Human Rights ignored the political and de facto realities on Cyprus and denied the existence of the TRNC. Noting that the decision did not take into consideration the fact that the properties of Turkish Cypriots are still at the possession of Greek Cypriots, the officials said that the decision is based on such an understanding which recognizes the illegal ''Cyprus government'' of the Greek Cypriot side as the legal ''Cyprus government.'' The same officials said that the decision is contrary to the UN Set of Ideas which were taken in 1992. Recalling that a decision was taken between Turkish Cypriots and Greek Cypriots at the end of negotiations which lasted for a long time and the two sides decided to solve the problem of property rights by exchange of property or compensation, officials said that the decision of the European Court of Human Rights is also contrary to this agreement. Officials pointed out that the European Court of Human Rights held Turkey responsible for the fact that the Greek Cypriot Loizidu couldn't reach to her immovable properties as the Court acted by believing that TRNC is not recognized as a state. Stressing that the Loizidu case is a problem between the plaintiff and the TRNC, officials said that Turkey does not have any public authority within the borders of the TRNC. Foreign Ministry officials underlined the difference between the decisions of European Commission of Human Rights and European Court of Human rights, adding that the decision of the former was objective and was based on realities. The European Commission discussed the individual application made by Loizidu in 1989 and said that the application was not admissable by rejecting the claim that there is a connection between the rights to move and property. The European Commission of Human Rights took into consideration the TRNC laws and decided that although Loizidu could not reach to her properties, this didn't mean that her right to property was violated. Recalling the Loizidu case was submitted to the European Court, the Foreign Ministry officials said that the decision taken by the Court was affected from political conditions and it can't be explained in respect of law. Officials stressed that the Court denied the realities on the island by going beyond its competence and the scope of the case, adding that connecting property claims with the 1974 Peace Operation is not an issue of the European Convention of Human Rights. [15] TPAO AND TEKFEN MAKE EXAMINATIONS CONCERNING NATURAL GAS PRODUCTION IN NORTHERN IRAQ AND ITS TRANSPORTATION TO TURKEYANKARA, Aug 10 (A.A) - Turkey, which does not want to be limited by several states concerning the purchase of natural gas, holds contacts with Iraq to diversify her energy sources, it is reported on Monday.Ministry of Energy and Natural Resources told A.A correspondent that Turkish Petroleum Inc. and Tekfen make examination concerning the production of natural gas in one of the five natural gas beds in Northern Iraq and the transfer of this gas to Turkey. TPAO and Tekfen officials said that they can show interest to these natural gas areas in northern part of Iraq when the embargo imposed on Iraq under the Resolution of the UN Security Council is lifted. Noting that the news claiming that Turkey holds contacts with Iraq to purchase annualy 10 billion cubic meters of natural gas from Iraq are wrong, an official from the Ministry of Energy and Natural Resources said that ''the capacity of the area which TPAO and Tekfen examines, is not that big to take out 10 billion cubic meters of natural gas, the capacity of all areas in that region only reaches that amount.'' Stressing that investment is needed to prepare and run the five natural gas areas in Northern Iraq, officials said that not only Turkish, but foreign firms can take initiative to this end. Iraq owns 3,3 trillion cubic meters of natural gas. IS FOUND OUT IN OYLUMHOYUKGAZIANTEP, Aug 10 (A.A) - The remains of a military structure belonging to the first century B.C. have been brought into daylight during the excavations carried out in Oylumhoyuk in Kilis province, it is reported on Monday.Prof. Dr. Engin Ozgen, the head of the excavation team composed of Turkish and foreign scientists, told A.A correspondent that there is a garrison belonging to the end of Hellenistic Period and the start of Roman period in the tumulus near military buildings. Noting that the thickness of the walls of the buildings which are at the top of the tumulus was approximately two meters, Prof. Dr. Ozgen said that ''our studies on the ruins continue, these buildings are hand-made.'' Ozgen said that no people settled in Oylumhoyuk after the first century B.C., but it was destroyed by construction of roads and agricultural production. ''We hope to reach very important information and data by our excavations carried out in Oylumhoyuk, Ozgen said ''different cultures settled in Oylumhoyuk as it had a strategical status in respect of military, economy and politics between Anatolia, Syria and Mesopotamia all throughout the history. We can get more important information and data from Oylumhoyuk. Time will show that.'' Noting that the archaelogy team seeks for financial support to carry out the excavation for long terms, Prof. Dr. Ozgen said that ''we carry out our excavation in Oylumhoyuk for two months with 15-20 workers, this has been continuing for 11 years, but in fact this excavation has to be carried for four months with 150-200 workers, each year.'' [18] EXTERNAL SUPPORT FOR STRUGGLE AGAINST TAX EVASIONANKARA, Aug 10 (A.A) - Two foreign supports were provided for the Ministry of Finance which gave start for a new period in struggle against loss and evasion of tax, it was reported on Monday.The most powerful tax organization in the world, the US Internal Revenue Service (IRS) said that it was ready