[01] STATE MINISTER ANDICAN LEAVES FOR BOSNIA-HERZEGOVINAISTANBUL, Aug 6 (A.A) - Ahat Andican, the Minister of State, left on Thursday for Bosnia-Herzegovina in order to make observations at Iron and Steel Enterprise in Zenica.Addressing the journalists at the Ataturk Airport before his departure, Andican noted that they have included the mentioned enterprise in Zenica into the scope of their ministry level project aimed at observing the strategical sectors. Describing the iron and steel enterprise in Zenica as the largest enterprise in the Balkans prior to the war in Bosnia, Andican pointed out that a cooperation between the enterprise in Zenica and the Iron and Steel Enterprises in Karabuk will be extremely positive for Turkey in both the economic and the political fields. Andican is also expected to visit the Turkish troops in Bosnia during his visit to this country. Ahat Andican will return to Turkey tomorrow. [02] TWO NEW SECTIONS FOR ISTANBUL ARCHAEOLOGY MUSEUMISTANBUL, Aug 6 (A.A) - Istemihan Talay, the Minister of Culture participated on Wednesday at the opening ceremony of two new sections at the Istanbul Archaeology Museum.Addressing the opening ceremony, Talay reminded that they have provided new financial sources by reducing the tax rates that were applied to the museum revenues. He stressed that this source will be used to improve the museums. In the first section, historical works from the surrounding cultures of Istanbul, Thrace and Bithynia are being displayed. The other section is named the Exhibition of Byzantium. Several significant works belonging to the Byzantine civilization, that was forming a bridge between the east and west at that time, are located in the second section. [03] TERRORISTS ABDUCT FOUR PERSONS INCLUDING NACI ORHAN, MAYOR OF BAHCESARAYBAHCESARAY, Aug 6 (A.A) - The separatist terrorists, who blocked the road at Bahcesaray County in Eastern Van Province, abducted four persons including Naci Orhan, the Mayor of Bahcesaray. A wide scale operation has been launched in the region to rescue the persons who were abducted.The incident occurred when the separatist terrorists blocked the road at the Karabet passage and Narlica Village and stopped eight vehicles including the car of Naci Orhan. The terrorists forced 20 people to get out their vehicles and abducted four people including Naci Orhan, Sadullah Erhan (15), M. Sait Aykut (19) and an unidentified 14 year old boy. The terrorists took the money of persons whom they forced to get out of their vehicles. [04] EISENHOWER AIRCRAFT CARRIER SHIP LEAVES ANTALYAANTALYA, Aug 6 (A.A) - The Eisenhower aircraft carrier ship belonging to the US 6th Squadron that had cast anchor at the Antalya Port on 31 July, left the Antalya Port on Thursday.Captain Greg C. Brown, the Commander of the Eisenhower aircraft carrier ship, Captain Carlion B. Jeweth, Commander of the Air Group, Commander Will Levinson, the Deputy Military Attaché, had visited Husnu Tuglu, the Governor of Antalya, Brigadier Yekta Numanoglu, the Commander of the Garrison, and Hasan Subasi, the Mayor of Antalya, on the first day of the Eisenhower's visit to Antalya. Two F-14 type warplanes which took off from the Eisenhower, had collided at the Mediterranean on 30 July, one pilot died and the other one was injured. Meanwhile a landing ship belonging to the US 6th Squadron will cast anchor at the Antalya Port later today. Captain Nevzat Balci, the Commander of the Antalya Naval Forces, told the A.A correspondent that the landing ship will stay in Antalya for five days. [05] TERRORISTS MASSACRE EIGHT HUNDRED ANIMALS AT KAGIZMANKAGIZMAN, Aug 6 (A.A) - A group of separatist terrorists massacred eight hundred animals at Kagizman County of Kars Province, it was reported on Thursday.Officials told the A.A correspondent that the terrorists abducted two shepherds and eight hundred animals at Eleskirt County of Agri Province. Terrorists along with the shepherds and the animals, then came to Kagizman County. They have set free the shepherds here and opened fire on the animals. Operations are underway in the region in order to capture the terrorists. [06] TURKEY-IMF