MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb07/04/08[01] Strengthening bilateral cooperation with TajikistanCommissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner will visit Dushanbe on 8 April 2007 for bilateral talks with the Tajik government. The talks will focus on the further development of the bilateral relationship, regional and international issues. Apart from meetings with President Emomali Rahmon, Foreign Minister Hamrokhon Zarifi and the Minister of Economic Development and Trade, Ghulomjon Bobozoda, Commissioner Ferrero-Waldner will also visit the Border Guard Training Centre in Dushanbe.[02] Commission paves the way for in-flight mobile phone use across EuropeThe European Commission today introduced rules to harmonise conditions for the take-off of pan-European mobile communication services on aircraft. These services will allow businesspeople and consumers to receive and make calls and messages safely with their own mobile phones while flying all over Europe. This means that the 90% of European air passengers that already carry mobile phones on-board aircraft can remain contactable during flights.[03] Cohesion policy after 2013: Commissioner Hübner underlines need for investment in future at high-level debate in Maribor, SloveniaDanuta Hübner, European Commissioner for Regional Policy, today addresses a major conference in Maribor, Slovenia on the future shape of Cohesion Policy after 2013. The event, organised by the Slovenian Presidency of the European Union, offers an opportunity to discuss the policy's scope and impact, and paves the way for the forthcoming discussion on the EU budget. The Commissioner will present initial results of its analysis of contributions to the public consultations on the future of Cohesion Policy.[04] Caucase du Nord: la Commission alloue 11 millions d'euros aux victimes du conflit en TchétchénieLa Commission européenne a approuvé l'octroi de 11 millions d'euros pour un nouvel ensemble d'actions d'aide humanitaire en faveur des victimes du conflit en Tchétchénie. Les fonds seront acheminés par l'intermédiaire du service d’aide humanitaire de la Commission européenne, placé sous la responsabilité du commissaire Louis Michel.[05] Commission clears acquisition of BabySam by AAC and PolarisThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of BabySam A/S of Denmark by AAC Capital Partners (AAC) of the Netherlands, belonging to ABN AMRO, and Polaris Private Equity (Polaris) of Denmark. AAC and Polaris are private equity companies BabySam is a retail outlet for baby clothes and equipment. The operation was examined under the simplified merger review procedure.[06] Commission clears joint venture between SABMiller and Molson CoorsThe European Commission has granted clearance under the EU Merger Regulation to the joint venture between SABMiller plc (SABMiller) of the UK and Molson Coors Brewing Company (Molson Coors) of the US. SABMiller and Molson Coors are both active in the worldwide production, distribution and sale of beer and other beverages. The joint venture will produce, distribute and sell beer in the US and Puerto Rico. The operation was examined under the simplified merger review procedure.[07] Publication of the Study on 'economic analysis of the effects of the expiry of the EU milk quota system'The study has been prepared by the Institut d'Economie Industrielle. The objective of the study is to provide a quantitative assessment of the impact of the abolition of EU milk quotas on the EU dairy sector. The impacts of four separate policy scenarios were assessed compared to a baseline scenario (that is considered to be continuation of the current quota system in the medium term). Two policy scenarios fit in the concept of 'soft landing', where milk quotas are gradually increased over a six year period before abolition, while two 'hard landing' scenarios assess the impact of an abrupt expiry of the quota system. Preliminary results of the study were presented at the Stakeholders' Conference on the future of the dairy sector on 11 January 2007. The impact assessments of the 'soft landing' scenarios demonstrate that a gradual increase of quotas leads to a steady price trend towards a 'without quota' situation, enabling a smooth adjustment for producers and processors. On the contrary, the abrupt quota removal in the 'hard landing' scenarios generates a relatively big price shock and a more uneven development between individual Member States. From an efficiency viewpoint the 'hard landing' scenarios benefit low cost (competitive) producers, but the costs of adjustment, such as exit costs, might be higher.
