MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb19/10/07[01] Antitrust : Commission market tests commitments from eight members of SkyTeam concerning their alliance cooperationThe European Commission has invited comments from interested parties on commitments proposed by eight members of the SkyTeam airline alliance, namely Aeromexico, Alitalia, CSA Czech Airlines, Delta Air Lines, KLM, Korean Air, Northwest Airlines and Air France. These commitments are designed to meet concerns under the EC Treaty's ban on restrictive business practices (Article 81), raised in the Commission's Statement of Objections of 15 June 2006 (see MEMO/06/243). The Commission is concerned that the cooperation in passenger air transport services between these SkyTeam members may have negative effects for passengers on routes where they enjoy a strong market position and where barriers to entry are significant. To address these concerns, the parties have offered commitments designed to facilitate new entry on the routes in question. The parties mainly offer to make slots available at appropriate EU airports to allow competitors to operate new or additional services and to share their frequent flyer programmes. Au vu de cet engagement, la Commission est parvenue à la conclusion que l’opération envisagée n'entraverait pas de manière significative l'exercice d'une concurrence effective dans l'Espace économique européen (EEE) ou une partie substantielle de celui-ci.[04] Commission clears acquisition of BPH and BPH TFI by GE MoneyThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of of Bank BPH S.A. (BPH) and BPH Towarzystwo Funduszy Inwestycyjnych S.A. (BPH TFI), both of Poland by GE Money, belonging to General Electric Company (GE) of the US. GE Money is active in banking and credit services. BPH is a retail and corporate bank. BPH TFI handles asset management. The operation was examined under the simplified merger review procedure.[05] Commission clears acquisition of Sequa by CarlyleThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Sequa Corporation (Sequa) of the US by Carlyle Partners V L.P. controlled by The Carlyle Group (Carlyle), also of the US. Carlyle is a private equity investment company. Sequa provides aftermarket services for the airline industry, car supply, metal coatings, chemicals, machinery and formal menswear. The operation was examined under the simplified merger review procedure.[06] Private storage aid introduced for pigmeat in response to difficult market situationThe Management Committee for Pigmeat on the 18 October 2007 backed a Commission proposal to introduce a private storage aid scheme for pigmeat in response to the current difficult situation on the market. Under the programme, operators who store meat at their own expense and their own risk for a period of between 3 and 5 months will be eligible to receive a Community aid to cover storage costs. They can then choose to release the meat back into the market at a later stage when the market situation has improved. If products are exported, they can be removed from storage already after 2 months. The Commission can also decide to prolong the storage period if the market situation so requires. The pigmeat market is entering its usual seasonal drop in prices during the autumn also as result in the increase in production in the order of 2%. However, the situation has been exacerbated by increasing feed costs. Feed costs increased by around 35 percent between September 2006 and September 2007, which has forced down margins for producers.. The private storage aid scheme will enter into force on 29 October. The discussions are based on a new study undertaken in the framework of the Ecodesign Directive, showing significant potential for the reduction of energy consumption during the standby mode in the EU.[11] President Barroso and Commissioner Borg to present Commission proposals for an Integrated Maritime Policy to ministers in LisbonOn Monday 22 October, European Commission President, José Manuel Barroso, and Commissioner for Fisheries and Maritime Affairs, Joe Borg, will be in Lisbon to attend a ministerial conference on the integrated maritime policy of the European Union, hosted by the Portuguese presidency of the EU. Participants will discuss the Commission's Communication and Action Plan on an Integrated Maritime Policy for the European Union, which the Commission adopted on 10 October 2007. They will also start work on the conclusions of the December European Council of Heads of State and Government. The Commission hopes that those conclusions will constitute a sound basis for the development of an integrated Maritime Policy for the Union in the 21st century. President Barroso will open the conference alongside with the President of the European Council, Portuguese Prime Minister, Mr José Sócrates. The conference gathers, for the first time, the main political decision-makers who are responsible for the coordination of maritime affairs in the Member States. The countries of the European Free Trade Area and the European institutions concerned will also be represented. Commissioner Borg will present the Commission's Communication and Action Plan to the first working session of the conference, which will be followed by a joint press conference with Mr Borg and Portuguese Secretary of State for National Defence and Maritime Affairs, Mr João Mira Gomes, among other participants.[12] Programmes régionaux 2007-2013: La Commission et la France s'accordent pour donner la priorité à l'innovationDanuta Hübner, Commissaire européenne responsable de la politique régionale et Jean-Louis Borloo, Ministre français de l'écologie, du développement et de l'aménagement durables, viendront clôturer le séminaire "Innovation et anticipation des mutations économiques et sociales" qui se tiendra les 22, 23 et 24 octobre 2007 à Bordeaux.
