MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb26/11/07[01] Vers des normes européennes communes en matière d'accueil des demandeurs d'asile: rapport sur la transposition et la mise en œuvre de la directive relative aux conditions d'accueilLa Commission européenne a publié aujourd'hui son rapport évaluant la mise en œuvre par les États membres de la directive relative à des normes minimales pour l'accueil des demandeurs d'asile (directive 2003/9/CE du 27 janvier 2003), souvent appelée la «directive relative aux conditions d'accueil». Les résultats du rapport d'évaluation, ainsi que les conclusions de la consultation sur le livre vert sur le futur régime d'asile européen commun, récemment lancée par le vice-président Frattini, constitueront d'ici 2010 le fondement d'un cadre législatif plus harmonisé en matière de conditions d'accueil. Cela est conforme aux objectifs du programme de La Haye.[02] Le cadre européen des certifications : des avantages considérables pour les citoyens et les employeurs dans toute l’EuropeLe Commissaire européen chargé de l’éducation, de la formation, de la culture et de la jeunesse, M. Ján Figel', a donné aujourd’hui le coup d’envoi du cadre européen des certifications (CEC) pour l’apprentissage tout au long de la vie, lors d’une vaste conférence sur l’enseignement organisée à Lisbonne. Le CEC sera un instrument de mise en correspondance des systèmes de certification des États membres qui aidera les employeurs et les établissements d’enseignement de toute l’Europe à comparer et mieux comprendre les qualifications de chacun.[03] Integrated labour market policies deliver better employment performanceThe robust recovery of EU labour markets in 2006 brought an increase in employment of 4 million – the strongest since 2000, according to the 2007 'Employment in Europe' report, published today. But rather than being an occasion for premature celebration, the improved economic climate presents a unique opportunity to push more strongly for badly needed structural reforms. Member States need, in particular, to develop more integrated employment and training policies to improve employment security for EU workers in the changing global economy.[04] Telling the Story: conference explores innovative ways to communicate on cohesion policyCommissioners Danuta Hübner (Regional Policy) and Vladimir Špidla (Employment and Social Affairs) today open a conference which explores innovative ways to inform the public about EU Cohesion Policy. The conference, entitled "Telling the Story: Communicating EU Cohesion Policy together", gives more than 400 communication officers from all over Europe the opportunity to discuss ways and means of raising awareness and making information available in their Member States and regions.[05] Preparing Europe's small businesses for changeToday the Commission opened the new session of the Restructuring Forum, devoted to the adaptation of Small and medium-sized enterprises (SMEs) to change. This Forum highlights the specific challenges that restructuring can pose for SMEs and aims to create a platform for the exchange and discussion of best practices on how to adapt to change.[06] Cohesion Policy 2007-2013: Commission launches 13 programmes for Greek regions, signs disaster relief grantToday in Brussels, a signature ceremony will take place to launch Cohesion Policy in Greece for 2007-2013. The ceremony, in the presence of European Commissioners Danuta Hübner and Vladimir Špidla, and Greek Minister of Economy and Finance Mr Georges Alogoskoufis, follows Commission decisions on 13 new Operational Programmes for the regions. Ten are funded by the European Regional Development Fund (ERDF) and the Cohesion Fund, and three by the European Social Fund (ESF). Together, they will lead to Community investment of € 20.3 billion in all Greek regions. A Solidarity Fund grant agreement for €9.3 million to offset costs of flood damage will also be signed.[07] Commission proposes introduction of export refunds for fresh pig meatMariann Fischer Boel, Commissioner for Agriculture and Rural Development, today announced that she would take steps to introduce export refunds for pig meat carcases, cuts and bellies as a response to the difficult market situation. The proposal will be presented to the Management Committee this week. Refunds would be payable for exports to all destinations. At the same time, the Commission will suspend the Private Storage Aid scheme set up last month. Mrs Fischer Boel will inform agriculture ministers of her proposal at today's Agriculture Council.[08] Environment: Directive on flood risk management comes into forceReducing the risks and adverse consequences of floods in the European Union is the aim of the new directive on flood risk management coming into force today. The directive requires flood risk management to be negotiated across national borders and contains important commitments to increase transparency and involve citizens. Member States are now obliged to identify river basins and associated coastal areas at risk of flooding and draw up flood risk maps and management plans for these areas.[09] European Commission welcomes launch of the newly established European Nuclear Energy ForumThe European Nuclear Energy Forum, initiated by the Commission and supported by the MarchEuropean Council, has been inaugurated today in Bratislava by Prime Minister Robert Fico of the Republic of Slovakia, and by Mirek Topolánek Prime Minister of the Czech Republic, and by Energy Commissioner Andris Piebalgs, who also conveyed a welcome message from President Barroso.[10] Commission proposes suspension of import duties on most cerealsThe European Commission today proposed the suspension of import duties on all cereals except oats for the current marketing year - which ends on June 30, 2008. This is a reaction to the exceptionally tight situation on the world and EU cereals markets and the record price levels. Although the current levels of border protection for cereals are rather low, import duties are still applied for certain types of grains that are relevant for the balance of the EU market. The proposal will have to be approved by the Council of Ministers, hopefully at its meeting starting on 18 December.[11] Commission clears acquisition of Süd-Chemie by SCBThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Süd-Chemie AG of Germany by SC-Beteiligungsgesellschaft mbH (SCB) of Germany), controlled by JP Morgan Chase & Co. of the US. SCB is a special purpose vehicle of JPMorgan Chase, which is active in financial services. Süd-Chemie is a specialty chemicals company. The operation was examined under the simplified merger review procedure.[12] Commission clears acquisition of Brouwer by ThyssenKrupp, Imperial and ToepferThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Brouwer Shipping & Chartering GmbH & Co KG (Brouwer) of Germany by Alfred C. Toepfer International GmbH (Toepfer), ThyssenKrupp MinEnergy GmbH (ThyssenKrupp) and Imperial Logistics International (Imperial), all of Germany. Toepfer produces and sells agricultural products. ThyssenKrupp produces and sells steel products. Imperial is active in transport and logistics.
