MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb11/04/08[01] Commissioner Ferrero-Waldner to visit Gulf countriesBenita Ferrero-Waldner, European Commissioner for External Relations and Neighbourhood Policy, will make an official visit to Saudi Arabia, Bahrain and Qatar between 14 and 16 April to explore the scope of further engagement with the region. During her meetings, the Commissioner will discuss areas of common interest such as the relations between the EU and the Gulf Cooperation Council (GCC), the situation in the broader region and how to support mutual understanding, and closer cooperation in areas such as education, environment and research. Strengthening energy cooperation between the EU and Gulf countries will also be high on the agenda.[02] Blacklist of banned airlines: the European Commission adopts new measuresTwo years after the establishment of the first Community list of airlines subject to an operating ban in the European Union, the European Commission today adopted the seventh update of the "blacklist". The Commission is imposing a ban on all operations of an additional Ukrainian airline (Ukraine Cargo Airways) as well as on all operations of the Congolese carrier Hewa Bora Airways. At the same time, the Commission is closely monitoring the progress of corrective actions by carriers such as Mahan Air from Iran, TAAG Angola Airlines and all Indonesian carriers, all of which at this stage, remain on the list. Jacques Barrot, Commission Vice- President in charge of transport said that "The conclusion is clear: those States or airlines which fail to act decisively to resolve their safety deficiencies will be placed on the list. But our objective is not only to identify safety issues, but to resolve them. The Commission will continue tirelessly in its dialogue with States, their civil aviation authorities and their airlines to ensure that they attain acceptable levels of air safety on a sustainable basis. "The new list replaces the previous one and can already be consulted on the Commission’s website (<a href="http://ec.europa.eu/transport/air- ban/">http://ec.europa.eu/transport/air-ban/)[03] Social Europe can take on globalisation, says new EU studyThe European social model is more valid than ever, but needs to get in better shape to take on the challenges posed by globalisation, says a major new study presented by the European Commission today. The results will be discussed at a high-level conference in Brussels on 16 April on the social implications of globalisation and how to turn it into an opportunity for the European Union.[04] REACH: Industry urged to pre-register all chemicals by 1 December 2008Some 30,000 chemicals currently in use (e.g. acids, metals, solvents, surfactants, glues) have to be pre-registered at the European Chemicals Agency (ECHA) between 1st June and 1st December 2008. As the new chemicals legislation REACH (Registration, Evaluation, Authorisation and restriction of Chemicals) will enter into operation on 1st June, the European Commission and ECHA are alerting companies of their obligations. Tens of thousands of manufacturers or importers of chemicals will have to pre- register chemicals in 2008 if they want to continue manufacturing or importing them without interruption. It has been estimated that over 180, 000 pre-registration files will be submitted. The pre-registration process will enable companies to share data on their chemicals and paves the way to enhanced knowledge about chemicals. This is a prerequisite for improved safety in the years to come.[05] European Commission nominates high-level advisory group on research and scienceThe European Commission announced today the names of 22 personalities who will make up the European Research Area Board (ERAB). These persons come from the fields of science, academia and business and will provide independent and authoritative advice to the European Commission on European research and science policy, whose objective is to realise a European Research Area.[06] Commission sets out position on ecosystem-based approach to fisheriesThe European Commission has today published a Communication on the role of fisheries management in implementing an ecosystem approach to marine management. In this text, the Commission outlines how the Common Fisheries Policy (CFP) can help implement a more joined-up approach to protect the ecological balance of our oceans as a sustainable source of wealth and well- being for future generations.Rediffusion [07] Mergers: Commission clears proposed joint venture between ArcelorMittal and BE SverigeThe European Commission has cleared under the EU Merger Regulation the proposed joint venture between ArcelorMittal Steel Service Centres SAS (AMSSC) belonging to the ArcelorMittal group, a leading global steel company based in Luxembourg, and the Swedish company BE Sverige AB ). The joint venture would combine the steel service centre activities of the parties in Sweden. The Commission’s investigation found that the proposed transaction would not impede effective competition in the European Economic Area (EEA) or any substantial part of it.[08] Mergers: Commission approves proposed acquisition of Trane by Ingersoll-RandThe European Commission has cleared under the EU Merger Regulation the proposed acquisition of Trane by Ingersoll-Rand, both US-listed companies. Ingersoll-Rand is in particular active in solutions to transport, preserve, and display temperature-sensitive products, whereas Trane provides air conditioning systems and related products.
