  • [01] L'UE récompensée par le «prix du service public» de l'ONU pour son programme de réduction de la pauvreté mené au Rwanda

    Un programme de développement au niveau des simples citoyens, financé conjointement par l'État du Rwanda et la Commission européenne, a été couronné du prix du Champion 2008 du service public décerné par l’ONU (United Nations Public Service Award 2008). Ce prix récompense l'excellence d'un service public dans un pays du monde. La Commission finance le programme intitulé «Ubudehe» depuis le début 2001. Jusqu'à ce jour, 25 millions € ont déjà été versés afin de lutter contre la pauvreté rurale et d'améliorer la gouvernance locale au Rwanda.

    [02] Antitrust: la Commission lance une consultation publique sur la réglementation clé en matière d'ententes et d'abus de position dominante

    La Commission européenne a lancé une consultation publique sur le fonctionnement du règlement (CE) n° 1/2003 du Conseil, qui définit les modalités d'application des règles du traité CE en matière d'ententes et d'abus de position dominante. Ce règlement, qui est entré en vigueur le 1er mai 2004, confie également la mise en œuvre desdites règles aux autorités de concurrence et aux juridictions nationales, ce qui signifie qu'il existe une grande diversité d'application de la même législation, dont l'objet est de lutter contre les cartels et autres pratiques anticoncurrentielles, à travers l'Europe. La Commission souhaite recueillir des avis sur l'ensemble des aspects de l'application pratique du règlement. Ce dernier a été adopté à l'issue de la plus vaste réforme des procédures antitrust jamais entreprise depuis 1962. Il vise essentiellement à permettre une application plus efficace des règles antitrust communautaires dans l'intérêt des consommateurs et des entreprises, tout en créant des conditions plus équitables et en réduisant les formalités administratives pour les entreprises actives en Europe. La Commission se fondera sur les résultats de cette consultation pour élaborer le rapport sur le fonctionnement de ce règlement, qui devrait être présenté au Parlement européen et au Conseil avant le 1er mai 2009. Les parties intéressées ont été invitées à présenter leurs observations pour le 30 septembre 2008.

    [03] L'Europe donne un meilleur accès au transport aérien pour les personnes à mobilité réduite

    C'est après-demain 26 juillet 2008 qu'entrent en vigueur les nouvelles règles qui donneront aux personnes handicapées ou âgées un accès au transport aérien comparable à celui dont jouissent les autres voyageurs quand ils prennent l'avion au départ, à l'arrivée ou en transit dans un aéroport de l'Union européenne, sans discrimination et sans surcoût.

    [04] Blacklist of banned airlines: European Commission adopts an updated list

    The European Commission today adopted the eighth update of the so-called blacklist of airlines that are banned from flying into the countries of the European Union due to safety concerns. The new list, which replaces the previous one, can already be consulted on the Commission’s website.

    [05] € 45.7 million EU support for the promotion of agricultural products

    The European Commission has approved 31 programmes in 16 Member States (Belgium, Denmark, Germany, Estonia, France, Greece, Italy, Luxembourg, the Netherlands, Austria, Poland, Portugal, Slovenia, Slovakia, Sweden and the United Kingdom) to provide information on and to promote agricultural products in the European Union. The total budget of the programmes running between one and three years is € 92.4 million, of which the EU will contribute half. The selected programmes cover organic products, agricultural quality products (PDO, PGI, TSG), dairy products, meat, wine, fruit and vegetables, oil, plants and flowers and products from the Outermost Regions.

    [06] More than 40 bn euro of goods traded with South Africa in 2007

    Between 2000 and 2007, EU27 exports of goods to South Africa rose from 11.8 billion euro to 20.5 bn, while imports increased from 14.7 bn to 20.9 bn. As a result, the EU27 deficit in trade with South Africa fell from 2.9 bn in 2000 to 0.4 bn in 2007. In 2007, South Africa accounted for around 1.5% of the EU27's external trade in goods, and was the EU27's twelfth most important trading partner. On the occasion of the European Union - South Africa summit, which will take place on 25 July in Bordeaux, Eurostat, issues data on trade and investments between South Africa and the EU.

    [07] Commission to assess EFSA opinion on cloning

    The European Commission has received the European Food Safety Agency (EFSA) opinion on cloning and has asked its services to assess it in depth within the context of the current EU legal framework, especially that pertaining to food safety and animal health and welfare. The very preliminary reaction to this report is that it gives rise to increased concerns on aspects of animal health and welfare. Due to the absence of data there are also some food safety open questions. The Commission notes that it asked EFSA to provide an opinion on food safety, animal health, animal welfare and environmental implications on the breeding and the use of animal clones and their offspring. It also asked the European Group on Ethics to deliver an opinion on the issue's ethical considerations. Moreover it has launched a Eurobarometer seeking the public's opinion on cloning techniques and on food deriving from cloned animals and/or their offspring. The findings of the Eurobarometer, covering all 27 EU Member States, are scheduled to be published in early autumn 2008. Following the conclusions of the EFSA and the EGE opinions and in light of the findings of the Eurobarometer, the Commission will conduct an extensive consultation with the different stakeholders, the Member States and the European Parliament and will also consider whether any other action may be necessary.

    [08] CAP: Call for tender for a mid-term evaluation of the European Union Forest Action Plan

    The European Commission has launched a call for tender for a mid-term evaluation of the implementation of the European Union Forest Action Plan 2007-2011, as foreseen in the Communication of 15 June 2006 from the Commission to the Council and the European Parliament. The EU Forest Action Plan has four main objectives: (1) improving the long-term competitiveness of the EU forest sector; (2) improving and protecting the environment; (3) contributing to the quality of life and (4) fostering coordination and communication between different Community actions, as well as between Community Actions and the forest policies of the Member States. Eighteen key actions including fifty-five activities are included in the Action Plan, to be implemented jointly with the Member States during a five-year implementation period (2007-2011). The aim of this retrospective (mid-term) evaluation is to analyse the effectiveness, efficiency and relevance of the implementation of the EU Forest Action Plan for the period 2007-2009. In particular, it should examine if the implementation is on track for meeting the objectives of the Action Plan, if the Action Plan has led to any side effects and whether the objectives and instruments used are relevant. This analysis should also be carried out in the light of key developments in the forest sectors for the Member States, and at European and international levels. The maximum budget attributed to this project is € 299 999. The deadline for submitting offers expires on 7 October 2008. The Commission intends to award the contract before the end of 2008, following the evaluation of the offers received. The contractor will have to carry out the evaluation within 9 months from the signature of the contract.
