MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb19/06/08[01] European Grouping of Territorial Cooperation: Conference puts spotlight on new tool to help regions team up for projects across bordersA conference in Brussels today puts the spotlight on a new tool that makes it easier for regions to team up to manage projects involving more than one Member State. The conference, entitled 'Building a European Grouping of Territorial Cooperation', aims to promote setting up new groupings under the European Grouping of Territorial Cooperation (EGTC) instrument. The event is organised jointly by the European Commission and the Committee of the Regions, in cooperation with the Slovenian Presidency of the European Union and the European Parliament.[02] European Union deploys Election Observation Mission to CambodiaThe European Commission deploys an independent EU Election Observation Mission (EOM) for the National Assembly elections in Cambodia, scheduled to take place on 27 July 2008. These elections will be the fourth parliamentary elections since the signing of the Paris Peace Accord in October 1991. The EU EOM will be led by Mr Martin Callanan, Member of the European Parliament and is a further contribution by the European Commission to support democracy in Cambodia. In total the EU EOM, which includes the core team, long term observers and short term observers will have 113 observers in Cambodia with the long term observers arriving in the country as early as 21 June.[03] Mandelson in Russia for talks on WTO accessionEU Trade Commissioner Peter Mandelson is today in Moscow for meetings with key members of the new Russian administration, ahead of the EU-Russia Summit on the 27th of June. He will meet with First Deputy Prime Minister Igor Shuvalov, Deputy Prime Minister and Finance Minister Alexei Kudrin, and Minister for Economic Development Elvira Nabiullina. He will also meet with the Russian Union of Industrialists and Entrepreneurs. The talks will focus on Russia's WTO accession, and also deal with other bilateral and multilateral trade and economic issues. Mandelson will also deliver a speech on the future of EU-Russia relations to a high level conference in Moscow.[04] Mergers: Commission approves proposed acquisition of Viesgo, Endesa Europa and minor Endesa activities in Spain by E.ONThe European Commission has approved under the EU Merger Regulation the acquisition of the Spanish company Viesgo, currently controlled by the Italian electricity company Enel, and of parts of the Spanish energy company Endesa S.A by E.ON AG of Germany. In particular, E.ON would acquire control of Viesgo, Endesa Europa, which controls Endesa's activities in France, Poland, Italy and Turkey, and of certain minor activities of Endesa in Spain. After examining the operation, the Commission concluded that the proposed transaction would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part of it.[05] Mandelson: EU and Russia need to find ‘new footing’ in economic relationshipEU and Russia need to shake off ‘zero-sum thinking’ and false perceptions of each other in order to capitalise on common interests. Speaking at a high-level conference in Moscow today on “Russia in the 21st Century”, EU Trade Commissioner Peter Mandelson will argue that the EU and Russia need to build an enduring trust in order to manage growing regional and global interdependence. He suggests that the two sides need "new mechanisms" to encourage economic forces, and that a high level economic dialogue similar to that of the EU and China should be considered. - Embargo 15h15 CET -[06] Households dedicated more than half of their expenditure to housing and foodA third of household expenditure in the EU27 in 2005 went on housing, including utilities & furniture (33.1%), and almost a fifth on food, beverages & tobacco (19.4%). The other half of the expenditure was mainly dedicated to transport (11.9%), recreation & culture (8.4%), clothing & footwear (5.7%), restaurants & hotels (5.3%), health (3.4%), communications (3.3%) and education (1.0%). Household expenditure on housing & furniture ranged from 19% of total household expenditure in 2005 in Romania and 20% in Malta to 38% in Bulgaria and 37% in Luxembourg. The shares for food, beverages & tobacco ranged from 11% in Luxembourg and 12% in the United Kingdom and Sweden to 50% in Romania and 37% in Lithuania.These figures published by Eurostat are based on data from the 2005 Household Budget Survey (HBS).Rediffusion [07] Du changement pour améliorer la sécurité des piétons en 2009La Commission européenne se félicite du soutien qu’apporte aujourd’hui le Parlement européen sa proposition d’équiper les voitures particulières de systèmes d’assistance au freinage (SAF) dès 2009. Pas moins de huit mille usagers vulnérables de la route, piétons et cyclistes, sont tués chaque année dans l’UE.
