PRESS RELEASE (95)90 26 September 1995

HAND OVER OF NATO PROPOSALS TO RUSSIA

NATO SPOKESMAN:

NATO today presented to Russian Ambassador Churkin a draft proposal for a "Political Framework for NATO-Russia Relations". NATO Foreign Ministers in Noordwijk proposed that our aim should be to achieve, with Russia, by the end of this year a political framework for NATO-Russia relations elaborating basic principles for security cooperation as well as for the development of mutual political consultations.

We have also passed to the Russian side NATO's positive response to a number of Russian proposals for activities to implement our "beyond PfP" programme made at 16 + 1 session by Ambassador Churkin in July as well as several suggestions of our own regarding possible activities.

NATO seeks active, cooperative and constructive relations with Russia because we fully recognise its important role in European security. We hope that the steps we have taken today will give a further impetus to enhancing NATO-Russia relations.

L'OTAN REMET SES PROPOSITIONS A LA RUSSIE

DECLARATION DU PORTE-PAROLE DE L'OTAN

L'OTAN a remis aujourd'hui a l'Ambassadeur de Russie, M. Tchourkine, un projet de proposition relatif a un "Cadre politique pour les relations entre l'OTAN et la Russie". Lors de leur reunion de Noordwijk, les Ministres des Affaires etrangeres des pays de l'OTAN avaient propose de se fixer comme objectif l'etablissement, d'ici a la fin de l'annee, d'un cadre politique pour les relations entre l'OTAN et la Russie, qui fixerait des principes fondamentaux pour la cooperation en matiere de securite ainsi que pour le developpement de consultations politiques mutuelles.

Nous avons aussi transmis a la partie russe une reponse positive de l'OTAN a plusieurs propositions d'activites liees a la mise en oeuvre de notre programme "au-dela du PfP", formulees par l'ambassadeur Tchourkine au cours d'une reunion 16+1 au mois de juillet. Nous avons, pour notre part, suggere egalement quelques activites possibles.

L'OTAN souhaite etablir avec la Russie des relations actives, cooperatives et constructives, parce qu'elle reconnait pleinement l'importance du role que joue ce pays dans la securite en Europe. Nous esperons que les pas accomplis aujourd'hui donneront un nouvel elan a l'amelioration des relations entre l'OTAN et la Russie.
