Airplane carrying Ecevit and accompanying delegation will land at the Andrews Military Air Base. Prime Minister Ecevit will proceed to Washington D.C. by a helicopter. Cumhur Ersumer, Deputy Prime Minister and Minister of Energy and Natural Resources; Recep Onal, State Minister responsible for the Treasury; Ismail Cem, Foreign Minister; Ahmet Kenan Tanrikulu, Industry and Trade Minister; and several deputies will accompany Prime Minister Ecevit during his visit to the U.S. Prime Minister Ecevit is scheduled to meet with U.S. President Bill Clinton on Tuesday at the White House. Prior to his meeting with President Clinton, Ecevit will come together with Al Gore, the U.S. Vice President. Rahsan Ecevit, wife of Prime Minister Bulent Ecevit, will come together with Hillary Clinton, first lady of the U.S. in a luncheon. At the meeting between Prime Minister Ecevit and President Clinton, issues of relations between Turkey and the U.S.; the Cyprus question; relations between Turkey and Greece; quake disaster in Turkey; the Baku-Ceyhan oil pipeline project; the latest developments in Iraq, the Middle East, Caucasia, and in the Balkans; and financial reforms in Turkey; will be taken up. [English]Anadolu Agency: News in English, 99-09-26 [33] BRUSSELS, Sept 26 (A.A) - Prime Minister Bulent Ecevit said on Sunday that it would be not realistic to expect Cyprus question to be solved with Greece's contribution while main problems between Turkey and Greece remained unsolved. Ecevit responded to questions of journalists at the Brussels Airport prior to his visit to the U.S. When reminded of U.S. Secretary of State Madeleine Albright's statement saying that Greece and Turkey should hold negotiations on the Cyprus issue,'' Ecevit said, ''First of all, Turkey and Greece should come to the level of negotiating Aegean dispute. They should accept our invitation to hold talks on the issue. A promising dialogue has started recently. But this dialogue did not bring main problems between the two countries onto its own agenda. It cannot bring it for the time being anyway. It will be not realistic to expect Cyprus question to be solved with Greece's contribution while main problems between Turkey and Greece remained unsolved. Cyprus question shold be solved between the two communties on the island. In accordance with our opinion, there is not any problem on Cyprus. But those who claim that there is problem, should leave its solution to the communities on the island. Otherwise, I do not think that it would not be useful to add Cyprus question to the problems which were not even discussed between Turkey and Greece.'' When asked what his policy towards Northern Iraq was, Ecevit said, ''as I have just mentioned I am taking pains not to say anything except the Cyprus question prior to our talks in Washington D.C. Otherwise, my visit to the U.S. became unnecessary. I want you to show patience. The Northern Iraq issue will be discussed at the meetings. Turkey's increasing responsibilities and intensified burden on her due to the situation in Northern Iraq will be discussed. However, I don't want to talk on the details. [English]Anadolu Agency: News in English, 99-09-27 [22] LONDON, Sept 27 (A.A) - Sabahattin Cakmakoglu, the National Defense Minister, said on Monday that Turkish Air Forces is the most talented air force among the other European air forces. Speaking to the British Jane's Defense Weekly (JDW) magazine, Cakmakoglu noted that Turkish Air Forces, including the highest number of F-16 war planes following the U.S., is the only air force in Europe which has the biggest personnel, opportunity and training capacities. Stressing that the Turkish Armed Forces can charge 40, 000 or 50,000 staff for a joint operation in a short time, Cakmakoglu stated that the Turkish Armed Forces can also provide the supply, maintanence and the fire support of the operation in a short time. Cakmakoglu added that five or six battalions can reach their target in a short time by an air attack. Noting that the risk resulting from the long- range missiles does not only come from the southern neighbours of Turkey, Cakmakoglu stressed that the most important point is to own the necessary defense equipment