    The support to western Balkan countries with their acceleration towards the European Union, was characterized as necessary by Foreign Minister and President of the European Council of Foreign Ministers Giorgos Papandreou, in the framework of the meeting organized by the World Economic Forum for Southeastern Europe in Athens, in cooperation with the Greek Presidency.

    As Mr. Papandreou said, the message the Greek Presidency will try to send at the European Council Meeting in Thessaloniki, is that we are ready to overcome our historical differences and establish the right of law, and on the other side that the European Union is committed to essential economic and political support, so that countries of the Western Balkans are also given a chance to become members of the EU. It is necessary, in an atmosphere darkened by the war in Iraq, for the Greek Presidency to prove the importance of constant peace and stability in the Balkan region, he said characteristically.

    Meanwhile, in answering a simple question on the recent violations of Greek airspace by Turkish fighter aircrafts, Mr. Papandreou stressed that the Greek side has moved to all necessary actions and pointed out that he has asked the political directors of the Greek and Turkish Foreign Ministries, to discuss the issue and resolve it based on international rules. It is time to close the wound that has been troubling Greece for many years. With the resolving of the Cyprus issue, I think Greek-Turkish relations will become more stable. In any case, our defense is always ready, he stated.

    [02] FOREIGN MINISTRY AID TO ALGERIA

    Special Forces and members of the Greek Rescue Team traveled to Algeria yesterday, after the initiative of the Greek Foreign Ministry, on a C-130, in order to help with the problems caused by the destructive earthquake.

    According to deputy Foreign Minister Andreas Loverdos, the same aircraft carried the necessary equipment and medicines, tents, blankets, etc.

    He has prepared a further mission of supplies for whatever needs may arise during the searches in the rubble caused by the quake.

    The Greek government is ready to financially assist Algeria in order for it to cover its immediate needs, as well as send further supplies.

    [03] WALKING OUT FREE

    Free of restraining conditions, after his testimony before Special Examiner Leonidas Zervobeakos, 42-year-old Costas Avramidis was released today, after facing criminal charges of participating in the 17 November terrorist organization.

    Approximately 50 friends of Avramidis, members of Consolidation against state terrorism, broke out into applause after he was released from the court of appeals with the announcement of the relelvant DA.

    The arrest of Avramidis, who denied any connection to 17N from the very beginning, was the result of the testimonies of Savvas Xeros and Sotyris Condylis, and due to a fingerprint found on a book on urban guerrilla warfare found in of the two hideouts.

    According to information, a picture of Costas Avramidis was shown to defendant in the 17N case Sotiris Condylis, who supported that he knew the man, but that he was not a member of the organization.

    [04] ENLARGEMENT'S CONSEQUENCES ON EU MEMBER-STATE CULTURAL IDENTITY

    Almost the entirety of the EU Ministers of Culture were in favor of the strengthened majority within the EU, based on article 151 of the Union Treaty. There were many countries in favor of abolishing the principle of unanimity when decisions about the interior of the EU are made, and in favor of the majority. But they insist on a state of unanimity for the protection of the cultural heritage of member-states as regards to their international trade relations, mainly those with the US.

    These were the results of the first day of the Informal Council of Ministers of Culture and Audiovisual Media of the European Union, being held at the Thessaloniki Music Hall. The main point of the meeting is the European cultural identity after the enlargement, not as a theoretic issue, but as a practical political issue connected to the functioning of the unified market and the unified cultural area, and mainly with the EU's political issue. Another important issue is the position of culture in the upcoming European Constitution.

    In briefing the press covering the Meeting, Minister of Culture Evaggelos Venizelos stated that there can be no discussion on the EU's political identity, if first there is not an understanding of the issue of cultural identity, which is considered the heart of the problem. He then mentioned that the majority of the Ministers of Culture and Audiovisual Media of the EU is in favor of retaining article 151 of the Union Treaty. This is already a great acquis. Many countries are in favor of abolishing the principle of unanimity when decisions that will affect the interior of the EU are being made, and are in favor of a majority decision. I would say that a very good way to meet each other half way is to retain unanimity while at the same time allowing for models of strengthened cooperation both in the sector of culture and that of audiovisual media. But everyone is in favor of the need to retain unanimity in the application of article 133 of the Treaty, which can be a crucial provision in the Union's international trade relations, practically the trade relations between the EU and the US, in the framework of the WTO, added Mr. Venizelos.

    [05] CULTURAL IDENTITY

    The formation of a European cultural identity after the enlargement of the EU is the main point of discussion at the Informal Council of EU Ministers of Culture being held today in the facilities of the Thessaloniki Cultural Mansion, presided over by Minister of Culture Evaggelos Venizelos. During the works, with the participation of Minister of the Press Mr. Protopapas, the place of advertisement in European television networks will be looked into, as will the position of the EU's cultural policy in the future European Constitution, which will be presented by Giscard D'Estaing at the Thessaloniki Summit on June 20.

    [06] PAPANDREOU ATTENDED THE G-8 FOREIGN MINISTERS MEETING

    Greek Foreign Minister Giorgos Papandreou attended the G-8 Foreign Ministers meeting that took place in Paris, under his authority as the EU Foreign Ministers Council President.

    Mr. Papandreou in his meeting with US Secretary of State Colin Powell referred to the EU initiatives for a better transatlantic cooperation in all international problems.

    He said that there is a will to overcome the disagreements reported on the occasion of the crisis in Iraq.

    Mr. Papandreou also pointed out that there is a will to see the next steps in a way that will safeguard the UN role and peace and stability in a wider region.

