José Manuel Barroso, au Président de la République Française, M. Nicolas Sarkozy, comme suite au décès de l'ancien Président de la Commission européenne, M. François-Xavier OrtoliComme suite au décès de l'ancien Président de la Commission européenne, M. François-Xavier Ortoli, le Président de la Commission européenne, M. José Manuel Barroso, adresse le message de condoléances suivant au Président de la République Française, M. Nicolas Sarkozy.[02] La Commissaire Danuta Hübner en visite dans la région Midi- Pyrénées en FranceLa Commissaire européenne la politique régionale, Danuta Hübner, est en visite aujourd'hui dans la région Midi-Pyrénées. Elle s'entretiendra avec les autorités locales du nouveau programme prévu pour la région dans le cadre de la politique de cohésion, doté de 430 millions d'euros sur sept ans. Elle se rendra sur le site de l'explosion de l'ancienne usine AZF, Toulouse. Six ans après la catastrophe, ce site hautement symbolique est en train de devenir un pôle de recherche sur le cancer, un 'Canceropole', avec l'appui de l'Europe. Elle rencontrera également les présidents des régions de l'Eurorégion Pyrénées-Méditerranée, modèle de coopération territoriale.[03] Idealistic goals, pragmatic instruments: a policy mix can help minorities to access labour markets, says expert groupToday an independent High Level Advisory Group of Experts on ethnic minorities presented eight policy recommendations to the Commission. Well aware of increasing social challenges, the Commission set up the group, headed by former Chairman of the German Bundestag, Rita Süssmuth in January 2006. The aims were to identify barriers which hinder members of ethnic minorities from fully participating in the labour market and society in general and to highlight good practice in public policy and in enterprises. The most important challenges lie in the areas of education, employment, housing and health.[04] The Commission regrets delay in transposition of European rules on procedures for granting asylumOn 1 December 2007, the deadline for transposition of the Asylum Procedures Directive (Council Directive 2005/85/EC of 1 December 2007, on minimum standards on procedures in Member States for granting and withdrawing refugee status) expired. Until today, only 5 Member States (Bulgaria, Germany, Luxemburg, Austria and Romania) have communicated their national measures informing that they transpose fully the Directive. 4 Member States (Belgium, Estonia, France and Lithuania) have notified partial transposition.[05] Commission welcomes substantial progress in the Council for the internal energy market package – EMBARGO 13h00 –Energy Commissioner Andris Piebalgs welcomed the progress made by the Council on the Internal Market Package, as seen in the Portuguese Presidency's Progress Report, adopted today in the Energy Council. The report indicates that "a significant number" of Member States agree that ownership unbundling is necessary, whereas only "some" remain to be convinced. The report also indicates that all Member States agree that unbundling rules should be similar to avoid distortions between Member States in the internal market and that they have to be based on independently run "networks that guarantee independence of decisions on investment in infrastructure.[06] Big differences still exist between Member States in attitudes to science in the mediaWhile the public in Member States that were part of the EU before 2004 are generally open to science news, with more than 62% saying that they are interested in scientific research, this figure falls to just 38% for those Member States that joined since 2004. The differences range from 80% in Sweden to just 24% in Bulgaria. This is just one of the findings in a new Eurobarometer survey on scientific research in the media. The survey also shows a difference in the subjects of interest, with the newer Member States more focused on information technology and space, whereas the pre- 2004 Member States saw higher levels of interest in medicine, environment and energy.[07] Operation Wasabi: another joint customs operation gives spicy resultsWould you confuse apples with garlic? It appears that some Community importers do — thereby defrauding the EU budget. In September 2007, the European Anti-Fraud Office (OLAF), in cooperation with the customs services of all 27 Member States, ran a joint customs operation code-named “Wasabi”. This operation targeted the importation of fruit and vegetables into the Community, in particular from southeast Asian countries.[08] Commission clears acquisition of Sempra Companies by RBSThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of parts of the Sempra Energy Group (Sempra Companies) of the US by Royal Bank of Scotland Group Plc (RBS) of the UK in the form of RBS Sempra Commodities LLP, a limited liability partnership to be established under UK law. RBS provides banking services and integrated financial solutions. Sempra Companies are active worldwide in commodities trading and associated activities. The operation was examined under the simplified merger review procedure.[09] Commission clears acquisition of H.P. Pelzer by Goldman SachsThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of H.P. Gesellschaft für Beteiligungsverwaltung mbH and HP-Pelzer Beteiligungsholding GmbH & Co Systeme KG of Germany (together H.P. Pelzer) by ELQ Investors Ltd (ELQ) of the UK, controlled by The Goldman Sachs Group Inc. (GS) of the US. GS is active in investment banking, trading and principal investments, asset management and securities services. H.P. Pelzer designs, produces, sells and distributes interior and exterior sound absorbing systems, interior linings and carpets for motor vehicles. The operation was examined under the simplified merger review procedure.[10] Commission clears joint venture between GE and DoğusThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Motoractive Leasing IFN, Domenia Credit IFN and Ralfi IFN, all of Romania by General Electric Capital Corporation (GECC) of the US, a subsidiary of General Electric Company (GE) and Doğus Holdings A.S. (Doğus) of Turkey. GECC handles the financial services activities of GE. Doğus is active in the finance, automotive, construction, tourism, media, real estate and energy businesses. Motoractive, Domenia and Ralfi, currently controlled by GECC, provide consumer finance services in Romania. The operation was examined under the simplified merger review procedure.[11] La Commission autorise l’acquisition de Cofranlait par Entremont Alliance et Sodiaal IndustrieLa Commission européenne a autorisé, en vertu du règlement Concentrations, le projet d'acquisition en commun de l’entreprise française Cofranlait SAS par l'entreprise française Entremont Alliance et l'entreprise française Sodiaal Industrie, contrôlée par Sodiaal Union de Coopératives agricoles. Entremont Alliance et Sodiaal sont toutes les deux actives dans la transformation et la commercialisation de produits issus du lait (fromages, poudre de lait). Cofranlait produit de la poudre de lait pour la nutrition infantile, la nutrition adulte, les produits alimentaires intermédiaires améliorés et le lait en poudre. Il ressort de l'enquête menée par la Commission que l'opération envisagée n'entravera pas de manière significative la concurrence dans le marché commun. Cette affaire a été traitée selon la procédure simplifiée.[12] More than 40% of households have broadband internet accessIn the EU27, 54% of households had access to the internet during the first quarter of 2007, compared with 49% during the first quarter of 2006, and 42% had a broadband connection, compared with 30% in 2006. This data comes from Eurostat. This release presents only a small part of the results of a survey from 2007 on Information and Communication Technologies (ICT) usage in households and by individuals in the EU27 Member States, Norway and Iceland.
