"The Greek Coast Guard has covered 2,000 sq.km in the Eastern Aegean and has saved 3,120 individuals who tried to enter Greece without documents," he said, noting that it was also being assisted by Frontex, the EU's border control.

Home Affairs Commissioner Cecilia Malmstrom, in her intervention, said that the operation at Farmakonissi was a "rescue operation" and noted that in the communication she had had with Greece she had noted a lot of progress but things that remained unresolved." She reiterated that at borders, repulsing immigrants back is illegal and said that "there were claims that the Greek side repulsed migrants back to Turkey," that was why the issue was being closely followed.

On the consequences of the economic crisis in the country and its effect on the citizens, Fuchtel said that "everybody is concerned about the situation," adding that it is imperative to take action. He also said that cooperation on local administration level will lay the foundations for economic growth, noting that Greece should utilize this advantage.

He used waste management in Greece as an example, noting that it took Germany 40 years to gain this experience which is now conveyed to Greece to avoid mistakes and speed up the relevant programmes.

Fuchtel made a special reference to Evripidis Stylianidis, New Democracy deputy elected in the district of Rodopi and former government minister, noting that they have cooperated closely for the success of the twinning programme for municipalities and regions.

On his part, Stylianidis noted that the twinning initiative for Greek and German municipalities and regions launched in recent years was based on a decision by Prime Minister Antonis Samaras and Chancellor Angela Merkel to build bridges between local communities and markets.

[21] Smolyan district governor considers a positive outlook regarding territorial cooperation between Greece and Bulgaria

    SOFIA (ANA-MPA/Borisov B.)

Smolyan district governor Dimitar Krastanov, in an interview with the ANA-MPA on Wednesday, pointed to the promising prospects of European Territorial Cooperation projects in the Smolyan region, just as those in other border regions of southern Bulgaria and Eastern Macedonia-Thrace.

Krastanov, who has been working for 10 years on developing Greek-Bulgarian relations, is deeply convinced of the great potential for further improving bilateral ties.

As a Mixed Programme Committee Member, he confirmed that until 2020 "we will manage to use the European Programmes' resources (as well as national funds of the two countries) in the best and most efficient way for our regions, seeking the continuous improvement of the inhabitants' living conditions."

The Smolyan district governor stressed that "the excellent relations, mutual trust and constructive spirit that has so far marked cooperation with our Greek colleagues are a definite guarantee that we will achieve this common purpose."

The Eastern Macedonia-Thrace region is the leading partner of the project, which aims to boost tourism to the Greek regions of Drama, Kavala, Xanthi, Rodopi, Evros, as well as the Bulgarian regions of Haskovo and Smolyan.

According to Krastanov, the strategic objective of the "JTI Target" project is to increase tourism traffic to Rodopi and the northern coast of the Aegean Sea from other countries, mainly from the interior of Eastern Europe.

The central priority for the Greece-Bulgaria European Territorial Cooperation project as of 2020 will be the development of roads and other infrastructure, while focusing on improving access to the area's attractions.

In addition, Krastanov said that promising indications of investor interest for joint exploitation of metal deposits in the Greek-Bulgarian border, have also appeared.

Vaklin Topov, a Smolyan region official, highlighted the "Thracian and Byzantine Cultural Heritage in the Rhodopi Mountains and the Northern Aegean Sea Coast" (THRABYZHE) project, as another successful example of the Greek and Bulgarian partners' joint efforts. The project includes a large amount of material providing information on a number of routes, through which foreign tourists will experience and enjoy the area's natural attractions and monuments, "tracing a common cultural heritage."

Greek-Bulgarian cooperation not only aims to promote but also protect Rodopi's natural environment. The Smolyan-Xanthi joint effort's results for a monitoring network and surveillance in case of forest fires, were successful. "Poachers and illegal loggers should fear the surveillance cameras," said Topov to the ANA-MPA.

Kouvelis said that reforming the primary health system was a complicated task and it was the reform that needed to secure doctors for all citizens in practice and not just in theory.

DIMAR members presented the party's proposals on health, which as they said aimed among others at unifying services and cutting down on excessive use of health services, diagnostic tests and medication.

The prosecution has asked that the MP's Parliamentary immunity be lifted so that an investigation can be carried out into whether he was actively involved in the running of the home and therefore legally liable for the tax transgressions.

Witness accounts supplied by residents at the old people's home and the financial police indicate that Giakoumatos, a former minister, was actively involved. The MP has denied any involvement in the financial side of the business.