RELATIONS - KIEKENS, IMF PERFORMANCE DIRECTOR: ''TURKEY IMPLEMENTS STAFF MONITORING AGREEMENT WITHOUT DEVIATION SO FAR''ANKARA/WASHINGTON, D.C., Aug 6 (A.A) - Willy Kiekens, the Performance Director of the International Monetary Fund (IMF) Responsible for Europe said on Thursday that Turkey had so far implemented the Staff Monitoring Agreement without deviation.Speaking to the A.A correspondent, Kiekens recalled that the IMF experts will monitor the agreement, which Turkey signed with IMF for a period of 18 months in three months periods, adding that Turkey implemented the program to which she committed herself in the agreement. Kiekens stressed that the Staff Monitoring Agreement was very important due to the credibility of Turkey and that this agreement, which aimed to reduce inflation, should be implemented as it is without deviation, adding that the Turkish Government proved its determination to this end. Noting that the Staff Monitoring Agreement made positive reflections in the international economic circles, Willy Kiekens said that the tax reform was issued and that privatization efforts continued. Kiekens also expressed belief that the rating institutions will have a positive attitude towards Turkey within the framework of the Staff Monitoring Agreement. Kiekens pointed out that Turkey was in a stable growth, adding that due to the policy she implemented, Turkey wasn't affected much by the Asian crisis. He said ''Turkey was one of the countries which didn't need the IMF's financial aid among the developing countries.'' Kiekens expressed concern about the early elections which will be held in April next year, adding that the government promised not to deviate from the implemented program despite the early elections, adding that they believed in the commitment. [07] EASTERN ANATOLIA PROJECT ON THE WAY AFTER SOUTHEASTERN ANATOLIA PROJECTANKARA, Aug 6 (A.A) - The Eastern Anatolia Project (DAP) that is planned for the development of the Eastern Anatolia region, will begin next month, it was reported on Thursday.Preparatory studies concerning the project including Elazig, Erzincan, Erzurum, Malatya, Agri, Kars, Igdir, Ardahan, Mus, Van, Bingol, Bitlis, Tunceli and Hakkari Provinces in the Eastern Anatolia region and Gumushane and Bayburt Provinces in the Eastern Black Sea Region, have been concluded. Following the approval of the technical and financial proposals prepared by the Coordination Committee composed of experts from the Kafkas, Ataturk, 100th Year, Inonu and Firat Universities and the Ministry of Finance, a DAP protocol was revealed. The protocol will be sent to the Exchequer and Audit Department and then will come into force the next month. A study that will last for one and half years will be conducted in order to prepare the feasibility reports. Within this framework, the universities with the support of the public and private sectors, will research the sectors in the 17 provinces. The special research fields are as follows: -Population and employment, -Strengthening women and family, -Services sector, trade and construction, -Financial structure and banking system, -Conditions of settlement places and land, -Culture and tourism, -Health, -Education, -Agriculture, aquaculture products and forestry, -Vegetable production, sources of soil and water, -Urban and rural infrastructure, -Transportation and telecommunications, -Animal husbandry, -Production industry, -Mining, -Energy, -Situation of small and medium-scaled enterprises and handicrafts. Within the scope of the studies, the socioeconomic development of the provinces will be determined along with the ground and underground resources. The reports are expected to be presented to the State Planning Organization by March 2000. The first investments will be made during the same year. [11] HANNAY WARNS THE GREEK CYPRIOTS ABOUT S-300 MISSILES - ''MISSILES INCREASE PROBABILITY OF CYPRUS BEING INCLUDED IN A DISPUTE BETWEEN GREECE AND TURKEY''LEFKOSA, Aug 6 (A.A) - Sir David Hannay, the British Special Representative to Cyprus, warned on Thursday the Greek Cypriots about the deployment of the Russian-made S-300 missiles