[01] Commission wants to strengthen the role of Eurojust in the fight
against organised crime and terrorism.
The European Commission has approved a Communication on the role of
Eurojust and the European Judicial Network in the context of the fight
against organised crime and terrorism. The Communication sets out the
Commission's views on possible improvements. It will be discussed with
Member States at a Seminar in Lisbon 29 and 30 October 2007.
[02] European Commission seeks mandate to negotiate major new international
anti- counterfeiting pact
The European Commission has announced today that it will seek a mandate
from European Member States to negotiate a new Anti Counterfeiting Trade
Agreement (ACTA) with major trading partners, including the US, Japan and
Korea. Such an agreement would strengthen efforts to protect European
intellectual property around the world, a key part of the EU's Global
Europe trade strategy. ACTA’s goal is to provide a high-level
international framework that strengthens the global enforcement of
intellectual property rights and helps in the fight to protect consumers
from the health and safety risks associated with many counterfeit products.
[03] Post-trading: Commission expert group presents solutions to improve,
simplify and modernise EU fiscal compliance procedures
The European Commission’s Fiscal Compliance expert group (“FISCO”)
has issued a report setting out solutions to fiscal compliance barriers
related to clearing and settlement of cross-border securities transactions,
also known as 'post-trading'. The proposed solutions are expected to lead
to improved, simplified and modernised procedures adapted to the way EU
financial markets operate today.
[04] Ownership rules for audit firms: Commission services publish
independent study on the impact on the audit market
The Internal Market Directorate General has published an independent study
on the ownership rules that apply to audit firms and their consequences on
audit market concentration. The study analyses whether changes to the
ownership rules of audit firms might help increase the number of
international players in the audit market. At present, the European
Statutory Audit Directive requires that auditors hold a majority of the
voting rights in an audit firm and control the management board. The study
will contribute to DG Internal Market's work on how to improve competition
in the audit market.
[05] Transparency: Agriculture Council agrees to full disclosure of CAP
recipients
The Agriculture Council yesterday (22 October) agreed to the full
disclosure of all recipients of financial support under the Common
Agricultural Policy. The principle of transparency was already agreed as
part of the revision of the Financial Regulation last year. This week's
agreement sets in stone the principle that Member States will publish all
recipients of money paid out under the CAP, regardless of how much aid they
receive. For money paid out under Rural Development, the publication will
cover expenditure made as from 1 January 2007, and for direct aids and
market measures, expenditure as from 16 October 2007 (budget 2008) will be
covered. The Commission will now have to come forward with detailed

[06] Les entrées de commandes dans l’industrie en hausse de 0,3% dans la
zone euro
Dans la zone euro (ZE13), l’indice des entrées de commandes dans
l'industrie a augmenté de 0,3% en août 2007 comparé à juillet 2007.
L’indice avait baissé de 2,6% en juillet. Dans l’UE271, les entrées
de commandes ont progressé de 1,0% en août 2007, après une baisse de 3,
5% en juillet. En août 2007, en excluant la construction navale ainsi que
l’équipement ferroviaire et aérospatial4, les entrées de commandes
dans l’industrie ont augmenté de 0,3% dans la zone euro et de 0,9% dans
l’UE27. En août 2007 par rapport à août 2006, les entrées de commandes
dans l’industrie ont crû de 5,1% dans la zone euro et de 8,2% dans
l’UE27. En excluant la construction navale ainsi que l’équipement
ferroviaire et aérospatial, les entrées de commandes dans l’industrie
ont progressé de 6,3% dans la zone euro et de 9,8% dans l’UE27. Ces
estimations sont publiées par Eurostat.

[07] Emissions trading: Commission adopts decision on Portugal's national
allocation plan for 2008-2012
The European Commission adopted its decision on Portugal's proposed
national plan for allocating carbon dioxide (CO2) emission allowances for
the second trading period of the EU Emissions Trading Scheme (EU ETS) from
2008 to 2012. The cleared annual allocation is 34.8 million tonnes of CO2
allowances, 3.1 % less than Portugal had proposed. The Emissions Trading
Scheme ensures that greenhouse gas emissions from the energy and industry
sectors covered are cut at least cost to the economy, thus helping the EU
and its Member States to meet their emission commitments under the Kyoto
Protocol. Portugal's national allocation plan is the last to be assessed of
the 25 member states that have been part of the EU ETS since its launch in
2005. Those for Bulgaria and Romania will be finalised shortly.
