    [01] MR. KRANIDIOTIS WILL BE IN LIBYA TODAY

    Athens, 19.09.1998 (MPA) Greek undersecretary of foreign affairs Yiannos Kranidiotis, heading a delegation of foreign ministry and national economy ministry officials, will be on a two-day visit to Libya starting today.

    In the contacts Mr. Kranidiotis will have with the political leadership of Libya will be examined the course of bilateral relations as well as, issues concerning regional problems in the wider Mediterranean region.

    [02] STRUCTURAL CHANGES IN THE GREEK POSTAL SERVICE AND THE RAILWAYS ORGANIZATION

    Athens, 19.09.1998 (MPA) The draft laws on the structural changes in the Greek Postal Service, the Railways Organization and the city bus transportation were presented by the minister of transportation Mr. Mandelis in the joint meeting of the governmental committee and the political secretariat of PASOK.

    According to Greek government spokesman Dimitris Reppas, with the changes suggested in the Greek Postal Service there will be an attempt to better organize the postal market, while in the Greek Railways Organization and in the city bus transportation efforts will be made for a productivity increase.

    Athens, 19.09.1998 (MPA) The proceedings of PASOK's central committee meeting continue for a second day at a central Athens hotel.

    Yesterday, president of PASOK and prime minister Kostas Simitis called on all party members to work together. Mr. Simitis outlining the main axes of the policy set and implemented by the governing party he gave a special emphasis on the creation of a strong society.

    The prime minister insisted that the government policy must continue unchanged and the new positions and policies must be reexamined, while at the same time the firm positions and principles of the September 3 declaration must be completed.

    Τίρανα, 19/09/1998 (MΠΕ - Κλέαρχος Λιάτης) Διαδοχικές συναντήσεις με τον Πρόεδρο της Αλβανίας, Ρετζέπ Μεϊντάνι, τον πρωθυπουργό Φάτος Νάνο και τον αρχηγό του Δημοκρατικού Κόμματος, Σαλί Μπερίσα, είχαν ο προεδρεύων του ΟΑΣΕ, Πολωνός υπουργός Εξωτερικών, Μπρόνισλαβ Γκέρεμεκ,

    ο αναπληρωτής υπουργός Εξωτερικών της Ελλάδας, Γιώργος Παπανδρέου ως προεδρεύων του Συμβουλίου της Ευρώπης και ο γενικός γραμματέας του Συμβουλίου της Ευρώπης, Ντανιέλς Ταρσίς, που βρίσκονται στα Τίρανα στο πλαίσιο των προσπαθειών που καταβάλλει η διεθνής κοινότητα για την εξομάλυνση της κατάστασης.

    "Hρθαμε στα Τίρανα για να εκφράσουμε την ανησυχία της διεθνούς κοινότητας για την κατάσταση στην Αλβανία. Ηρθαμε για να δώσουμε το μήνυμα εναντίον της βίας, το μήνυμα για συνεργασία μεταξύ των πολιτικών δυνάμεων για την προώθηση της δημοκρατίας στη χώρα", υπογράμμισε ο κ.Γκέρεμεκ στην κοινή συνέντευξη τύπου που παραχώρησαν αμέσως μετά τις συναντήσεις που είχαν.

    Ο προεδρεύων του ΟΑΣΕ, καταδίκασε τη δολοφονία του βουλευτή του Δημοκρατικού Κόμματος, Αζέμ Χαϊντάρι, καθώς και "τη βία που χρησιμοποιήθηκε εναντίον των κρατικών θεσμών στα Τίρανα", ενώ εξέφρασε την ανησυχία του για το γεγονός ότι η αντιπολίτευση δεν καταδίκασε τα επεισόδια βίας. "Η τακτική αυτή καταδεικνύει ανάμειξη του Δημοκρατικού Κόμματος στη βία", είπε για να προσθέσει: "Αυτό είναι πολύ σοβαρό πολιτικό θέμα" Παρά το γεγονός ότι ο κ.Γκέρεμεκ επανέλαβε επανειλημμένα την υποστήριξη της διεθνούς κοινότητας στη κυβέρνηση των Τιράνων, η οποία, τόνισε, εξελέγη με δημοκρατικές διαδικασίες, της καταλόγισε ωστόσο αναποτελεσματικότητα στην αντιμετώπιση της εγκληματικότητας , της διαφθοράς και λαθρεμπορίας, λέγοντας ότι στους τομείς αυτούς "σημείωσε μικρά βήματα".

    "Η διεθνής κοινότητα υποστηρίζει τις προσπάθειες του Προέδρου Μειντάνι για την ομαλοποίηση του πολιτικού διαλόγου στην Αλβανία", πρόσθεσε ο κ.Γκέρεμεκ, ενώ αναφερόμενος στην στάση της αντιπολίτευσης υπογράμμισε: "Η θέση μιας εποικοδομητικής αντιπολίτευσης είναι στη Βουλή και όχι στη φυλακή, όχι όμως και στις αλλεπάλληλες διαδηλώσεις στους δρόμους".

