ANKARA, July 16 (A.A) - Necdet Menzir, the Minister of Transportation and Communications, said on Thursday that every means was provided for the construction of the Kars-Tbilisi railway's section in Turkey.

Necdet Menzir, Merab Adeishvili, the Minister of Transportation of Georgia, and Phridon Injia, the Minister of Postal Affairs and Communications of Georgia, signed the protocal foreseeing a cooperation between Turkey and Georgia in the fields of transportation and communications.

Following the signing ceremony at the Ministry of Transportation and Communications, Necdet Menzir said that they decided to prepare a master plan for the improvement and expansion of the Batumi Airport and for making it appropriate for international passenger and cargo traffic.

''This plan, which will also include the cargo and apron buildings, will be finalized in August 1998. Our goal is to give the start for the construction of the Batumi Airport in 1998. It is estimated that the construction process will take two years. Besides, the Sarp-Batumi motorway will be constructed to provide the connection between Turkey and the Batumi Airport. Every condition for the construction of the Kars-Tbilisi motorway's portion in the Turkish territories has been provided. We are seeking the opportunities for financing the 32.5 km section of the motorway in the Georgian territories. This railway carries vital importance for the uninterrupted transports between the Central Asian countries and the European countries,'' he mentioned.

Noting that they had reached a consensus about the increase in the existing quota of 2,000 vehicles for the land transports, Menzir said, ''however, the exact number will become definite within one month. During the meetings, we decided to start the initiatives for getting positive results on the subjects of keeping the transits with permit exempt from all kinds of taxes, of the improvement of passenger transport and of making the visas for drivers long-term and multiple entry-exit.''

''The Istanbul-Tbilisi flights of the Turkish Airlines are continuing four days a week. We have discussed positively the subjects of increasing the weekly flights in 1999 and starting direct flights between Trabzon and Tbilisi,'' Menzir said.

''We decided to develop cooperation opportunities to vary and increase the quality of postal services between our two countries. We have reached an agreement for the construction of a submarine fiber optic cable system between Trabzon and Poti and the all of the necessary preparations have been concluded. The tender related to this project is expected to be opened in the near future,'' he said.

Menzir added that the two countries had reached an agreement for the use of frequencies appropriate to the procedure of the International Telecommunications Union to which Turkey and Georgia have memberships, in order to remove frequency problems occurring at the Turkish-Georgian border region.

Merab Adeishvili said that the Kars-Tbilisi Railway Project is an important project to revive the Silk Road, adding, ''we hope the construction will start in two months.''

Pointing out that technical project studies for the Batumi Airport started, Adeishvili said that the construction of the cable railway system would start at first in Artvin, Turkey.

Addressing the journalists, Ivanowsky who visited Orhan Tasanlar, the Governor of Bursa, noted that the S-300 missiles that are planned to be deployed at Southern Cyprus by the Greek Cypriot side Administration, were extremely exaggerated.

Ivanowsky stressed, ''Russia's attitude concerning the missiles is clear. It is a commercial agreement and a business connection and Russia will fulfill her obligations in accordance with the agreement reached between two independent and sovereign countries. A reconciliation between the two communities living on the island, towards the disarmament of Cyprus can affect the agreement concerning the sales of the missiles. The agreement can be abandoned only at that time. Russia isn't the country that sells most of the weapons in the region.''
