MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb07/07/08[01] TVA: la Commission propose des catégories de services auxquels les États membres peuvent appliquer un taux réduit (voir MEMO/08/481)La Commission européenne a présenté aujourd’hui une proposition visant à modifier la directive TVA (directive 2006/112/CE) pour donner aux États membres la possibilité d’appliquer de manière permanente des taux réduits de TVA à certains services spécifiques. La proposition de la Commission ne concerne que les domaines pour lesquels il existe suffisamment d’éléments montrant que les taux réduits n’entravent pas le bon fonctionnement du marché intérieur. Il s’agit principalement des secteurs des services dits à forte intensité de main d’œuvre et des services fournis localement, y compris la restauration. La proposition s’inscrit également dans le cadre de l’initiative en faveur des PME («Small Business Act» – voir <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/08/165&format=HTML&aged=1&language=EN&guiLanguage=en">IP/08/165), les secteurs concernés étant majoritairement constitués de PME. La proposition maintient le principe d’une application facultative des taux réduits pour les États membres.[02] State aid: Commission adopts Regulation automatically approving aid for jobs and growthThe European Commission has adopted a Regulation, which will come into force in the coming weeks, giving automatic approval for a range of aid measures and so allowing Member States to grant such aid without first notifying the Commission. The Regulation authorises aid in favour of SMEs, research, innovation, regional development, training, employment and risk capital. The Regulation also authorises environmental protection aid, aid measures promoting entrepreneurship, such as aid for young innovative businesses, aid for newly created small businesses in assisted regions, and measures tackling problems, like difficulties in access to finance, faced by female entrepreneurs. As well as encouraging Member States to focus their state resources on aid that will be of real benefit to job creation and Europe's competitiveness, the Regulation reduces the administrative burden for public authorities, the beneficiaries and the Commission. This new General Block Exemption Regulation (GBER) consolidates into one text and harmonises the rules previously existing in five separate Regulations, and enlarges the categories of state aid covered by the exemption. It will take effect 20 days after publication in the Official Journal, allowing Member States to grant better targeted aid immediately.[03] Commission clears acquisition of Sauer-Danfoss by DanfossThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Sauer-Danfoss Inc. of the US by Danfoss A/S of Denmark. Danfoss is active in the research, development and production of mechanical and electronic components and solutions for refrigeration, heating and air conditioning. Sauer-Danfoss designs, manufactures and sells engineered hydraulic, electric and electronic systems and components to manufacturers of mobile machines used in agriculture and the construction industry. Lors de ce sommet, ils souligneront la nécessité d’apporter une réponse internationale coordonnée à ces défis.[05] Mergers: Commission opens in-depth investigation into BHP Billiton's proposed acquisition of Rio TintoThe European Commission has opened a detailed investigation under the EU Merger Regulation into the proposed acquisition of Rio Tinto by BHP Billiton. Both companies are British-Australian dual-listed companies that mine and market a range of commodities such as iron ore, coal, uranium, aluminium, mineral sands, copper and diamonds, as well as various other base metals and industrial minerals. The Commission's initial market investigation has indicated that the proposed takeover raises serious doubts as to its compatibility with the Single Market. Concerns arise in particular as regards the markets for iron ore, coal, uranium and aluminium and mineral sands, because the proposed takeover could result in higher prices and reduced choice for these companies' customers. However, a decision to open an in-depth inquiry does not prejudge the final result of the investigation.