on the island.Hannay stressed in his statement to the Greek Cypriot Radio based in London, that Britain is opposed to the deployment of the missiles at Southern Cyprus. He added that all the member states in the United Nations share the same opinion with Britain with the exception of Russia that is selling the missiles, Greece and the Greek Cypriot side administration. Noting that he doesn't believe the missiles will increase the security of the Greek Cypriot side, Hannay emphasized that the only correct way of increasing security on the island is for the two sides to come together for negotiations. Hannay said, ''the S-300 missiles will increase the probability of Cyprus being included in a dispute between Greece and Turkey. The application of a moratorium on the flights over Cyprus will be a right step.'' [12] EXPORTS REACH 2.3 BILLION US DOLLARS IN JULYISTANBUL, Aug 6 (A.A) - According to the records of the Turkish Exporters Assembly (TIM) the export figures in July increased by 3 percent when compared with the figures in the same period last years and reached 2.3 billion US dollars. In July 1997, the exports were 2.2 billion US dollars.The A and A Research Counseling Promotion Services statement said that the exports in the first seven months of this year and figures in July increased 6.2 percent and reached 15.9 billion US dollars which was 15.5 billion dollars last year. Okan Oguz, the TIM Chairman, while evaluating the exports, pointed out that serious problems were experienced in exports in the recent period, adding ''our exporters are under the pressure of the exchange rate policy and decrease in the international markets. We have the concern that problems will increase in case measures aren't taken.'' Noting that exporters worked with self sacrifice, Oguz said that the existing system should be reviewed to increase the success. According to the records of the TIM, exports of 11 basic sectors, out of 19, recorded decreases in July. The sectors which contributed to the increase of exports were ready-to-wear with a 14.5 percent increase, electric and electronic industry with a 194 percent increase and automotive and sub- industry with a 20 percent increase. Also a total of 39 generals and admirals retired.The Supreme Military Council discussed the situations of several personnel and took the required measures against them due to their undisciplined behaviour. Prime Minister Mesut Yilmaz on Thursday morning signed the decisions regarding the promotions, appointments and retirements. The decisions were submitted for the confirmation of President Suleyman Demirel by Ismail Hakki Karadayi, Chief of General Staff and Ismet Sezgin, the Minister of National Defense. [14] SALE OF BONDS BY PUBLIC OFFERINGANKARA, Aug 6 (A.A) - The Treasury started on Thursday the sale of one-year term bonds indexed to inflation.The total demand, which was collected through banks and intermediary organizations, was 95.1 trillion Turkish Liras (TL) for the bonds of which the real interest was 20 percent. Meanwhile, the investors, who want to purchase bonds although they didn't make any offer between 3 and 5 August, can buy bonds from the banks or intermediary organizations on the condition of paying the cost in cash. The real income rate for the one-year term bonds indexed to consumer prices was specified to be 20 percent. The Treasury undertakes the income withholding for the bonds, which were opened for sale with 10 million TL coupons, thus the income will not decrease due to the withholding. The formula of inflation rate+real interest+(inflation rate x real interst) is used for the calculation of the income from the bonds having a 6 August 1999 term. In accordance with that formula, the income of the bond will be 56 percent with 30 percent inflation; 80 percent with 50 percent inflation and 140 percent with 100 percent inflation. The last 12-month Consumer Price Index exchange ratio, which was announced before the redemption date, will be taken as a basis for payments. [15] TWO TERRORISTS, WHO BLOCK THE ROAD AT BAHCESARAY COUNTY IN EASTERN VAN PROVINCE, ARE KILLEDVAN, Aug 6 (A.A) - Security