to overcome the risk without it spreads and that to this end, the Turkish Armed Forces carries out short and long term exercises. Stating that the aim of the cooperation between Turkey and Israel is to contribute to the two nations, two countries and to the stability of the region, Cakmakoglu recalled that the military visits and agreements between the two countries led to the speculations in the Arab world saying that Turkey and Israel set up a strategical alliance. Pointing out that these allegations are continuously uttered by Syria, Iran, Iraq and Greece, Cakmakoglu emphasized that the fact that the the press is too much interested in the military dimension of the relations between the two countries play an important role in strengthening the strategical alliance image. Emphasizing that the tension between Turkey and Syria which escalated in the beginning of October 1998 revealed that the Turkish- Israeli cooperation does not target any third countries, Cakmakoglu pointed out that Israel stopped her military exercises at the Syrian border during the crisis. Underlining that it is obvious that Turkey will not arrange her relations with Israel in accordance with the developments in the Middle East Peace Process, Cakmakoglu said that the Turkish-Israeli relations don't constitute a pact. Cakmakoglu said, ''the latest developments indicate that the Arab countries started to understand the real dimension of our relations with Israel and that they started to digress from the distorting approaches.'' Referring to the Turkish defense industry, Cakmakoglu noted that Turkey will continue buying weapons and modernization in the following 25 years and that the National Defense Ministry will carry out some renewal studies for directing the defense industry initiatives. Cakmakoglu added that they are carrying out significant initiatives to set up a Turkish defense industry which is away from the idea of protection. Emphasizing that the Turkish Armed Forces has become a modern army by high technology, Cakmakoglu stated that Turkey needs some developed technologies, including guided systems, command-control-communication-computer- intelligence systems and remote control systems in 2000.

Responding to questions of journalists, TRNC President Denktas said that one shouldn't consider the Cyprus issue as a problem that will negatively effect Turkish-American relations. ''We hope that Premier Ecevit will tell Clinton that a solution for the Cyprus issue can only be found by recognition of two sovereign states and through friendship. We expect others to understand us and we expect an approach which will encourage Greek Cypriots to compromise. Everybody think that Turkish Cypriots don't have a compromising attitude, but they are mistaken. There is no one Cyprus government. Cyprus government was a partnership, but it had been destroyed by Greek Cypriots by fight. Turkish Cypriots saved itself from this war.'' High-level diplomatic sources told A.A correspondent, ''our aim is neither to account nor to receive the U.S.' bravo.'' Stressing that a stable majority was provided in the parliament for the first time in years, the sources said that Turkey targets to settle the relations with the U.S. into a long-term plan to this end. Noting that the recent financial reforms in Turkey stemmed from Turkey's internal dynamics, not from the West's demands, diplomatic sources pointed out that democratic reform will accelerate if Turkey succeeds in putting an end to terrorism. The same sources noted that Turkey will not abandon her rights and her concerns regarded with Cyprus, adding that Turkey has protected her position on the island as a result of her rightful case. They said, ''Turkey has taken serious steps regarded with the Cyprus question, and come to the level of accepting indirect negotiations. Continuation of this process is not clear yet, but serious oppositions may emerge in coming days with other powers except for the U.S.'' Pointing out that it is not known yet whether or not Kofi Annan, Secretary General of the United Nations, will call on sides to sit on the negotiation table, the same sources added that the Turkish side has several conditions to start talks.

