It is expected that the new objective values of property up to 85% higher- will affect the real estate market and the stock exchange activity as well. However, it is estimated that part of the charges will be absorbed by the new taxation bill which provides for reductions in ownership transfers, donations and legacies.[02] New draftbill on terrorism and organised crime will not affect ndividual rightsFollowing an interministerial meeting chaired by Prime minister Kostas Simitis, Government Spokesman Dimitris Reppas and Justice Minister Michalis Stathopoulos reassured that individual rights would not be affected by the relevant draftbill on the combat of organised crime and terrorism.They also announced the opening of a dialogue for the drawing up of the final text. In the meantime, the American State Department report on drug trafficking and money laundering refers to the excellent cooperatin between the American and the Greek police authorities. According to the report which is submited to Congress every year, Greece is described as a "drug trafficking path" to Western Europe due to its extensive costal and land borders with its neighboring countries. At the same time, officials in Tirana stated yesterday that Germany, Greece and Italy had agreed to support the Albanian centre for the combat of narcotics. A group of experts from Germany, Italy, Greece and Albania have undertaken the task to define the details for the operation of the centre whose headquarters will be housed in Emver Hotja villa in Vlore. [03] State of alert in Britain, apthous fever cases detected in animalsBritain is in a state of panic following the detection of animals suffering from apthus fever in Northern Ireland and Scotland.Many areas have been blocked, while at the same time the authorities have warned that more cases will be detected adding that the crisis will last for many months. In the meantime, France, Spain, Portugal, Holland, Belgium and Germany are on a state of alert while British visitors to Cyprus would go through a special disinfection process upon arrival to Cyprus. In Greece Government Spokesman Dimitris Reppas stated that no case of apthus fever has been detected in Greece, adding that checks are being carried out on a continuous and intenisive basis. [04] Greek Foreign Minister will visit Cyprus on March 11Greek Foreign minister Yorgos Papandreou will pay an official visit to Cyprus on March 11 in order to discuss with the Cypriot leadership developments in the Cyprus issue and Cyrpus-EU admission course.In the meantime Nato Secretary General George Robertson will pay an official visit to Greece on March 16. Mr. Robertson is scheduled to meet with the President of the Hellenic Republic Costis Stephanopoulos, Prime minister Costas Simitis, Foreign minister Yorgos Papandreou and Defence Minister Akis Tsohatzopoulos. Participatinng will be the President of Athens 2004, Yianna Agelopoulou Daskalaki.Mr.Simitis is expected to announce the name of the Athens 2004 new General Advisor [07] Inner cabinet examined issues of agricultural policyDuring a cabinet meeting on Thursday, Prime minister Kostas Simitis outlined the government's policy on agriculture.Mr Simitis stressed that the goverment's intention was a common agriculture policy and the formulation of a new system for the management of subsidies, the training of young farmers and the promotion of institutional changes. Following the meeting, Agriculture Minister Yiorgos Anomeritis announced during a press Conference that 11 trillion drachmas would be allocated for the development of Agriculture in the next six years. The money would derive from national and community funds. [08] Reforms in the national health system will cost 6.5 billion drsHealth minister Alekos Papadopoulos appears determined to go ahead with reforms in the Health sector. Mr. Papadopoulos announced the names of the Presidents of the 17 regional Health systems of the country.The presidents will be appointed within March and the cost of reforms is expected to amout to 6.5 billion drachmas. The presidents of the regional health systems are young and have been specialized in the fields related to the organisation of health systems and hospital administration. [09] New Democracy party youth organisation meets in Kalamata todayThe congress of the New Democracy party youth organisation opens in Kalamata on Friday with 831 participants. The subject of the congress is the election of the new President of the organisation and the election of representatives for the party's congress and the Central Committee.[10] Tertiary Education rectors met with the Gneral Sec of the GCPSecretary General of the Greek Communist party Aleka Papariga met with a delegation of Tertiary Education rectors at the party's headquarters in Perissos, where she was briefed on the issue of the upgrading of the Technological Institutes.[11] OTE new rates on telephone callsNew rates on telephone calls announced by the Greek Telecommunications Organisation OTE will be in effect as of March 3.
