Actions taken under the Joint EU-Africa Strategy to be launched at the 2nd EU-Africa Summit that will take place on 8 and 9 December in Lisbon will be decided jointly following negotiations between the EU and the African Union (AU). Based on a deeper and broader political dialogue, Europe and Africa intend to leave the archaic and narrow minded "donor-beneficiary relationship" behind and create a partnership between equals.[02] Spanish city centre regeneration project wins European Enterprise Awards 2007 Grand Jury prizeIn a pioneering approach to city centre regeneration, Bilbao has helped set up 129 small companies creating 270 jobs in leisure, arts, culture, fashion and technology. The project Spanish municipal development company Lan Ekintza-Bilbao won the 2007 European Enterprise Awards Grand Jury’s Prize at the official ceremony in Porto today. The high level jury representing business representatives and academics selected the project not only for its impressive results but also because it offers an excellent and sustainable model for urban regeneration, a challenge facing many European cities. Four other initiatives from local authorities around Europe received awards in special categories for Entrepreneurial Trailblazer, Enterprise Support, Investment in People and Responsible Entrepreneurship (see Memo/07/554).[03] L’UE et l’Ukraine entament des négociations en vue de créer un espace aérien sans frontièresCette semaine, l’Union européenne et l’Ukraine ont ouvert, à Kiev, des négociations officielles en vue de la création d’un espace aérien sans frontières. She said the report is completely in line with what we want to do in terms of investigation followed by enforcement, as was done in the recent 'sweep' investigation of websites selling airline tickets.[05] One woman in ten aged 25-54 in the EU27 is inactive due to family responsibilitiesThe inactivity rate of women aged between 25 and 54 years was 23.6% in 2006 in the EU27, compared with 8.1% for men. This period is the main working age, and also the age when families are founded and children are raised. The main single reason for prime-aged women to be outside the labour force is therefore family responsibilities. Among prime-aged women in the EU27 in 2006, 10.2% stated they were inactive due to family responsibilities, almost half of all inactive women of this age. À l'occasion du second Sommet UE-Afrique, qui se tiendra les 8 et 9 décembre 2007 à Lisbonne, Eurostat publie des données relatives aux échanges de biens entre les 27 États membres de l'UE et 53 pays africains.[07] Commission clears acquisition of Sintonia by Sintonia SpA and Goldman SachsThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Sintonia SA of Italy by The Goldman Sachs Group, Inc of the US and Sintonia SpA of Italy, belonging to the Benetton group. Goldman Sachs is a global investment banking, securities and investment management firm that provides a wide range of banking, securities and investment services worldwide. Sintonia SpA. is Benetton's holding company for their interests in the infrastructure sector. Sintonia is incorporated in Luxembourg and invests globally in infrastructure assets. The operation was examined under the simplified merger review procedure.[08] Commission clears acquisition of Global Garden Products by 3i GroupThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Global Garden Products B, S.à .r.l. of Luxembourg by 3i Group plc of the UK. 3i Group is active in investment fund management. Global Garden Products manufactures and sells a variety of powered garden tools and equipment for household and professional use. The operation was examined under the simplified merger review procedure.[09] Commission to decide on amendment on Slovak National Allocation Plan for 2008 to 2012On Friday 7 December, the European Commission is scheduled to take its decision on the amendments to the national allocation plan of Slovakia notified by end 2006, for the second period under Directive 2003/87/EC, which establishes the EU emissions trading scheme for greenhouse gases. The decision will be communicated at 12 pm Central European Time via a press release. The announcement will also be displayed simultaneously on bothDG Environment website at: http://ec.europa.eu/environment/climat/emission.htm and http://ec.europa.eu/environment/climat/2nd_phase_ep.htm. The legal framework foresees that any amendments notified after the end of 2006 other than those explicitly required in Commission decisions on national allocation plans are inadmissible.
