MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb14/05/08[01] Mergers: Commission opens in-depth investigation into StatoilHydro's proposed acquisition of ConocoPhillips' Jet petrol stations in ScandinaviaThe European Commission has opened a detailed investigation under the EU Merger Regulation into Norwegian oil company StatoilHydro's proposed acquisition of Jet petrol stations in Scandinavia, currently owned by ConocoPhillips of the US. Jet Scandinavia is part of ConocoPhillips and mainly active in the sale of motor fuel at petrol stations. The Commission's initial market investigation has indicated that the proposed merger raises serious doubts as to its compatibility with the Single Market as it appears that it could limit competition on the motor fuel retail markets in Sweden and Norway. The opening of an in-depth inquiry does not prejudge the result of the investigation. The Commission now has 90 working days (until 18 September 2008) to take a final decision on whether the proposed transaction would significantly impede effective competition in the European Economic Area (EEA) or a substantial part of it.[02] 14 EU-funded films head to Cannes14 films representing in total over €900,000 of co-funding from the European Union's MEDIA programme have been selected for screening at the 61st Cannes International Film Festival, opening today. This high visibility for European films will be celebrated on 19 May during Europe Day at Cannes, where European Commission President José Manuel Barroso, EU Media Commissioner Viviane Reding and Festival President Gilles Jacob will invite EU ministers for Audiovisual policy to discuss international film cooperation and make a special tribute to Portuguese film maker Manoel de Oliveira. Romanian film-maker Cristian Mungiu, winner of the Palme d'Or prize in 2007, will be the patron of this year's Europe Day.[03] Mergers: Commission clears TomTom's proposed acquisition of digital map provider Tele AtlasThe European Commission has approved under the EU Merger Regulation the proposed acquisition of Tele Atlas by TomTom, both of the Netherlands. Tele Atlas is a provider of navigable digital maps and TomTom produces portable navigation devices (PNDs – often known as satellite navigation devices or SatNavs). After an in-depth examination, launched in November 2007 (see <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/07/1800&format=HTML&aged=1&language=EN&guiLanguage=en">IP/07/1800), the Commission concluded that the transaction would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part of it.[04] Les Régions ultrapériphériques au centre des débats à Bruxelles (14-15 mai)Les sept Régions Ultrapériphériques européennes (Canarias, Açores, Madeira, Guyane, Guadeloupe, Martinique, Réunion) sont au centre des débats de la conférence sur l'avenir de la stratégie européenne les concernant qui commence aujourd'hui à Bruxelles à l'initiative de Danuta Hübner, Commissaire européenne chargée de la politique régionale. That is the message from Commissioners Danuta Hübner (Regional Policy) and VladimÃr Å pidla (Employment, Social Affairs, and Equal Opportunities), who presented the results of negotiations today.[06] Commission encourages applications for new Expert Group on Financial EducationThe European Commission is to create an Expert Group on Financial Education (EGFE). The group will be composed of financial education practitioners and will aim to promote exchange of ideas, experiences and best practices. The group will also advise the Commission on its policy-making in the area of financial education. Interested candidates are invited to send an application to the Commission by 13 June 2008.[07] Industrial production down by 0.2% in euro areaIn March 2008 compared with February 2008, seasonally adjusted industrial production fell by 0.2% in the euro area (EA15) and by 0.1% in the EU27. In February production rose by 0.3% and 0.4% respectively. In March 2008 compared with March 2007, industrial production rose by 2.0% in the euro area and by 1.8% in the EU27.