forces killed two terrorists who blocked the road on Wednesday night at Bahcesaray County in Eastern Van Province, it was reported on Thursday.The incident occurred when the separatist terrorists blocked the highway between Van Province and Ozalp County around Asagı and Yukarı Anzaf Castles and stopped thirty vehicles. The Security Forces went to the region and started to follow the terrorists. Two terrorists were killed in the clash that erupted. Officials said that the number of terrorists killed may increase. [16] 313 INVESTMENT INCENTIVE CERTIFICATES WORTH 182.3 TRILLION TURKISH LIRAS GIVEN IN JUNEANKARA, Aug 6 (A.A) - A total of 313 investment incentive certificates for which the total investment amount was 182 trillion 330.6 billion Turkish Liras (TL) were given in June 1998, it was reported on Thursday.The Undersecretariat of the Treasury's communication regarding the foreign capital investment incentive certificates and the sectoral distribution of investment incentive certificates in June 1998 was published in the Official Gazette the same day. In accordance with the communication, the toal investment amount of the certificates was 182.3 billion TL and the total fixed investment amount was 181 trillion 687 billion 933 million TL in June 1998. The communication said that 11 certificates were arranged for the companies in the agricultural sector; 10 of them for the companies in the mining sector; 189 for the companies in the manufacturiang sector and 103 certificates for the companies in the services sector. It said that the total amount of the certificates arranged for the agricultural sector was 3 trillion 133.9 billion TL; for the mining sector, it was 100 trillion 690.2 billion TL and for the services sector, it was 74 trillion 550.4 billion TL. The communication mentioned that the foreseen usage of foreign exchange for the realization of investments in June 1998 was 369.7 million US dollars. A total of 16,042 people will be employed if the investments are realized. Meanwhile, the total investment amount of the foreign capital investment certificates in June 1998 reached 49 trillion 70.5 billion TL (148 million 112 thousand US dollars). [17] NINE TURKISH AND NINE FOREIGN COACHES FOR THE TURKISH FIRST SOCCER LEAGUEISTANBUL, Aug 6 (A.A) - Nine Turkish and nine foreign soccer coaches will work within the 18 Turkish soccer teams in the first league, it was reported on Thursday.Altay, Ankaragucu, Besiktas, Galatasaray and Istanbulspor will start the league between 1998-99 with their former coaches. Bosnak coaches come in first place among the nine foreign coaches with three coaches. Muzurovic will be the coach of the Adanaspor Soccer Team, Susic will be the coach of the Istanbulspor Soccer Team and Biyedic will be the coach of the Bursaspor Soccer Team. Milne, from Britain, Ivancevic from Yugoslavia, Low from Germany, Toshack from the Wales, Britain, Jarabinsky from the Czech Republic and Peczse from Slovakia will be the coaches of Turkish soccer teams. The Balkans Adult Swimming Championship will start in Sofia, Bulgaria, while the Balkans Diving Championship will be held in Sandanski, Bulgaria, between 8-9 August. The national team to represent Turkey at the Balkans Youth Water Polo Championship is composed of Akif Topaloglu, Mert Furutcuoglu, Baris Yalkin, Hakan Calisir, Haldun Toygarli, Emre Turanli, Emre Karaahmetoglu, Salim Alyanak, Yusuf Naiboglu, Michael Taylan, Ozgur Dizar, Baris Menekay and Ali Celik. [19] GERMANS LOOK FOR THEIR ANCESTORS IN YOZGAT - A GERMAN DELEGATION STARTS A SCIENTIFIC RESEARCH IN YOZGAT PROVINCE TO FIND THEIR ANCESTORSYOZGAT, Aug 6 (A.A) - The Germans look for their ancestors in Yozgat Province by taking the letters written by Saint Paul, one of the apostles of Jesus, to the Galatians (Galatia was an ancient country in Central Asia Minor) as the basis, it was reported on Thursday.The German Delegation headed by Prof. Dr. Paul Imhof, the Chairman of St. Paul Academy in Germany, started to carry out a scientific research in the central province of Yozgat. The delegation which makes research on the basis of five different letters written by Saint