  • [01] European Commission adopts Green Paper on Territorial Cohesion

    The European Commission adopted the Green Paper on Territorial Cohesion today, signalling the start of a major consultation with regional and local authorities, associations, NGOs, civil society and other organisations, aimed at achieving a better and shared understanding of territorial cohesion and its implications for the future of the EU's regional policy. Commission President José Manuel Barroso and Regional Policy Commissioner Danuta Hübner, together with French Minister for Agriculture and Fisheries Michel Barnier, representing the EU Presidency, and the President of the Committee of the Regions, Luc Van den Brande, will hold a first debate on the issues raised by the Green Paper at today's launch ceremony of the OPEN DAYS 2008 European Week of Regions and Cities in Brussels. The Commission is publishing the Green Paper in response to a request by Member States and the European Parliament.

    [02] Danuta Hübner calls for a European Danube Strategy

    The Commissioner for Regional Policy, Danuta Hübner, will call for a European Danube Strategy when she addresses a conference in Brussels today, at the invitation of the German Land of Baden-Württemberg and its President, Günther H. Oettinger. Other leading participants in the event, which is taking place in the framework of the OPEN DAYS European Week of Regions and Cities, include Traian Băsescu, President of Romania, and Božidar Djelić, Serbian Deputy Prime Minister.

    [03] Protection des services audiovisuels payants: selon un rapport de la Commission, la protection européenne contre le piratage des systèmes d'accès conditionnel reste indispensable

    Dans un marché en mutation, la protection européenne contre le piratage des systèmes d'accès conditionnel reste indispensable pour le déploiement des services de télévision à péage. Telle est la conclusion d'un rapport publié aujourd'hui par la Commission européenne. Cette protection représente également une condition préalable essentielle pour le développement des nouveaux services de distribution du contenu comme la vidéo à la demande, les offres en ligne, ou encore la télévision mobile. Pour redynamiser le fonctionnement de la directive européenne assurant cette protection, la Commission met en place un groupe d'experts gouvernementaux qui permettra les échanges d'informations et de bonnes pratiques, et propose que l'Union européenne ratifie la Convention européenne sur la protection juridique des services à accès conditionnel du Conseil de l'Europe. Parallèlement, la Commission regrette le faible développement des offres transfrontalières de services à accès conditionnel et souhaite recueillir toutes les informations sur les potentialités des marchés transfrontaliers, notamment du fait de la mobilité de nombreux citoyens européens à travers l'Europe.

    [04] The European Commission and Mali join forces to improve the management of migration

    The Migration Information and Management Centre (CIGEM) was inaugurated today in Bamako, Mali, in the presence of Louis Michel, the European Commissioner for Development and Humanitarian Aid, Amadou Toumani Touré, the President of the Republic of Mali, and Brice Hortefeux, the French Minister for Immigration, Integration, National Identity and Cooperative Development. The centre, which is financed by the EU as part of its development cooperation with Mali, is a pilot project that is to be copied in other West African countries.

    [05] Joe Borg en Galice: «Les régions sont essentielles à l’avenir de l’économie maritime européenne»

    Joe Borg, membre de la Commission européenne chargé des Affaires maritimes et de la Pêche, est arrivé hier soir en Galice pour une visite de deux jours afin de discuter de l’évolution récente, en matière de pêche et de politique maritime, avec les décideurs et les acteurs concernés de la région. Son programme le conduira à La Corogne, à Saint Jacques de Compostelle et à Vigo, siège de l’Agence communautaire de contrôle des pêches (ACCP), où il terminera son voyage mardi par l’inauguration du salon annuel de Conxemar. Lors de son séjour, M. Borg discutera notamment de la prochaine réforme de la politique commune de la pêche approuvée la semaine dernière par le Conseil, du rôle que peut jouer le Fonds européen pour la pêche dans le soutien au développement des zones côtières et du rôle que la politique maritime intégrée de l’Union européenne peut jouer dans des domaines tels que l'aménagement du territoire.

    [06] Mergers: Commission approves modified Alpha Card JV between American Express and Fortis

    The European Commission has cleared under the EC Merger Regulation the proposed transformation of the existing joint venture Alpha Card S.C.R.L./ C.V.B.A. into a full-function joint venture between American Express Company and Fortis Bank S.A. / N.V. of Belgium. After examining the operation, the Commission concluded that the transaction would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part of it.

    [07] Statement by enlargement Commissioner Olli Rehn on the death of Turkish soldiers in South-East Turkey

    "The Commission strongly condemns this terrorist attack by the PKK. Trying to achieve political goals through violence is unacceptable for any democracy. Such violence in no way helps the population in the name of whom such attacks are made. The Commission expresses its deepest condolences to the families of the victims and the Turkish people."