    Από την πλευρά του ο κ. Παπανδρέου με την ιδιότητά του ως προεδρεύων του Συμβουλίου της Ευρώπης, εξέφρασε την υποστήριξή του στην κυβέρνηση των Τιράνων και στις προσπάθειες που καταβάλλει ο Πρόεδρος της Αλβανίας για την αποκατάσταση της ομαλότητας. "Είμαι εκπρόσωπος του Συμβουλίου της Ευρώπης, αλλά ταυτόχρονα είμαι και φίλος και γείτονας της Αλβανίας. Εμείς είμαστε στο πλευρό του αλβανικού λαού και υποστηρίζουμε τις προσπάθειες του Ρετζέπ Μειντάνι και της κυβέρνησης που εξελέγη με δημοκρατικές διαδικασίες", είπε.

    Αναφερόμενος στον αρχηγό του Δημοκρατικού Κόμματος, ο κ.Παπανδρέου εκτίμησε ότι τόσο η τακτική του Σαλί Μπερίσα προσωπικά όσο και του κόμματός του "έχουν υπονομεύσει τους δημοκρατικούς θεσμούς".

    Σε ό,τι αφορά το θέμα της σύλληψης των έξι στελεχών του Δημοκρατικού Κόμματος, ο κ.Παπανδρέου είπε ότι "αυτό είναι θέμα της δικαιοσύνης", για να προσθέσει ότι "παρόλα αυτά, εμείς παρακολουθούμε με ενδιαφέρον τις εξελίξεις".

    Στην ερώτηση αν κατά τη συνάντησή τους με τον πρωθυπουργό Φάτος Νάνο τους δόθηκαν εγγυήσεις ότι δεν θα συλληφθεί ο Σαλί Μπερίσα, είπε."Αυτό είναι ένα από εκείνα τα θέματα στα οποία δεν θα επεμβεί η διεθνής κοινότητα"

    Για το ίδιο θέμα ο γενικός γραμματέας του Συμβουλίου της Ευρώπης, Ντανιέλς Ταρσίς, είπε ότι στη συνάντηση με τον Φάτος Νάνο, ο πρωθυπουργός τον διαβεβαίωσε ότι δεν θα επιτρέψει να φυλακιστεί ο αρχηγός ενός πολιτικού κόμματος στην Αλβανία.

    [05] THE MITSOTAKIS-YILMAZ MEETING IN ISTANBUL WILL TAKE PLACE TOMORROW

    Istanbul, 19.09.1998 (MPA) Honorary president of the party of New Democracy Konstantinos Mitsotakis will meet in Istanbul tomorrow with Turkish prime minister Mesut Yilmaz. As it is already known, Mr. Yilmaz has requested the meeting through the Turkish embassy in Athens.

    Mr. Mitsotakis will meet today with Ecumenical Patriarch Vartholomeos in the Fanar, while leader of New Democracy Kostas Karamanlis will also have a meeting with the Ecumenical Patriarch tomorrow.

    Many Parliament deputies of the right-wing main opposition party of New Democracy will be in the Fanar this weekend for the wedding tomorrow of ND deputy Manolis Kefalogiannis.

    [06] THE ROAD FOR BERISHA'S POSSIBLE PROSECUTION HAS OPENED

    Tirana, 19.09.1998 (MPA) The road has opened for Berisha's possible prosecution with the lifting of his parliamentary immunity by the Albanian Parliament. Democratic party leader and former Albanian president Sali Berisha is accused of instigating a coup attempt.

    In response to the decision of the Parliament the former president stated that it brings back in mind past practices of Communist regimes and called on the Albanian people to be prepared for the ultimate sacrifice.

    The international community exerts pressures on the government of Fatos Nano to avoid Berisha's arrest as there are fears of a new round of violence in Albania.

    [07] MR. PANGALOS WILL MEET WITH HALBROOKE IN THE UNITED STATES

    New York, 19.09.1998 (MPA) A meeting with Richard Halbrooke, who will be appointed to the position of the United States representative in the United Nations, will have in the following days Greek foreign minister Theodoros Pangalos, who is on a visit to the United States.

    Mr. Pangalos will meet in New York on Thursday with US assistant Secretary of State Mr. Grosman and the talks the Greek foreign minister will have with the US high officials will focus on the situation in the Balkans and especially in Albania, the crisis in Kossovo, the Cyprus problem and the Greek-Turkish relations.

    Yesterday, Mr. Pangalos met with representatives of the Jewish community in the United States and gave a formal dinner in honor of leaders of foreign diplomatic delegations at a New York restaurant. Meanwhile, also on a visit to New York is Cypriot president Glafkos Clerides, who will attend the UN General Assembly meeting.
