Harrazi urged in his message to implement ECO programs, pointing out historical and cultural closeness between ECO member countries. [03] TURKEY-TURKMENISTAN - TWO COUNTRIES SIGN SIX AGREEMENTS - PRIME MINISTER YILMAZ: ''TURKEY CAN TAKE NATURAL GAS EITHER VIA IRAN OR AZERBAIJAN-GEORGIA, OR FROM BOTH'' - ''TURKMENISTAN-IRAN-TURKEY ROUTE HAS THE PRIORITY''ASHKABAT, Dec 28 (A.A) - Prime Minister Mesut Yılmaz said on Sunday that Turkey can get natural gas from Iran route or Azerbaijan-Georgia route, or from both, stating that necessary agreements were signed in this respect. Techical studies are planned to end in 9 months, he added.Yılmaz was received by Turkmenistan President Turkmenbası before his departure from Ashkabat. As two leaders met, representatives of Shell oil firm, and an Iranian delegation also visited the Presidential Palace. Following a tete-a-tete meeting, Türkmenbası told an interdelegationary meeting that two countries built 130 factories together, pointing out the dimensions which two countries' trade relations reached. Türkmenbası said that they have good relations both with Turkey and Iran. Prime Minister Yılmaz in his part said he had very benecifial contacts in Turkmenistan and invited Türkmenbası to Turkey. Two leaders later signed Economic Cooperation Agreement. Two countries also signed agreements on tourism, customs, protection of environment and natural sources. The documents were signed by related ministers. The project for marketing Turkmenistan natural gas in Turkey and Europe was signed by Minister of Energy and Natural Resources Cumhur Ersümer, Iranian Oil Minister Bijen Zangena, and Turkmenistan Oil and Gas Minister Batır Sarcayef. Turkish state run oil firm TPAO and Oil and Gas Ministry of Turkmenistan also signed an agremeent to enlarge the licence area to search for natural gas and oil. Yılmaz told A.A reporter following the signature ceremony that there was an agrement between Turkey and Turkmenistan to carry Turkmen natural gas to Turkey, and they stepped further to realize this agreement. ''Turkey wants to take 15 billion cubic meter natural gas from the east, starting from the year 2000, and gradually increasing the amount,'' he said. Stating that marketing Turkmenistan natural gas to Europe via Turkey is an important project, Yılmaz said, ''Turkey can get this natural gas via Iran or Azerbaijan-Georgia, or both. Necessary agreements to start technical studies were signed. Technical studies are expected to end in 9 months.'' Turkmenbası in his part pointed out that Iran and Shell firm also took part in the natural gas transportation project along with Turkey and Turkmenistan. Stating that Shell will complete the feasibity etudes, Turkmenbası said, ''our priority is Turkmenistan-Iran-Turkey route. I do believe that Turkey will use Turkmen natural gas on January 1, 2000.'' Pointing out that they will open Turkmenistan-Iran natural gas pipeline with Iranian President Khatami on Monday, Turkmenbası said he believed Turkish firms will be their biggest supporters to realize their projects. Turkmenbası said that he also discussed with Yılmaz a possible natural gas pipeline which passes under Caspian Sea. ''Following the solution of problems concerning the status of Caspian Sea, we will deal with this project,'' he said. [04] TURKEY-TURKMENISTAN - JOINT DECLARATION: ''TURKEY CONFIRMED ITS DECISION TO BUY NATURAL GAS FROM TURKMENISTAN'' - ENERGY MINISTER ERSUMER: ''TURKEY TOOK AN IMPORTANT STEP TO BE NEXT CENTURY'S ENERGY BRIDGE''ASHKABAT, Dec 28 (A.A) - Turkey and Turkmenistan are pleased with the bilateral and multilateral efforts to carry Turkmenistan natural gas to Turkey and Europe, it is reported on Sunday.A joint declaration by Turkey and Turkmenistan was issued concerning the results of Prime Minister Mesut Yılmaz's visit to Turkmenistan. The declaration said Turkey confirmed its decision to buy Turkmenistan natural gas. Both countries agreed to start feasibility etudes to transfer natural gas via Iran or Caspian Sea, the statement added. The feasibility etudes will be made by Shell. Stating that both countries are concerned with the clashes in Afghanistan, the statement said the sides are pleased with the peace provided in Tajikistan. The statement said that the sides discussed the possibilities of increasing existing cooperation