[02] State Aid Action Plan - a roadmap for recovery

The Commission's State Aid Action Plan "was designed to be a roadmap for reform; it is now also a roadmap for recovery", Competition Commissioner Neelie Kroes stated in a speech marking the progress with the Plan. The recent financial crisis has shown that the state aid rules provide "a sound floor on which all national governments can stand, knowing that all the others are standing there with them," and that Member States can put in place sound policies safe in the knowledge that the same rules apply to all. The Commissioner highlighted that recent financial crisis cases have not been a "rubber stamping exercise. We continue to insist on restructuring plans following any rescue measures, and we have challenged provisions in several schemes that fell foul of the state aid rules" using the Irish guarantee scheme as an example. The Commissioner recognised that "The people of Europe are facing a difficult time, and they deserve solutions... that do not look to the past, but rebuild the economy stronger for the future," and called on national governments on both sides of the Atlantic to resist the temptation to be dragged into a subsidy race for the car industry: instead governments should focus on R&D and environmental aid that will both help the car industry, and help to combat climate change. See SPEECH/08/634.