We expect others to understand us and we expect an approach which will encourage Greek Cypriots to compromise. Responding to questions of journalists before receiving the honourary doctorate given to him by Adnan Menderes University, Denktas stressed that ''it is very detrimental and wrong to create such an atmosphere as if the Cyprus issue is a mile-stone in Turkish-American relations. Relations of the U.S. with Turkey and the interests of the U.S. are very different things. The U.S. works to solve this issue and will continue to do so. U.S.-Turkey relations and the Cyprus issue are also different things. I suppose the U.S. will hear from Mr. President this time how importance the Cyprus issue for Turkey is.'' Noting that the violence in Cyprus was five times serious than the one in Bosnia created by Milosevic, Denktas said that the whole world ignored these events on Cyprus in the past. ''The European Union (EU) is not our train, we don't have our motherland which will welcome us in the station we will go,'' said Denktas, adding the Turkish society on Cyprus should be recognized as a state, not a minority for the resuming of the inter- communal negotiations on the island. Denktas said that they expect Premier Ecevit to once again explain the attitude of Turkey about this issue to the world in his contacts in Washington D.C., adding the sovereignty, freedom or equality are tried to be formalized on the island. ''There is no formula of equality. Sharing sovereignty and freedom can't be possible. 36 years passed, but the world couldn't identify the matter, thus we couldn't solve the Cyprus issue,'' he added.

After meeting with Al Gore, U.S. Vice-President, Ecevit came together with Clinton at 8.05 p.m. local time. Following the official welcome ceremony held in front of the White House, Ecevit and Clinton went to the Oval Office where they will have tete-a-tete meeting. The meetings between the delegations of the two countries will start after the meeting between Ecevit and Clinton. The U.S. delegation presided by Clinton includes Madeline Albright, the U.S. Secretary of State, the State Department Undersecretary, Mark Parris, U.S. Ambassador to Ankara, and the high- ranking officials from the Department of State, the Department of Trade and the Department of Defense. The Chairman of the National Security Council or the Assistant Chairman of the Council will participate in the U.S. delegation. If this can be understood well, and if the balance can be preserved well, the sufferings of the 20th century will not be repeated in the coming centuries.'' Addressing the opening ceremony of IDEF 99, Demirel recalled that the fair was a defense industry fair, and noted that works of the technology, samples and the weapons were exhibited in the fair. Stressing that ''defense industry'' term was one which was carefully selected, Demirel said ''we don't say war industry. We should altogether understand the meaning of this.'' Recalling that 20th century was a stage to important wars, Demirel said weapons which are products of war indsutry were used in these wars. Demirel said ''it has been revealed that these weapons which were made by human beings were devastating to human beings. Nearly 60-70 million people lost their lives in the first and second World Wars. Many cities and counties were destroyed and civilized countries were damaged. Yet, it was understood after 1945 that war was in vain. The target is not war, the target is peace. The weapons which were used for war should be used to provide peace to consolidate peace. This means, the weapons will be under the service of defense industry. The term ''deterrence'' expresses one of the most important concepts which human beings revealed. The weapons exist to prevent war. If this can be understood well and if this balance can be preserved well, the sufferings will not be repeated again.'' Demirel said the world entered 21st century in an organized way, adding that the U.N. and NATO took very important steps to this end and gained positive results. Demirel said ''defense industry is the highest industry power of the country. This means, the countries who could not succeed in industrialization, will not have defense industry. Turkey has a defense industry. Armed forces and defense industry of Turkey is for deterrence, to provide peace in the region and to serve peace in the world. This was seen in various places like Bosnia-Herzegovina, Kosovo and Somalia. I consider them as very important examples.'' Recalling that Turkey experienced a very important quake disaster, Demirel said more than 15,000 people died and nearly 200, 000 houses were demolished. Demirel pointed out that 87 countries rushed to the help of Turkey, adding that ''I think this is a very important incident while entering to the year 2000's. I wish all the world countries to be in this feeling and I also wish the weapons to be used for peaceful reasons.''

