[01] Support the Unemployed

Prime-minister George Papandreou will chair a broad meeting , which starts at 12:00, with participation of social partners. Talks will center on the government's policy to combat unemployment and actions to maintain and create job positions. Employment Minister Louka Katselis said support plan includes 17 programs , of 2.3 billion euros total budget allocated by OAED and European Social Fund, which address to 400.000 people. Employment Minister and OAED head will present the programs.

[02] Bad Weather Killed One Person

Bad weather conditions in several parts of the country caused extensive material damage while one person was killed in the island of Hios which is still on emergency state. His car was swept away by flash flood in the south part of the island. Crews from the island of Mitilini helped firefighters in Hios to free 10 people trapped in their cars while the fire department received 312 calls to pump out water from houses and shops. Schools remain closed on the island of Hios. Sofia Theologitu, General Secretary of Northern Aegean, accompanied by the president of the Prefecture Council Pantelis Stefanu, visited the regions hit by the bad weather conditions. A meeting, with participation of Mrs. Theologitu, Hios prefect and all mayors of the island, will be held at 13:00 for a first assessment and recording of damages.

Bad weather has caused serious problems on the island of Ikaria, cut in two by avalanches. One firefighter and a woman were injured while firefighters freed 6 people trapped in their cars.

Serious problems have been recorded in northern Greece in Kilkis and Evros where torrential rain has destroyed thousands of acres of cultivated land.

In Attica and the island of Mitilini the Fire Department received many calls to pump out water from flooded houses and shops.

In Lakonia and the island of Zante, gust winds brought trees down and firefighters had to cut them to free roads and three cars trapped under them.

Bad weather will only affect west parts of the country, East Aegean islands, Dodecanese islands, east Macedonia and Thrace. Weather gradually abating from Wednesday.

Industrial mobilizations enter sixth day in France with demonstrators protesting against rise in retirement age. Students, who have recently proceeded to mass occupations, have joined in demonstrations of employees in factories, airports, mass mean of transport, refiniries and post offices. The government has warned of tougher stand to deal with incidents of violence. Some 290 people have been already arrested while 4 policemen have been injured in clashes with demonstrators.

Earlier, students in the Paris suburb of Nanterre, set a car on fire and hurled stones against policemen. In the meantime, a girl student was injured outside her school when a rubbish bin was set on fire.

French Education Ministry says that 379 high school are under occupation.

Fuel Shortage- Problems in Market Supply

Truck drivers joined mobilizations on Monday worsening problems in market supply since employees in refineries are also striking. In the meantime, over 2.600 petrol stations nationwide have run out of fuel while ATM suppliers joined truck drivers' mobilizations.

Six people were killed and 17 injured when militant fighters stormed into the Parliament of Republic of Chechnya on Tuesday morning. Ria Novosti news agency quoting statements of Chechen leader Ramzan Kadyrov said three militants stormed into the Parliament at around 09:00 (local time) and opened fire at security guards. In the operation two police officers and a parliamentary administrative manager had been killed.

Ria Novosti, quoting police officer statement, said that the attack began when a vehicle carrying terrorists drove in and added that a suicide bomber had blown himself up while the other militants headed towards the parliament firing against parliament guards.

Some news agencies reported that at the time of the attack against the parliament, other militants had stormed into the Agriculture Minsitry.

Chechen leader, Ramzan Kadyrov, however, said all deputies had been safely evacuated. He also briefed Russian President Vladimir Putin on the attack.

This is the second serious terrorist incident in Chechnya in recent months. In August, a suicide squad launched a massive attack on Kadyrov's home village of Tsentroi.

[12] Actions to Boost Employment

Prime-minister George Papandreou, in his meeting on Tuesday with social partners, presented a five -target plan to deal with unemployment and actions to create job positions of 2.6 billion euros total budget. The program is addressed to 670.000 people including both employed and unemployed. Mr. Papandreou described unemployment as the top problem of the country, underlining that the government will implement "active policies" and not merely policies to support the unemployed.

Mammoth Program

The Prime-minister announced 17- program plan through OAED ( Unemployment Agency) mounting to 2.6 billion euros and addressed to 670.000 people (employed and unemployed)

Stressing that unemployment is the top problem of the country, Mr. Papandreou set 5 targets to combat it:

Maintenance of job positions and adoption of businesses. The government will subsidize social security contributions of businesses hit by recession to reduce their operational cost and maintain their labour force.

Inclusion of the youth in the labour market to acquire job experience through either integrated local programs or programs to support young free lance professionals and scientists.

readmission of the unemployed to the labour market through integrated programs for unemployed in mass lay offs as well as granting of "readmission check" instead of the "classic unemployment benefit".

Support and admission of women into the labour market

Support of disabled people and other weak groups of people such as people released from prison and drug addicts whose social security contributions will be subsidized .

Ones interested will submit online applications initially through OAED sites and soon also local administration sites.

The Prime-minister also said that all welfare benefits will be recorded in order to assess their effectiveness.

In reference to Greek economy, the Prime-minister expressed hope for the course of the country as there are signs of progress despite difficulties. Mr. Papandreou asked for the cooperation of social partners for the materialization of the above programs, underlining that prospect depends on cooperation of social partners, recognition of crucial circumstances, and taking decisions which will substantially contribute to social cohesion and progress.

[13] State Bonds Interest at 3.75%

Greece raised 1.17 billion euros from today's auction of 3-month state bonds at 3.75% interest rate compared to 3.98% in former state bond auction, issued on September, 21. Public Debt Management Agency (PDMA) said subscriptions totaled 4,674 billion euros, with demand 5.19 higher than amount offered. In September's auction demand was 6.25 higher than requested. Public Debt Management Agency accepted additional no- competitive offers mounting to 270 million euros.

Petros Hristodoulou, head of PDMA, said foreign investors absorbed over 50% of today's auction. It should be mentioned that no commission was paid.
