[01] Hübner urges Poland to focus on high value-added projects
Danuta Hübner, European Commissioner for Regional Policy, will today urge
Poland to invest in high quality, high value-added Cohesion policy projects
for 2007-2013. In Gdansk, she will address a conference at the university
to mark the 50th anniversary of the EU. In Olsztyn, she will receive an
award as 'Personality of the Year, Warmia-Mazury region'. She will meet
regional authorities and discuss how they see the future of Cohesion
Policy.
[02] "Preparedness is essential to saving lives". Commission provides €
27.325 million for disaster preparedness
In line with its commitment to support Disaster Risk Reduction, the
European Commission has allocated €27.325 million from the humanitarian
aid budget to improve the capacities of communities at risk in Central
America, Central Asia and South East Asia, so that they can better prepare
for and protect themselves against natural disasters. The funds will be
channelled through the European Commission's humanitarian aid department
(DG ECHO) under the direct responsibility of Commissioner Louis Michel.
With these DIPECHO (Disaster Preparedness ECHO) decisions, the Commission
underlines its commitment to improving the capacities of communities at
risk from natural disasters, in line with the Hyogo Framework for Action
2005-2015.
[03] Concurrence: la Commission européenne et le Département américain
des transports lancent un projet de recherche commun sur les alliances
entre compagnies aériennes
La Commission européenne et le Département américain des transports
(DOT) ont lancé un projet de recherche commun visant à mieux comprendre
les services aériens transatlantiques. Il s'agit d'explorer la croissance
vigoureuse de ces alliances, leur effet sur la concurrence entre compagnies
aériennes et l'évolution possible du rôle des alliances suivant l'accord
euro américain dans le domaine des transports aériens (voir <a
href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/07/277&format=HTML&aged=1&language=FR&guiLanguage=en">IP/07/277).
Un rapport final résumant les principales conclusions de cette étude sera
publié au milieu de 2009.
[04] Démantèlement d'un réseau international de contrebande de
cigarettes
L'enquête sur une bande de malfaiteurs internationale responsable de la
contrebande de millions de cigarettes dans l'UE Ã partir des pays de l'ex-
Union soviétique et de Chine a pris fin de manière spectaculaire avec
l'arrestation de 26 personnes en Pologne et en Allemagne, notamment des
principaux organisateurs présumés du groupe criminel. Ces arrestations
font suite à des mois de coopération entre l'Office européen de lutte
antifraude (OLAF), le Bureau d'enquête central de la police nationale de
Pologne (CBS, Centralne Biuro Åšledcze) et le service centrale
d’enquêtes douanières d'Allemagne (Zollkriminalamt).
[05] Chainsaw fanfare: the launch of a report on the use of illegal timber
Stavros Dimas, European Commissioner for the Environment, will be attending
a "chainsaw fanfare" organised by Friends of the Earth Netherlands on 19
March at 13:00 outside the Berlaymont building. The event is organised to
mark the launch of "Building on Forest Destruction", a report on the use of
illegal timber in European construction projects. The report documents a
number of cases where they allege illegal timber has been used in
construction projects. Friends of the Earth are demanding that the EU put
in place a law criminalising the importation or selling of illegal timber
and timber products in the EU. The Commission shares FoE's concerns about
the impact of deforestation on climate change and biodiversity loss, and is
currently discussing the launch of a new package on forestry law
enforcement. This package, which is due to be released in May, will also
cover green public procurement policies for timber.

[06] Le marché laitier: le Conseil approuve une augmentation de 2 % des
quotas laitiers à compter d'avril 2008
Les ministres de l'agriculture de l'Union européenne ont approuvé
aujourd'hui la proposition de la Commission européenne relative à une
augmentation de 2 % des quotas laitiers à compter du 1er avril 2008 pour
répondre à la croissance de la demande tant dans l'Union européenne que
sur les marchés mondiaux. Cette augmentation, soit 2,84 millions de tonnes,
sera répartie équitablement entre les vingt-sept États membres. Elle
ne préjuge pas des résultats du réexamen du marché laitier actuellement
en cours dans le cadre du bilan de santé de la politique agricole commune,
étant entendu que la Commission a suggéré dans ce contexte une
augmentation progressive des quotas avant leur expiration le 31 mars 2015.
En décembre, la Commission a publié un rapport qui montre que la demande
de lait a progressé entre 2003 et 2007 et que cette tendance devrait
persister entre 2007 et 2014. Les perspectives sont également favorables
sur le marché mondial en ce qui concerne tant la demande que les prix. Le
rapport soulignait qu'une augmentation de 2 % était parfaitement
justifiée.
[07] EU and Ukraine civil protection chiefs meet – proposals for further
cooperation
Stavros Dimas, Commissioner for Environment met Volodymyr Shandra, the
Ukrainian Minister for Emergency Services today to discuss further
cooperation between the EU and Ukraine on disaster response.
