The European Commission yesterday declared operational the Mediterranean Regional Advisory Council (RAC). This RAC is the seventh stakeholder-led body created to give the fishing industry and other interested parties a greater say in the way fisheries are managed at EU level. With the establishment of the Mediterranean RAC, the governance framework set up by the reform of the Common Fisheries policy is now complete. The Mediterranean RAC will provide a forum for all stakeholders from Mediterranean Member States to debate the future of fisheries management of fisheries in this area, and provide advice and recommendations on policy to the European Commission and to Member States. It will include representatives from the catching sector, aquaculture producers, processors, traders, recreational and sport fishermen, environmental NGOs and consumers. Representatives of other Mediterranean countries may be invited to participate in the RAC as active observers. The creation of RACs was one of the pillars of the 2002 reform of the Common Fisheries Policy. Six other RACs have been created since 2002: the North Sea RAC (2004), the Pelagic RAC and the North Western Waters RAC (2005), the Baltic Sea RAC (2006), the Long Distance RAC and the South Western Waters RAC (2007). Rediffusion

[10] Mergers: Commission approves proposed acquisition of Alliance & Leicester by Banco Santander

The European Commission has cleared under the EU Merger Regulation the proposed acquisition of the UK bank Alliance & Leicester by the Spanish bank Banco Santander. Banco Santander is already present in the UK since its acquisition of Abbey National, cleared by the Commission in 2004 (see IP/04/1105). After examination, the Commission concluded that the proposed operation would not significantly impede effective competition in the European Economic Area (EEA) or in a substantial part of it.

[11] Mergers: Commission approves proposed acquisition of EPCOS by TDK

The European Commission has cleared under the EU Merger Regulation the proposed acquisition of EPCOS, a German producer of electronic components, by the Japanese company TDK. After examination, the Commission concluded that the transaction would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part of it.

[12] Mergers: Commission approves acquisition of Kirchner by Strabag and refers review of local asphalt market to German competition authority

Acting under the EU Merger Regulation, the European Commission has cleared the proposed acquisition of German construction company Kirchner Holding GmbH by Strabag SE of Austria. Both parties are active in construction markets, including road construction, and in several building materials markets. In view of the parties' low market shares in the construction markets and the local building material markets, the Commission concluded that the transaction would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part of it. At the same time, the Commission has decided to refer the assessment of the impact of the operation on the Erfurt regional asphalt market to Germany’s Federal Cartel Office (Bundeskartellamt).

[13] Mergers: Commission clears proposed acquisition of joint control over Italian energy supplier Enia Energia by Centrex, ZMB and Enia S.p.A.

The European Commission has cleared under the EU Merger Regulation the proposed acquisition of joint control over Enìa Energia S.p.A. of Italy by Centrex Europe Energy & Gas AG of Austria, ZMB GmbH, controlled by OAO Gazprom of Russia, and Enìa S.p.A. of Italy. The Commission has found that the proposed transaction would not impede effective competition in the European Economic Area (EEA) or any substantial part of it.