[37] EU plans for measures against third counties violating trade agreements

The EU shall soon possess the mechanism to take measures against third countries that violate obligations stemming from international multi- and bilateral trade agreements of which the EU is a signatory, according to a decision adopted on Wednesday by the Permanent Representatives Committee of the Council of the EU.

The outcome of the trilogue between the European Council, the European Parliament and the Commission for the adoption of the Trade Enforcement Regulation was brought to a successful completion by the Greek presidency on January 29.

This legislative initiative, to be implemented following its anticipated adoption by the European Parliament plenary, is of great importance, as without it, the European Union cannot enforce decisions taken in its favour by international arbitration bodies. In fact, it would be rather unfortunate should the EU not be able to take measures to force violators to comply with such decisions.

The new Trade Enforcement Regulation enables the EU to take the appropriate countermeasures against attitudes and practices of third countries that violate international agreements to the detriment of the interests of EU member-states. This regulation shall, consequently, enhance the credibility of the EU as a trade partner.

Commenting on this breakthrough, the President of the Foreign Affairs Council (Trade), Deputy Development and Competitiveness Minister Notis Mitarachi, made the following statement:

"Following today's achievement - a product of constructive and methodical preparation and mediation by the Greek presidency - an important legislative proposal is solidly on its way to adoption; a proposal that ranked among the priorities set out from the very first moment we assumed the Presidency of the EU Council. The European Union made a decisive step to acquiring an important tool that will make it an even more credible player on a global scale".

[48] Former TT chairman Filippidis in Athens

Former Hellenic Postbank (TT) chairman and CEO Angelos Filippidis who arrived at 9.05 to the Athens International Airport with a Turkish Airlines flight was received by police officers and was conducted to the police headquarters in Athens. Later in the day Filippidis will be sent to the prosecutor.

Filippidis' extradition to Greece was achieved following Greek Foreign Ministry's agreement with the Turkish authorities.

The senior banker is wanted in Greece for charges relating to a series of unsecured loans given by Hellenic Postbank when he was at its helm. The Greek authorities' request is based on a second arrest warrant issued against Filippidis in connection with the same case.

Filippidis had been arrested by Turkish authorities on January 11 in Istanbul based on an international warrant for his arrest issued by Greece for the Hellenic Postbank case.

Greek authorities on Monday sent another request to the Turkish extraditions' prosecutor, asking that fugitive former Hellenic Postbank (TT) chairman and CEO Angelos Filippidis remain in jail. The request was made in the wake of a Turkish court's decision for Filippidis' release.

    [49] Filippidis before the prosecutor

Former Hellenic Postbank (TT) chairman Angelos Filippidis was sent on Wednesday to the prosecutor.

Later, Filippidis will be sent to the examining magistrate for Corruption Giorgos Andreadis.

Angelos Filippidis arrived at 9.05 to the Athens International Airport with a Turkish Airlines flight and was conducted to the police headquarters in Athens.

Filippidis' extradiction to Greece was achieved following Greek Foreign Ministry's agreement with the Turkish authorities.

[51] Arrest warrants issued for former Siemens execs Christoforakos, Karavelas

Examining magistrates investigating the Siemens kickbacks case on Wednesday issued arrest warrants for former Siemens Hellas executives Mihalis Christoforakos and Christos Karavelas. The warrants were issued chiefly as a formality in order to declare the investigation completed, appeals court sources said. The case concerns a contract signed in 1997 between the then state-run Greek telecoms company OTE and Siemens for the digitisation of OTE's switching centres.

During an investigation into possible kickbacks paid to Greek state officials so that Siemens would be awarded state contracts, the magistrates found payments linked to the OTE contract in which the two former Siemens executives are implicated. In order to officially declare the end of the investigation on this aspect of the case, they therefore had to summons Christoforakos and Karavelas to testify and then issue arrest warrants.

Both men are currently outside Greece, having fled in 2009 after they were summoned to testify. Karavelas is believed to be in Uruguay and Christoforakos, who had both Greek and German passports, fled to Germany and has remained there since a local court ruled, in November 2009, that under German law the statutes related to his offences have expired and he cannot be extradited to Greece to stand trial.

[52] Former Hellenic Postbank officials to be tried in England on Feb. 24

    LONDON (ANA-MPA/I. Karipidis)

The trial of Kyriakos Griveas and Anastasia Vatsika, wanted in connection with unsecured loans approved by Hellenic Postbank, will open on February 24 in London, British judicial authorities announced on Wednesday.

The couple was arrested in London in January on a European warrant issued by Greece. They are free on bail and awaiting decisions on extradition.

The couple's attorney succeeded in reducing the number of days that Griveas and Vatsika need to report to Kingston's police station, from three to two.

