1. TELEMATICS APPLICATIONS PROGRAMME CALL FOR PROPOSALS OJ C 84 (15/03/97) pp5-6

Fifth call for proposals for RTD actions under the specific programme for research and technological development, including demonstration, in the field of Telematics Applications of Common Interest (1994 to 1998). Under this call, proposals are invited within the objectives and scope of the Telematics Applications Programme and have to address the sector Telematics for Research (tasks: RE 1.1: Validation of the Interconnection of National Research Networks p to 155 Mbit/s, RE 1.2: Validation of Access Methods to Advanced Communication Services, and/or RE 1:3: Managing the Network as a Resource). The indicative budgetary allocation for this call in terms of Community contribution is ECU 5 Million.

For this call, evaluation of proposals will be carried out in two steps, namely: First step: submission of short proposal, as described in the Information Package. This must be sent to the Commission before 15 April 1997 (17:00hrs). Second step: following evaluation and selection, successful proposers will be invited to submit a full proposal with a deadline that will be at least two months after the invitation is issued.

Detailed information concerning the work programme, the procedure to follow for the submission of proposals (Information Package - version dated 15 March 1997) and the standard contract that will be established in respect of selected proposals are available on request from the Commission s services. The description of work undertaken in previous programmes and related activities will also be provided upon request. They are also available from the URL given below.

2. ESPRIT PROGRAMME CALL FOR PROPOSALS OJ C 84 (15/03/97) pp15-17

Call for proposals for the specific programme for research and technological development, including demonstration, in the field of information technologies (Esprit).

The programme regularly publishes calls for proposals. This is the eighth cal to be published since the current programme started. A schedule of future calls, which allows proposers to plan ahead, is available via: http://www.cordis.lu/esprit/src/roadmap.htm.

The programme distinguishes three types of schemes with respect to the evaluation procedure and proposal deadlines. These are descibed below where the domain-specific areas, tasks and themes currently being called are also listed. Each area or task (identified by a task number) and theme relate specifically to the Esprit 1997 work programme.

B.I. R&D PROPOSALS UNDER THE SINGLE-STEP EVALUATION SCHEME: 5. Open microprocessor systems initiative (OMI) All tasks of Areas 1 and 2, and Tasks 5.11 and 5.12 of the preparatory, support and transfer activities. 7. Technologies for business processes (TBP) Tasks 7.12, 7.13, 7.14, 7.15 and 7.16. 8. Integration in Manufacturing (IiM) Areas 1, 2 and 4: Tasks 8.9, 8.21, 8.22, 8.24, 8.25 and 8.26. In addition to the above, Esprit invites proposals that address the following themes: - IT for mobility, - Electronic commerce. Closing date: 17 June 1997 (17:00hrs)

B.II. R&D PROPOSALS UNDER THE TWO-STEP EVALUATION SCHEME: 2. Technologies for components and subsystems (TCS) Area 1 Tasks: 2.1,2.2, 2.3, 2.4, 2.8 and 2.10. 4. Long term research (LTR) Area 2: Tasks 4.2 - Reactiveness to industrial needs. 6. High performance computing and neworking (HPCN) Areas 2, 3, 4 and 5: All tasks. The deadlines for the receipt of the short and full proposals are as follows: First-step: short proposals must be sent to the Commission before 15 April 1997. Second-step: following evaluation, the proposers of the most- highly-rated short proposals will be invited to submit full proposals. The closing date for the receipt of these proposals will be at least two months after the invitation is issued.

3. TRAINING AND MOBILITY OF RESEARCHERS (ACTIVITY 2) - CALL FOR PROPOSALS OJ C 84 (15/03/97) pp7-8

Call for proposals for RTD activities under the specific programme of research and technological development, including demonstration, in the field of Training and Mobility of Researchers(1994 to 1998)(Activity 2). The objectives and tasks for the RTD activities covered by this call for proposals concern the areas described in the work programme (1996/97). This call for proposals concerns the following specific programme activity: Activity 2: Access to large-scale facilities. Proposals are invited for RTD activities intended to facilitate the access of researchers to large-scale facilities and for RTD activities designed to improve these facilities.

The work programme, the information package containing the procedures to be followed for the submission of proposals, and copies of the model contracts to be drawn up for the proposals accepted are available from the Commission on request. Descriptions of work carried out under previous related programmes can also be provided on request.

4. TRAINING AND MOBILITY OF RESEARCHERS (ACTIVITY 3) - CALL FOR PROPOSALS OJ C 84 (15/03/97) pp9-11

Call for proposals for RTD actions for the specific programme of research and technological development, including demonstration, in the field of Training and Mobility of Researchers (1994 to 1998) (Activity 3). The objectives and tasks for the RTD activities covered by this call for proposals concern the areas described in the work programme (1996/97). This call for proposals concerns the following specific programme activity: Activity 3: Training through Research.

