MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb22/09/08[01] Employment expansion appears to be moderating further following economic slowdown, but remains positiveAn analysis of recent data – released by the European Commission today – shows a moderation in overall labour market performance in the EU following the recent slowdown in economic activity. Quarterly employment growth fell to 0.2% in the second quarter of 2008, while the unemployment rate stabilised at 6.8%. Despite the slowdown, by the second quarter overall employment had still increased by 2.9 million from a year earlier. However, recent labour market performances vary substantially across Member States.[02] EU to request new WTO consultations on Indian wine and spirits taxesThe EU will today request WTO consultations with India on its domestic tax regime for spirits and wines. The request follows a similar WTO panel in 2007, also on India's wines and spirits duties, which was suspended when India changed some elements of its law. These new consultations will seek clarifications from India on the way tax legislation and other measures on market access for wine and spirits are applied in states such as Goa, Maharashtra and Tamil Nadu. These states are among India's largest markets for wines and spirits.[03] Strategic choices for young Europeans: an EU-wide public consultation on the future of youth policyToday the European Commission launches an online public consultation on how the EU's youth policy should develop in the future. This year, the EU's Youth policy is celebrating its 20th anniversary, and this consultation will help the Commission to evaluate the achievements of European cooperation on youth policy since 2000. In the months to come, it will also lead to definition of fresh objectives for the next decade.[04] State aid: Commission consults on draft guidance for state aid enforcement by national courtsThe European Commission has launched a public consultation on a set of guidelines to assist Member States' courts in applying the EU state aid rules. The guidelines are aimed at supporting national courts and potential claimants in relation to domestic state aid challenges. In addition, national judges will be able to ask the Commission for information or opinions on the application of the state aid rules. Interested parties are invited to comment on the draft by 23 October 2008.[05] Commissioner Piebalgs welcomes McKinsey CCS report as a valuable input in the Carbon Capture and Storage debateEnergy Commissioner, Andris Piebalgs, welcomed today the report "CCS: Assessing the Economics" which was presented to him today by its authors, McKinsey & Company. "Early effective demonstration of technological viability of Carbon Capture and Storage (CCS) in power generation, both in Europe and internationally, is essential to move rapidly to economically viable, near free carbon electricity generation. This report is a valuable contribution to the discussions currently ongoing to find the best way to push this technology forward", said Commissioner Piebalgs after the presentation. - EMBARGO 13h00[06] Connection of the CITL and Member State registries expected to start on 6 OctoberThe European Commission (EC), Member States and the secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) are currently working on the last preparatory phases of setting up a live connection between the CITL, the UNFCCC International Transaction Log (ITL) and Member State registries. The planned, but yet unconfirmed date for starting the connection process is 6 October and it is expected to take at least 10 calendar days. During this period, Member State registries will be off-line, and no transactions will be possible, either within registries or between registries. Once completed, the connection will enable account holders to import and use Certified Emission Reduction units (CERs) and Emission Reduction Units (ERUs) from non-EU registries. Après examen, la Commission est parvenue à la conclusion que l'opération n'entraverait pas de manière significative le jeu d'une concurrence effective dans l'Espace économique européen (EEE) ou une partie substantielle de celui-ci.[08] Concentrations: la Commission autorise le projet d'acquisition d’Enodis par Manitowoc, sous réserve du respect de certaines conditionsLa Commission européenne a autorisé, en vertu du règlement CE sur les concentrations, le projet de rachat d’Enodis (Royaume-Uni) par Manitowoc (États-Unis). La décision de la Commission est subordonnée à l'engagement de Manitowoc de céder l’intégralité des activités d’Enodis liées à la fabrication de machines à glace dans l'EEE, dont trois usines de production en Italie, pour lesquelles la Commission a recensé des problèmes de concurrence.
