[02] Emissions Trading: Commission to connect EU with UN carbon credit
registry before December
The European Commission, Member States and the United Nations Framework
Convention on Climate Change (UNFCCC) Secretariat have successfully
completed all the testing required for connecting to the UN's international
carbon credit registry. The EU's Community Independent Transaction Log
(CITL) and Member State registries will be connected to the UN's
International Transaction Log (ITL) before December 2008 at the latest. The
link will mean carbon credits issued under the Clean Development Mechanism
can be transferred to the registries of EU Member States.
[03] Call for tender for an evaluation of the Farm Advisory System within
the context of the CAP
The European Commission has launched a call for tender for a retrospective
evaluation of the effectiveness, efficiency, coherence and relevance of the
Farm Advisory System within the context of the Common Agricultural Policy
(CAP). The aim of this retrospective evaluation is to assess the impacts of
the implementation of the instrument (including the support provided by the
rural development policy) by the Member States with respect to achieving
the objectives laid down in Council Regulations (EC) No. 1782/2003
establishing common rules for direct support schemes and other support
schemes under the CAP. In particular, the evaluation will assess the impact
of the implementation of the System with respect to: (1) Farm and land
management; (2) Farmers' income; (3) Achievement of global objectives in
terms of meeting the standards of modern, high-quality agriculture; (4)
Other impacts, and unintended side-effects; (5) Administrative requirements
for the Member States and the farmers and (6) Efficiency, relevance and
coherence of the instrument. The maximum budget attributed to this project
is € 400,000. The deadline for submitting offers expires on 27/10/2008.
The Commission intends to award the contract before the end of 2008,
following the evaluation of the offers received. The contractor will have
to carry out the evaluation within 10 months from the signature of the
contract. Details are available at: <a href="http://ec.europa.eu/dgs/agriculture/tenderdocs/2008/201459/index_en.htm">http://ec.europa.eu/dgs/agriculture/tenderdocs/2008/201459/index_en.htm
