[01] 15 Member States have not implemented the "Researchers' visa"
Directive
Last Friday – 12 October – marked the passing of the deadline to put
into national law the 2005 Directive setting out a specific procedure for
allowing third-country nationals into the EU for the purposes of carrying
out scientific research, or "researchers' visa". Until today only 6 Member
States (Belgium, Germany, Hungary, Austria, Portugal and Romania) have
notified the Commission of full implementation of the Directive. 4 Member
States (France, Latvia, Lithuania and the Slovak Republic) have notified
partial implementation. As of this date the Commission is entitled to take
steps to open infringement proceedings against these Member States who have
not yet notified of their implementing measures and those Member States who
have notified partial implementation only. The Commission deeply regrets
that so many Member States have not yet transposed this Directive into
their national legislation and hopes this situation to be remedied as soon
as possible so as to avoid initiating infringement procedures.
[02] High calibre personalities assist Commission in reform of its research
advice
Dr Claudie Haigneré, former French Research and Europe minister, Professor
Vaira Vike-Freiberga, former Latvian President and Dr Andrew Dearing,
Secretary-General of the European Industrial Research Management
Association have undertaken to help the European Commission identify top
experts from around Europe to form the advisory European Research Area
Board (ERAB). This new body was announced in the Commission Green paper
"The European Research Area: New Perspectives" and will replace the
European Research Advisory Board (EURAB). ERAB should be an independent
body of people from academia, industry, politics or other walks of life who
can speak with authority on science, science policy and actions to bring
about a knowledge society. The ERAB Identification Expert Group will
identify 22 members with proven experience and excellence in research
policy and management, based on suggestions from European organisations.
The European Commission has asked the experts to submit their suggestions
by January 2008.
[03] Commission approves proposed acquisition of Bonnier Danish book
publishing business by Egmont, subject to commitments
The European Commission has cleared under the EU Merger Regulation the
proposed acquisition of the Danish book publishing company Bonnier
Forlagene A/S, belonging to the Swedish media group Bonnier, by Egmont of
Denmark, also a media group. The Commission's clearance is conditional upon
the commitment by the parties to modify the proposed transaction so that
Egmont would not acquire the Danish strip cartoon business of Bonnier. In
view of this commitment, the Commission concluded that the operation would
not significantly impede effective competition in the European Economic
Area or any substantial part of it.
[04] Viviane Reding meets the Italian Telecoms Regulator AGCOM
Today, European Telecoms Commissioner Viviane Reding met four high-level
representatives of the Italian Telecoms Regulator AGCOM (l’Autorità per
le garanzie nelle comunicazioni): Mr Corrado Calabrò, President; Mr
Giancarlo Innocenzi Botti and Mr Michele Lauria, both Members of the Board
of AGCOM; and Mr Roberto Viola, Secretary-General of AGCOM and at the same
time Chairman of the European Regulators Group (ERG). On the agenda of
their exchange of views was the current status of competition and
regulation on the Italian telecoms and media market as well as the reform
of the EU telecom rules, which the Commission will propose on 13 November.

la transition démocratique entrepris par ce pays.
[06] Benita Ferrero-Waldner on formation of coalition in Ukraine
European Commissioner for External Relations and European Neighbourhood
Policy, Benita Ferrero-Waldner said : "I welcome the announcement of the
formation of a coalition following the September early parliamentary
elections in Ukraine. The future government has important challenges ahead
as Ukraine continues down the path of constitutional, political, and
economic reform. The European Commission stands side-by-side with Ukraine
as it continues along this path of reform."
[07] Euro area annual inflation up to 2.1% - EU up to 2.2%
Euro area annual inflation was 2.1% in September 2007, up from 1.7% in
August. A year earlier the rate was 1.7%. Monthly inflation was 0.4% in
September 2007. EU annual inflation was 2.2% in September 2007, up from
1.9% in August. A year earlier the rate was 1.9%. Monthly inflation was
0.4% in September 2007. These figures come from Eurostat.

pour la zone euro et pour l'Union européenne. Outre les derniers chiffres
mensuels pour l'inflation, l'évolution du PNB et balance commerciale,
entre autres, il y aura encore une mise à jour quotidienne des taux
d'intérêts à trois mois, indicateur sur le climat économique, etc. En
tout 22 indicateurs clés qui donnent une vision globale de la situation
économique et permettent un aperçu rapide pour la presse, responsables
politiques, analystes, universitaires et le public en général.