Many citizens of Kurdish origin have become a part of Turkish families and they have never been exposed to discrimination. We don't feel the need for searching the origin of people.'' On the third day of his visit to the U.S., the Prime Minister staged a press briefing at the Willar Intercontinental Hotel in Washington D.C. Addressing the press briefing which was organized by the National Press Club, Ecevit said they had discussed comprehensive issues and the economic and commercial relations in detail at his meetings with U.S. President Bill Clinton and Vice President Al Gore. Prime Minister Bulent Ecevit answered the questions about Turkey's political and economic structure during the press briefing which was also attended by Cumhur Ersumer, the Deputy Prime Minister and the Minister of Energy and Natural Resources, and Ismail Cem, the Foreign Minister. Expressing his pleasure and gratitude over the aid sent by the U.S. people and over the U.S. President's personal efforts regording the strong earthquake on August 17, Ecevit said U.S. President Bill Clinton and he had discussed the earthquake, lifting of the textiles quotas, ''Trade and Investment Frame Agreement'', ''establihment of a Free Zone'' in the southeast, Caspian Sea natural gas pipeline, Baku-Ceyhan oil pipeline, Bosnia, Kosovo, relations between Turkey and the European Union (EU), and Greece, and the European Defense Identity. Ecevit said Clinton and he were of the same opinion that the European Defense Identity should be developed within the framework of NATO. Ecevit stressed that Clinton and he had reached a consensus that the Cyprus qeastion can't be solved with bringing it before 1974. Recalling that more than 15 thousand people were killed and more than 20 thousand others were injured in the earthquake which affected nine provinces in Turkey, Ecevit said, ''up until now, a total of 112 thousand tents have been distributed but it is still insufficient. Also I mentioned the contributions of the World Bank and international organizations.'' Emphasizing that Turkey has a secular democracy, and she constitutes an example for the Islamic countries with her contemporariness, Ecevit said the non-governmental organizations had gradually increased their activities in Turkey. Stressing that the Turkish state has a powerful ahd fundamental order, Ecevit said the women's rights had been given in 1920s and 1930s before most of other contemporary countries. Ecevit recalled that women were working at high levels also in the army and police department. Noting that Turkey, who had witnessed a cruel terrorism in last 15 years, lost her 37 thousand citizens most of who were the people of Kurdish origin due to the PKK terrorist organization, Bulent Ecevit said, ''there is not a racial segregation in Turkey. Responding to questions of journalists, President Denktas said, ''I am pleased that at the meeting, Mr. Ecevit and Mr. Clinton agreed on not to allow Cyprus to return back to the situation before 1974.'' Noting that Moses' visit to Cyprus will be very useful, Denktas stressed, ''I am sure that when Mr. Moses sees the facts, he will change opinion.'' President Denktas also added, ''The decision of not allowing Cyprus to return back to the situation before 1974, also means not to give opportunity to the Greek Cypriots to repeat the incidents in 1963. The agreement which was signed in 1960, in fact had put forward a guaranteed regime not to allow the Greek Cypriots to do the things which they did between 1963 and 1974. The agreement had brought a partnership system. It had charged three guarantors. Despite the agreement, incidents occured in 1963. The decision of not allowing Cyprus to return back to the situation before 1974, also means to change the system in 1960 into another one which will prevent the homicides committed in 1963.'' Stressing that there are two republics, two communities, two cultures, and two democracies on the island, President Denktas said that having regard to this fact, they cannot return back to the situation before 1974. Meanwhile, the TRNC Council of Ministers will convene later today to evaluate the meeting between Prime Minister Bulent Ecevit and U.S. President Bill Clinton.

