On the assessment of results of entrepreneurial policy, Christodoulakis termed benchmarking a "useful implement", saying that it should include both quantitative and qualitative criteria, carefully selected, to provide primarily a reliable image of the dynamism of each economy's small enterprises. Commenting on the new five-year program for enterprises, he also said that, apart from new innovative action, the successful initiatives of the existing program, which appeals primarily to small and medium-size enterprises (SMEs), should be continued and improved. "The SMEs have the biggest needs and constitute the soul of development and the creation of new jobs," he said.
