Il s’agit de feux spéciaux qui sont activés automatiquement lorsque le moteur est mis en marche. Ils améliorent considérablement la visibilité des véhicules pour les autres usagers et affichent une faible consommation d'énergie en comparaison des feux de croisement traditionnels. Dans les pays où l’éclairage de jour est déjà obligatoire, l’incidence sur la sécurité routière est jugée très positive.[02] Putting Europe high on the global map of science and technology: Commission advocates new international strategyToday, the European Commission called on governments to jointly develop a strategy for international cooperation in science and technology. It proposed a strategic framework for jointly strengthening science and technology cooperation with non-EU countries, notably in the field of Information and Communication Technologies where Europe is a strong exporter. The Commission's objective is to contribute to sustainable development worldwide while at the same time improving Europe’s competitiveness in science and technology. The Commission invites Member States to define together, rather than in isolation, priority research and technology areas where a coherent EU effort would have more impact.[03] Commission clears acquisition of Steen & Strøm by Klépierre and ABPThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Steen & Strøm ASA of Norway by Klépierre SA of France, belonging to the BNP Paribas group, and Stichting Pensioenfonds ABP (ABP) of The Netherlands. Klépierre leases and manages real estate, notably commercial centres in various EEA countries. ABP is a pension fund for people working for the Dutch government and Dutch educational sector. Steen & Strøm owns, develops and manages shopping centres in Norway, Sweden and Denmark. The operation was examined under the simplified merger review procedure.[04] President Barroso sends a letter to the next President of the United States of AmericaThe President of the European Commission, José Manuel Barroso will tonight give the Paul-Henri Spaak lecture at Harvard University at 20.30 European time. At the lecture, President Barroso will unveil a letter he has written to the next President of the United States of America. President Barroso outlines the ever-increasing interdependence between Europe and the United States. President Barroso underlines that in times of uncertainty, the EU needs the US and the US needs the EU more than ever. He goes on to set out the two inescapable trends that have emerged into the international spotlight in recent years: globalisation and the emergence of new powers and calls for an "Atlantic Agenda for Globalisation". President Barroso states that: "[...] The EU and the US must now join forces towards such a new multilateralism, working hard with our partners around the globe to show that it is in their interests as well as ours to work for effective institutions. [...] We have to make room at the top table for others, because that is the only way we can consolidate and strengthen a stable, multilateral world, governed by internationally-agreed rules. [...] The strategic effect of our partnership, so positive in the past, will start to evaporate unless we succeed in complementing it with a new politics of global engagement that reaches out to the world in search of new partnerships and effective multilateral strategies. [...] It is in the interests of both the EU and the US to deepen their partnership further. In fact in my view, the time has come to start thinking of an Atlantic Agenda for Globalisation". - EMBARGO 20h30 CETRediffusion [05] Itinérance: la Commission intervient pour faire baisser les prix des SMS et du transfert de données à l’étrangerLes utilisateurs de téléphone portable peuvent s'attendre, l’été prochain, à voir baisser le prix de l’envoi de SMS depuis l’étranger dans l’Union européenne. Aujourd'hui, la Commission européenne a proposé de baisser le prix des SMS en itinérance de 60 % à partir du 1er juillet 2009. Les citoyens de l’Union européenne se rendant dans d’autres pays de l’Union européenne ne devraient plus payer que 11 cents maximum par SMS, alors que le prix moyen pratiqué actuellement dans l’UE pour ce type de service est de 29 cents. La Commission veut également accroître la transparence pour les personnes surfant sur le web et téléchargeant des données sur leur téléphone portable lorsqu'elles sont à l’étranger: les consommateurs habitués chez eux à des services de transfert de données bon marché doivent, lorsqu'ils ont recours à des services d’itinérance, être mieux protégés contre les mauvaises surprises à la réception de leur facture qui peut s'élever à des milliers d’euros. Ces propositions vont être soumises au Parlement européen et au Conseil qui doivent les approuver avant qu'elles n'entrent en vigueur. A l'été 2007, l’Union européenne avait déjà réduit de 60 % le prix des appels passés et reçus depuis l’étranger (itinérance vocale).[06] 2009 to be the European Year of Creativity and InnovationThe European Commission welcomes the news that today the European Parliament, meeting in plenary session in Brussels, has, by adopting its report, supported the Commission proposal that 2009 be designated as the European Year of Creativity and Innovation.[07] Mergers: Commission clears proposed acquisition of parts of GBI by Associated British Foods, subject to conditionsThe European Commission has cleared under the EU Merger Regulation the proposed acquisition of certain parts of GBI of the Netherlands by the UK- based company Associated British Foods (ABF), subject to conditions. Both companies produce dry, compressed and liquid baker's yeast. The Commission's in-depth market investigation, opened in April 2008 (see IP/08/591) had indicated that the concentration, as originally notified, would have raised competition concerns in the markets for compressed baker's yeast in Spain and Portugal. To remedy the Commission's concerns, ABF offered to divest the GBI businesses in Spain and Portugal, whilst ensuring that these businesses will be linked to a sufficient production capacity. In light of these commitments, the Commission concluded that the proposed transaction would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part of it.[08] Mergers: Commission clears proposed acquisition of TNS by WPP, subject to conditionsThe European Commission has approved under the EU Merger Regulation the proposed acquisition of TNS by WPP, both UK-based groups globally active in the information and communications services sectors. The Commission's decision is conditional upon WPP's commitment to divest Television Audience Measurement services in the EEA and the TNS market research services business in Ireland.
