    France, Britain and

[04] Germany have reached agreement on European defence arrangements and will present joint proposals to their EU partners, French Foreign Minister Dominique de Villepin said yesterday. The accord, which a British spokesman said had still to be put to "key allies" -- code for the United States -- could end a bitter dispute with Washington, which feared a move to undermine NATO's primacy over European security.

Greek Foreign Minister, Giorgos Papandreou characterised the proposal 'key' to European developments and spoke of positive steps being made during comments made at the informal Foreign Ministers summit taking place in Naples.
