INTERNATIONAL CONFERENCE ON TECHNOLOGY POLICY AND LESS DEVELOPED RESEARCH AND DEVELOPMENT SYSTEMS IN EUROPE

The United Nations University-Institute for New Technologies (UNU/INTECH), in collaboration with the Institute for Prospective Technological Studies (IPTS) is organising an Euroconference on Technology Policy and Less Developed R&D Systems in Europe (17-18 Oct. 1997), in Seville, Spain. The conference is organised with financial support from the European Commission (DG XII, TMR Programme - Accompanying Measures)

The conference will focus on R & D systems in Europe, with particular reference to the technological weaker economies. It will examine opportunities for and obstacles to the internationalisation of scientific research systems. This Conference will be primarily intended to inform policy making in the Southern European economies, but will also have a wider relevance. It will produce results which might be of considerable significance in developing countries - perhaps especially, but not exclusively, in Latin America and the Mediterranean countries.

We are planning to organise the Conference around the following themes:

* Technology Policy and Innovation Strategies; * Policy Instruments: Comparisons and Best Practise Experience; * Internationalisation of Scientific Research: the European experience; * Extension Services and SMEs.

Panel sessions, may include:

* Less Favoured Regions and the Fifth RTD Framework Programme; * Regional Dimensions of Research and Technological Capabilities.

This Conference will serve to integrate three goals:

1. to give the opportunity to young researchers coming from different disciplines to discuss their work with established academics and policy makers and use this knowledge to contribute to contemporary innovation and technology policy concerns;

2. to provide policy makers and R&D managers with a deeper understanding of the scientific and technological aspects of decisions linked to the efficiency of R&D systems in the chosen regions;

3. a well grounded conceptual framework can help as a basis for formulating science and technology policy proposals, especially in LFRs where the socio-institutional context has been less favourable and there are still problems of implementation for R&D and innovation supporting initiatives.