[English]Anadolu Agency: News in English, 99-09-29 [20] STRASBOURG, Sept 29 (A.A) - Ismail Cem, the Foreign Minister said on Wednesday that Turkey can't abide with the verdict of the European Court of Human Rights about ''Loizidou Case'' which caused a big problem in Turkish- Council of Europe (COE) relations during the last two years. Sending a letter to Halldor Asgrimson, the Foreign Minister of Iceland, the Term- President of COE, Cem explained the views of Turkey about ''Loizidou Case.'' The European Court of Human Rights took a decision last year, condemned Turkey and requested Turkey to pay nearly 500,000 dollars to Liliana Loizidou, a Greek Cypriot citizen as a compensation. Foreign Minister Cem briefly said in his letter that: ''-Turkey had earlier informed that she wouldn't take responsibility regarding an incident which took place out of her territories. Therefore she can't pay compensation. - Turkey recognized the authority and decisions of the European Court of Human Rights after January 21, 1990. Turkey had earlier noted that a court decision about an application regarding an event which took place before the mentioned date can't be binding for her. - Cyprus question is an issue which is at the agenda of U.N. Security Council. Thus other international institutions can't take decisions which concerns this issue. The application of the Greek Cypriot citizen has a political content, rather than legal. - Turkey considers the proposal of Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC) to set up a common commission aiming at finding a solution to the problem of those who lost their houses in both sides of the island, as the most logical way. Meanwhile the issue of Turkey's payment of material compensation to Loizidou came to the agenda again in the COE Committee of Delegates meeting held at the level of ambassadors in Strasbourg. COE member countries said that the decision of the European Court of Human Rihgts had to be absolutely abided and Turkey had to fulfil her obligations. Alev Kılıc, Turkey's Permanent Representative to the COE reiterated the views explained by Cem in his letter. The Committee of Delegates will take up the issue once again between 5-6 October. Diplomatic sources say that the draft resolution which urges Turkey to abide by the decision of the Court is expected to be approved in that meeting. COE has the right to suspend the membership of countries who don't abide by the decisions of the European Court of Human Rights.

Ecevit said the U.S. officials knew determination of Turkish government to this end. When a journalist asked under which subject human rights and democratization were brought to the agenda during his meeting with Bill Clinton, the U.S. President, Ecevit said ''they knew that our government took important steps on that issue in the short period of Parliamentary studies. To this end, they take into consideration the concessions given by us related with the future.'' When asked what kind of promises were made on this issue, Ecevit said ''we are not obliged to make a promise. We have no such obligation to anybody. We have said what we want to do and we did not meet any insistency for details. Because they saw that the government was resolved to this end.'' Responding to another question on Baku-Ceyhan pipeline project, Ecevit said ''there are the oppositions of several companies. We have seen a determination in the U.S. administration to overcome the resistances.'' Responding to the question which asked if the economic loss Turkey suffered stemming from the de facto situation in Iraq, Ecevit said Clinton promised to look for a solution to this question. When asked what kind of a message he will give during his meeting with the World Bank and International Monetary Fund (IMF) Presidents, Ecevit said ''our friends carry out technical talks. I will express the pleasure we felt over the close interest shown by IMF and the World Bank during the quake disaster.'' When asked if Turkish-Greek relations were brought to the agenda during his meeting with Clinton, Ecevit said ''Mr. Clinton asked my views regarding the issue. I have told him that the dialogue, which started between our foreign ministers were fruitful, yet noted that it would not be convenient to expect discussion of basic problems suddenly. I have conveyed my views related with Turkish-Greek relations and my opinion why several problems could not be solved still, although there should be a mutual interest between the two countries. I especially focused on the psychological and historical reasons of it.'' Ecevit said starting of such a dialogue is positive because if reciprocal suspicions can be overcome, I wish ways will be opened for the solution of several basic problems like the Aegean problem. Responding to another question Ecevit said military cooperation of Turkey and the U.S. reached new dimensions, Ecevit said NATO widened outside its former field of assignment and that thus Turkey's military expenses increased. When a journalist asked if 100 million U.S. dollar increase in textile quotas satified him or not, Ecevit said ''no result can be obtained on this issue so far. Talks continue.'' Responding to another question Ecevit said he has learned on his way to the U.S. that Greece will limit its military exercises, adding that he could not learn the views of General Staff and National Defense Ministry to this end. Prime Minister Ecevit said all the manoeuvres in the Aegean or in some other places did not have connection with Turkish-Greek relations, adding that most of them generally aimed at training. Ecevit said ''some of them should take place. This is a technical problem. Sometimes it may have political dimensions, yet, most of the time it is a technical issue.