to make every contribution to Turkey in the new period. The IRS, of which infrastructure was observed during one-week visit of the delegation led by Nevzat Saygilioglu, the General Director of Revenues, will assist Turkey especially in the field of tax intelligence network. The IRS, which sent a counselor to Turkey related to the establisment of a powerful infrastructure for tax within the frmework of Restructuring of Financial Administration Project supported by the World Bank, will increase its contribution in the new period. The IRS will provide every support and assistance for the establisment of a network including the monitoring of all movements of goods and money in order to decrease lost and evasion of tax to the minimum level and to register the third persons directly to the Ministry of Finance. Pointing out that the most important power of the IRS is the automation, Saygilioglu said, ''everything in the US is monitored fastidiously through this automation. They had set up an automation network including every information. They made four billion US dollars of investment only in computers.'' Noting that some methods, which were being implemented in the US, will be brought to Turkey within the scope of the cooperation with the IRS, Saygilioglu said, ''every country has different conditions. Thus you can't implement a similar system in your country. However, we will make use of their methods in information network. They will give counselling service for us. Lyons, the second man of the IRS, will visit Turkey in October.'' Meanwhile, the professors from the Harvard University will start to give lessons at weekends to the bureaucrats by the second half of August within the framework of an agreement signed earlier. [19] HIGHEST MONTHLY REAL YIELD IN JULY REALIZED IN STOCK EXCHANGE INDEX WITH 7.3 PERCENTANKARA, Aug 10 (A.A) - The stock exchange became the investment equipment which provided the investors with high level of income in July, it was reported on Monday.The State Institute of Statistics (DIE) announced that the real income of the stock exchange index, of which nominal yield was ten percent in July, was 6.4 percent when the consumer prices were reduced and 7.3 percent against the wholesale price index. The gross deposit interest, of which monthly nominal yield was 5.3 percent, provided the investors with 1.8 percent net yield against consumer price index and 2.7 percent net yield against wholesale price index. The US dollar, of which nominal yield was specified to be 2.9 percent, gave a loss of 0.5 percent against consumer price index while it provided 0.4 percent yield against wholesale price index. The real yield of the bullion, of which nominal yield was 3.1 percent, was 0.3 percent when it was reduced by consumer price index and was 0.6 percent against wholesale price index. The DIE said that the people, who invested in German Mark, lost money. The people, who invested in Mark whose nominal yield was calculated to be 2.4 percent, made one percent loss against consumer price index and 0.1 percent loss against wholesale price index. Meanwhile, the stock exchange was the investment equipment which provided highest level of yield between July 1997 and 1998. During this period, then real yield of stock exchange was 21.5 percent with consumer prices and 30.9 percent with wholesale prices. The deposit interest, which gave 11.9 percent real yield with wholesale prices, provided 3.9 percent yield with consumer prices. The US Dollar, which provided 1.7 percent yield against wholesale prices, made its investors to have a 5.5 percent loss with consumer price index. Also, the German Mark, which gave 1.1 percent yield against wholesale prices, had its investors make 6.1 percent loss with consumer price index. Stressing that Turkey has links with the people living in Afghanistan which are rooted in the past, the statement added that ''Turkey expects the sides which intervened in the civil war to respect human rights of the civilian people in the region.'' The statement reiterated the view that a permanent order can only be established in Afghanistan by peaceful methods and through negotiations. Meanwhile, Pakistan, which is claimed to support the Taliban forces, tries to persuade Turkey that she doesn't have such a relationship with Taliban. A high ranking official from the Pakistani Embassy told the A.A correspondent that a delegation composed of high ranking diplomats from Pakistan informed the Foreign Ministry officials about the recent developments in Afghanistan. The Pakistani official said that Turkey and Pakistan are two friendly countries and claimed that they don't support any side regarding the clashes in Afghanistan. [21] CONTROLS WITHIN THE CFE - MULTILATERAL CONTROL TEAM HEADED BY TURKEY CONTROLS TWO MILITARY UNITS IN ARMENIAANKARA, Aug 10 (A.A) - The multilateral control team, which was headed by Turkey, controlled two military units in Armenia within the framework of the Agreement on the Conventional Forces in Europe (CFE), it was reported on Monday.The Secretariat General of the Chief of General Staff said that the multilateral control team composed of two German, one American and one Italian military officials controlled the two military units which were deployed in the cities of Dilijan and Yerevan in Armenia between 27-31 July 1998. Meanwhile, another control team from Azerbaijan controlled the Second Troop of Tank Soldiers at Etimesgut, Ankara, and the First Main Jet Base in Eskisehir between 7 July - 3 August 1998 within the framework of the CFE. The General Secretariat of the General Staff said that the concerned countries abide by the provisions of the CFE and fulfill their responsibilities. The opening ceremony of the congress to which 48 scientists will attend, will be held at the Capital Teachers' House in Ankara on 13 August.