Paul to the Galatians, found very important information in the sarcophagi, which were found in the region. Prof. Dr. Imhof told the A.A correspondent that a common motif was found in sarcophagi, which are displayed at the Yozgat Archaeological Museum, which represent the peoples of Turkey, Germany, Scotland and Ireland. Noting that this motif is included in the course books of students in the European countries, Prof. Dr. Imhof stated that ''these sarcophagi and the information in the letters reveal that the ancestors of not only Germans, but also of Irish and Scots had lived in Yozgat Province. We launch efforts to find the earthenware pots which have the same motif now.'' Prof. Dr. Imhof defended the view that Galatians, who are known to be the ancestors of the Germans lived in Yozgat Province for 600 years starting from 40 B.C., but they were assimilated later on. Noting that they will also make a documentary concerning their research in Yozgat, Prof. Dr. Imhof said that when these activities end, the German, Scot and Irish tourists will rush to come to visit Yozgat Province. [20] NORTHERN IRAQI DIESEL FUEL - TPAO STARTS TO TEST OPERATE STORAGE DEPOTS AT HABURHABUR, Aug 6 (A.A) - The storage depots, which were constructed at Habur to market the Northern Iraqi diesel fuel from a single monopoly, started to be test operated under the supervision of the technical delegation from the Turkish Petroleum Corp. (TPAO), it was reported on Thursday.Following the approval of the Council of Ministers for the contract related to the ''hiring'' of the storage facilities by the Silopi Oil Products Corp., which was established to collect the Northern Iraqi diesel fuel with a single monopoly, the TPAO technical delegation arrived on Tuesday in the region to carry out test activities before the transfer of the operation rights. The TPAO delegation started its ten-day trials on Wednesday. The construction of storage depots were concluded nearly one month ago and haven't been operated up until now. [21] FOREIGN DEBT PAYMENTS - TURKEY REPAYS 6.9 BILLION DOLLARS IN FOREIGN DEBTS SINCE 1 JANUARYANKARA, Aug 6 (A.A) - Turkey repaid 75.8 million US dollars in foreign debts between 3 and 5 August, it was reported on Thursday. The foreign debt payments since the beginning of the year reached 6.9 billion US dollars.The Central Bank data shows that between 3 and 5 August, the Treasury paid 67.5 million US dollars; the Central Bank paid 5 million US dollars and the Ministry of National Defense and the Defense Industry paid 3.3 million US dollars in foreign debts. As of 5 August, the total amount of foreign debt repayments since 1 January 1998 reached 6 billion 920 million US dollars. The Treasury repaid 5 billion 460.6 million US dollars; the Central Bank repaid 225.6 million US dollars; the Ministry of National Defense and the defense Industry repaid 1 billion 98 million US dollars and the Turkish defense Fund realized 135.8 million US dollars in foreign debt payments since the beginning of the year. [22] THE FIRST WORLD CONFERENCE OF MINISTERS WHO ARE RESPONSIBLE FOR YOUTH TO BE HELD IN PORTUGAL BETWEEN 8-12 AUGUSTANKARA, Aug 6 (A.A) - Necati Utkan and an accompanying delegation will represent Turkey at the First World Conference of Ministers who are responsible for youth which will be held in Portugal between 8-12 August, it is reported on Thursday.The Foreign Ministry said that Kofi Annan, the UN Secretary General and Jorge Sampaio, the Portuguese Head of State will inaugurate the conference, which will be held by the Portuguese government in cooperation with the UN. The problems of young people will be discussed on a wide platform during the conference, which aims at the strengthening of cooperation among countries concerning their policies about young people. The participating countries will try to improve the UN Youth Unit, start activities aimed at making governments, international organizations and private sector representatives contribute to the UN Youth Fund during the conference. ''The National Youth Policies directed at implementing the World Youth Action Programme in 2000s,'' and besides the