Participants in this activity are, on the one hand, researchers, primarily with a doctoral degree or equivalent level of education, wishing to receive training or to specialise outside their country of origin and, on the other the research institutions hosting them. The beneficiaries of this activity will be called Marie Curie Fellows .

The aim of the programme is to promote, through the stimulation of training of mobility of researchers, a quantitative and qualitative increase of human resources within the Community and in the associated States of the programme. The programme covers all fields of the exact, natural, economic and management sciences, as well as those social and human sciences that contribute to the objectives of the fourth framework programme. In order to encourage the creativity and innovation of researchers in conceiving their protects, there are no preestablished targets or priorities in the fields covered by the TMR programme. Scientific merit will be the overriding criterion in the evaluation and selection of projects. While respecting the overriding criterion of scientific quality, the selection will also take into account the element of scientific and technological cohesion and the involvement of industry and SMEs (researchers from industry, industrial host institutions or industry related projects). In this context, particular attention will be given to training activities devoted to the management of change in enterprises dealing with new technologies.

Activity 3 will concentrate on the training of European researchers at the post-doctoral level through research and through the stimulation of their mobility. This activity will be implemented through three types of grant: grants for training, return grants, and mobility grants to established researchers.

A. Grants for training These grants are offered to post-doctoral researchers who wish to receive training or to specialise outside the country of their nationality and their country of residence. A post-doctoral researcher is defined as a researcher holding either a doctoral degree or equivalent level of education or, alternatively, having at least four years' full-time research experience at post- graduate level. Training grants may also be offered to post-graduate researchers. A post-graduate researcher is defined as a holder of a degree, obtained from a university or equivalent institution of higher education, which qualifies the holder directly to embark on a doctorate or equivalent degree. Community support will provide, for a period of between six months and two years at post-doctoral level and between six months and three years at postgraduate level, an allowance for the researcher and a contribution to the research and administrative costs of the host institute.

B. Return grants Return grants are reserved for researchers from less favoured regions who wish to return and undertake research in a less- favoured region in the country of their nationality and who: - have been in receipt of a full two-year postdoctoral grant for training under this programme, or - have been in receipt of a post-doctoral fellowship of at least 20 months under the HCM programme. Community support will provide, for a period of up to 12 months, an allowance for the researcher and a contribution to the research and administrate costs of the host institute.

C. Mobility grants to established researchers These grants are reserved for established researchers who wish to Join a research team in the less-favoured regions outside the country of their nationality, in order to impart their knowledge and research experience. Applicants for these grants should have at least eight years' full-time research experience at postgraduate level. Community support will provide, for a period of three months to one year, an allowance for the researcher and a contribution to the research and administrative costs of the host institute.

5. EURO-ISDN AS A TRANS-EUROPEAN TELECOMMUNICATIONS NETWORK - CALL FOR PROPOSALS OJ C 84 (15/03/97) p 12

The Commission of the European Communities is launching a call for proposals aiming at the development of Euro-ISDN as a trans- European telecommunications network. The proposed projects should be originally planned to answer needs present in several Member States and be implemented in several Member States. Community financial aid may take the form of co-financing studies or, where complementary intervention is justified for innovative applications of public interest, subsidies of the interest on loans, contributions towards fees for guarantees for loans, and direct grants only in duly justified cases. The maximum level of Community financial aid is defined in the information package.

The following project profiles have to be considered for this call for proposals: TI 1. I trans-European telecommunications networks for health TI 1.2 trans-European telecommunications networks for access to Europe's cultural heritage TI 1.3 trans-European telecommunications generic services TI 1.4 trans-European telecommunications applications and services for SMEs TI 1.5 trans-European telecommunications networks for telework and new work methods

6. JOULE-THERMIE PROGRAMME: TECHNICAL ASSISTANCE - CALL FOR EXPRESSIONS OF INTEREST OJ C 84 (15/03/97) pp13-14

Call for expressions of interest for the provision of assistance in technical evaluation and review of proposals and projects within the Thermie component of the Joule-Thermie programme for non-nuclear energy. Persons or organizations who are interested in having their names entered on a list of potential contractors are invited to submit an application.

Description of the fields covered: 1. Technical assistance in the evaluation of proposals submitted in response to calls for proposals of the Thermie component of the specific programme for RTD, including demonstration, in the field of non-nuclear energy. 2. Technical assistance to EC staff in the review of Thermie projects at regular review meetings concerning the project, review of project reports, or review of project plans.

The tasks to be performed concern the following technical expertise in the domain of: (a) rational use of energy (b) introduction of renewable energies into Europe s energy systems; (c) improved production and conversion and cleaner utilization of fossil fuels; (d) development of energy RTD strategies; (e) information dissemination and technology transfer; (f) technological support to SMEs.