on energy field, including searching and operating oil and natural gas sources in Turkmenistan, and emphasized that signing agreements on this field will bring mutual benefits. Stressing the importance of including international finance firms to such efforts on energy field, the statement said the sides decided to set up joint firms, and promote joint investments and increase the capital flow. Minister of Energy and Natural Resources Cumhur Ersumer said that Turkmenistan natural can be transferred via both Turkmenistan-Iran-Turkey and Azerbaijan-Georgia routes. Stating that Turkey and Turkmenistan agreed on these routes, Ersumer said, ''Turkey took an important step to be the next century's energy brigde.'' Ersumer said that he will also take part in Turkmenistan President Turkmenbası's visit to the US. He said he will also visit Moscow in this respect. Minister Ersumer also said that transit passage of natural gas via Iran will not violate the ''D'Amato Law'' of the US which foresees sanctions imposed by the US on the countries trading with Iran. [05] TURKEY-AZERBAIJAN - PRESIDENT ALIYEV RECEIVES PM YILMAZ - AZERI FM HASANOV: ''WE WANT AZERI OIL TO BE TRANSFERRED TO INTERNATIONAL MARKETS VIA TURKEY. TURKEY ALSO SHOULD TRY TO GET TURKMEN NATURAL GAS VIA AZERBAIJAN''BAKU, Dec 28 (A.A) - Azerbaijan President Haydar Alıyev received Prime Minister Mesut Yılmaz on Sunday.As two leader were holding a tete-a-tete meeting, Azeri Foreign Minister Hasan Hasanov told reporters that bilateral relations, and relations with the third countries, especially Yılmaz's visit to the US and Turkmenistan, and Baku-Ceyhan oil pipeline will be discussed in the meeting. Hasanov said, ''we want Azeri oil to be transfered to international markets via Turkey. Turkey also should want to carry Turkmenistan natural gas via Azerbaijan.'' Stating that Turkmenistan hesitates to carry Turkmen natural gas via Azerbaijan due to discussions over the status of Caspian Sea, Hasanov said they had earlier reached an agreement with Turkmenistan concerning the issue, and ''they asked their Turkish brothers to continue these negotiations.'' [06] TURKEY-AZERBAIJAN - PM YILMAZ: ''1998 WILL BE AN IMPORTANT YEAR FOR DETERMINING THE PIPELINE ROUTES AND MARKETING OF CASPIAN SEA OIL AND NATURAL GAS'' - PRESIDENT ALIYEV: ''WE SUPPORT CARRYING TURKMENISTAN ANAD KAZAKHSTAN OIL AND NATURAL GAS VIA TURKEY'' - ''BAKU-CEYHAN PIPELINE NOT A PROBLEM. WE ARE DETERMINED FOR THIS''BAKU, Dec 28 (A.A) - Prime Minister Mesut Yılmaz said on Sunday that 1998 will be an important year to determine the pipeline routes of Caspian Sea oil and natural gas, and its marketing.Yılmaz met with Azeri President Haydar Aliyev, and later two leaders co- chaired an interdelegationary meeting. Yılmaz told reporters that he briefed Aliyev on his contacts and cooperation projects in the field of energy. Stating that contacts will be held with the US and related countries concerning the pipeline routes in January and February, Yılmaz thanked Aliyev for his support to his proposal on a regional meeting that Turkey will host and related countries will attend. Yılmaz said that concrete steps will be taken in the coming year to determine natural gas and oil pipeline routes, and on Baku-Ceyhan route. Stating that he was informed by Aliyev on developments in Minsk Group concerning the dispute between Azerbaijan and Armenia, Yılmaz said, ''Turkey will continue to urge for a solution to problem of Nagorno- Karabakh, respecting Azerbaijan's territorial integrity.'' Yılmaz said Turkey will continue its support to Azerbaijan to this end. Yılmaz also invited Aliyev to Turkey. Azeri President Aliyev in his part said they held a warm and brotherly meeting. ''Our positions are the same,'' he said, ''we support your contacts to carry Azeri, Turkmen, and Kazakh oil and natural gas via Turkey.'' He said, ''Baku-Ceyhan pipeline project will not be a problem. We are determined for this. Anymore its realization should be on the agenda.'' Stating that main route should be decided until October 1998, he said they will work together with Turkey. Aliyev said they are pleased with Turkey's support concerning Azerbajian- Armenian dispute and its determined attitude against Armenia, pointing out that dispute between Azerbaijan and Armenia is a big problem for Turkey also.