"My intention is to return to Greece. The reason that I do not accelerate the procedures is that I have obligations here in Britain and two underaged children that I need to take care of," Griveas said and stressed that "When my trial opens in Greece, I will present myself at court."

The couple is charged with complicity in acts of breach of faith committed by Hellenic Postbank executives and money-laundering.

[53] Farmers throughout Greece determined to escalate protest action

Greek farmers throughout the country announced plans to join or escalate protest action against government tax measures and high farming costs, in meetings held throughout Greece on Wednesday.

They also demanded meetings with Finance Minister Yannis Stournaras to present their objections on tax issues, high fuel costs and the newly introduced requirement that low-income farms keep books of accounts.

More and more tractors were arriving at a rally near the Nikaia junction in Thessaly, central Greece - near the main national highway linking Athens and Thessaloniki - where hundreds of tractors have started to gather since Tuesday. Participants predicted that their numbers will increase even further on Thursday.

At a meeting on Wednesday, the farmers at Nikaia decided to call a nationwide meeting of all farming unions on Saturday, while Communist Party of Greece (KKE) leader Dimitris Koutsoumbas is due to visit them on Friday.

New groups were also joining in the protest action, including farmers in Tempi and Gyrtoni.

Gatherings that will include heavy farm machinery, such as tractors, are scheduled to be held at noon on Thursday at three points around Larissa and then travel to join the Nikaia road block.

Farmers in Imathia, northern Greece, were meeting to decide on any further action, while farmers from Naoussa and Alexandria were already heading toward the Egnatia motorway.

Protests were also held in Komotini, northern Greece and in Amaliada, in the Peloponnese. Farmers in Argolida, near Nafplio, used their tractors to block access to the archaeological sites in Mycenae and Epidavros for roughly two hours. They then removed their tractors from the roadway but remain at the side of the road without obstructing traffic, stressing that they will not back down until the government takes back the measures.

Farmers' key demands that that the government take back measures requiring farms with an annual turnover of less than 40,000 to keep account books recording revenues and spending. They also want a higher tax-free allowance of 20,000 euros with an additional 5,000 euros per child, a halt to seizures of farms for state debts and a reduction in fuel and electricity rates for farming.

[60] Choregia: The institution of sponsorship in antiquity, in a congress

A congress organized by three Greek major Greek museums and the Norwegian Institute of Athens will examine "The institution of sponsorship (choregia) from antiquity to the present" on February 7 and 8 at the Museum of Byzantine Culture in Thessaloniki.

The congress is part of activities related to a temporary exhibition on "Sealing history: Treasures from the Greek museums" that was shown at Bulgarian museums in Plovdiv and Sofia and was funded by Greek and Bulgarian sponsors.

"Choregia" was an institution introduced towards the end of the 6th century BC in ancient Greece and reaching its culmination in the 5th century BC. An early form of private sponsorship, it began as a sponsorship of ancient Greek theatre choruses (choroi) by affluent citizens. It later spread to other sectors and, over history, changed in practice and terms used, some of which include "philanthropy", "patron", "maecena", and so on.

The congress wants to shed light on the historical development of the institution, connect it to important historical events and personalities, review its modern problems and propose new ways of applying it.

The "choregos" of the congress is the Norwegian Institute, while the joint organizers also include the National Archaeological Museum, the Numismatic Museum (both in Athens) and the Museum of Byzantine Culture (Thessaloniki).

[64] Katerini court: Arrest over debts to the state is unconstitutional

A court in the northern city of Katerini found the arrest "in flagrante" of a businessman over debts to the state unconstitutional, the man's attorney said on Wednesday.

The Misdemeanours Court of Katerini accepted the objection by the defendant's lawyer, Emmanuel Papas, on grounds of unconstitutionality. Papas' client was arrested for assessed debts of 290,000 euros to the state and asked that his case be referred to a regular court in order to give him time to settle it.

Speaking to ANA-MPA, Papas said that the regulations that designate the non-payment of debts to the state "lasting" or actable at any time go against the Constitution and violate fundamental principles of criminal law. "The process of immediate arrest in such cases has raised the objection of the legal sector. When the law was introduced, the Supreme Court (Areios Pagos) said that the regulation's compatibility with the articles of the Constitution would be judged in practice by the courts."

Papas said it is the first time that a Greek court decided to refer such a case to regular trial, which is set for October.

"In essence, it gives my client the opportunity to gain time in order to settle the assessed debt, avoiding a criminal conviction," he added.

The businessman owns a store with clothing and shoes in Katerini, south of Thessaloniki. He said that the economic crisis has reduced his turnover by 80 percent.