issues of participation, development, peace, education, health and drugs will also be taken up during the conference. The Lisbon Declaration will be adopted at the end of the Conference and it will be transformed into a UN document. The Turkish delegation, which will participate at the conference will give information about Turkey's youth policies, activities launched to this end and arrangements about the eight years compulsory education. The World Youth Festival will also be held near Lisbon. [23] REPO TRANSACTIONS AT BANKS INCREASED BY 36.8 TRILLION TURKISH LIRAS IN ONE WEEKANKARA, Aug 6 (A.A) - The repo transactions between the banks and their customers increased by 36.8 trillion Turkish Liras (TL) between 17 and 24 July 1998, it was reported on Thursday.The Central Bank data shows that the repo transactions increased to 2 quadrillion 801.2 trillion TL on 24 July from 2 quadrillion 764.4 trillion TL on 17 July. The reverse repo transactons between the banks and their customers decreased from 20.9 trillion TL to 20.8 trillion TL on 24 July from 41.7 trillion TL on 17 July. The repo transactions among financial organizations in the same period increased 9.7 trillion TL to 572.3 trillion TL on 24 July from 562.6 trillion TL on 17 July. The reverse repo transactions among the financial organizations inclined 9.4 trillion TL to 832.6 trillion TL on 24 July 24 823.2 trillion TL on 17 July. [24] TOTAL DEPOSITS AT BANKS INCREASE 149.2 TRILLION TURKISH LIRAS TO 16.2 QUADRILLION TURKISH LIRAS IN ONE WEEKANKARA, Aug 6 (A.A) - The total deposits at banks increased 149.2 trillion Turkish Liras (TL) to 16 quadrillion 191.8 trillion TL between 10 and 17 July, it was reported on Thursday. The total deposits in banks was 16 quadrillion 42.6 trillion TL on 10 July. The Central Bank data shows that 52 percent of the total deposits was composed of TL, while the remaining 48 percent was composed of foreign currencies.As of 17 July, the total TL deposits was 7 quadrillion 805.6 trillion TL and 4 quadrillion 915.7 trillion TL of that total was at the public banks while 2 quadrillion 808.7 trillion TL at the private banks and 52.2 trillion TL at the foreign deposit banks. The remaining 28.9 trillion TL was at the banks based abroad. The total foreign currency deposits at banks established in the country was 6 quadrillion 894.4 trillion TL and the total foreign currency deposits at banks settled abroad was 347.3 trillion TL. Meanwhile, the total interbank deposits was 1 quadrillion 144.6 trillion TL. This total was composed of 602.9 trillion TL of TL deposits and 541.7 trillion TL of foreign currency deposits. [25] FOREIGN EXCHANGE RESERVES OF CENTRAL BANK INCREASE TO 25.7 BILLION US DOLLARSANKARA, Aug 6 (A.A) - The foreign exchange reserves of the Central Bank increased 163 million US dollars to 25.7 billion US dollars between 24 and 31 July 1998, it was reported on Thursday.The Central Bank data shows that the foreign exchange reserves of the Central Bank increased from 25 billion 548 million US dollars on 24 July to 25 billion 711 million US dollars on 31 July. Meanwhile, the international reserves of Turkey increased to 36.2 billion US dollars according to the 17 July 1998-based statistics. The international reserves, which were 35 billion 787 million US dollars on 10 July, increased 358 million US dollars to 36 billion 145 million US dollars on 17 July. The credit volume was 11 quadrillion 411.9 trillion TL on 10 July.The Central Bank data shows that as of 17 July, a total of 11 quadrillion 64.6 trillion TL in loans were given to the sectors excluding the financial sector and this total was composed of 332.7 trillion TL in loans given by the Central Bank; 10 quadrillion 26.8 trillion TL in loans given by the deposit banks and 705.1 trillion TL in loans given by the development and investment banks. The total amount of loans given to the financial sector as of 17 July 1998 was 474.6 trillion TL and this was composed of 260 trillion TL in loans given by the deposit banks; 206.9 trillion TL in loans given by the development and investment banks and 7.7 trillion TL in loans given by the Central Bank.
