MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb15/07/08[01] Mergers: Commission clears proposed acquisition of joint control over GAUM by Berkshire Hathaway and Munich ReThe European Commission has cleared under the EU Merger Regulation the proposed acquisition of joint control of the UK undertaking Global Aerospace Underwriting Managers Ltd (GAUM) by the US company Berkshire Hathaway and the German company Münchener Rückversicherungs-Gesellschaft AG (Munich Re). The Commission concluded that the operation would not significantly impede effective competition in the European Economic Area (EEA) or in any substantial part of it.[02] Public Research: Common problems need common solutions! Commission proposes to Member States to jointly address major societal challengesClimate change, diseases, or energy are societal challenges shared by all EU countries. National research, which currently makes up 85% of all European public research funding, will have more impact if Member States pool their resources and better coordinate their efforts. The European Commission today proposed that Member States adopt a new approach of "Joint Programming". It aims at tackling current compartmentalisation which undermines the efficiency of Europe's research.[03] EU-Mexico: Commission proposes Strategic PartnershipThe European Commission has proposed to establish a Strategic Partnership with Mexico which represents a major upgrading in EU-Mexico relations. This proposalis the result of a process of strengthening of bilateral links which started more than a decade ago and which has progressively intensified since 2004. This Strategic Partnership, proposed in a Communication to the Council and the European Parliament adopted today , should help to further reinforce this development, by providing a strong political framework and thus enhancing dialogue and coordination between the EU and Mexico on global, regional and bilateral issues.[04] Commission proposes a legal framework for European Research InfrastructuresThe European Commission today proposed a legal framework that will make it easier to set up European Research Infrastructures, such as observatories for environmental sciences, data banks in genomics or state of the art large super computers. The proposal was made in response to requests from Member States, who wish to jointly develop world-class research facilities in Europe.[05] Commission issues its opinion on units 3 and 4 of the Slovak Nuclear Power Plant of MochovceThe Commission has issued today its opinion on the project of Slovenské Elektrárne to complete Units 3 and 4 of Mochovce Nuclear Power Plant in the Slovak Republic, according to the requirements of articles 41 to 44 of the Euratom Treaty. Those requirements state that any new investment related to nuclear activities has to be communicated to the Commission which should, in return, send its views to the Member State concerned.[06] "Texting without borders": Commission plans ending roaming rip-offs for text messages abroadThe 2.5 billion text messages sent every year by roaming customers in the EU cost over 10 times more than domestic short messages (SMS), show figures released today by the European Commission. The average cost of a roaming text message in the EU between October 2007 and March 2008 was €0.29 according to the European Regulators’ Group (ERG), but can be as high as €0.80 for travellers from Belgium. Calls on the industry for self- regulation and voluntary reductions of roaming prices for text messages have not been answered. The Commission will therefore start working on measures to ensure that consumers benefit from a truly single market for mobile text services. The Commission will also seek to put an end to "bill shocks" that can hit roaming customers using a mobile connection to surf the Internet.