    [07] ΚΑΤΑΓΓΕΛΛΙΕΣ ΑΛΒΑΝΟΥ ΜΕΤΑΝΑΣΤΗ ΓΙΑ ΑΝΙΣΗ ΜΕΤΑΧΕΙΡΙΣΗ ΑΠΟ ΤΙΣ ΕΛΛΗΝΙΚΕΣ ΑΡΧΕΣ

    Σε χθεσινή εκπομπή του ιδιωτικού καναλιού TV Vision Plus συζητήθηκε σχετικά με την κατάσταση των Αλβανών μεταναστών που ζούνε και εργάζονται στην Ελλάδα, με αφορμή το θέμα «Καπλάνι». Στο στούντιο του καναλιού ήταν καλεσμένος ο Γενικός Γραμματέας του αλβανικού ΥΠΕΞ Ρόλαντ Μπίμο, ο επίτιμος Πρόεδρος του Ρεπουμπλικανικού Κόμματος Σαμπρί Γκόντο, ο Γραμματέας Διεθνών Σχέσεων του Δ.Κ. Μπεσνίκ Μουσταφάι, ο βουλευτής του Σ.Κ. Μάρκο Μπέλο και ο πρώην Πρέσβης της Αλβανίας στην Τουρκία, Σκεντέρ Σκούπι.

    Πριν αρχίσει η συζήτηση στο στούντιο, το κανάλι μετέδωσε αποκλειστική συνέντευξη του Γκαζμέντ Καπλάνι, ο οποίος αφού περιέγραψε το ιστορικό του περιστατικού του, δήλωσε ότι «η Ελλάδα είναι η μόνη χώρα στην Ευρώπη στην οποία υπάρχουν παράνομοι και νόμιμοι μετανάστες». Σύμφωνα με τον Καπλάνι «αυτό που μου συνέβη ήταν πολύ σοβαρό. Ειλικρινά σοκαρίστηκα. Είναι αφάνταστο για μια δημοκρατική χώρα αυτό που μου συνέβη. Με κατηγόρησαν ότι είμαι επικίνδυνος άνθρωπος, αλλά κανείς, ούτε το Υπουργείο Δημόσιας Τάξης της Ελλάδος, ούτε η ασφάλεια, δεν δίνουν εξηγήσεις για την κατηγορία που διατυπώνουν. Αυτό συμβαίνει μόνο στα δικτατορικά καθεστώτα. Δεν είναι ένα επεισόδιο που αφορά μόνο εμένα, αλλά που αφορά τον σεβασμό των δικαιωμάτων των μεταναστών στην Ελλάδα και των ανθρωπίνων δικαιωμάτων γενικότερα», υποστήριξε.

    Στη συνέχεια ο Καπλάνι δήλωσε ότι «αυτό που με ανησυχεί περισσότερο είναι το γεγονός πως αντιμετωπίζονται τέτοια επεισόδια από το κράτος. Με ανησυχεί επίσης το γεγονός ότι μήπως με το επεισόδιο αυτό επιδιώκετε να μεταφερθεί ένα ξεκάθαρό μήνυμα προς όλους τους μετανάστες, σύμφωνα με το οποίο για να χαίρουν την ανεκτικότητα της ελληνικής κοινωνίας πρέπει να δεχτούν ότι είναι πολίτες της τρίτης ή τέταρτης κατηγορίας». Σύμφωνα με τον Καπλάνι «το επεισόδιο που μου συνέβη ξύπνησε ορισμένα φαντάσματα μιας πολύ επικίνδυνης αντιδημοκρατικής νοοτροπίας».

    Ο Σαμπρί Γκόρντο δήλωσε ότι «το επεισόδιο με τον Καπλάνι αποδεικνύει ότι στην Ελλάδα υπάρχουν προβλήματα όσον αφορά την αντιμετώπιση της μετανάστευσης γενικότερα και των αλβανών μεταναστών ειδικότερα. Στην Ελλάδα υπάρχουν περίπου 400.000 αλβανοί μετανάστες, ενώ οι Έλληνες λένε ότι υπάρχουν 700.000, αλλά κανείς, ούτε η Αλβανία, ούτε η Ελλάδα δεν είναι σε θέση να δώσει ακριβέστατα στοιχεία σχετικά με τον αριθμό τους». Σύμφωνα με τον Γκόντο «προβλήματα υπάρχουν, αλλά με καλή πολιτική βούληση αυτά θα πρέπει να ξεπεραστούν».

    Από την πλευρά του ο Γενικός Γραμματέας του ΥΠΕΞ Μπίμο δήλωσε ότι «η αλήθεια είναι ότι έχει σημειωθεί σημαντική πρόοδος στην βελτίωση της κατάστασης των αλβανών μεταναστών στην Ελλάδα. Γίνονται θετικές προσπάθειες εκ μέρους των ελληνικών αρχών για την νομιμοποίηση των μεταναστών. Η περίπτωση με τον Καπλάνι αποδεικνύει ότι τα προβλήματα, αλλά η ακραία πολιτικοποίηση του θέματος έχει αρνητικές συνέπειες», υπογράμμισε.

    Στο μεταξύ, ο Γραμματέας Διεθνών Σχέσεων του Δ.Κ. Μουσταφάι ισχυρίστηκε στην Ελλάδα υπάρχουν πολλά προβλήματα όσον αφορά το σεβασμό των δικαιωμάτων των αλβανών μεταναστών. Το αλβανικό κράτος θα πρέπει να έχει μια ατζέντα με συγκεκριμένα θέματα για τα οποία θα πρέπει να συζητήσει με την ελληνική πλευρά, όπως παραδείγματος χάρη η νομιμοποίηση των μεταναστών, το άνοιγμα των αλβανικών σχολείων στην Ελλάδα, το θέμα των συντάξεων, των περιουσιών των αλβανών μεταναστών, κ.α.
